Shire of Phillip Island managed the Phillip Island Penguin Parade during this era, and made several improvements for visitors including the building of a kiosk for food and beverage and some souvenirs. The building was located on a bitumen area at the base of the hill along with a brick toilet block. The area was actually raised from creek bed adjacent to the bitumen area, with Little Penguin rookery either side. The Shire tendered out the contract for the running of this kiosk on a 3 yearly basis.This small public notice from a Wonthaggi newspaper at a time when no local newspaper was being published on Phillip Island, marks the time when the Shire of Phillip Island began to increase provision of tourist facilities at the Penguin Parade. The number of visitors being 100,000 for the previous year is also an excellent indication of the popularity of the Penguin Parade. The Premier, Sir Henry Bolte, the Victorian governors wife and daughter, and a retired ambassador to Germany visited the Summerland Peninsula, including the Nobbies and Penguin Parade during the 1960s.The article clearly shows that the government of the day felt the Penguin Parade was of great importance to the Victorian economy. Premier Bolte is described as "A great advocate for tourism". Frank Hurley was a photographer and member of Shackleton's Antarctic Expedition. Former Principal of the Ballarat School of Mines, Richard W. Richards, was a member of this expedition. This is a book for children written by Ron Sproston and illustrated by Mem Taberner. The fantasy animal story takes its theme from the true story of the saving of the fairy penguins on Middle Island, Warrnambool from the depredations of fox activity on the island. The presence of Maremma dogs residing on the island acting as deterrents to fox activity has been highly successful in preventing the killing of the penguins by foxes. The book has been published by Flagstaff Hill Maritime Village, Warrnambool and personnel from this organization oversee the Maremma program. Ron Sproston and Mem Taberner have both been involved with Flagstaff Hill Maritime Village for some years. This book is of interest as it has been produced locally and is based on the story of the Middle Island penguin protection program where Maremma dogs are used as deterrents to foxes. This is a soft cover book of 75 pages. The front cover is white with multi-coloured illustrations of animals and the back cover has white printed material superimposed on a green-coloured photograph of Middle Island. Summerlands Estate was created in the 1920s by A.K. T. Sampbell. It consisted of a housing estate, guest house and golf course. This area was acquired and all buildings, roads etc removed by the Victorian Government in the 1980s for a nature reserve for the penguins. This is believed to be the only time in the world when humans have been removed to benefit nature. In 1927 Mr A. K. T. Sambell built a pier, planned and subdivided a residential estate, designed and built Summerland House, where ardent golfers after an enjoyable day on the course, could relax. Summerland House was built by local builder Mr Vic McRae.
