L/ Grattan was a long serving legatee, an article written when he turned 100 says that as a Legatee he was widely respected, he was 'something of a father figure - many of the girls were given away at their weddings by this kindly Legatee'. The article says Oriel John Grattan was born in WA and enlisted in the First AIF in 1916. He served in France and Belgium before he was wounded near Menin Gate. It continues with an interesting piece on the acquisition of Legacy house. It says: 'Perhaps his most lasting monument is Melbourne Legacy House. Through his friendship with one of the principals of the firm, Brown and Dureau, Legacy was given a donation of 30,000 pounds in 1944 (amount was 27,059 pounds according to Dureau Act).' A condition of the donation was that Legacy had only eight days in which to buy a building. A building in Swanston St was purchased for 18,000 pounds and the balance invested. But vacant possession was not possible and the building was sold in the early '50s and became part of the Royal Melbourne Institute of Technology. Charles Symons Wingrove, J.P. (1829-1905) arrived in Victorian in 1851. He had trained as an engineer, but tried his luck on the goldfields. In 1857 he was appointed as Secretary to the Eltham District Roads Board only one year after its foundation. He was to hold the position with the Board and later the Eltham Shire Council for total of 47 years. He also held the position of engineer for a large part of this period. During part of this time he was also secretary to the Heidelberg Shire Council. Over this period he was responsibly for an area stretching from Clifton Hill to Healesville, along the northern bank of the Yarra River. Other positions included Secretary to the Victorian Agricultural Society over along period.Wingrove was a main figure in the Municipal Association of Victoria. By the time he retired he was recognized as the “Grand Old Man” of Victorian local government. In 1858 Wingrove had a brick cottage built in Main Road near the State School and he lived here until his death. One room was uded as the Board and Council office. His descendants owned the house until 1974. It was later used as a psychiatric clinic. The park opposite the cottage has been named Wingrove Park in his honour. He is buried at St Helena with other members of his family. Age (Melbourne, Vic. : 1854 - 1954), Tuesday 18 July 1905, page 5 ABOUT PEOPLE. A conspicuous figure in northern municpal history, Mr. Charles Symons Wingrove, has passed away. He was for many years secretary and engineer for the shire of Eltham, and prior to the formation of the shire held the position under the old road board, his official connection with the district dating from beyond 1857. For about twelve years he also filled the position of shire engineer for Heidelberg council while retaining his other post, and the immense territory under his professional control, reaching from the boundary of Collingwood up to Healesville, was a matter of fatherly pride and interest to him. He arrived in Victoria in 1851, and was 76 years of age at his death. Mr. Wingrove retired from the position in the Eltham council only about a year ago. This is a program for the Order of Service for the Induction of the Rev Rhys Miller to St. John’s Presbyterian Church in Warrnambool in 1946. St. John’s Church was officially opened in 1875, burnt down in 1920 and rebuilt around the skeleton structure remaining on the same site. The Rev. Rhys Miller had been a R.A.A.F. Chaplain during World War Two before coming to Warrnambool in 1946. He was absent from Warrnambool for most of that first year undertaking post-graduate studies in Scotland. The Rev. Miller was the Minister at St. John’s Church until 1952 when he transferred to a Gardenvale church in Melbourne. The centenary of Presbyterianism in Warrnambool took place in 1949 and Rev. Miller wrote the booklet, ‘100 Years of Worship and Work’. In 1984 he published his autobiography, ‘Calling and Recalling’. This program is of interest because the Rev. Rhys Miller, as a Minister of St. John’s Presbyterian Church on Warrnambool, was a significant person in Warrnambool’s history. This is a program, the Order of Service for the Induction of the Rev. The present store was built circa 1900 to replace another which had been destroyed by fire in 1898, which had replaced a predecessor on the opposite side of the road in 1865. The store was also used as a post office until early 2000s. The general store is historically significant because it has a long association with Kangaroo Ground and has been an important centre of community life for more than 120 years - Council meetings used to be conducted in the front room of the store at a time when Kangaroo Ground rivalled Eltham as the major centre of the Shire. The general store is historically and aesthetically significant as one of a group of three well preserved public buildings in the Kangaroo Ground hamlet and as a major heritage component of Kangaroo Ground which was one of the earliest settled areas of the Shire and which has the character of an English village rather than an Australian settlement. For more than 100 years it has been a centre of community life. In the settlement’s early days a previous general store, on the same site, was the meeting place for the Eltham District Road Board, precursor to the Eltham Shire Council. For years Kangaroo Ground rivalled Eltham as the shire’s major centre. It developed very differently from the rest of the shire as its rich soil attracted prosperous Presbyterian Scots who had large agricultural properties.1 The present store was built to replace another one, which had burnt down in 1898, after replacing a predecessor on the other side of the road in 1865. The store retains its outward character and its cellar, although inside it has changed considerably. It now includes a café and offers local produce, milk bar products, grocery items, gas and other fuel. Until early this century the store was also used as a post office. Kangaroo Ground’s first postmaster was Andrew Ross, who first operated from the school opposite, then from his hotel next to the present tennis court site. The first postmaster at this store was Edward Weller, followed in 1868 by James Anderson. At that time a mail coach ran three times a week between Eltham and Woods Point through Kangaroo Ground, Yarra Flats, Healesville, Fernshaw, Marysville and Matlock. Some early postmasters were Rodger, McLaughlin, Greenway and Burns.2 Burns was the only postmaster operating from the store. The others operated from Andrew Ross’s hotel. The mail service improved in 1892 when coaches ran from Melbourne to Queenstown (now known as St Andrews) and changed horses at Kangaroo Ground twice daily. The only telegraph office in the district at that time was at the Kangaroo Ground Post Office. Telegrams to outlying areas such as Queenstown and Kinglake had to be sent by hand. A local resident in the early 1900s often rode his pony to deliver telegrams and was paid one shilling a mile porterage. The store has also contributed to the lighter side of Kangaroo Ground life. During the years that Con Wraight owned the store, between 1906 and 1946, a new piano was needed for the Kangaroo Ground Hall, so monthly dances were held to raise money. When the piano was bought, a grand ball was held in the Kangaroo Ground Hall to celebrate the occasion and supper followed at Mr Wraight’s barn, cleaned especially for the occasion. Every New Year’s Eve, a Scottish piper would set off from between the store and the schoolhouse, playing his pipes, and march to Cameron’s Pigeon Bank homestead on the Kangaroo Ground-Warrandyte Road. Between 1914 and 1922, the store was a station for the Kangaroo Ground Bush Fire Brigade’s tanker. It consisted of a wooden barrel on a cart, fitted with a hand-pump, and stood on the side of the road outside the store. Joy Ness, who belonged to an early Kangaroo Ground family, moved here in 1940 and recalled her impressions of the store at that time: ‘It was a very dark shop stained in a dark colour and on the walls just below the ceiling hung hurricane lamps, ropes, kitchen utensils and other goods for sale. ‘Goods were weighed on a brass scale with weights, on which mothers also weighed their babies, because the nearest Infant Welfare Centre was at Greensborough. The bacon was cut with a hand slicer and later a pot-bellied stove warmed the store. Farmers and other locals used to gossip around it as they collected their daily mail. In those days the butter and cheese were kept in the cellar as no ice was delivered for cooling.’This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. This meticulously hand crafted ship model is one of the most intricate and challenging projects for a ship modeller to create. Jim Williams took up the challenge, choosing to make all of the components by hand, following a plan of the ship rather than purchasing a pre-made kit. He even made his own tools specifically for working with this model. The “Sovereign of the Seas” 1637-1697 - The magnificent ship “Sovereign of the Seas” was ordered by Charles I of England, who desired a giant Great Ship to be built. It was built by Peter Pett under the guidance of his father Phineas, the King's master shipwright, and launched with 102-guns at Woolwich Dockyard on 13th October 1637, as the Navy’s second three-decker first-rate ship. It was the most extravagantly decorated warship in the Royal Navy, bought with the help of a special 'Ship Money' tax imposed by the King. Soon afterwards the ship was remodelled and cut down to a safer and faster ship. Over the ship’s lifetime it was renamed “Commonwealth”, then in 1650 it became simply “Sovereign” then again after a rebuild in 1660 it was named “Royal Sovereign”. By 1642 the ship’s armament had been reduced to 90 guns. In 1651 Sovereign was made more manoeuvrable by reducing the upper works. It served throughout the wars of the Commonwealth and became the flagship of General Robert Blake. It was involved in all of the great English naval conflicts fought against the United Provinces and France and was referred to as 'The Golden Devil' by the Dutch. By 1660 the armament was changed attain to 100 guns. After the English Restoration, it was rebuilt as a first-rate ship of the line, with flatter gun decks and 100 guns, and most of the carvings were removed. During the First Anglo-Dutch War, in a secret session on 21 October 1652, the States-General of the Netherlands announced reward money for the crews of fire ships that succeeded in destroying enemy vessels; the Sovereign was singled out with an extra prize of 3000 guilders to sink or ruin it. Although repeatedly occupied by the Dutch, the Sovereign was retaken every time by the British and remained in service for nearly sixty years as the best ship in the English fleet. The Sovereign was in regular service during the three Anglo-Dutch Wars, surviving the Raid on the Medway in 1667. After a second rebuild in 1685 the Sovereign was relaunched as a first-rate ship of 100 guns, before taking part in the outset of the War of the Grand Alliance against Louis XIV of France, venturing into the Irish Sea, and later participating in the Battle of Beachy Head in 1690 and the Battle of La Hougue. At this time she was more than fifty years old. It was the first ship in history to fly ‘royals’ above the topgallant sails and a top gallant sail on the jigger-mast. The Sovereign eventually became leaky and defective with age and was laid up at Chatham when, on 27th January 1697, the famous ship caught fire, burning to the waterline. Jim Williams, the model’s maker - Jim (James Bernard) Williams was born in 1888 at The Forth in Scotland. He lived in Tasmania for some time and enlisted to fight in France in WW1. After the war he moved to Warrnambool, Victoria, where he worked at the Cramond & Dickson clothing store until the Great Depression in the 1930’s. He was later employed at Fletcher Jones Menswear, where he worked for 27 years until just before his death in 1959. Jim was a passionate ship model builder. He worked on his model ships between 1930 and 1955, including The Endeavour and The Sovereign of the Seas, which was one of the most intricate historic ship models to build. He had a table set up in a bay window and worked on them on and off using a jeweller's eye glass on the finer pieces. Jim’s long-time employer, Fletcher Jones, knew of Jim’s hobby and skill as a ship model builder and requested Jim to describe the model, Sovereign of the Seas, with the view of putting it on display. When the model was finished there was a full article and photo in The Standard newspaper. Jim described his work on the ship mode “Sovereign of the Seas” in correspondence to his then employer, Fletcher Jones. The document gives us an insight into his skill, patience, and regard for replicating the details of the original ship. Some of the details are: "In making the model the time taken to make certain items might be of interest. For instance "The Great Lantern" on the stern, four weeks, a similar time for the figurehead of St George & the Dragon. "The lower shrouds three to each side about six weeks & the rigging as whole several months. There are nearly 300 blocks and pulleys ranging from nearly 1 / 16 inch in diameter. Dead eyes were bored with 3 to 5 holes. To do this needles of different sizes, set in handles & ground to wedge ends were used. Glass cut and ground to shape were used windows. All gun-port covers (74) hinged. "All guns and anchors made of wood. Nothing for the model was purchased ready-made; everything hand made." Jim’s family donated the ship model along with many associated tools, accessories and papers. The model represents the Sovereign of the Seas. The Royal Navy ship of the line launched in 1637 has a significant British maritime heritage. These days the Sovereign of the Seas still remains one of the most intricate historic ship models to build, representing to the model enthusiast a true challenge to the art of model shipbuilding. The model of Sovereign of the Seas in Flagstaff Hill's collection is an exemplary example of a ship model built and hand crafted from a plan with the making of every item on the model, not a model kit with prefabricated parts. It was made by a local Warrnambool man Jim Williams as a leisure activity in the mid 20th century. The hobby and craft of ship model making has resulted in visual representations of the changes in maritime technology and advances in world-wide navigation. Many of the tools used were made by the model maker, Jim Williams. An inscribed plaque is within the case. A complete set of 8 blueprints from “Popular Mechanics Magazine”, Chicago. The blueprints are on a royal purple coloured paper with white print. Each print displays labelled diagrams to assist the hobbyist to assemble the ship model “Sovereign of the Seas”. The designer is Harold T. Bodkin. Distinct fold creases divide the documents into quarters. Formerly a self-service grocery, restaurant and electrical repair shop, the building for many years housed Eltham’s only ‘family’ grocer and feed store. Earlier it had appeared to have been the town’s bakery. The building had been purchased in late March 1939 by Mr Eric N. Staff. At the time of E.N. Staff’s purchase there were huge bakers’ ovens located at the rear and the building also had a well and four toilets for employees. When the ‘pictures’ came to Eltham with the opening of the Eltham Public Hall across the road in 1941, Mr E.N. Staff extended the business and opened a milk bar and sweet shop. Further extensions re-established the tea rooms of days gone by. Mr E.N. Staff conducted business for about 15 years before handing over the reins to his son, Ray Staff. When his son Ray took over, the milk bar and tea rooms were closed for several years but the milk bar and was later re-opened and subsequently became a greengrocers and later again, a restaurant. The tea rooms section was converted to an electrical repair shop about 1955. Electoral Roll records for 1967 record Raymond Charles Staff at 929 Main Road, Eltham, grocer, and in 1968 at Lot 4, Hillcrest Avenue, Eltham, taxi truck operator. Staff’s store appears to have occupied 929-933 Main Road and the Eltham Big Star Food Centre was centred around 931 Main Road. It would appear that Ray continued to run the business for approximately two years after the original store was demolished and a new supermarket was built. Today, 931 Main Road is the Nongkhai Thai Restaurant and is precisely where the original Staffs store stood. Even though the facade has been modified at eye level with new larger windows, the upper facade is identical to that of the new Eltham Big Star Food Centre of 1965/66. But how did the original building, the oldest premises in the 1965 era shopping centre come about? On August 12th, 1902 at the Eltham Courthouse, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented we learn that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he is unable to secure at Eltham a suitable house in which to carry on his business, but was building a place near the railway station which he expected to be done in about three weeks time, and he is then prepared to give up possession of the premises he now occupies. Mr Smallman informed the defendant, Luther Haley, that he will have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction referred to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present-day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. This was the original building in the present-day shopping precinct. At the time the only thing nearby was the railway station. Luther Haley’s business appeared to prosper and he would have catered to not only the locals abut also day visitors by train on Sundays coming up from Melbourne, offering fresh baked produce, tea rooms and summer drinks. The fields across Main Road running between present day Arthur Street and Luck Street were known as Haley’s Paddock and at times were used for community festivities and picnics. A newspaper report on the annual State schools picnic held at Haley’s Paddock on March 11, 1904 described it as “quite close to the railway station, and is quite capable of holding comfortably 10,000 people. With its ample shade and hilly surroundings, it is an ideal place for any gathering.” Luther Haley successfully ran his general store, bakery and tea rooms until 1917 when he and his family departed the district and moved to Westgarth Street in Northcote where he changed careers and became a publisher. It was then taken over by Hannah Lloyd and became known as Lloyd’s Railway General Store from 1917 to 1920. From then it had a succession of owners, one as short as two months until March 31, 1939 when the Grocery Business formerly carried on by Mr. T.K. White of Eltham for the previous eight years was purchased by Mr Eric N. Staff of Research and became known as E.N. Staff’s Railway Store.
