Candle stick manufacturing moulds were extensively used throughout the Kiewa Valley and its regions to provide rural homes and businesses with illumination during times of limited light e.g. night time. These candles were used before the Kiewa Valley was placed of the electrical grid. The candles were made from parrafin wax. Before the 1920"s electricity was in limited supply due to the inability of the private electricity suppliers to service isolated rural regions. It was not until the Victorian State Government passed legislation (1920) to improve electricity supplies by forming the State Electricity Commission of Victoria (S.E.C.V.) Isolated rural communities could not meet the higher costs to have electricity supplies connected and therefore it was not until the 1950's that adequate domestic electrical power could be supplied.The isolation that the Kiewa Valley provided was of a greater hindrance to any utility (power,roads & telephone) where the cost per instillation was beyond the rural population's ability to pay either directly or indirectly. One of the benefits that the "closed" community of Mount Beauty had, when it was administered by the SECV was that some utility costs were a lot lower than that of the other settlements in the Kiewa Valley. This disparity led to a conference in 1928 of the rural and regional councils to demand from the Government an equality of electricity tariffs. This equality did not take place until 1965. The demand and usage of cheaper and affordable lighting that wax candles provided was for some rural families a way of life until the mid 1900's.This candle making mould is made from mild rolled sheet steel(tin). The top basin is rectangular in shape with beveled edges(facing in on all sides. There are six holes in the top basin for vertical hollow tubes to feed off. The six tapered cyclindrical tubes running from the top basin to the bottom raised platform base. All connections are welded together. The bottom of each cylinder has an opening for the candle wick. The wick is positioned in place before the molten wax is poured into the cylinders. This pipe, of the cherrywood style, would have suited the young professional of the mid and late 1900s. It is the type of pipe well suited to the rural backdrop. In the late 1900s, with the health related restrictions placed on public smoking these tobacco pipes were not immune from the legislation, and even though the pipe smoke was not as offensive as cigarette smoke it still came under the umbrella of smoking. Pipes were also used in the process of inhaling illicit drugs i.e. marijuana, but this use was limited to a very few. Smoking in the second millennium is being phased out as a social habit in Australia but may affect the few "private" smoker and has, as the United States prohibition era (alcoholic drinks) did, spawnThis type of pipe lends itself well to the rural setting of the Kiewa Valley and although it is a bit more bulky in shape its wooden barrel blends into the environment. The Kiewa Valley region was up until the late 1900s part of the Australian Tobacco Industry and the levels of men smoking pipes was enhanced by the ready supply, "off the fields" of tobacco leaves. It was used in a time when a good pipe was a precursor for a good relaxation activity. This method of smoking required at least one hand free to hold the pipe (especially the heavier ones) and therefore was used more by the "landed gentry, squire or academic) than by the labourer.This pipe (a ROPP brand) has a full bent vertical stem and its style is cherrywood. The pipe has a permanent filter and a orange coloured band at the stem /shank connection. The stem screws into the bowl and the shank 110mm is made from cherrywood (dark brown in colour). The Scripture Referendum was held on the same day as the Victorian Parliamentary Elections, in which J. Bowser ran against A.K. Buckley for a seat in the legislative assembly in the electoral district of Wangaratta and Rutherglen. The Scripture Referendum had three questions: "1. Local government in much of Victoria including the Bacchus Marsh area began with the formation of 'local committees'. These local committees could make representations to a Central Road Board regarding plans for road construction. Road construction and maintenance were seen as the essential tasks of these early local government authorities. By 1856 the local committee in Bacchus Marsh was constituted as the Bacchus Marsh Road District. This entity continued until 1862 when the name changed to the Bacchus Marsh and Maddingley Road District. This new entity lasted until 1871 when the local government authority in accordance with new statewide legislation became known as the Shire of Bacchus Marsh. The title of this plan being a plan of 'a portion of the road district of Bacchus Marsh' suggests that the plan was produced sometime between 1856 and 1862. The main purpose of this map was to shown the irrigable land in the district and the sources from which water for irrigation could be drawn. Bacchus Marsh was an early irrigation district in Victoria. Irrigation trusts were formed in the 1880s and 1890s to manage irrigation districts. But this was the culmination of many years of earlier attempts to construct irrigation systems in the Bacchus Marsh area and create a system to manage irrigation more broadly. Pipe smoking has been in vogue for centuries, and in Australia it was a symbol of the "discerning smoker" such as the landed gentry, men of professional status or student. This pipe, however,of the "corncob" style, would have suited the younger professional or student/undergraduate(male or female) of the mid and late 1900s because it was relatively inexpensive to purchase and was regarded as a "beginners pipe". It is the type of pipe well suited to the rural backdrop. In the late 1900s, with the health related restrictions placed on public smoking these tobacco pipes were not immune from the legislation, and even though the pipe smoke was not as offensive as cigarette smoke it still came under the umbrella of smoking. Pipes were also used in the process of inhaling illicit drugs i.e. marijuana, but this use was limited to a very few. Smoking in the second millennium is being phased out as a social habit in Australia but may affect the few "private" smoker and has, as the United States prohibition era (alcoholic drinks) did, spawn an illicit trade in cheap contraband tobacco.This type of pipe lends itself well to the rural setting of the Kiewa Valley and although it is a bit rough in appearance its corncob barrel blended into the environment. The Kiewa Valley region was up until the late 1900s part of the Australian Tobacco Industry and the levels of men smoking pipes was enhanced by the ready supply, "off the fields", of tobacco leaves and the attitude to city based smoking restrictions was one of resentment.This pipe has a straight stem and its "style" is corncob. Originally made from corn cobs the pipe was light in weight and easy to hold in the mouth. The pipe has a permanent filter and a black coloured tin band at the stem/shank junction. The stem fits into the wooden shank which is fastened into the bowl. The stem is made from clear plastic (orange in colour). This stem is longer(70mm) than the shank(45mm). Notices showing the boundary of the area of the review and advising that an investigation was to be carried out were published in the Victoria Government Gazette and in local and other Victorian newspapers in May 1987. A descriptive resources report was published in August 1991. Council received 1,425 submissions and letters following publication of the descriptive report. The Council considered these submissions and published proposed recommendations in April 1993. A further 1,993 submissions were received in response to the proposed recommendations. The Council published its final recommendations in July 1994. A change to legislation in 1989 enabled the LCC to make recommendations for public land within a ‘town’, though cities and rural cities remained excluded from the definition of public land. Timber resources and water quality and yield from timbered catchment areas remained significant issues in Melbourne’s catchments. Recommendations for the Yarra Ranges National Park were based around the closed Melbourne water catchments and adjoining state forest. Button distributed to and worn by Australian Nursing Federation (ANF) members and staff as part of a 2006 campaign protesting the controversial 'WorkChoices' federal industrial relations laws that were introduced by the Liberal John Howard government in 2005-2007. These laws saw the weakening of unfair dismissal laws, giving employers significantly more powers to strip existing rights and wages away. The laws were repealed following the election of an opposition Labor government in 2007 under Kevin Rudd. The 'Howard Target Nurses' campaign was featured in ANF Victorian Branch newsletters around late 2006. During this period, a number of enterprising bargaining agreements were set to soon expire, leaving nurses vulnerable to have rights stripped away under the new IR legislation. A large campaign began, with rallies across the state of Victoria. The August 2006 Branch newsletter featured images of the Tandberg 'Howard targets nurses' design on placards, shirts and badges worn by nurses at these rallies. The illustration by The Age cartoonist Ron Tandberg made reference to John Howard's involvement in wars in the Middle East throughout the early 2000s, and linked this to the 'war' on unions and worker rights.Circular yellow, red and white badge. Emu eggs are perfect for decorating, painting or carving. Emu egg shells have multiple layers ranging from an inner white layer through to the dark green outer layer. The contents must be removed through a small hole (either tool drilled or poked with a needle). After the yolk has been blown out (scrambling the yolk first by poking with a needle will make it easier to remove), the egg needs to be washed through and left to drain dry. It can then be painted, carved, etched or decorated. Emu decorating is a traditional Aboriginal art. The carving of emu eggs by Indigenous and non-Indigenous people was popular in the late 19th century but production declined in the 20th century, partly due to the protection of eggs through legislation. This has been overturned in recent years with the development of commercial emu farms. In the period between the two world wars particularly, with the production of other Aboriginal artefacts for an outside market, the carving of emu eggs provided an important source of income for Aboriginal people in many parts of Australia. It was a widespread practice in the south-east and it was not unusual for Aboriginal people to decorate their own homes with carved eggs and other items created by themselves or community members, serving to affirm an Indigenous identity within the domestic environment. This photograph is of Tom Pearce, one of only 2 survivors from the shipwreck LOCH ARD. Loch Ard was bound for Melbourne in 1878 loaded with passengers and cargo when it ran into a rocky reef at the base of Mutton Bird Island, near Port Campbell. Of the 54 crew members and passengers on board, only two survived: an apprentice, Tom Pearce and a young woman passenger, Eva Carmichael, who lost all of her family in the tragedy. Coleman Jacobs composed the music “The Young Hero Schottische” and dedicated it, by permission, to Mr. Thomas R. (Tom) Pearce. The sheet music was published in 1878 by the Messieurs Roberts, professors of dancing etc. Melbourne. It was on sale for 3/- (3 shillings) and in aid of the “LOCH ARD” fund. [This is Coleman Jacobs’ only surviving musical work Coleman Jacobs, accomplished pianist, musical performer, singer, composer, professor of music and music teacher, was born in 1827 and died on 4 July 1885, aged 58 years. Coleman Jacobs was buried in the Melbourne Cemetery (grave 461, Church of England section).] The wreck of Loch Ard still lies at the base of Mutton Bird Island and much of the cargo has been salvaged. Some was washed up into what is now known as Loch Ard Gorge following the shipwreck. Cargo and artefacts have also been illegally salvaged over many years before protective legislation was introduced. The photograph is significant for its association with the wreck of the Loch Ard. This wreck has been protected as a Historic Shipwreck since 11 March 1982, under the Commonwealth Historic Shipwrecks Act (1976) Flagstaff Hill’s collection of artefacts from Loch Ard is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register. The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the Loch Ard. The Loch Ard collection is archaeologically significant as the remains of a large international passenger and cargo ship. The Loch Ard collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the Loch Ard, which was one of the worst and best known shipwrecks in Victoria’s history. The Loch Ard collection meets the following criteria for assessment: Criterion A: Importance to the course, or pattern, of Victoria’s cultural history. Criterion B: Possession of uncommon, rare or endangered aspects of Victoria’s cultural history.
