On inside of folder is a "Post It" note with handwriting "Robert Ashley Ex Employee" in blue ink. Contained within folder is" 1. "Ballarat, Electricity and the State Electricity Commission" photocopied from an original. Has typed under the heading over white out correction fluid "Notes - Draft notes prepared by Robert W. P. Ashley 1989." The paper gives the history of power supply in Ballarat, including street lighting, ESCo, AC and DC power supplies, the takeover by the SEC, Ballarat A and B power stations, a copy of an advertisement for the SEC in Ballarat. Yields information about a system of tram passes that were provided to the City of Ballarat Councillors in 1960 and has a strong association with the Councillors himself.Stamped brass badge or pass for free travel on the Ballarat Tramways for the year 1906. Stamped to give the words "Ballarat Electric Trams 1906" on the outer edge of the Badge and then stamped out to give the letters 'B E T" on the inside of the badge. On the top of the badge, a hole has been provided and a steel ring fitted. On the rear of the badge has the letters "CR. D. Hughes" stamped on the top of the badge and on the bottom the manufacturer's name "Stokes" in a reverse stamp. Indicates badge issued to Councillor D. Hughes for the year 1906. A similar badge was sold on ebay for $US 49.95 December 2007 - paperwork on file. Images on file - images i3 and i4. Was issued to Councillor C. R. Brokenshire. E-mail from Alan Bradley, re additional item 29/1/2012 - See Reg Item - The Electric Supply Co issued the passes to councillors of the City of Ballaarat for free tram rides. I don't know whether passes also went to Ballarat East and Sebastopol councillors as well. In Bill Scott's "Last tram at 11" on page 41 is a 1912 poem 'The councillor's farewell to his tramway pass". The ESCo tried a few economy measures at that time. Passes for councillors were withdrawn in 1912, as were free passes for employees "owing to our financial position". Employees were still allowed on free in uniform, but charged one-third of fare when off duty. In 1913 one-man operation came in." For another example see Reg item 5239. Inner Wheel was established in 1924, initially for the wives of Rotary Club members. The first Victorian club was established in Ballarat in 1931 closely followed by Bendigo in 1933. Troy weight is a system of units of mass from an unknown origin. While the name Troi is believed to have come from Troyes in the north east of France the system used primarily in the precious metals industry and adopted in Australia originated in 15th century England. Troy weight units are the 'grain' and 'pennyweight' (24 grains), the troy ounce (20 pennyweights), and the troy pound (12 troy ounces). One troy ounce equals 31.1034768 grams. The troy ounce and grain were also part of the apothecaries' system and was long used in medicine, but has now been largely replaced by the metric system (milligrams). When the Weights and Measures Act was passed in Victoria in 1862 local inspectors were established throughout the colony to ensure accuracy particularly in the weighing of gold. By the 1870's each local council had a set of standards that were used to test the scales, weights and measures of local merchants and businesses. This set would have been de commissioned some time after 1947 and was offered back to the Borough of Eaglehawk in 1989. Hinged, lockable wooden box with brass handle, hinges, latches and lock. Remnant wax on front face of box above and below lock. Interior of box is lined with purple velvet which is worn in several places. Box houses nine troy weights ranging in size from 100oz Troy to 2oz Troy. 1oz Troy is missing. The surface area of Lake Eppalock is 3,011 hectares (7,440 acres) and the catchment area is 2,124 square kilometres (820 sq mi). The controlled spillway is capable of discharging 8,040 cubic metres per second (284,000 cu ft/s). Lake Eppalock supplies both stock and domestic water to the Campaspe irrigation district. It also serves as a water supply to Bendigo and Heathcote and, in more recent times, Ballarat. The lake is a major attraction for those engaging in watersports, with a number of tourist parks and accommodation facilities available. Permissible activities on the lake include high-speed boating, water skiing, sailing, canoeing, fishing and swimming. The lake's water levels were low for approximately eight years between 2002 and 2010 during a prolonged drought, which restricted the amount of recreational activity until rainfall in the latter half of 2010 returned the lake to 100 percent capacity. Believed to be addressed to her cousin, Mary Ann Shillinglaw, from May ? - This could be Ethel May Bottle b. 1883, daughter of Edward Henry Bottle and step-daughter of Catherine Shillinglaw but this type of post-card photo only commenced in 1905 when she would have been 22. The girl looks more like 15. It is not known if Elizabeth Docherty (nee Shillinglaw) had any children. Born 1861 and married 1894 at 33 years of age, it is possible that she could have had a daughter who would have been 15 in 1910. "Dear Mary I hope this will find you all well. Postcards were posted or exchanged in huge numbers. Postal authorities in Australia only allowed the private printing of postcards from 1898. At this time the back of the card was reserved for the address and postage stamp, and the front was used for the message and a picture. In 1902 British authorities allowed a "divided back", so that the left side could be used for the message, the right side for the address and stamp, and the whole of the front was devoted to the picture. Melvin Newton Lovell was born in Allegheny, Venango county, Pennsylvania, on 31 August 1844, to Darius T. Lovell (1815-1855) and Susan B. (Conover) Lovell (1827-1883). When Melvin Lovell was a boy, the family removed to Kerrtown, a village located in the vicinity of Titusville, PA. There Melvin served an apprenticeship at the carpenter's trade, and his natural mechanical talent enabled him to become a skilled workman. He followed his trade during the major portion of his term of residence in Kerrtown. In 1861, at seventeen years of age, Melvin Lovell left his home and, without parental authority, and entered the Union army soon after the outbreak of the Civil war. In August 1862, he was enlisted as a private in the 127th Pennsylvania Volunteer Infantry and saw active service until receiving his discharge at the end of May 1863. In 1865 he took up his residence in Erie, where he worked at the carpenter's trade for several years thereafter. In 1869 Melvin Lovell invented and patented several useful articles for household use, and in that year he began the manufacturing of certain of these inventions, in partnership with Franklin Farrar Adams, another inventor. Among the principal products of the original factory were washing machines and step-ladders. In 1881 Lovell individually began manufacturing other of his patents, including spring beds, and from modest inception, his Lovell Manufacturing Company grew to be one of the largest industrial concerns of its kind in the country and was recognized as being the most extensive manufacture of clothes-wringers in the entire world. In connection with his manufacture of domestic items, Lovell established sales agencies for his products in all parts of the country, and these branches were known as the Lovell stores. These goods were sold on the instalment plan and after his business had already been established becoming a substantial concern Lovell invented and patented the famous wringer which bears his name under the “Anchor” brand, and in later years he confined his operations largely to the manufacture of this very superior household invention. Lovell was also one of the organizers and stockholders of the Combination Roll & Rubber Manufacturing Co, of New York, which was formed to manufacture his patents, with headquarters in New York and a factory at Bloomfield, New Jersey.A significant household item used in the process of washing clothes by a man who had started in 1869, as a young carpenter and later he became a successful businessman and manufacturer of household items. Newspaper reports relating to the Australasian Association for the Advancement of Science, Hobart, 1892. "Australasian Association for the advancement OF SCIENCE. Several members of the Australasian Association for the Advancement of Science arrived in the city yesterday by the inter colonial steamers, some of whom went direct to Hobart, while others remained in the city, but leave for the capital this afternoon. Amongst those who arrived were Baron Von Mueller, the dis tinguished scientist, who has taken some interest in this colony's re sources, Professor W. Baldwin Spencer, M.A., professor of biology at the Melbourne University, who was general secretary at the Melbourne meeting; the Rev. Lorimer Fison, an able worker in the South Sea mission fields; Dr. Robert Giffen, L.L.D., C.ll.; Captain Pascoe, R.N.; Mr Napier Bell, C.E.; Professors Hutton, Nerich, Smith, and Morris, and Mr Richard Teece, F.T.A., the well-known actuary of the A.M.P. Society. A large number of other distinguished members also arrived. Judge Dorkerwho also arrived, was con ducted over the Exhibition in the after noon, and expressed pleasure with what he saw. His Honor leaves by express train to-day for Hobart. The hon. Dr. Campbell was met by Mr Arthur Day, the official agent for Great Britain to the Exhibition, an old friend, who conducted him over the Exhibition. The doctor confined his attention principally to the dry ore concentrator, in which he takes a great interest. He will, however, visit the Exhibition again after the meetings in Hobart has been brought to a termination. What he has seen of the Exhibition has impressed him favourably. This home was the first cottage built by the Old Colonists' Association, and was the gift of Mr and Mrs F.J. Williams. It was completed in 1925. From the minute books: "Mr and Mrs F.J. Williams, both natives of Ballarat, offered to build a cottage on the Association's ground at Perry Park [now known as Charles Anderson Grove] something after a style of the Hassell Homes. That offer was immediately followed by another from Mr S.W.J. Clark, a member of the Council. Both offers were promptly and gratefully accepted." One of the first objectives of the Association was "to provide the shelter of a hose for those Pioneers of the Goldfields whom the reverses of fortune have deprived of the means of procuring the comforts of life in their declining years." The first home at Charles Anderson Grove was built in 1925. Before that time the Association provided relief for needy pioneers. Relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas bosed of groceries to deserving pensioners, and in some cases payment of burial costs. ::a) The dominant purpose of the Association is to give public benevolent relief as a charity, but providing independent living accommodation in our Retirement Village for person in need who are over 65. ::b) To raise funds by membership subscription, commercial and residential rents, donations, gifts and voluntary work, for the purpose of providing direct relief of poverty, distress, misfortune or helplessness. ::c) To maintain the important heritage and ongoing viability of the Old Colonists' Association. (Revised Rules of the Old Colonists' Association of Ballarat Inc., 2016) Mr and Mrs Fred John and Matilda Anne Williams of Melbourne made a generous donation to enable this cottage to be built. It was opened in their presence in 1925. Fred John Williams was the son of John Williams and Thomassina Whilley. Together with his brother Frank Williams, Fred Williams was the proprietor of J. Williams and Sons. The brothers took over the business when their father, John Williams, retired in January 1893. In 1918 Fred Williams left Ballarat for Melbourne, at which time he was described as someone who had ‘tried to benefit the whole of Ballarat’. He was highly involved with the Forward Ballarat Movement At the time of his death in February 1926 at Lorne F.J. Williams was a partner in the firm Williams Shoemen Pty. Ltd.
