Situated 150 miles from Sydney and 50 miles from Bathurst, Hawkin's Hill mining leases had produced good returns in the 1860's and 70's. However, a lack of working capital meant that many of the mines operated by up to 17 different companies petered out. About 1886 efforts were made to consolidate these claims but insufficient funding could be found. With the renewal of an offer of a government subsidy and the sale of shares, has allowed the purchase of these old claims and their infrastructure. Exploration has shown that these old mines still contained payable amounts of gold. Thus the formation of the Amalgamated Hill End Company.Typewritten letter dated 2nd February 1911. Hematite is an iron ore significant for its high iron content (70%) and as being one of the two main iron oxide minerals, the other being magnetite. Hematite has a rating of 5-6 on the Moh's hardness scale and is often found as an accessory mineral in many igneous rocks. (an accessory mineral being "any mineral in an igneous rock not essential to the naming of the rock" - Britannica) Hematite has historically been the mainstay of South Australia’s iron ore production. (Magnetite: South Australia’s potential) Making up the eastern section of the Gawler Rangers, the Middleback Range is a mountain range on the eastern side of Eyre Peninsula in South Australia that has been a source of iron ore (its main commodity in minerals) for over a century. (see https://www.mindat.org/loc-22576.html). "Large reserves of high-grade iron ore were identified in 1890 in the Middleback Range, west of Whyalla. From 1915 these ores were shipped to Newcastle and later to Port Kembla, both in New South Wales. Local production of pig iron began when the first blast furnace was opened at Whyalla in 1941, and construction of an integrated iron and steel plant began there in 1958." Mr Eric Sumsion was the gardening curator for Wodonga Shire in 1956. He had previously operated a bootmaker’s shop in High Street, Wodonga for many years. Eric saw the potential of the area in Wodonga now known as Belvoir Park and asked permission to work on part of the area. He eventually purchased a house adjoining the area giving him more time and easy access to work on it. The Lagoon, Lake Huon, Belvoir Lagoon, Belvoir Park and Sumsion Gardens are all names used over time for what is today one of Wodonga’s favourite recreation and picnic spots. In the 1800s river boats could enter Lake Huon from Wodonga Creek. There was a jetty south of where the water fountain is today. In later years, this jetty was used by the Clay Bird Shooting Club. From the early 1900s football and cricket were played there, and some mining leases were also allowed. At one time there were open gravel pits between House Creek and the main lagoon, and these were subsequently filled with town garbage collected by the Council. In the late 1940s, Wodonga Golf Club took over part of Belvoir Park for a 9-hole golf course with sand greens. The Golf Club House was built in 1946. The Club extended the course to 12-holes when the football ground moved to Martin Park and the course later extended to 18 holes. Under Eric Sumsion’s care the area became a magnificent area of parkland and curated gardens. After he had retired in 1961 his work was acknowledged by the Shire Engineer, Mr Bill Page, when the Sumsion Gardens were named in his honour. He was also responsible for the design and curating of many other gardens in Wodonga, including those at Sarah Coventry and Richardson Park. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply.
