In 1976, the Shire of Pakenham recognising that Cockatoo was the second largest township within the shire, acknowledged requests for the provision of recreation facilities. Council purchased four hectares of land strategically located in the Town Centre and in conjunction with the local community, embarked upon a programme of staged development of the site. The first stage saw the construction of the kindergarten building which was opened in 1977, followed by the bowling green, tennis courts, netball courts and public toilets. The Community Complex Building was the final development of the site.The Cockatoo Community Complex building, was the final stage of the development and was opened on the 20th November 1982. It was a replacement for the old Cockatoo Hall, which had not been renovated since 1936. The old Cockatoo Hall was lost in the Ash Wednesday fires on the 16th February 1983. This community newsletter is titled "City of Caulfield Civic Week - Nov. 16-22, 1958", and describes the idea behind Civic Week by the Mayor as being “to promote a new and more active Community spirit, to create a greater public interest and participation in Community affairs, to emphasis the important part played by local government in the Community and to bring to all Citizens a new awareness of their City as a progressive part of the Metropolis”. It contains a program of functions to be held during Civic Week in 1958, and the middle pages contain the article “Be Careful When Driving or Parking a Car”. Taken in the 1960s, depicted are approximately twenty-nine male and female spectators at a school swimming carnival on Lake Sambell near the caravan park. Lake Sambell is a beautiful Victorian recreation lake and urban park with a unique history. It was created in the mid-1800s by the Rocky Mountain Mining company during the gold rush era and used as a mining site until the early 1900s, which brought Europeans into the area. It was turned into a reserve for residents in 1920 and is considered an icon of Beechworth as it represents the development of the community, human endeavour, and the spirit of the landscape. This photograph represents the post-gold rush era use of Lake Sambell as a recreational reserve. The Mt Beauty Drama Group held concerts/ pantomimes at the Mt Beauty Community Centre. It was a valuable social outlet for the members because at that time the only entertainment in Mount Beauty was the pictures on a Saturday night. It was also an alternative to playing sport for some. It was formed in 1958 and expanded to include 20 ladies and 8 men. It ceased in the 1970s. Ref. "Below Bogong - A History of Mount Beauty" Chapter 8, Pages 252-254.The Drama Club performed and entertained the Mt Beauty community during their leisure time during the 1950s and 1960s. It was an alternative to sport and was before tv was available. On Saturday 17 May 1947, an article on page 25 of the Australian Women’s Weekly reported on the formation of a new women's club: the East Kew Women’s Community Club. The article reads: "Wives and mothers in a Melbourne suburb, East Kew, have formed the East Kew Women's Community Club. While babies and young children are under the supervision of a play leader, wives and mothers follow up their own interests. The club caters for varying tastes, has musical appreciation, drama, and "Keep Fit" classes. President Mrs. Grace Thake says that the club hopes soon to have tennis, debating, and discussion groups. The club originated from a debate, "Should women take an active part in social and civic affairs?" Two days later their interest in these matters was proved by the forming of the club, which took for its motto: "To help others, improve ourselves, and foster the community spirit." Membership is open to all women, regardless of age, politics, and religion, and aims to co-operate with all societies working for the improvement of health and cultural standards." The East Kew Women's Community Club, also called the East Kew Women's Community Club functioned from 1946 to the end of the 1960s (to be verified). The records of the Club were placed with Kew Historical Society to preserve them for posterity.
