Sir Henry de Castres Kellett (1851-1924) the son of a hereditary baronet, was born at Mt Gambier, South Australia in 1851. His English title had been created in Ireland in 1801, but the family was originally Norman with the later branches living in England and Ireland. Sir Henry Kellett assumed the title in 1906. Henry Kellett was a prominent Kew retailer, continuing his father’s newspaper and stationery business in Bulleen Road (now High Street). At various stages, he also acted as an insurance, postal and real estate agent. He lived in Walpole Street and later at Lota Begg (now demolished) in Westbrook Street, East Kew. In 1884, Henry Kellett was elected to the Kew Borough Council and served for 40 years; a remarkable example of public service. He was elected Mayor for a single term in 1888-9. Sir Henry de Castres Kellett died in St George’s Hospital in 1924 following a tragic car accident in Cotham Road, Kew while on Council business. The vehicle, in which he was travelling with fellow councillors and the Town Clerk, collided with a tram. The original Hall Braille writer was modelled on the typewriter and was the first successful mechanical point writer. Frank Haven Hall, Superintendent of the Illinois Institution for the Blind, introduced his invention to the public on 27 May, 1892 at Jacksonville, Illinois. It was manufactured by Harrison and Seifried, Chicago, ca 1892. The carriage moves one space to the left as the keys are released. The styli in the embossing heads are controlled by the keys as are the bars on a typewriter. The styli operate from the back so that letters appear in the normal position for reading. Braille writers enable all dots in a Braille cell to be created simultaneously. This model was found in the Braille and Talking Book Library in South Yarra prior to the staff departure in 2000. This book is the 1835 second edition of John Harrison Curtis' 1833 'A Treatise on the Physiology and Diseases of the Eye, containing a new mode of curing cataract without an operation, experiments and observations on vision, also on the inflection, reflection and colours of light together with remarks on the preservation of sight, and on spectacles, reading glasses etc'. The title page describes J H Curtis (1778-1860) as an oculist and also as an expert on the ear. His knowledge of eye pathology and surgery was poor but this was typical of the medical profession until the middle of the 19th century. He was 'aurist in ordinary' to His Majesty and other members of the royal family and his hospital and teaching appointments had more to do with the ear rather than the eye. The last pages of the book list his other publications most of which concern the ear and the deaf. He was the first person, in 1803, to apply speaking tubes to assist the deaf. He established the Royal Ear Hospital in Soho, UK in 1816.This book is of historic significance as it shows contemporary understanding of ocular pathology in the early nineteenth century. It is quite rare as no other copies of the second edition are known in Australia.'A Treatise on the Physiology and the Diseases of the Eye' by J H Curtis is book of 1835 bound in its original boards, in very good condition, 230 x 140 mm, 242 pages, second edition. There is a coloured plate facing the title page with three figures featuring an ingenious lift up section of a woman's face to show the blood vessels and nerves underneath. There is a philosophical introduction, a chapter on ocular anatomy, two chapters on diseases and their treatment, one on the nature of light and one on the preservation of vision. Cataract is treated by withdrawal of blood from behind the ear and the application of an ointment to an induced blister on the neck, with potash applied to the cornea daily.optics, ocular anatomy, ocular disease, physiology, cataract

In 1967 the site for the Mt Helen Campus was selected and purchased to permit the tertiary division of the Ballarat School of Mines - the Ballarat Institute of Advanced Education (BIAE) to move from the crowded Lydiard Street site, to occupy new accommodation designed for the purpose. The brief given to the campus master planners called for the creation of a modern, attractive, efficient and stimulating concept. It called for careful landscaping and enhancement of the environment, but above all it demanded flexibility for an unpredictable future. During 1974 major new directions were made at Government level quite beyond the scale of change that had been foreseen in 1967. This change was to be that of merging BIAE and the State College of Victoria at Ballarat (formerly Ballarat Teachers' College) into one large new college of broadened scope. By the end of 1974 joint committees representing the still separate, autonomous Councils of the two institutions had agreed on the means of achieving the merger to the extent that a new brief as prepared and given to G.J. Harrison, one of the original master planners who had been chosen to revise the plan to meet the new needs. Kelly was born in Galway, Ireland and died in 1929 aged 76. He had been in Victoria for 59 years. For 50 years he had been closely associated with Bendigo mining companies, and was a leading investor. He joined the Bendigo Stock Exchange in 1880, had been chairman of the exchange multiple times.
