Notes concerning impact upon Eltham War Memorial Garden of a proposed roundabout at Dudley Street, Eltham, September 1996 - In 1996 Nillumbik Shire Council proposed the provision of traffic lights or a roundabout to alleviate traffic concerns at the intersection of Main Road with Dudley street and Panther Place. The Society had no real concerns with Panther Place as it had no perceived impact upon Shillinglaw Cottage however survey pegs for a new road alignment to provide for a roundabout at Dudley Street were placed within the Eltham War Memorial Gardens which was significant concern. Harry Gilham, then President of the Society was on the working group with Council and the RSL to discuss this proposal. Ultimately it did not proceed and traffic lights were installed. No action occurred at Panther Place. 2. Notes pertaining to Eltham Town Focus Group and the Eltham War Memorial Trust property, c.January 1997 - These notes from Harry Gilham relate to a draft report "A Community Vision for 'The Eltham War Memorial Trust' Property Main Road, Eltham" being prepared at the request of Chief Commissioner Don Cordell, Nillumbik Shire Council, 31st January 1997. Harry handed over these notes to Jim Connor on 14 March 2010. Jim had replaced Harry as President of the Eltham District Historical Society in 2009. They also reference Stanley S. This 1954 Roll of Honour board was an action of the WW2 Eltham War memorial Trust, for hanging in their Child Welfare Centre building on their property in Main Road, Eltham. The Johnstons Furniture Production Company made up the board and had the names of the local Eltham enlistees applied in gold lettering at a total cost of £13.10.00. The names were copied by the Eltham RSL from the obelisk which was first erected by the WW1 Eltham Peace Celebrations in August 1919 at the northwest corner of Bridge Street and Main Road. During road widening plans by the Council, the obelisk was moved to the garden area of the refurbished RSL branch building in Main Road for safekeeping. The Honour Roll Board was sent to the Eltham RSL sub-branch around 1999. Following the merger of the Eltham and Montmorency sub-branches and sale of the Eltham property, the obelisk was relocated to a location in front of the Eltham War Memorial. The Honour Roll Board was retrieved by former Eltham District Historical Society President, Harry Gilham in September 2004 who arranged for it to be hung in the Eltham War Memorial Hall (former Children's Library). After the second world war there was a decision made to create a memorial for the 1939-45 War at the Shrine. A competition was held and 53 entries assessed. The first prize was shared between two submissions and the third prize money was also awarded. These two documents show that Legatee Kemsley was one of the Assessors who decided the basis of design for the memorial. The notes of a meeting of the Assessors show that Mr W. Balcombe Griffiths, Mr Marcus Martin, Colonel Kemsley and Sir Edmund Herring (Chairman of the Shrine Trustees) were present when the winning design was chosen. The design was later completed as the Forecourt in the shape of a paved cross, built in 1953, and the Cenotaph surmounted by a statuary group and the Eternal Flame. The memorial was dedicated and the flame set alight by Her Majesty Queen Elizabeth II on February 28 1954.A record of the decisions made by the committee that chose the design of the memorial for the 1939-45 war that was built as the Forecourt, the Cenotaph and the Eternal Flame at the Shrine of Remembrance. Legatee Kemsley was on the committee. As part of a program to acknowledge the Anzac Centenary Nillumbik Shire Council partnered with Yarra Plenty Regional Library to provide a bus tour with commentary of local sites of significance. The Eltham Roll of Honour Board was originally commissioned and paid for by the Eltham War Memorial Trust from funds raised by public donation. It was originally hung in the Infant Welfare Centre. In 1999 the Honour Roll Board was removed from the Eltham War Memorial by members of the RSL and relocated to the Eltham RSL sub-branch on Main Road. Following financial collapse of the Eltham RSL sub-branch and merger of the Eltham and Montmorency sub-branches and subsequent sale of the Eltham property, the WW1 obelisk was relocated to a location in front of the Eltham War Memorial. The Honour Roll Board was retrieved by former Eltham District Historical Society President, Harry Gilham in September 2004 who arranged for it to be re-hung in the Eltham War Memorial Hall (former Children's Library) where it was attached to the brick wall face of the west (rear) wall of the Hall (as seen in this photograph). Sometime around late 2018 when Council was investigating the potential sale and development of the Eltham War Memorial, the Eltham Honour Roll Board was once again removed from the Eltham War Memorial by persons unknown, under the pretext of ‘safekeeping,’ to a location outside of the Shire of Nillumbik, in the City of Banyule. In early 2021 Eltham District Historical Society was made aware of the removal of the Honour Roll Board. A formal request was made by EDHS to return this community asset to its rightful place as intended when it was commissioned and paid for by the Eltham War Memorial Trust. This request was rebutted. Nillumbik Shire Council has also since been made aware of the removal of this community asset and formally requested its return prior to Anzac Day, 2021 where it can once again be made accessible to members of the community to pay their respects as originally intended.
