The context in which the hat was made and worn assists in establishing its potential historic significance. 'Bailliere's Victorian Gazetteer and Road Guide containing the most recent and accurate information as to every place in the Colony' (1870), describes the village of Vaughan as being located on the road from Daylesford to Castlemaine. In 1870 the Vaughan was deemed to be entirely a gold mining area, gold having been discovered in the district in 1853. Intriguingly the entry in the Gazetteer claims that the electoral division of Vaughan began at the junction of the Middleton Creek and the Loddon River, so perhaps the cap might have belonged to a member of a significant local family. In 1870, Vaughan had a population of about 1000 persons and included almost 300 dwellings. Articles from newspapers, published on Trove refer frequently to a Mr Middleton as a litigant in court cases before the Vaughan Court in the 1860s. By the 1870s, the Mt Alexander Mail, in an article on ‘Mining: The Pioneer Wheel’ describes the success of Mr Middleton and his Middleton’s Reef Gold Quartz Mining Company, which had built the largest water wheel in the Colony. The wheel was 20’ in diameter and 2’ wide. Quartz mining as practiced by companies such as Middleton’s had become necessary after the exhaustion of alluvial quartz mining deposits in the 1860s. So we can probably establish a link between the cap and a significant mining identity in the period in which the article was made. The historical significance of the cap is only one part of the story. Caps such as the Middleton example can also be items of aesthetic significance as they were typically, examples of women’s work, using published patterns in magazines such as the Ladies Home Magazine. While women might follow or adapt a published pattern, their choice of materials reflected what was available locally. The fine hand stitching on this example is evidence of high quality domestic needlework. The maker crafted the cap from five triangular pieces of cotton cloth, each piece lined with a faded yellow net. The net provides some stiffening for the cap and has a functional purpose in that it anchors the hand-stitched, looped design of yellow silk ribbon that decorates the surface of the cap. Gentleman’s smoking (lounging) cap believed to have been made in c.1860-69. The conical hat is made of a dark green cotton fabric embroidered with narrow ribbon of a paler green silk. The unlined rimless hat is made of four pieces of fabric. There is no evidence of the hat at one stage featuring a tassle. This mask set is part of the North East Region Water Authority collection in the Wodonga Historical Society. Wodonga's drinking water and wastewater operations were originally managed by the Wodonga Waterworks Trust, which was established in 1897, after Wodonga became a separate shire in 1876. In 1923 a Wodonga Waterworks Trust referendum to provide funding for new infrastructure to supply more water of better quality to Wodonga was passed. This included building the Wodonga Water Tower and it was completed in 1924. It supplied water to Wodonga until 1959, when it was drained and decommissioned after the No 1 Basin on Huon Hill was completed in 1958. In 1983 the Wodonga Waterworks Trust and the Wodonga Sewerage Authority became part of the Wodonga Council. And by 1989 a filtration plant at Huon Hill was completed, which provided filtered water of improved quality to Wodonga, in accordance with the World Health Organisation’s guidelines. In 1994 the Kiewa Murray Region Water Authority took over the Wodonga Council’s water and wastewater operations, and then in 1999 the Kiewa Murray Region Water Authority combined with the Ovens Region Water Authority and became the North East Region Water Authority or NERWA. NERWA then became known as North East Water. A framed collection of their photographs was donated by Mrs. J.B. Richardson. These were unveiled in a special ceremony at the school on the 17th October 1921. Also in 1921 an Avenue of Honour of gum trees was planted by schoolchildren and residents, along both sides of the Boorahaman road in front of the school. I do not know the exact date most of these trees remain. When the school was closed in 1949, local residents were invited to remove what ever they fancied, so Mr W.B. Richardson chose the two above mentioned items. After the death of both parents - last one in 1977 - Clarice Tobias and her Husband Jim took care of the shield and the photo`s. During 2002 the photo`s were presented to Wangaratta R.S.L. Sub/Branch,Timber frame with ornate edging containing 12 oval framed photographs of men in uniform with writing above and below. The portrait was presented by the legal profession ot the Court in 1946. It would appear to have been commissioned at the time of Chief Justice Mann's retirement. Charles Wheeler, had won the Archibald prize in 1933 and was the head of the art gallery schools during World War two. Chief Justice Sir Frederick Mann (1869-1958) studied the law and worked at the Crown Law Department before his stint in the Army during the Boer War. After the war, he practised as a barrister, mainly working in the common law and equity area including appearences in the High Court on constitutional matters. He was appointed to the bench in 1919 along with William Schutt, to help remedy a shortfall in the number of judges on the Bench, after measures of economy during World War One. He became Chief Justice in 1935 following the retirement of Sir William Irvine, and retired in 1944.The portrait is of interest because of whom it portrayed, it is a well executed work by a well known artist of the period.Half Length portriat painting in oils of Sir Frederick Mann, seated and balancing a book on his knee.
