The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. Smith Letters
John Smith was a carpenter and/or timber merchant who emigrated from England to Australia. He settled in Launceston in 1834-6. In 1836 he married Susannah (of Birmingham, nee Bradney/Bradbury, daughter of a gunsmith). Their first child was born in Launceston in 1837 (records in Wesleyan Church). They set out to try the Californian goldfields but at Tahiti they received such bad news about the Californian goldfields that they changed their minds and returned to Port Phillip. Apparently, John Smith's nephew George died of T.B. less than a year after arriving at Tarnagulla. John Smith, Susannah and two of their 9+ children are buried in St Kilda Cemetery (Wesleyan sector). They were lifelong members of the Wesleyan Church. A John Smith, carpenter was listed as being a business in Wellington St, St Kilda 1856-1860. Donald Clark Collection.Eleven photocopied pages. Four pages are a letter (date circa 1990s) from S.A.S. Smith of England to Lorna Goltz of the Tarnagulla Gold n Rocks Museum. It explains the context of some accompanying photocopied historical letters. All the letters relate to S.A.S. Smith's ancestors who lived in Tarnagulla for a time. The photocopies are of: 1) Letter dated 15th April 1857, written and sent from St Kilda by John Smith 2) Letter dated October 24th, 1866, written and sent from Tarnagulla by John Smith 3) Letter dated October 17, 1866 written and sent from Tarnagulla by George, nephew of John Smith. -

Document, Sandhurst Club History, This is a copy of a presentation at the May meeting of the Bendigo Historical Society 2009. Just 7 years after gold was found on Bendigo Creek, five gentlemen gathered together in October/November 1858 to wine and dine and chat no doubt the challenges of living in a 'frontier' town.Their chats became regular and The Bendigo Club came into being. Note that at this stage the club used the name ''Bendigo''.The five men who met late 1858 to start a club are:VINCENT PYKE from Somerset; CRAWFORD MOLLISON from Sussex; LACHLAN MCLACHLAN from Sussex; ANDREW THUNDER from Ireland; ROBERT F. HOWARD FROM Liverpool, England. The ups and downs of gold output mirrored the starts and stops of the Club. Copy of Williamstown Historical Society Newsletter No 17 (1977).On the second and third page of this Newsletter is an article entitled ''The guns of the 'Nelson''', written by Doug Mills, Castlemaine. The Warship NELSON underwent alterations in 1860, including cut down to two decks and lengthened, her armaments reduced to 72 guns. Two 7inch 68 pounder guns were added to her armament. In February 7 1867 she was officially given to the Colony if Victoria by the Imperial Government. At the time her Commander was Captain Charles B. Payne. The Warship reached Melbourne in 4th February 1868. Relics of the NELSON were auctioned at Williamstown Victoria Naval Depot, and her two anchors are preserved for public display at Williamstown. An active demand for a share of the guns from various towns in the State. Ballarat received four (4) guns, Bendigo and Castlemaine two (2) each, while one has been given to each of the following towns: - Ararat, Tarnagulla, Hamilton, Bacchus Marsh, Echuca and Geelong.document -

Originally catalogued around 1998 as John Cochrane in front of Shillinglaw Cottage, this is now believed to be Thomas Cochrane born 1817 in Ireland. The photograph is a reproduction of a low-resolution, poor-quality photograph. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book "Shillinglaw Family of Eltham 1660-2007", Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). In 1881 Phillip Shillinglaw became the ratepayer for the cottage though Stebbings retained ownership until 1888 at which time it was transferred to Shillinglaw. Thomas Cochrane was born in Ireland in 1817 and died at Collingwood 1877. He married Sarah Jane Casey at St James, Melbourne in 1846. They had eight children: • Elizabeth Jane Cochrane born 1847, Keelbundoora • Sarah Cochrane born 1849, Keelbundoora • William John Cochrane born 1854, Eltham • Isabella Mary Cochrane (Cochren) born 1855, Eltham, my Great grandmother • Mary Cochrane born 1857, Eltham • Thomas Cochrane born 1859, Eltham • William James Cochrane born 1861, Eltham • Margaret Anne Cochrane (Cochran) born 1863, Eltham Information received from Richard Stone in 2019, a 2nd-great grandson of Thomas Cochrane suggests that during the early 1930s, one of Isabella’s daughters and her family attended cricket matches at Eltham. The mother and a daughter (Richard’s cousin) would wander around Eltham and a cottage in the main street backing onto the cricket ground. The cousin remembers well her mother telling her that her mother, Isabella Cochrane, lived in the cottage as a young girl. The family also had a similar or the same photo of a man standing in front of the cottage. When the Cochrane family left the cottage in 1874, Thomas Snr would have been 57 and Thomas Jnr 15 and William 13. The man in the photo has a dark and substantial beard. Therefore, it is unlikely to be Thomas Jnr or William and most likely Thomas Snr. The photo is of poor quality and low resolution however, there is little grey evident in his beard. It was possibly taken when Cochrane was a younger man shortly after the cottage was built, circa 1865. When the Eltham District Road Board was established in 1858, the forerunner to Eltham Shire Council, Thomas Cochrane was listed as the occupier/owner of two assessable parcels of farmland in Little Eltham: one of 21 acres of pastureland and another 22 acres of cultivation land. George Stebbings was not recorded as an occupier or landowner. In 1859 and 1860 a Joseph/Joshua Stebbings was recorded as the occupier of a hut owned by G. Atkinson. A hut was recorded on Cochrane’s pastureland parcel in 1860 and this parcel increased in size to 36 acres in 1861 and grew further in size by 1863. George Stebbings first appears as the owner/occupier of a hut in Eltham in 1861, also 1862 and 1863. This is most likely his cottage (still standing in present day) in Pitt Street adjoining the Eltham Hotel property owned by Benjamin Wallis where he was residing in 1867 when they both sued each other for trespass. Furniture - Wardrobe, Late 19th to early 20th Century
The original owner of the beautiful wardrobe was William Swinton Jr. (1860-1929) and was later given to a friend of the Giles family. It is part of the Giles Collection. William Swinton Jnr. was a Warrnambool Councilor 1903-20 and Mayor 1917-19, during which time Warrnambool declared a City (1918). William's father, William Swinton Snr. (c.1831-1901) arrived in Warrnambool in 1854 from Edinburgh, Scotland. He established the Swinton store in Timor Street in 1865 where it is still located. William Snr's grand-daughter, Doris Swinton (1904-1986) was one of Australia's most highly decorated nurses of World War 2 and for 16 years matron of the Warrnambool and District Base Hospital. There is a street in Warrnambool named after the Swinton family. The Giles Collection: There are many 19th century items of furniture, linen, and crockery donated to Flagstaff Hill Maritime Village by Vera and Aurelin Giles. The items are associated with the Giles Family and are known as the "Giles Collection". These items mostly came from the simple home of Vera's parents-in-law, Henry Giles and his wife Mary Jane (nee Freckleton), whose photos are in the parlour. They married in 1880. Henry Giles was born at Tower Hill in 1858. He was a labourer on the construction of the Breakwater before leaving in 1895 to build bridges in N.S.W. for about seven years. Mary Jane was born in 1860 at Cooramook. She attended Mailor's Flat State School where she was also a student teacher before, as a family legend has it, she became a governess at "Injemiara" where her grandfather, Francis Freckleton, once owned land. Henry and Mary’s family of six, some of whom were born at Mailor’s Flat and later children at Wangoom, lived with their parents at Wangoom and Purnim west, where Henry died in 1933 and Mary Jane in 1940. The wardrobe is also significant for its association with early Warrnambool history, being owned by William Swinton Jnr. who was a Warrnambool Councilor and Warrnambools first Mayor (1917-19) the son of an early colonial family, arriving in Warrnambool in 1854. The Giles family collection also has social significance at a local level, because it illustrates the level of material support the Warrnambool community gave to Flagstaff Hill when the Maritime Museum was established.Wardrobe, colonial, made of cedar wood. The doors of the wardrobe have a mirrored door between them and there are two large drawers below the doors, each drawer has two round wooden handles. Craft - Scrimshaw, Hero 1870, Late 20th Century
Scrimshaw is regarded as early folk art and is associated primarily with whaling that was opened up in the Pacific at the end of the eighteenth century by sailors mainly from American, English and French vessels. As a result, some of the best scrimshaw from Pacific whales can be found in collections in these countries. Even though sailors must have had plenty of spare time between periods of whaling scrimshaw on whale teeth seems a rarity before the 1830s. One reason may have been the high price paid for whale teeth ivory in this period making scrimshaw on teeth popular only after the market was saturated and the price dropped. The earliest identified engraver of whale teeth is the English whaling master Captain J. S. King who was active between 1817 and 1823. There have been six ships called the Hero in the Royal Navy and this ship was the fourth named Hero, it was a screw-propelled 91-gun and second-rate. In the rating system of the British Royal Navy, this term is used to categorise sailing warships, a second-rate was a ship of the line which by the start of the 18th century mounted 90 to 98 guns on three gun decks. Earlier 17th-century second rates had fewer guns and were originally two-deckers or had only partially armed third gun decks. The Hero was launched in 1858 and sold in 1971. On July 1860 the Prince of Wales embarked onboard HMS Hero, Albert Edward Prince of Wales, was the eldest son of Queen Victoria, and the future King Edward VII, at the time he was then nineteen years of age, and on route to Newfoundland, Canada and the United States on his first state tour. He was the first member of the British royal family to visit North America. In 1860 the Queen had intended to pay a visit to Canada however stress prevented her from travelling. The then Prime Minister Lord Palmerston suggested that “Bertie” the prince of Wales could represent the Queen and on July 10th 1860, Bertie boarded HMS Hero for a tour of Canada and the USA. On July 23rd the ship arrived at Terranova. By the second week of August, the HMS Hero had sailed up the St. Lawrence River and anchored at Quebec. The Prince was successful with Canadian society visiting Quebec and Montreal during his stay. He went on to visit the United States following an invitation by President James Buchanan. His American journey was regarded as a great success. President Buchanan wrote to Queen Victoria: "He “Bertie” has faced a very difficult task for a person his age and his behaviour in all this has been that of his age and position. He has shown himself honourable, Frank and affable and he won the respect of the sensible and wise people". The scrimshaw is believed to be a modern reproduction of a typical scrimshaw scene and engraved very crudely onto a synthetic substance. Booklet, Love sweetens truth, 1880s
This book was a prize awarded to Miss Middleton, a pupil at Ormiston House College, East Melbourne in 1887. The Principals of the school were the Misses Singleton and their father, Dr John Singleton was a practising doctor in Warrnambool from 1860 to 1865. He had an important influence on Warrnambool, establishing several Total Abstinence Societies and campaigning for improved health conditions for pastoral workers in the district and the aborigines at Framlingham. In Melbourne Dr Singleton and his wife worked tirelessly for the underprivileged. He established many institutions for the less fortunate, including the Prisoners’ Aid Society, the Children’s Hospital, lending libraries, cottages for widows, shelters for homeless men and women, a society for the protection of animals and the Collingwood Free Medical Dispensary. He died in 1891 at Ormiston House, his daughters’ school and home. It is not known which of the Singleton daughters ran the school and no information has been found on Miss Middleton. This book is of considerable interest as it has a close connection to Dr John Singleton, important not only in the social history of Melbourne but also in the history of Warrnambool. This is a hard cover book of 160 pages with 16 pages at the back of the book of advertisements for other books published by the Religious Tract Society. The cover is brown with a sketch of a young man and lettering in gold and an ornamental floral pattern on the front cover. The gold lettering and the ornamental floral pattern are also on the spine. The book has 13 chapters with ornamental scrolls and initials at the beginning and end of each chapter. There are also some full page black and white sketches in the book, with the one at the front of the book covered by a piece of tissue paper. The book plate at the front of the book is white with a gold border pasted onto the page and handwritten details have been added in black ink. This sign was probably attached to a building or placed in a window and was most likely to have been at the Timor Street, Warrnambool State Savings Bank building. The State Savings Bank had its origins in the Port Phillip Savings Bank established in Melbourne in 1841 and in 1853 it became known as the Commissioners’ Savings Banks in the Colony of Victoria. A Warrnambool Savings Bank branch was established in 1859 in temporary premises and in 1860 it moved to a new building in Liebig Street. In 1884 a new sandstone building was erected in Timor Street and the bank operated from there until 1957. In 1912 the Commissioners’ Savings Banks in Victoria became the State Savings Bank. From 1957 to 1990 the Warrnambool State Savings Bank (called the State Bank of Victoria, Warrnambool Branch after 1980) had premises in Liebig Street. In 1990 the State Bank was subsumed into the Commonwealth Bank of Australia.The Warrnambool State Savings Bank was a leading banking establishment in Warrnambool for 130 years and this sign is an important memento of that institution. This is a rectangular piece of fine brown metal mesh with an ornamental gold trim around the edges and gold lettering. Built in 1860, the Eltham Courthouse is the oldest public building remaining in Eltham. In its early days the building was used as the meeting place and office of the Eltham District Road Board and as an overflow classroom for the local school. The Eltham Courthouse ceased operational duties in 1984 and is now used by various community groups including Eltham District Historical Society. It was listed on the Victorian Heritage Register (Number H0784) in 1982. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Mount Shadwell Store purchased by A. S. Stewart in the mid 1880's from Clarke & Co. of Geelong. In this photograph one can see the previous two stores - the building in the centre would have been the original Store owned and built by the Rae & Robertson circa 1860 and sold to Grieve & Benn in 1862 - the bulding on the right hand side was the business premises of the Mount Shadwell Store owned by Grieve & Benn later used as a storeroom when the building on the right was erected by them to become the main business premises which John Grieve sold to Clarke & Co. of Geelong in 1882 and they to A. S. Stewart It still operates as a supermarket in 2011.Even though in 2011 a facade now covers the entire front of these three building, the original buildings are still within the fabric of the store and includes a cellar in front of the oldest building. Rolling papers are small sheets, rolls, or leaves of paper which are sold for rolling cigarettes either by hand or with a rolling machine. When rolling a cigarette, one fills the rolling paper with tobacco. Rolling papers are most commonly made with wood pulp, hemp, flax, or rice straw as a base material. Zig-Zag papers, made in France, were the first interleaved brand (hence the name). Gold medal at 1900 Universal Exposition in Paris. 1860 Samuel Ramsden, a Yorkshire man, founded first paper mill in Victoria on the banks of the Yarra River, Fairfield, Melbourne. This was the Australian Paper and Pulp Company which for most of its history was called The Australian Paper Manufacturers Ltd. until it changed its name in 1986 to Amcor. Lal Lal Falls Reserve contains one of the most spectacular waterfalls in the Moorabool Shite. The watefall is part of the on Lal Lal Creek, a tributary of the Moorabool River. and plunges 30 metres from a high basalt column into a deep ravine. Culturally, the Falls are believed to be the earthly home of Bunjil, the All Father or Creator to most Victorian Aboriginal tribes. The name Lal Lal is thought to be Aboriginal for "dashing of waters". The Lal Lal Falls is listed on the Site Registry of Aboriginal Affairs Victoria as a spiritual place. in 1837 a Government Survey Party led by Frederick D'Arcy documented these Falls on the west branch of the Moorabool River. On the reserve opposite, a Race Meeting was held on every New Years Day from 1860 until 1938, attracting crowds of up to 20,000 people. NSWTD Railway Marker OIl lamp, No.1 RA Oil burning lamps have always been an important part of Australian railway signalling systems and have been used for communication, safety and lighting. It is called a marker lamp and was hung on rolling stock (carriages and wagons) such as the guard’s van to indicate the rear of the train at night. They were also used to indicate the rear of steam locomotive tenders for identification and safety purposes. This type of lamp was introduced to the railways around 1860 and continued to be used for over one hundred years. Oil lamps were phased out on the railways during the late 1960s and early 1970s, when they were replaced by battery lamps. Railway lighting included not only stations but yards, engines, rolling stock, signals, signal-boxes and crossings. There were a number of different types of lamps used for a variety of railway purposes. One lens at the front transmits light from an interior light source. Fuel was either signal oil or kerosene. The burner inside the lamp used either cotton or felt wicks to create the light source. The lamp has a carry handle for carrying by hand and a bracket with a slot on the back for hanging onto the hook of a locomotive or item of rolling stock. Tarilta is a rural locality and former gold-mining town 12 km south of Castlemaine, 4 km north-west of Guildford and 3 km north-east of Vaughan. The last gold mining activity took place around the 1880s. It was originally Kangaroo Flat, being located where the Kangaroo Creek enters the Loddon River. It was surveyed and named in 1864. Gold was discovered at Tarilta in 1853. The Tarilta School was opened in 1860 in a Wesleyan chapel, and closed i n1925. In 1864 a township was surveyed and named Tarilta, the word being derived from an Aboriginal expression thought to mean kangaroo. In 1865 Bailliere’s Victorian gazetteer described Tarilta as being an alluvial and quartz gold-mining town with three quartz-crushing mills, three horse-puddling machines and two hotels. 65 Albert Road. the land was first owned by George Bull when he bought it in 1860. The house was built around 1862. Members of the family owned it until 1893 when it was sold to William Johnson. Johnson died in 1897 and Catherine Sara Ryan nee Hain bought it and lived there until she died in 1927. The cottage was then sold to the Coffey family who retained the property until 1974. The cottage is conventional coursed limestone building with bluestone quoins, gabled roof, chimneys at each end and a skillion on the western side, added at a later date. It was originally a two-roomed dwelling with kitchen. Behind the cottage is a slab-sided wooden gable ended shed, containing a large limestone rubble chimney and a sleeping area within the south facing skillion section. Today the site is occupied by Home Hardware. Sister of Ann Myers, she Mary married John Luby, Melton 1857. John Luby’s name appears on the original land titles of the town of Melton. John died of typhoid in July 1869. Mary’s children were Ann, Catherine, William and Lawrence who was born after his father died. Mary died in 1910. Daughter Ann Therese was born in Bacchus Marsh on 1st June 1860. Their son William was born in 1862. Catherine Luby married John Neal in 1888 and they had seven children. This information came from- Kevin Neal to Edna (1995), Myers family notes and Margaret Brooks (2012) she is the great granddaughter of Mary Luby. Her mother was Margaret Neal and grandmother Catherine Mary. Ann Luby married Morris In 1899 Lawrence ‘Jim’ Luby died on 11th November. Scots Presbyterian Church now known as the Uniting Church. The Uniting Church and former church hall are historically significant at at the Local level (AHC A4). It was built after the Melton’s ‘United’ church and school, erected by Protestant denominations in 1857 in an effort to share resources in the pioneering era, was replaced by individual churches in the 1860’s. The church became the home of and is expressive of the union of the Methodist and Presbyterian churches, began in Melton from the early 1970’s, and formally concluded by the formation of the Uniting Church of Australia in 1977. The new additions and functions of the church are expressive of the increase in Melton’s population especially in the 1970’s and the changing nature of the parish’s ministry. The church is one of only three remaining nineteenth churches, and one of only two remaining bluestone churches, in the Shire of Melton.
