As this photo relates to pre WW1 taken at the Bendigo Race Course it will relate to Fredericks brother, Herbert Spencer Hutson No 3540 57th Bn. Herbert had pre war service in the 67th Militia Bn in Bendigo. Herb enlisted also in the 8th Reo’s 21st Bn and also transferred to the 57th Bn same day as his brother. Pre World War I Militia Unit. This item was used by the Sunbury Racing Club on 25th November 1941at a horse race meeting held at the Sunbury Race Course. It was issued upon payment of a fee by a Bookmaker on the day to gain entrance to the Saddling Paddock to be able to conduct his business. Mr. E. Boardman was Secretary of the racing club at this time. The Sunbury Racecourse was situated along Racecourse Road and was in operation for many years.Tan coloured ticket book held together by two staples and numbered 2 - 70. Petrol rationing was gazetted in May 1941. Australia's lack of fuel storage options and the diversion of tankers bringing fuel here forced the government to begin rationing. Initially it was proposed that consumption should be reduced by 50% but this was modified to 1/3 reduction. People had to apply for a petrol licence and this was then used to obtain ration coupons. Initially coupons were issued on a 6 monthly basis but this was reduced to 2 monthly and allowed people roughly 2000 gallons per year. Coupons allowed for 1, 2, 5, 10, 44 and 100 gallon amounts depending on need. eg. private, commercial, farm use.
