Inspired by the opening lines of Percy Bysshe Shelley’s 1820 poem of the same title, The Cloud has grace of line that epitomises the model of classically informed beauty. Richardson’s figure successfully follows the serpentine line of Art Nouveau sculpture while also echoing the influence of British New Sculpture with its focused attention to bodily detail and surface articulation. This bronze version of The Cloud was cast in 1987 from the original patinated plaster version from 1900 which is also in Bayside City Council's Collection. John William Satchwell (1853-1935), was a representative of the East Ward in Brighton Council for more than 20 years and was elected Mayor in 1922-23. Satchwell joined the police force as a mounted trooper in 1878 and was awarded valour badge in 1889 for bravery in rescuing drowning people from floods in Newstead. Jonathan Binns Were (1809-1885) was born in Somerset, England on 25 April 1809. Before he migrated to Australia in 1839, he worked with colonial merchants and bankers Collins & Co. in Plymouth. Initially trading under his own name, he formed Were & Co. with his brother George and his brother-in-law, Robert Stevenson Dunsford, then, after 1861, JB Were & Son. Were’s were importers, exporters and agents for shipping, land, cattle, sheep and wool; gold brokers and buyers (after 1851); and share dealers (after 1853). Were went bankrupt twice in 1843 and 1857, the former connected with his association with Henry Dendy and the Brighton subdivision. Were lived in Brighton at Moorabbin House and represented Brighton in the Legislative Assembly in 1856-57. In 1865 Were became the first chairman of the Melbourne Stock Exchange; he was the first president of the Chamber of Commerce and served on the board of many public and private institutions and companies. He was Port Phillip’s first Justice of the Peace; and organiser of the 1881 Melbourne Exhibition. He served for one year as Mayor of the Borough of Brighton in 1883 and then as Mayor of the Town of Brighton in 1890, 1891 and 1894. Alnis Ansons (1928-2015) was introduced to architect Kevin Knight in the lead-up to the opening of the Brighton Municipal Offices in 1961. The architect, on seeing some relief work in the artist’s home, asked Ansons if he would attempt an ambitious 70 square metre work within the council building which would wrap around the lift shaft of the three storey building. The tight deadlines and budgetary constraints imposed on the project impacted on the artist’s process but, in adapting to these limitations, Ansons developed a bold and original technique for producing commercial ceramic works. The mural, which symbolises the people of Brighton at work, worship and play, is constructed from hundreds of individual ceramic casts that have been treated with an engobe, similar to an underglaze, to produce a myriad of colours. The pieces were then fired only once, and grouted with copper grouting from top to bottom, creating a three-dimensional effect on the central column in the council chambers. Thomas Wilson (1838-1923) was a local councillor in Brighton (in its three phases as Borough, Town and City) representing the central ward over a 57-year period, firstly in 1866-79 and again in 1894-1923. He was elected as mayor seven times, as Borough of Brighton in 1869, Town of Brighton in 1895-96, 1905 and 1912-13, and was the second Mayor of the City of Brighton in 1919. He was also a land speculator and both Wilson and his father William Wilson owned considerable land in the area. William Wilson sold land on the corner of Wilson and Carpenter Streets to the Council for its Town Hall. Cr. John Ferrier-Hamilton (1852-1911) was elected Councillor for the North Ward in Brighton in 1882, becoming Mayor in 1886. Due to ill health he retired from council in 1900 but re-entered council in 1904, becoming Mayor again in 1906. He was commissioner of the Metropolitan Board of Works for five years.
