The Wattle Glen Picnic Ground was located in a paddock just west of the Wattle Glen railway station (between the station and the creek). It has now completely disappeared except for a dilapidated overgrown building on a rise across the track from the railway platform. This was the picnic ground's main pavilion, which for a short time (circa 1972-1974) also served as the Wattle Glen post office and general store. The picnic ground operated from circa 1925 until late 1974, its heyday being in the early 1970s. It was then managed by Ron and Barbara Kirkbride and was a thriving operation. The pavilion housed a substantial kiosk as well as toilets and showers. There were swings and slides for children, and there was an oval for cricket and football matches. Large group bookings became so popular that often the general public were excluded. This photo is believed to have been taken in about 1971. This political cartoon depicts a black and white drawing; “General Depression”, a large ugly man wearing a German pike helmut, representing the Great Depression which Australians suffered from 1929 through the 1930s with a period of high unemployment, poverty, low profits, deflation, plunging incomes, and lost opportunities for economic growth and personal advancement. This figure overshadows a small man, representing Prime Minster James Scullin with a suitcase labelled “Jim S, London to Australia”. This is a reference to the PM’s decision to travel to London to seek an emergency loan and to attend the Imperial Conference (a meeting of Prime Ministers of the British Empire) He is holding a sling shot. The image has a “David and Goliath theme” denoting Australia as the underdog, a contest where a smaller, weaker opponent faces a much bigger, stronger adversary. The artist Percy Leason (1889 - 1959) was a painter and cartoonist renowned for his depictions of Australian society in the 1920s and 1930s. He lived in Eltham at his property 'Landscape' which he built in New Street (present day Lavender Park Road) from about 1924 to 1938 when he moved to the USA. In 1931 his cartoons were published in the Melbourne magazine “Table Talk” (although it cannot be confirmed that this one was). The original source of this image for the SEPP collection was the Publisher Thomas Nelson based in Melbourne. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' "Jones purchased a quiet little weekend retreat in the hill', published in 1928. Black and white drawing from a Bird’s eye perspective showing a house with veranda surrounded by shrubbery and a large gum tree. It features numerous people in the garden with a road full of various automobiles at the top of the picture. The image is reminiscent of the artists “Wiregrass” series of a mythical country town which were published in the Weekly “Table Talk” magazine from 1926 to 1937. This photograph is a "snap shot" in time circa 1950s detailing the rural environmental change and the progressive effects of the Kiewa Valley Hydro Scheme on the basic rural setting of the valley (note the sparsity of rural infrastructure). This photograph shows the beginning of the accommodation and administration buildings for use by the construction workers and auxiliary administration employees of the Victorian State Electricity Commission. It also provides a view of the landscape before extensive development of Pondage and other non rural buildings.This photograph details a dramatic period in time which saw an enormous change to the exclusively rural area of the Kiewa Valley region in the mid 1900s (see sparse rural buildings/houses). This change presented both physical and mental challenges to the existing quiet rural inhabitants of the valley. The State of Victoria had to make adjustments to the changing demands imposed by population and industrial expansions. The development of cleaner energy supplies to a growing population has its downside ,which ever way the intrusion into the "natural" landscape is made. Telephone Handset Field, early 1900s
This field telephone was developed primary for military purposes (World War I) and other wars/military interventions there after. It was the first "mobile" telephone which had a prime objective of providing isolated or "hard" to connect with locations instant communication links. Like a lot of "new" technologies it evolved from a war environment. This handset was used to connect offices and workshops, which due to their functions could not be co-located with their prime office(external workshops).The evolution from the early 1900s to the mid 1980s when mobile communication technology progressed in leaps and bounds from hard wire telephone communication to mobile digital receivers. This handset was manufactured by a subcontracted Australian company under the Australian Post Office mandate.This handset is significant in that it was donated by the Mount Beauty Timber yards and formed an integrated part of its communication system with its out lying work yards and buildings, before the mobile handset evolution. This handset was located in an environment which required a rugged and reliable day to day communications linkage as a vital part of its logistical (business) survival. As progress demands it, the faster that customers are satisfied with the service they obtain from suppliers the longer those services will be asked for and the longer and more profitable the supplier will be. This edict is as true for rural companies as it is for small or large city businesses. The customer is "always" right.This sturdy field telephone has a shell housing made in black bakelite material with a "U" form housing the major components (wiring, magneto and batteries). The main housing has two metal bells, with a central ringer between both, on the top part (to notify incoming calls). In front of the main structure is a box with the telephone hand piece (ear and mouth receptacles) nestled on two cradles. An on/off switch is activated when handset is removed from its cradle. On the front of the control box is a winder handle(to ring off) and in a field situation to activate/deactivate the magneto. To the left of the winder but on the the main body are two wind up connection buttons for the connection of operational wires (power)On the main right hand front body and next to two chrome switches is a plate with "L (next to the top switch) and below this "L2" and underneath this are "or" "EARTH". Book - Reference Teaching Infants, The Teacher in the Modern Elementary School, 1941
This teacher's aid publication was used by the teachers in the The Bogong Primary School from 1941 and also the Mount Beauty Primary School from its establishment in 1947. Both had most of their pupils recruited from SEC(Victoria) Hydro Electricity Scheme employees working for a limited time scale. Rural based children benefited greatly by the decision by the SEC to provide these facilities for their worker's families. This bypass of the "typical rural provisions" offered to other schools, by the Victorian Department of Education was a bonus to the Kiewa Valley educational community. These schools had a higher level of facilities available to them than other "typical" rural schools. Treasured facilities such as a comprehensive library, movie projector, tape recorder and public address system placed these two schools at the level of the Greater Public School of city or the larger towns rather than the small rural schools in Victoria.This item was used in Mount Beauty Primary School as part of a teacher's curriculum. The fact that it is in a rural area, in an enclosed SEC construction worker's village in the Kiewa Valley did present a slightly different learning atmosphere than in the larger towns and cities. The majority of parents within the Kiewa Valley, had a slight resentment of the "high and mighty" attitude of city dwellers with a "plum in their mouths" and the effectiveness that city bred teachers had to achieve was to overcome these ingrained mores. The majority of students at this primary school had parents who were working for (the closed "village" of the SEC Hydro Electricity Scheme. In the 1940s this school would have children from multi-cultural backgrounds as many of the parents were recruited as labourers or with European technical backgrounds. In the book,the black and white photographs detailing the classroom sizes and configurations point to larger classes and slightly different teaching methods than that which existed in Australia. This teacher's aid book presents the Australian rural teachers with an advanced American approach to teaching methods. These methods were based on the then modern "group" psychological teachings and were a good guide in the development of a more effective and progressive teaching platform. The one thing that it did not address was the easy going Australian psyche of "she'll be right mate" of the Australia rural community. The socio-economic identity of the Kiewa Valley rural community was not that of the typical city community (American) and this was a challenge for city based and trained teachers. The principles that the book presents is not constrained by the date of publication or its time of use (1954).This hard cardboard covered book is sleeveless but bound by a red cloth glued onto a thick cardboard base. It has the title printed in gold script on the spine with horizontal and fifteen black horizontal lines at the top and bottom. Scales Weighing, early 1900's
Although these scales cannot be identified against a historical period of Australian development they are therefore placed in a time frame when commercial markings from manufacurers were not important enough to have domestic kitchen items labeled. These cast iron scales were made for domestic and possibly rural areas and not for cities where demand for known branded utensils was more an issue. These scales are very "basic" and not to the level of weighing detail that commercial scales had to be at. These scales do not show any visible markers for accurate measurement. The "near enough is good enough" principle can be related to these scales.These scales are significant as they identify one of the basic preparation items for the weighing of foodstuff before the televising of "cooking" shows (1960s onward). The meals for which quantity measurements are required for domestic cooking is not exact however the use of cup measurements for large dishes is tedious and these scales offer the capacity for a larger mixture and an easier method for the "cook". As the need for accurate measurements of ingrediants for rural domestic meals has in the past been not been critical the requirement of accuracy that these scales do not provide is of no consequence. Domestic kitchens in the Kiewa Valley and the type of meals produced would not have required the accuracy of ingrediants that "modern " international cuisines of the later 1900's require. These kitchen scale were used whenrecipes had the terms "pinch, dollop, squidge and smidgen" were about as accurate as most recipes needed to be.Black cast iron, medium weighing scales, with a two arm cradle. On one side of the cradle is a two half circle holding frame for the retention of the metal container scoop. This light weight steel scoop/dish allows for the weighing of loose grain or similar type material to be contained and held in place for establish its saleable contents. On the other side of the weighing cradle is a flat circular platform to hold various metal disc. All the disks used on this platform have their weight stamped on them. When the produced filled in the scoop balances with the metal weight on the opposite end of the balance match (visual horizontal appraisal) the appropriate quantity required is obtained. This scale does not have any visual markings on the arms to identify a true balance. It is therefore reasonable to assume that these scales were for domestic use only and not for commercial transactions. There are two weights that are useable with these scales, one is stamped "1 lB"(pound) and one stamped "1" and both are made as a solid round piece of cast metal.The smaller disc has a "1 lb" moulded and pressed form within a marked inner circle and a mouled ridge outer circle enclosure. Belt Money, Circa 1950
This money, belt made of soft leather, would have been used in the mid 1900's by horse riding traders or wealthy property owners. It could also have been used by miners or other commercial business men. The main criteria for such a belt is security for valuables during travel on horseback. Commercial traders who plied their wares on horseback or caravans during a period where poor roads and flood prone rivers could dislodge wallets or money "sacks".The Kiewa Valley in the early 1900's was an environment which was frequented by the "canny" travelling salesman using dirt tracks and having to cross swollen rivers and creeks throughout the year. Travelling times within the rural areas in and surrounding the valley called for more frequent stops in bush lands. Camping presented itself with great challenges not to loose small cumbersome coin and notes. Local banks were of short supply and although bartering was a thriving method of transactions within the Valley traders from other regions were not so forth coming. Where ever possible local "trades" were called upon more than in city areas for limited products of a rural incline.This "vintage" handcrafted money belt has been professionally made circa 1950's. It appears as though it might have been made in a saddlery. There are five pockets each fastened by black painted "press studs". The stitching is of a high standard and the pockets are large and well defined. The buckle is circular with one fastening pin.handcrafts, leather work, vintage money belt, personal effects. -

Box Cuticle Soap, mid to late 1900's
The mid 1900's provided the start of "the body beautiful" revolution. The cosmetic industry, with the help of quasi scientific selling advertising slant targeted those "customers" that needed the "extra care" factor that only their product could offer. At this period in time their advertising power was based on in store, radio and newspaper media channels with saturation levels relatively low. In the later years of the 1900's saturation levels and a wider range of products and increased competition further increased the product saturation levels available to the buying residents. With the introduction of television the advertisements become more elaborate and "catchy" words, phrases and comedy type situations helped boost the advertising "pitch" and subliminal undertones to effective levels required for a highly competitive health related market place. 'sellingThis subliminally,"medically" endorsed product was one of many during the great "spin" revolution of product marketing and selling. This item is significant in that it demonstrates that greater infusion of product awareness throughout rural areas was highly successful through a greater variety of advertising media. It also demonstrates that in a highly competitive marketplace there are no physical boundaries that impinge upon the distribution of products and services. The rural sector is a highly lucrative region for any product that helps protect the body from all the "nasty's" that become more noticeable in a rural environment. This rectangular box which had contained cuticle soap is constructed from cardboard and reinforced by a black nylon impregnated sheeting. This impregnation was required to keep the box from soaking up any water from the user's hands. The top section of the box(lid) has and in large print "KELSEY'S" top line followed by "CUTICLE" off to the right and underneath and to the right "SOAP". Below this and in smaller print is "MEDICINALLY..." below this and in smaller print "EMOLLIENT AND REFRESHING, REDOLENT, CLEANSES, CURES, PRESERVES, PURIFIES." and last line underneath "SPECIALLY ADAPTED FOR TENDER SKIN" On each of the sides of the top lid are, side 1 "INVALUABLE FOR THE NURSERY." underneath in smaller print "JOHN M. KELSEY CO." to the left of this and on a green backed highlighter "No. 1744 - Guaranteed under Pure Food Act, 1908, N.S.W. by John M. Kelsey Co. - No. 1744. Melbourne, Victoria." Meter Multi General Purpose, circa mid to late 1900's
This general purpose Multi-meter was manufactured after 1950 and used by the SEC Vic (Kiewa Hydro Electricity Scheme) from that date until late 1900's. It was used to measure very small voltages associated with the operation of the various Hydro Generators. The readings were able to be shown by the resistor in use in the current circuit. During this time period, high quality testing instruments were either sourced from Europe or England. This particular meter was manufactured in the Netherlands. This type of "old" analogue meter was replaced by digital meters whose electronic components are a fraction of the size of the older analogue ones.This analog General Purpose multi-meter is quite a large (for handheld mobile) apparatus which permits the easy monitoring of electrical variations within the large SEC Victoria Hydro Scheme's electrical generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This General Purpose Multimeter is an analogue meter i.e. it has a needle arm that moves across a scale of divisions. This is a large(hand held) device due to the mechanical movement system within and the large size of its electronic components of its circuitry.There are two black bake-lite push buttons operating the wire inserts Positive/negative leads at the top. The meter (protected with a glass window) has clearly marked graduations (top - volts, bottom amperes). Below this are two bake-lite dials (left "potentiometer the right one measuring range selector). Relay Protection Instrument, Circa 1950's
This protection relay apparatus (a large electrical fuse), which permits the easy monitoring and disconnection of faulty electrical apparatus connected to the large SEC Victoria Hydro Scheme's electrical power producing generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro Schemes was achieved from the early 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This protection relay is very significant to the Kiewa Valley as its use was introduced during the Kiewa Hydro Scheme. Although only a small apparatus it was part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both an industrial and a larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley.This protection relay unit has a black painted metal shell with four copper enclosed "prongs" fastened to the rear of the housing(from a bake-lite plate) . Between these "prongs" are four "empty" points allowing additional "screw on" bases. The front glass enclosed meter and recorder allows for the identification and automatic disconnection of any faulty equipment connected to the main power generator. Pages from a scrapbook belonging to Heather Jenkins (nee Cone) who lived as a child in the Police Residence at 728 Main Road, Eltham from 1911 till the early 1920s.Heather McKnight Jenkins (nee Cone) was born 1911, possibly at the Eltham Police Residence and spent her childhood growing up in the Police Residence. Heather was the daughter of John Thomas Cone, Police Constable, and Charlotte Helena Cone (nee Black) who had married in 1906. Constable Cone was transferred to Eltham Police Station from Lauriston (near Kyneton) in May 1911. He retired from the force around September 1922 most likely as a result of significant health concerns experienced earlier that year from 22 April when he was hospitalised. He died 5 October 1922 at Maria Street at age 60 leaving behind a widow and two daughters; his son having pre-deceased him as a result of effects of the war. He is buried in Melbourne General Cemetery . In his probate it states that he owned a piece of land 200 links frontage to Maria Street and a depth of 241 links. It is believed that this is the land opposite the Police Station which Heather Jenkins referred to as being owned by her father and where he agisted the Police horses. Heather, her sister and mother Charlotte remained in Eltham until at least the 1924 Electoral Roll where Charlotte was listed as Home Duties however by 1925 she was listed at 229 Glenferrie Road, Malvern, occupation, Registrar of Births. In the 1934 (and 1936) Electoral Roll, Heather was a Clerk and her mother Charlotte was the Registrar of Births. in 1952 following her mother’s death she made application for Grant of Probate. Heather remains listed in the 1954 Electoral Roll at 13 Ashburton Road under her maiden name Cone however by the 1963 Electoral Roll she is listed at the same address as Heather McKnight Jenkins long with James Gardiner Jenkins. Neither appear listed in the 1958 Electoral Roll. James Gardiner Jenkins (1892-1975) first wife was Fanny Davison Carrucan (1899-1929), daughter of Denis Carrucan and Jane (nee McAleese). They married in 1925. Fanny died 11 November 1929. In the 1934 Electoral Roll he remained listed at John Street, Eltham, Railway Employee however by 1935 Electoral Roll, James Gardiner Jenkins, Railway Employee, was listed at 229 Glenferrie Road, Malvern and he remained living with Charlotte and Heather Cone when they moved to 13 Ashburton Road, Glen Iris. One of Constable Cone’s first investigations upon arriving in Eltham was the accidental fatal shooting in the head with a pea rifle by young Francis August Capewell, aged 11, of John Sutcliffe Deegan, 14, in Maria Street near the Railway. Constable Cone’s replacement was Constable William Charles Sargeant who commenced in charge of the Eltham Police Station from Thursday, 10 August 1922. Constable William Charles Sargeant, and his wife Elizabeth Agnes Sargeant were based at the Eltham Police Station until his transfer to the Police Station in Burwood Road, Hawthorn. He retired at Hawthorn Police Station in 1931, described by Hawthorn Council in 1927 as in a disgraceful condition and unfit for human habitation (Kathryn Griffin family tree – Ancestry) whereupon they moved to 28 Saunders Street, Coburg. Elizabeth died 16 July 1936 in Fitzroy. William then moved to 6 Queen Street Coburg in 1936 and then 1 Queen Street in 1942 where he died 7 August 1944. He is buried at Fawkner Cemetery. Olive Elsie May Reed was licensee of the Eltham Hotel from April 1948 to January 1950. The Eltham Hotel is the oldest continually operating hotel in the Eltham district. Initially referred to as the Little Eltham Hotel, it has been known as the Eltham Hotel since the 1850s through to present time with a very brief period as the Eltham Tavern in the late 1980s. Benjamin Oliver Wallis was a prominent Eltham resident, publican and Councillor during the second half of the nineteenth century. He owned the house that is now the Nillumbik Living and Learning Centre at 739 Main Road Eltham and one stage the Eltham Hotel. Wallis migrated to Melbourne in 1853 but his wife and children remained in Cornwall for a further 10 years. Later in 1853 Richard Warren engaged Wallis to build the Eltham Hotel and it opened in 1854. The hotel was constructed of hard basaltic blue stone quarried in the Eltham district and cemented together with mud, and partly of bricks made at Eltham. The Fountain of Friendship Hotel on the opposite side of Maria Street (Main Road) opened shortly after. The hotel was a well-known resting place for gold diggers during the gold rush at Woods’ Point and Warren would buy the gold from the diggers. In 1858 Warren fell into financial difficulties and had to sell the hotel. Wallis bought the hotel and obtained a publican’s licence in 1861. In the 1850s the Fountain had been the more popular hotel but after that the Eltham Hotel became more popular. It is understood that in about 1857 Wallis probably built the “Living and Learning house” for tanner John Pearson. In 1868 Pearson became bankrupt and Wallis acquired the house and he lived there until his death in 1896. For some of this time the house was in the name of Benjamin’s son Richard but he died in 1888 and ownership reverted to his father. Wallis was a member of the Eltham Jockey Club and in 1867 his wife Anna rode her horse Charlotte in the Annual Races. Anna was also an angler and is reported to have caught a large perch in the Yarra River. She died in 1887. On 16th September 1886 Wallis sold the hotel to Christopher Watson (Snr). Watson died in 1887 and the hotel passed to his son Christopher Watson (Jr) who owned it until his death in 1909 at which time his wife Emily took over the license. Upon her death, their son Herbert applied for the license in January 1915. In July 1925, Herbert Watson demolished the original building and, in its place, erected a modern hotel which remains the foundation of the present Eltham Hotel. The contractors at the time commented on how well the original building had been constructed. A description of the new building was detailed in the Advertiser newspaper of January 8, 1926: “The new building consists of. two stories. designed in English tavern style, and contains-all told, 24 rooms. On the second floor, in front uninviting the two gables is a deep balcony, which will be much appreciated by visitors. The lower story is wholly of brick, and the upper one of wood and fibrous cement plaster. The rooms are spacious and lofty, and the windows are large and of latest style, and light the rooms splendidly. The entrance hall is 8 feet wide. The bar is a very commodious room and is furnished in the most up-to-date and convenient manner. The dining room, a very attractive apartment, is 30 feet by 15 feet 6 inches, and the bar parlor is also a large and well furnished room. A large cellar, an indispensable adjunct to an hotel, has been excavated beneath the bar. On the upper story are 12 bedrooms, and among other conveniences are two bath rooms in which hot and cold water can be used. All the rooms have been supplied with the necessary appliances for electric lighting, which will be one of the progressive evidences which Eltham will shortly enjoy.” “In the yard a brick garage to accommodate three cars at once, has been erected.
