Moran, noted that the editor of the 1969 issue, David Nottle, was killed whilst on his way to collect his copy and consequently did not even see the results of his work. A barometer is an instrument used for measuring atmosphere pressure thus determining weather changes.The first apparatus generally accepted as a barometer was that set up in Florence in 1644 by Evangelista Torricelli (1608–1647), a mathematician and physicist. Torricelli filled a glass tube with mercury, sealed it at one end, and inverted it with its open end in a dish of mercury. The level always fell a short way down the tube, then settled at a height of about thirty inches. He concluded correctly that the mercury column was sustained by the weight of the air pressing on the open surface of mercury, and further experiments convinced him that the space above the mercury in the tube was a vacuum. He noted that the level rose and fell with changing temperature, but he was unable to use his apparatus to measure variations in the weight of the atmosphere because he had not foreseen that temperature would affect the level of the mercury. News of this experiment circulated quickly among European scientists, who hastened to replicate the experiment. Torricelli's conclusions were not universally accepted because some disputed whether the air had weight, while both Aristotle and the Catholic Church denied the possibility of a vacuum. In France, the philosopher René Descartes (1596–1650) seems to have been the first person, probably in 1647, to attach a graduated scale to the tube so that he could record any changes attributable to the weather. At around this time Duke Ferdinand II of Tuscany organized the first short-lived meteorological network among scientists in other Italian cities, gathering observations of pressure, temperature, humidity, wind direction, and state of the sky.Theis barometer is an example of a household item from the early 20th century, used to determine the day's weather. This item belonged to Dr Horace Holmes. It is a floating thermometer used to determine when bath water was suitable for use. The reference to Dr Forbes is to John Forbes, a Scottish physician who recommended therapeutic bathing at a time when taking a bath at home or in a hospital was not a common practice (19th century). Dr Horace Iles Holmes (1877-1959) was born and educated in Tasmania and completed a medical degree at Melbourne University. He commenced a practice in Warrnambool in 1906 and was the Honorary Medical Officer at the Warrnambool Hospital and Warrnambool’s Health Officer. His practice was at ‘Ierne’, at the corner of Spence and Kepler Streets. He was an early member of the Royal Australian College of Surgeons and was prominent in community affairs (foundation president of Warrnambool Rotary Club, a member of the local Masonic Lodge for over 50 years, Warrnambool Hospital Committee member, long-term Trustee of the Warrnambool Methodist Church and President of the Lyndoch Hostel for the Aged Committee) Dr Holmes also had agricultural interests and enjoyed fishing, golf and bowls. This is an important medical item from the collection of Horace Iles Holmes, a doctor who was prominently associated with the professional and community life of Warrnambool for well over 50 years. This is a thermometer with a glass tube containing mercury with funnel endings. A piece of paper with gradations and printed matter is rolled up inside the tube. The set of seven imperial weights were used in the Post Office in Wodonga. The first Post Office in Wodonga opened on the 6th June 1856, and a second Post Office was built in 1874 on the corner of Sydney Road which became High St. and South St. In 1878 there were three staff at the Wodonga Post Office, including the Postmaster/Telegraph Manager and two Office-Keepers/Messengers. The mail service in 1878 included delivery four times a day from the Railway Station to the Post Office in Wodonga, and to and from the Wodonga Post Office to Albury twice a day.The set of seven imperial weights has local and state significance as it was used in the Wodonga Post Office in North East Victoria before decimal currency was introduced in Australia in 1966. In the 1600s, William Harvey realised a finite amount of blood circulates in one direction through the body. Jean Léonard Marie Poiseuille introduced the mercury hydrodynometer in the early 1800s for measuring blood pressure. Karl von-Vierordt created the sphygmograph in 1855 and, in 1881, Samuel von Basch created the sphygmomanometer, distinct improvements on the hydrodynometer. In 1896, Scipione Riva-Rocci developed the mercury sphygmomanometer. American neurosurgeon, Harvey Cushing, was an early adopter, and advocate for monitoring patients during surgery and anaesthesia. Blood pressure monitoring is still an essential component of evaluating a patient’s condition.This blood pressure kit is housed in a rectangular, vinyl covered box with metal handle and press-stud lid release mechanism. The lid opens upwards and the glass blood pressure valve and plastic scale is attached to the underside of the lid. The measurements are written in black and go up in increments of ten, from 0 to 300. The glass valve has unidentified increments labelled in red, which is housed within a metal cylinder. The date this logo first came into use is unsure, but it was used prior to the granting of rural city status. In 1994, the name was retained in a new local government authority and so the Wodonga Rural City Council was born. In 1995 it was decided to give the city a fresh image, so the term 'rural' was be dropped from use except where there was a legal requirement. In December 2003, it was decided to rename the council removing the term "rural" and it is now legally Wodonga City Council. The Department was administered by the Postmaster-General.
