Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. Open Monument is a contemporary artwork acknowledging the history of Chinese people in Ballarat. The Chinese diaspora was global and many Chinese people came to Ballarat and the Victorian Goldfields. The work details some of the personal Chinese family memories of Ballarat from the goldrush forward. The 33 marble laser-etched panels include found images and texts mounted on a modernist metal architectural feature holding back a grassed hill landscape. "Braemar" at 18 Suffolk Road, Surrey Hills - built c1894, demolished in1977 – and home of James Sneddon Snr. and family from 1890 until c1950. We believe it is James is at the gate and his family on the veranda. James was born in Alloa, Clackmannanshire Scotland in 1833, as was his wife Jane. He died in March 1901 and she in March 1911. They are buried in Boroondara Cemetery (Pres B0522) with their daughter Jane (1864-1928). James Sneddon (Snr) was an important man in early Surrey Hills. He established real estate and ironmongery businesses in Union Road – first on the corner of Stirling Crescent and later over the road on the corner of Windsor Crescent. He was chairman of Surrey Hills’ MUIOOF (Manchester Unity Independent Order of Oddfellows). James Sneddon Jnr. followed his father in the family real estate business and was an even busier community man. He was a JP and had roles in the Surrey Hills ANA, the Progress Association and the Choral Society. He lived 2 doors from his father. The real estate business continued on the corner of Windsor Crescent and Union Road (north side) until the business was sold to the Doubleday (family) after WW2.The Sneddon family were early settlers and business owners in Surrey Hills and remained over 3 generations. Different family members held many roles in community organisations. Sergeant JP Smith was a member of No 1 Troop C Squadron 20th Light Horse Regiment drawn from the farming community of Tocumwal, personifying the strength of citizen soldiering in rural Victorian and Southern NSW in the period following World War One and especially in the years immediately prior to the second World War. Building on the strength and enthusiasm of the Tocumwal Troop other Troops were raised at Finley, Berigan and Jerilderie. The Tocumwal Troop won the coveted Hutton Trophy in 1937 and 1938, defeating crack Troops from other States. The 20th Light Horse (Victorian Mounted Rifles) was raised in 1920 as part of the 3rd Cavalry Brigade, 2nd Cavalry Division, Citizen Military Forces, with Headquarters at Seymour and depots along the Goulburn Valley from Mansfield to Tocumwal in southern NSW. In December 1941, 20th Light Horse (Victorian Mounted Rifles) converted from horse to mechanised, initially as 20th Motor Regiment. In 1943 the Regiment was deployed to Merauke, Dutch New Guinea. Upon its return in April 1945, the Regiment was redesignated 20th Pioneer Battalion. John Cleeland JP of Newhaven, 1826-1914, a native of County Down, Ireland, came to Victoria in 1840 with his parents and settled at Darebin Creek. After a few years spent there he went to sea in his schooner yacht of 200 tons, the Harriet, visiting the South Sea Islands and the west coast of South America. In 1859 he took the well known Albion Hotel, Bourke-street east, Melbourne, the starting place for all Cobb and Co's lines of up-country coaches, and kept it for 22 years, marrying whilst there Miss Blake, of Mornington. Shortly before leaving the hotel he purchased 7000 acres of land at Phillip Island for breeding purposes, and there bred Wollomai, who won the Melbourne Cup in 1875. In 1881 he retired to his magnificent estate, besides which he has another 1000 acres at Bass and other properties. He also once owned racing stables at Brighton, where he had Barwon (which won the Champion race) and other valuable horses. Mr Cleeland is a member of the Phillip Island Council and is a justice of the peace for the central bailiwick. Taken from Victoria and its Metropolis: past and present, 1888. Presented by the Honourable Lord Mayor JT Franklin, CMG, MLC, JP, at a parade held at Karrakatta Camp on 7 April 1929. Consecrated by the Chaplain General COL Riley, OBE, VD, DD. With the re-activation of the Citizen Military Forces (CMF) following the Second World War, the 11th/44th Infantry Battalion (The City of Perth Regiment) was raised in 1948 as a linked battalion to carry on the identity and traditions of the pre-war 11th and 44th Battalions respectively. The King's and Regimental Colours formerly held by these two battalions were passed on to the new battalion who paraded them in rotation on ceremonial occasions. Under major reorganisation of the CMF in 1960, all individual infantry battalions that existed at the time within each State were amalgamated to form State regiments, taking effect from 1 July 1960. Thus from that date the 11/44th, 16th and 28th Infantry Battalions were amalgamated to form The Royal Western Australia Regiment. In September 1960, at a ceremonial parade held at Northam Camp, the Colours carried by all former battalions were handed over for safe keeping by the new regiment These former colours were subsequently laid up in the undercroft at the State War Memorial, King's Park on 29 November 1964. These were transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project. Dark green with gold fringe. In the centre the battalion colour patch of a brown over blue rectangle within a circle inscribed "ELEVENTH INFANTRY - PERTH REGIMENT". Beneath the circle a scroll inscribed with the regimental motto "VIGILANS". The whole surrounded with a wreath of Australian wattle and surmounted by the Crown. In the upper canton the Arabic numeral "11". Battle Honours emblazoned on the colour:- SOUTH AFRICA 1899-1902, SOMME 1916-18, POZIERES, BULLECOURT, YPRES 1917, MENIN ROAD, HAZEBROUCK, AMIENS, HINDENBURG LINE, LANDING AT ANZAC, DEFENCE OF ANZAC

The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district.
