The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. A typed copy of a speech by Legatee Brian Armstrong delivered as the Savige Memorial Oration at the Federal Conference of Legacy Clubs in Canberra on 22 October 1954. It is an account of Savige's life, his war service and his role in Legacy. Legatee Armstrong was a good friend of Savige. The moving address described General Savige's life and service career, and how he formed Legacy in 1923 at the suggestion of his former Commander, Major General Sir John Gellibrand. He said at the time of his death the late General had been a member of Legacy for 30 years, and had been chosen to represent Legacy at the Coronation of Queen Elizabeth. Following the Second World War he held many important posts, one of the most notable being Co-ordinator of Demobilisation. Legatee Armstrong told the conference that if a memorial to the founder of Legacy was required, they only had to look around themselves. The orthodox version of the origins and history of the Kew Elder(ly) Citizens’ Association was established by Cr. W. D. Vaughan in his book Kew’s Civic Century (1960), when he wrote that: "When Mrs. C. H. Simpson was Mayoress in 1952 she set up the Elderly Citizens’ Association to care for the needs of ages persons in Kew. The idea was strongly supported and a start was made by providing social afternoons for elderly folk at Southesk. Visiting sick people in their homes, providing firewood where needed, and other activities were undertaken by the Association. The aid of Council was sought to further the work. It was decided that a social unit for elderly folk be established at Southesk." (p.126-7). In the following pages, he describes in detail Council’s role in formally establishing the Association. This ‘official’ version was reasserted in the later Thematic Environmental History of the City of Boroondara (2012). However the origins and gestation of community of organisations is rarely straightforward. In 1965, five years after Vaughan’s book was published, the author of East Kew Women’s Club : Twenty Years : 20-7-1945-30-7-1965, writing about the period July 1947 to July 1950, described the role the Club played in establishing the Kew Elder Citizens Association. The author wrote: "At a meeting of the Kew Community Aid, the plight of many elderly people in Kew who were dependent on pensions was raised and in order to ascertain their needs the practice was begun of serving morning tea at the Masonic Hall in Walpole Street, where pensions were then paid. From this beginning the Kew Elder Citizens Association was formed in Kew with wide support, and Club members gave willing support on the committee, in helping serve afternoon tea and in entertainment." (p.4) Photographic evidence also leads to questions about Vaughan’s version of events. A framed photograph in the Society’s Collection shows a Public Meeting to form the Kew Elder Citizens Association in a room at Southesk a year earlier in 1951. Whatever version of the origins of the Association is correct, a later framed photograph in the Society’s collection shows the opening of the completed Clubrooms of the Kew Elder Citizens at South Esk by the Hon. E.P. Cameron M.L.C, Minister of Health, on 12 November 1956. The Association is still active in Kew and is currently located at Hamer Court, opposite the Boroondara General (Kew) Cemetery in High Street, Kew.Framed, inscribed photograph of the opening of the Kew Elder Citizens Club at Southesk in 1954. Several items once belonging to shipwright Norman McKenzie were donated to Flagstaff Hill Maritime Museum and Village. They relate to Norman’s apprenticeship and certification as a Shipwright in Belfast, his Union membership and his employment as a shipwright in Melbourne. One of the items, a union Rules Book inscribed with the name H.B. Thomas and dated 1902, had within its pages Norman’s Indenture of Apprenticeship, dated 1941, Norman Desmond McKenzie was born in Belfast in 1925 and lived at 10 Pansy Street Belfast, Northern Ireland. At the age of 16 years, he began a 5-year Shipwright’s apprenticeship with Harland & Wolff Limited, Shipbuilding & Engineering Works, Belfast. He was a member of the Ship Constructors’ and Shipwrights’ Association, Belfast (B) Branch 20. His Registration Number was 38748. He completed his apprenticeship on December 16th, 1946, aged 21 years, his address was 26 Connsbrook Drive, Sydenham, N. Belfast. In October 1949 Norman received Clearance from his Union as a financial member to move to another branch. He had completed his Apprenticeship on December 16th 1946. Two months later he migrated to Australia, arrived in Victoria and became a Financial Member of the Victorian branch of the Federated Shipwrights, Ship Constructors, Naval Architects, Ships’ Draughtsmen and Boat Builders’ Association of Australia, Victoria branch. One of Norman’s donated books is the Rules of the Shipwrights' Provident Union of the Port of London. It is inscribed on several pages with the name H.B. Thomas and includes the year 1902 and the address of 29 Brickwood Street, Gardenvale. This is a location in Victoria, Australia. The Victoria Government Gazette, February 1959, in the section “Removal from Registration on The Architects Registration Board of Victoria, during the year ended 31st December 1956” lists “Deceased – Thomas, H.B., 29 Brickwood Street, Gardenvale”. The Architects Union includes Naval Architects and Shipwrights and other trades that came under the same union. It seems likely that when he was in Melbourne, Norman worked as a Shipwright for H.B. Thomas and was given the Rules book by Thomas, perhaps as a reference book or maybe as a gift. Around that same time, December 1949, Norman met his wife-to-be, Daphne, in Melbourne. Daphne had migrated from London with her family and her father found work with the Melbourne Harbour Trust. They married in Melbourne in 1953 and their family grew to include five children. In 2003 Norman and Daphne moved to Warrnambool and then years later they celebrated their 60th wedding anniversary. Norman passed away on July 28th 2015 at Warrnambool’s South West Healthcare hospital.Norman McKenzie's Rules Book, Union Cards, Indenture of Apprenticeship, and other documents tell the story of a young Irish lad's work and qualifications to become a shipwright and his migration to Australia. The young man found a job and a wife who had also migrated, and they raised a family in Melbourne. He and his wife then retired to Warrnambool to enjoy their later years. The collection of documents relating to Norman McKenzie is significant for its connection with the shipping industry of the early 1900s, the migration of qualified tradesmen to Victoria, and their contribution to the development of Victoria. The collection also shows the role of the Union in the shipping industry. This is a program for the Order of Service for the Induction of the Rev Rhys Miller to St. John’s Presbyterian Church in Warrnambool in 1946. St. John’s Church was officially opened in 1875, burnt down in 1920 and rebuilt around the skeleton structure remaining on the same site. The Rev. Rhys Miller had been a R.A.A.F. Chaplain during World War Two before coming to Warrnambool in 1946. He was absent from Warrnambool for most of that first year undertaking post-graduate studies in Scotland. The Rev. Miller was the Minister at St. John’s Church until 1952 when he transferred to a Gardenvale church in Melbourne. The centenary of Presbyterianism in Warrnambool took place in 1949 and Rev. Miller wrote the booklet, ‘100 Years of Worship and Work’. In 1984 he published his autobiography, ‘Calling and Recalling’. This program is of interest because the Rev. Rhys Miller, as a Minister of St. John’s Presbyterian Church on Warrnambool, was a significant person in Warrnambool’s history. This is a program, the Order of Service for the Induction of the Rev. He was Vice President for 15 years. As Chairman of the Building Committee he was mainly responsible for many improvements to the clubrooms. When Hamilton Hume and William Hovell arrived at the bay in 1824 they met with the local Wautharong people who referred to the bay as "Jillong" and the surround land "Corayo", but by the time the area was surveyed in the late 1830s the Aboriginal names had been swapped.
