The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. On its establishment, the Institute assumed responsibility for the diploma coursed previously offered at Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounding near the township of Churchill, ten kilometres south of Morwell, and 160 kilometres east of Melbourne. The campus site plan report prepared in 1970 by the Institute's campus planners, Yuncken Freeman Architects Pty Ltd, provided the conceptual base for the development of a new campus at Churchill. All facilities were planned to converge on a central space; all having the ability to expand outwards. Central to the campus plan was the concept of an internal pedestrian street connecting all academic divisions to the central facilities. The first building was completed in 1972. The Administration Building, Visual Art & Maintenance Workshops, Multi-Purpose Building, and Student residences were designed by Yuncken Freeman Architects. This is Certificate No. 5293 and certifies that Maurice Clifford has been educated up to the standard of education required by "The Education Act 1890." It is dated at Briagolong on 26th November, 1894. Briagolong Primary School was established in 1875 when the town of Briagolong came into being. Maurice William Clifford was a farmer in Briagolong. He was killed in action at Ypres, Belgium on 4 October, 1917. Having served in the 10th Australian Light Horse, Citizen Military Forces, he enlisted on 22 February 1916 as a private in 37th Battalion D Company.The 1890 Act called for all children in Victoria between the ages of 6 and 13 to attend school forty days in each quarter of a year. Section 13 of the Act states that “Two hours before noon on any two days or two hours after noon on any two days” is deemed to be equal to one day's attendance. One of the reasons for exemption from compulsory attendance was if the child lived more than two miles from a school (or two and a half miles if aged 9 or over). If a student had reached a sufficient level of education an exemption could be granted.A white paper certificate with black print. In the mid 1960s, the Monnington Special Education Centre was established at 15 Adeney Avenue as an offshoot to 'Glendonald' in Marshall Avenue. In 1988, the amalgamation of Princess Elizabeth Junior School for Deaf Children, the Monnington Centre and Carronbank School for Deaf Blind Students allowed the Victorian Government to sell each of the sites. Monnington [Adeney Avenue, Kew] reverted to private ownership, while Glendonald and Carronbank in Marshall Avenue were demolished and subdivided. The donor, Mr Murray Osler, was Principal of the Monnington Special Education Centre in Adeney Avenue (Kew) from 1976. The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. The Council of the Institute included members of the Gippsland community who are prominent in local government, industry, commerce, education and the professions, the Director of the Institute, and representatives of the academic staff, students, and graduates. On its establishment, the institute assumed responsibility for the diploma courses previously offered by the Yallourn Technical College which had commenced diploma teaching in 1929. Initially, all the Institute's teaching was conducted in the diploma building of the Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounds near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. The Gippsland Institute of Advanced Education was opened on 20 November 1976 by the Honourable Lindsay Thompson, Deputy Premier of Victoria and Minister of Education; and Senator J.L. The Chief Censor was David Ferguson. He was requested by the Council to develop training programs for future Fellows of the College. The College does not expect to conduct courses or examinations at present, but may do so in the future. It is interested to know what courses are or likely to become available throughout Australia. As Ballarat College of Advanced Education offers courses in occupational health/hygiene/safety/ergonomic, the College maybe interested in offering courses. If so, details of the courses should be forwarded for for consideration. The College is anxious to identify and promote courses that meet the College's needs and standards. Derek Woolley forwarded the relevant information to the Chief Censor, Dr David Ferguson for consideration. Geoffrey R. Hendy was Ballarat College of Advanced Education Registrar since 9 February, 1989,and prior to that, was a senior member of the Registry staff for about 19 years. He died suddenly in Los Angelos, United Stated of America on 8 October 1991. The Ballarat University College Annual Report, 1991 states: "Mr Hendy made a major contribution to the student administrative services of the College and was a highly regarded member of staff. He will be sadly missed."
