This blazer was worn by John Freckleton at the Ballarat Teachers College in 1949. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. It has a patch pocket on either side near the bottom hem line and a breast patch pocket with an embroidered emblem of the Ballarat Teachers College. Under this emblem is embroidered in stem stitch 'B B' in brown and yellow. The pockets are all bound at the top and the sleeves have a trim binding about 8.5 cm from the cuff. Perceval Selwyn Richards (ARVIA) was a Ballarat architect who from 1900 to 1940 was responsible for innovative Edwardian and Art Deco style buildings in the district. In 1904 his office was at the Mercantile Building on the corner of Armstrong and Dana Streets, Ballarat. Perceval Selwyn Richards was born 21 July 1865 at Christchurch, New Zealand. He married Alice Emma Nicholson. Percy Richardson sailed to Melbourne, Australia in 1887 to find employment in an architect’s office. On arrival in Ballarat started as an assistant in the architectural firm of William Brazenor, where he worked for six years before continuing with the business after Brazenor's death. He taught Architecture at the Ballarat School of Mines from 1918 to 1921. As well as his work from the Ballarat and District Anglican Diocese and the Ballarat and the Western Districts. Ballarat & Clarendon College is also one of his designs. In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines. The Working Men’s College was founded in 1881 by a prominent grazier and philanthropist, The Hon. Francis Ormond, who donated £5000 towards the establishment of the college. The Council of the Melbourne Trades Hall then matched Ormond's initial donation by rallying its members. On 4 June 1887, the college opened in its purpose-built building on the corners of Bowen Street and La Trobe Street in Melbourne, with a gala ceremony. It became the third official provider of higher education in the new Colony of Victoria (the Melbourne Athenaeum was founded in 1839 and the University of Melbourne in 1853). The college was the predecessor to the current-day Royal Melbourne Institute of Technology (RMIT University). Adjoining the college in the 1890s were the Supreme Court of Victoria (later the Melbourne Magistrates' Court) and the Melbourne Gaol - both which are now part of RMIT today. A list of Scholarship Governors and Life Governors is included. The former have donated 250 Pounds Sterling and upwards, the later have donated 20 Pounds and over but less than 250 Pounds Sterling. Monica Miller was a greatly loved music lecturer at the Ballarat Teachers' College lecturer Monica Miller. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University.
