Photograph, Fay Bridge, Book launch of Laughing Waters Road by Jane Woollard at Montsalvat, Eltham, 30 January 2016
Laughing Waters Road , the book was launched at Montsalvat in Eltham. On Saturday, January 30, 2016, Nillumbik Council launched this book. The weather was cool; just as well, considering over 500 people attended this very pleasant event where food and drink were plentiful. The Australian Government and Nillumbik Shire Council funded the book and it was designed by Wayne Rankin of North Warrandyte. The dedication page is to our very own Ranger Campbell Beardsell OAM of Parks Vic who taught Jane to be “passionate about the environment of this special place” (p260). FOWSP members Val Polley, Linda Rogan and Ken Crook contributed to the content and photos. David Wandin, Wurundjeri Elder, gave a Welcome to Country and officially launched the book after the Mayor of Nillumbik, Cr Hattam, made introductions. Jane Woollard followed with a brief outline of how she came to write the book (her very first) and read out loud the last paragraph which focuses on reconciliation and shared culture. Jane declared in her preface that the book “has been formed by attending to the connection between rivulets of memories, creeks of hearsay, rivers of tales, the meanders of local legend and the deep, still pools of the archive.” Very poetic! - Lynda Gilbert Newsletter; Friends of Warrandyte State Park March 2016, Volume 34 Number 2 Laughing Waters Road , the book was launched at Montsalvat in Eltham ON SATURDAY 30 JANUARY Nillumbik Council launched this book. Animal specimen - Goanna, Trustees of the Australian Museum, 1860-1880
Sand goannas are the second largest species of carnivorous lizards found across mainland Australia. They can grow up to 160cm in length and can weigh as much as 6kg. Their common name is derived from "iguana", since early European bush settlers in Australia likened goannas to the South American lizards. Goannas retain special cultural and historic significance within Australian folklore and Indigenous culture. They were an important traditional native food source and are commonly represented in Aboriginal Dreamtime stories. In some Aboriginal languages, the sand goanna is called "bungarra"; a term also commonly used by non-Aboriginal people in Western Australia. In Pitjantjatjara and other central Australian languages, goannas are called "tingka". This specimen is part of a collection of almost 200 animal specimens that were originally acquired as skins from various institutions across Australia, including the Australian Museum and the National Museum of Victoria, as well as individuals such amateur anthropologist Reynell Eveleigh Johns between 1860-1880. These skins were then mounted by members of the Burke Museum Committee and put-on display in the formal space of the Museum’s original exhibition hall where they continue to be on display. This display of taxidermy mounts initially served to instruct visitors to the Burke Museum of the natural world around them, today it serves as an insight into the collecting habits of the 19th century. This specimen is part of a significant and rare taxidermy mount collection in the Burke Museum. This collection is scientifically and culturally important for reminding us of how science continues to shape our understanding of the modern world. They demonstrate a capacity to hold evidence of how Australia’s fauna history existed in the past and are potentially important for future environmental research. This collection continues to be on display in the Museum and has become a key part to interpreting the collecting habits of the 19th century.Small goanna with a streamlined body and textured scaly skin in different shades of olive and brown. It has a long neck and a long tail which narrows towards the tip. The goanna has four short, stocky legs which meet with large, curled claws. Its mouth is slightly slightly open, and it has two black glass eyes.On tag: BMM / 5892 /taxidermy mount, taxidermy, animalia, burke museum, beechworth, australian museum, skin, reynell eveleigh johns, lizard, goanna, sand goanna, monitor lizard, various gouldii -

Animal specimen - Gang Gang Cockatoo (male), Trustees of the Australian Museum, 1860-1880
The Gang-gang Cockatoo can be found throughout much of south-eastern Australia. They reside in mountainous forests and open woodlands, often in small groups or larger flocks at sources of food and water. They eat mainly seeds from native trees and shrubs along with wattles, eucalypts and hawthorns. The Gang-gang Cockatoo is also known to incorporate berries, nuts, fruits and insects to their diet. The sound made by this type of Cockatoo is often described as a rasping screech which resembles the sound of a rusty hinge being moved. This type of call is made when the bird is in flight. These birds also fond of attention and can pick their own feathers if they are bored. The name "gang gang" derives from a New South Wales Aboriginal language, either the Ngunnawal or Wiradjuri. This specimen is part of a collection of almost 200 animal specimens that were originally acquired as skins from various institutions across Australia, including the Australian Museum in Sydney and the National Museum of Victoria (known as Museums Victoria since 1983), as well as individuals such as amateur anthropologist Reynell Eveleigh Johns between 1860-1880. Domestic object - Cooking pot and lid, T & C Clarke and Co Ltd, 1880 to1910
T & C Clark & Company Limited, based at Shakespeare Foundry, was founded in 1795 by Thomas and Charles Clark and grew to be one of the largest iron foundries in Wolverhampton. The firm was the pioneers of Enamelled Cast ironware and the founder Charles Clerk went on to became mayor of Wolverhampton in 1860 after also serving as a Councilor, Alderman, and later Chief Magistrate. The company exhibited many products at the International Exhibition of 1862 at South Kensington, alongside the gardens of the Royal Horticultural Society. The company was also awarded the silver medal for its products at the International Paris Exhibition in 1878. The company's product range included thousands of items, both domestic and industrial. T & C Clark pioneered the use of enamelled cast ironware, after taking out a patent in 1839 guaranteed to be free of lead or arsenic. In the late 1940s and 1950s the company produced acid-resisting enamelled cast iron boiling pans; steam-jacketed pans; stills; square and rectangular tanks; open and closed mixing vessels; flanged pipes; bends and tees; laboratory equipment; small scale plant; evaporating bowls; beakers; sulphonates; and glass-lined mild steel tanks for beer, mineral water, and food. The company is listed as enamelled chemical plant manufacturers in Kelly's 1962 Wolverhampton Directory, but within a few years, the company had ceased trading. The cooking pot is significant because it demonstrates one of the social norms founded by early settlers to this region. That close ties to "Mother England" and the "establishment" was still very strong. The social and family values from the British way of life was ingrained in colonial society until well past Australian Federation in July of 1900. It was not until the friendly "American soldier" invasion during World War II that the Empire mindset was slowly being eroded away. This change was the slowest in semi remote rural areas such as the Warrnambool district. Cast iron open fire cooking pot with lidCLARK & Co. Book, Jamie Callister, The Man Who Invented Vegemite, 2012
Cyril Percy Callister, a chemist by training, became a food technologist and the inventor of the well known spread 'Vegemite'. A Ballarat School of Mines (SMB) student around 1910, Callister then went to Melbourne University where he obtained his B.Sc. in 1914, M.Sc. in 1917 and D.Sc. in 1931. With Sir David Rivett in 1931 he secured the royal charter for the Royal Australian Chemical Institute, becoming president of the Society of Chemical Industry of Victoria in 1935-36. Vegemite, a yeast based spread, and perhaps one of most famous trademarks in Australia, was discovered around 1922 by Cyril Percy Callister. He was hired by the Fred Walker Company (a Melbourne based manufacturer later known as Kraft) as a laboratory assistant to develop a yeast extract spread. It took some years but by 1954 the special Vegemite song 'Happy Little Vegemites' demonstrated the popularity of the spread. Callister was also known for packing cheese in a can to preserve it and developing Kraft processed cheese. he son of a school teacher and postmaster he was born at Chute on 16 February 1893 and died on 5 October 1949. His brother Reginald Clive Callister (1889-1971) was also a student of SMB. Domestic object - Basket, 1890-1920s
Before the invention of woven baskets, people used tree bark to make simple containers. These containers could be used to transport gathered food and other items but crumbled after only a few uses. Weaving strips of bark or other plant material to support the bark containers would be the next step, followed by entirely woven baskets. The last innovation appears to be baskets so tightly woven that they could hold water. Depending on soil conditions, baskets may or may not be preserved in the archaeological record. Sites in the Middle East show that weaving techniques were used to make mats and possibly also baskets, circa 8000 BCE. Twined baskets date back to 7000 in Oasisamerica. Baskets made with interwoven techniques were common at 3000 BCE. Baskets were originally designed as multi-purpose vessels to carry and store materials and to keep stray items about the home. The plant life available in a region affects the choice of material, which in turn influences the weaving technique. Rattan and other members of the Arecaceae or palm tree family, the thin grasses of temperate regions, and broad-leaved tropical bromeliads each require a different method of twisting and braiding to be made into a basket. The practice of basket making has evolved into an art. Artistic freedom allows basket makers with a wide choice of colours, materials, sizes, patterns, and details. Before the advent of plastics (1907), the is now used for many different types and styles of storage container rattan, wicker or cane was used to make containers with a lid for the storage of linens etc. The subject item was probability used at the end of the Victorian era and into the Edwardian period around the 1900s as a household storage facility. These types of wicker or cane containers started to go out of fashion due to their fragility around the 1920s into the 1940s due as well to the introduction of synthetic materials. Mixed media, Inga Hunter, Nrat-tuan Net Leader's Robe, 1986-1989
“A silver-grey robe, denoting a powerful official. The Netleader, or Netmaster, as he is sometimes called is head of one of the many craft guilds on Nrat-Tuan. Fishers Guilds are not only vital economic groups for Nrat-Tuan, but also for the whole Imperium, since the water planet is the major source of foodstuffs for Irusaqu, who cannot produce enough crops on what Is a relatively barren, planet. The various fishing crafts are most responsible occupations, entailing great care for the environment and the food chains. Fishing is carried out by means of either mirrors or nets, both being about equally popular. Mirror-faceted fabrics have always been used by Nrati-Tuan fishermen to dazzle and bemuse the creatures they are trying to catch, (the mirror may also have some predictive power). Research indicates that this odd technique is surprisingly effective. And the harvests are unfailingly good. Contact with the humans of Irusag, when the Imperium was first founded, brought the technique of netting to Nrat-Tuan. The Netleader heads the Netter Guild, which does not limit itself to the merely traditional fishing net, but works with a complex and sophisticated membrane technology, which has, in recent years, revolutionised the whole netting industry. The Master controls the experimental membrane laboratories, which deal with the extraction of metals from sea water, as well as with tools for the fishing industry.” -Inga Hunter -

Eltham District Historical Society Inc
Document - Report, Paul Jerome, Advisory Committee on a Proposed Convenience Centre and an Alternative Shire Proposal - Eltham Gateway Community Precinct Concept Plan - 895 Main Road Eltham, October 1997
On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. The Committee concludes that Council should be given the opportunity, within a reasonable timeframe to establish the financial feasibility of its concept and should develop a strategy for the future of Its land asset at 895 Main Road in the event that Its concept for the site cannot be realised. 895 main road, advisory committee, dallas price homes, eltham, eltham shire office, nillumbik shire council, planning application, administrative appeals tribunal -

Animal specimen - Black Shouldered Kite, Trustees of the Australian Museum, 1860-1880
The Black Shouldered Kite is commonly found throughout mainland Australia in grasslands and other open habitats. It is a raptor (bird of prey) that will eat mice and other small rodents. The species is monogamous and will find a mate by the male giving food to the female while both are in flight. It is sometimes confused with the letter-winged kite though there undercarriages when in flight are very different with the letter-winged showing the letter W or M and the black shouldered kite showing black wing tips with white towards its belly area. The feathers of this species when alive and in the wild are more white than this specimen. The iris is usually red in mature birds so this specimen may not have been a mature bird as its eyes are brown. However, this is difficult to ascertain because it is also possible that the taxidermist who replaced the original eyes with the current glass ones provided a colour which was not accurate to the age/species of the bird. This collection continues to be on display in the Museum and has become a key part to interpreting the collecting habits of the 19th century. This Black Shouldered Kite has a white face and front of body with a grey posterior from the top of its head to its tail. It has black on its wings/shoulders. Its face is white with its eyes delineated by small black apostrophe like shapes from the inner eye to the top of the eye. The specimen stands on a wooden perch and has a swing tag tied around its right leg. Its eye colour is brown rather than red, indicating it is not a mature specimen.9. / Black Shouldered Kite / See Catalogue, page 3 / taxidermy mount, taxidermy, animalia, burke museum, beechworth, australian museum, skin, reynell eveleigh johns, bird, black shouldered kite -

Animal specimen - Sooty Albatross, Trustees of the Australian Museum, 1860-1880
The Sooty Albatross can be located on islands in the southern Atlantic Ocean and the Indian Ocean. It is a colonial bird with colonies consisting of 50 to 60 pairs of birds. These birds will build nests on cliffs and steep slopes. The diet of the Sooty Albatross includes squid, crustaceans, cephalopods, fish and carrion. They are considered an endangered species by the IUCN with a population shrinkage of over 75% over the last 90 years. In the 21st century, the population of this Albatross has seen stability on Gough Island. Interestingly, this species have several features which make them unique. They have nasal passages attached to their upper bill called naricorns and can produce a stomach oil which is stored by the bird and used against predators as well as being food for their chicks. These birds also have a salt gland which helps desalinate their bodies after residing in salt water. Photograph - Ships, South Warrnambool Primary School Centenary Committee, Unloading coal at Warrnambool Breakwater, 1977
This photograph was framed and mounted then presented to the South Warrnambool school by the South Warrnambool Centenary Committee in 1977 on the school's centenary year. The school was decommissioned and closed in the 1990s. In the photograph, people unload the coal from the ship beside the Breakwater and load it into the row of tramway carts. The coal would be sold to businesses and householders for the purpose of fuel for warmth, cooking, heating water and running machinery. The image shows the early days at the Port of Warrnambool. The building of the Warrnambool Breakwater had only just been completed. Steamships and sailing ships were frequent visitors to the port. Steam Navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The ship carrying the coal is thought to be the "S.S. Chillagoe" previously named "Speculant". In 1903 the Chillagoe was registered at the Port of Melbourne, and it sailed between Melbourne and Newcastle, New South Wales, where coal was mined and sold in significant quantities. In March 1890 a tragedy occurred when coal was being unloaded at the Warrnambool Breakwater. A local young man, David Ferrier, was working in the hold of the steamship Kurrara as its delivery of coal was being unloaded. A basket of coal fell from a sling onboard and came down upon Ferrier, breaking his back. He was not expected to live. In September 1890 there was a strike of coal workers but the Geelong Advertiser reported that a Warrnambool firm of coal merchants had recently received some large cargoes from Newcastle. The photograph is historically significant as it is connected with the local areas of the Warrnambool Breakwater, Lady Bay, and the South Warrnambool Primary School. The scene shows a moment in time when a steamship was unloading a shipment of coal onto tram carts on the Breakwater, which had only just been completed that year. The photograph was taken about 13 years after the opening of the South Warrnambool School, which was decommissioned around 20 years after it celebrated its centenary.. Photograph, black and white, in a gilded rectangular wooden frame, behind glass. The maritime scene shows figures on ships beside the Warrnambool Breakwater jetty and figures on the jetty, standing next to rail carts containing coal. There is a steamship further out on Lady Bay. A card below the photograph has an inscription and there is a pencil inscription on the back of the frame. The coal ship is thought to be the SS. Chillagoe. The photograph was taken in 1890 and was presented to the South Warrnambool School in its centenary year, 1977, by the South Warrnambool Centenary Committee.Typewritten on card: "UNLOADING COAL AT WARRNAMBOOL BREAKWATER"- 1890 - "Presented to Sough Warrnambool School by the SOUTH WARRNAMBOOL CENTENARY COMMITTEE - 1977 - " Handwritten in pencil on the back:"Speculant" as "SS Chillagoe" at Breakwater"flagstaff hill, warrnambool, maritime museum, maritime village, great ocean road, shipwreck coast, warrnambool breakwater, 1890, tramway, steamship, sailing ship, coal, cargo, port of warrnambool, unloading coal, chillagoe, speculant, newcastle, kurrana, david ferrier, coal strike -
