The house was built in 1883, possibly to encourage development of housing on the first urban land subdivision in Surrey Hills, the Windsor Park Estate (in the Windsor Crescent area). This coincided with the opening of the Surrey Hills Railway station. The first occupant was John Brown Nicholson, police magistrate. Born 9 May 1901 in Prahran. Her Record of Conduct and Service describes her as being 5' 2½" and 8 stones 3 lbs, with hazel eyes, dark brown hair, a fresh complexion and of good appearance. She belonged to the Church of Christ. She commenced training at the Police Training Depot in 1929. In December of that year she passed the examination for a licence as a Shorthand Writer under the Evidence Act. In 1938 she won first prize for the 'empire-wide' King's Police Gold Medal Essay Competition - the set topic for that year was 'Juvenile Crime - Its Causes and Treatment'. The essay was subsequently published in two parts in The Australian Quarterly. Jessie suffered ill health in later life and died after a stroke on 3 June 1952. in 1887 six Ashford Litters were purchased by St John Ambulance Association after Lady Janet Clarke (of Rupertswood) and her friends raised enough money to allow these items to be ordered. These were Victoria's first official ambulances. The litter consisted of a two wheeled undercarriage with elliptical springs which supported a stretcher. It has four legs which support the carriage when stationary but fold up to form handles so that one person could push the machine while another pushed. Four Ashford Litter ambulances were located at the Russell Street, Little Bourke Street, King Street and West Melbourne police stations. Another was located at the Melbourne Town Hall on Swanston Street and from 1896 the sixth was located at the Eastern Hill Metropolitan Fire Brigade station. This building is a fine example of a very early small brick country court house which retains its furnishings and has important associations with the early history of the Eltham township. It was used for Eltham Road Board meetings in the 1860s and later to provide additional school accommodation. It is the oldest public building remaining in Eltham and forms an important group in historic and streetscape terms with the adjoining former police residence. The survival of the furnishings (of unknown origins) is of particular significance given the building's age. This building, and the former police residence beside it, were constructed as a result of a petition by five Eltham residents in 1857. The nearest police were at Heidelberg eight miles away or at the Caledonia Diggings 21 miles away. After the construction of the Court of Petty Sessions at Eltham in 1859-60 (which was designed by the Public Works Department and built by a Mr Duncan for a cost of 536 pounds), it was used for a variety of purposes. Eltham Road Board meetings were held there until 1868 when the board was transferred to Kangaroo Ground and as the Road Board Secretary's office, until this was transferred to Wingrove Cottage in 1867. It was used as an overflow for the Dalton Street School in 1875. According to National Trust records, the Eltham Court House is a relatively rare building type. There are only six other known examples of similar small brick country court houses in the state which have small projecting entry porches and a gabled form. The National Registration Card was issued to everyone in Great Britain at the outbreak of WW2. Introduced in 1939 at the outbreak of war. It had to be carried at all times if you were an adult and shown upon demand to the Police etc. Initially, all cards were coloured brown like my Dad's example, but in 1943 a new blue coloured card was introduced for adults.
