The need for services for people with low vision was recognised by the AFB, who undertook to provide a range of services including diagnosis of low vision, advisors on how people with low vision could best utilise their existing sight, and objects designed to assist in everyday living. Initially operating out of a flat facing Glenferrie Road, which the Association had purchased, the growing demand demonstrated that a larger dedicated area was required. "The first Presbyterian Church service was conducted at the Orbost Station Homestead in 1885, during a visit by Sir William Clarke, who was accompanied by two ministers. The organist was resident Grace Jennings Carmichael. Services were later held in Mr J. W. Borland’s shop and the Mechanics Hall. In 1887, the land on which the church now stands was purchased from Mr James Hossack snr, for £50 ($100). The trustees were Mr John, Peter and Hugh Cameron, Mr John A Watt and Mr James Hossack Jnr. Timber from Richardson’s Tabbara Mill was used by builder Mr R. P. Cameron and at a cost of £311.3.7 ($622) the church was opened January 9th 1898." In the late 1960s the area in Wodonga between Hovell and Havelock Streets was zoned for civic purposes. By 1969 Melbourne architect Bruce Marshall had designed the civic centre which included a library, theatre and senior citizens' rooms. The main hall had a seating capacity of 1,000 people but could be divided by a sliding door. into smaller areas. It also included meeting rooms and kitchen facilities. The Civic Centre was officially opened by the Honorable Sir Henry Bolte, K.C.M.P., M.P., Premier of Victoria who was accompanied by the Honorable R. J. Hamer E.D., Minister for Local Government. The Shire President was Cr. James A. Terrill, J.P. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. Roderick William Mills, known as Saltbush Bill (left) with his sons, James Charles Mills (centre) and John James Mills (right), in London. In 1917 Saltbush Bill travelled from America to London after giving shows in various cities of the US, to spend time with his sons. James and John Mills were serving with the AIF and on leave from the French front in London. Saltbush Bill remained in London for the rest of the war as he was unable to return to Australia. Saltbush Bill, was the inspiration for several poems by A.B. Paterson. Born at Balnarring in 1869, Mills earned the title of Saltbush Bill whilst working on a cattle station in Queensland. On these long droving trips, he learnt the art of cracking stock whips of many different lengths and sizes, a skill that earnt him £100 after a Melbourne saddler, J.K. Jennings, suggested that no man could crack a 65-foot stock whip in three tries. Saltbush Bill succeeded on his first attempt and decided to make a career in entertainment with his skill. Over his career he performed for royalty, travelled and performed extensively overseas and lent his skill to fundraising efforts, particularly during the war. His last concert was given in the Boomerang Hall in Dandenong in 1926.A local resident of the City of Moorabbin, Saltbush Bill was an ambassador for Australia and a literary inspiration to A.B. (Banjo) Paterson. Saltbush Bill, his wife Hannah Louise Porter and their 11 children lived in Old Dandenong Road, Heatherton, where Saltbush Bill and Hannah conducted a market garden for many years. Elsie Cooke was a librarian in Orbost for many years. She was the daughter of John Cooke early Brodribb settler. Elsie Cooke lived all her life in Gippsland,. She was born at Brodribb in 1895 and died in 1970, Elsie Cooke lived at Bruthen for a short time and, in 1937, moved to live with her aunt, Miss Jean Munro. Miss Cooke was Librarian at the Mechanics Institute for many years. Kindness and consideration for other were Miss Cooke’s attributes and she endeared herself to all who knew her. She was a loyal member of the Presbyterian Church and a stalwart of the Ladies’ Guild, an energetic worker for the Municipal Auxiliary and a member of the Red Cross. (ref. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the façade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. It also included a kitchen equipped with modern fittings and a President’s room. In the late 1960s the area between Hovell and Havelock Streets as far as Jack Hore Place was zoned for civic purposes. Originally labelled "Beauville Estate, Established 1936, Still Thriving 65 years on, 10th March 2001", the Beauville Estate Album contains colour photographs of houses in the Estate. It is important also as a very early estate development incorporating a range of features other than houses and including made roads, shops and recreation facilities. In this respect it was the forerunner of the comprehensively planned housing estate of the post war era. The estate is distinguished by its aesthetic values, as is the earlier and comparable Hillcrest Estate, which are formed by a combination of restrained diversity in house styles, with the exception of no. 30 in the emerging International style, and by a landscaped garden environment. From Glen Eira’s Heritage Management Plan by Andrew Ward (1996) Vol 2 p78: "Beauville Avenue is unusual in that it is terminated in a cul-de-sac (see Section 3.9.2) whilst the design of the estate may well be unique for its time in that the houses back onto 6 tennis courts for public use. St. Patrick's Church, which adjoins the estate is a comparatively recent structure whilst the school has one building erected in 1930 and prior to the release of the Beauville lots." It also notes that St.Patrick's Church and School now run the tennis courts. The Beauville Historic Area is important at the State level as the first large housing estate undertaken by the AV Jennings Construction Co, later Jennings Group Limited, Victoria’s largest home builder. It is important also as a very early estate development incorporating a range of features other than houses and including made roads, shops and recreation facilities. In this respect it was the forerunner of the comprehensively planned housing estate of the post war era. The estate is distinguished by its aesthetic values, as is the earlier and comparable Hillcrest Estate, which are formed by a combination of restrained diversity in house styles, with the exception of no. 30 in the emerging International style, and by a landscaped garden environment.
