This planning document resulted after the Ballarat School of Mines relinquished its tertiary sector to Ballarat College of Advanced Education (now Federation University Australia). The Educational Specification Working Party was made up of Graham Beanland, Peter Shiells, R. Lovett, N. Stevens. R. Morgan, Ian Aitken, J. Crowe, L. COndon, W. Ryan.
