Photographs of small box originally used to contain sensitized photographic paper
... in December 1943 and not filled again until May 1944. Construction ...The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. Construction of Clover Power Station commenced in July 1941 and both turbines were in service by May 1945.Clover Power Station and Junction Dam were part of the Kiewa Hydro Electric Scheme constructed by the State Electricity Commission of Victoria. SECV official photographers took photographs of most stages of construction of the Hydro Electric Scheme and referenced each photo with a number and dating system as an historical record and for reference for other projects. This provided a thorough history of the construction of the Hydro Electric Scheme, some of the workers involved in its construction and the infrastructure supporting its construction, such a Bogong Village.Small light brown cardboard box originally containing sensitized photographic paper, now containing a range of black and white photographs of the Kiewa Hydro Electric System taken by the official SECV photographer Box has some damage – Front panel on lid is missing. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.Pictorial history of the early years of Bogong Village including one photo taken following the devastating fires of 1939. Photos show the terrain in which Bogong Village was built, the early construction used for the temporary buildings and the housing and the amount of infrastructure required to accommodate the needs of the residents of the area including workers, their families and other support staff. In the 1830’s, European pastoralists started moving south from NSW into the Alps. In 1836, cattle grazing began around Omeo and the runs spread out into the foothills. The higher country was used for summer grazing and huts were built for shelter and storage during stock mustering. The lure of gold brought many people to the Alps from around 1850 to 1900. Bushfires destroyed the forests around Melbourne in 1939 and the boom in house-building after World War II ked to increased demand for timber from the Alps. This resulted in the building of a network of roads which helped open up access to the Alps. The early 1940’s brought the first of many workers to the Alps for the planning and construction of the Hydro-Electric Scheme. These were the pioneers and early settlers of the Kiewa Valley and provided a wealth of characters and a tapestry of stories and adventures to be handed down to future generations.These 3 posters, which were most likely produced for promotional purposes provide a glimpse into the early lives of the pioneer families of the Kiewa Valley through pictures and verse. They show their lifestyle and outline the hardships they had to endure in living and working in the Alpine region. They also highlight the early arguments regarding grazing in the high country which would ultimately lead to the end of the long traditions of the high country cattle men. A start on the construction of Bogong Creek race line was made at the commencement of winter in 1948. Work proceeded in the following years when work on the High Plains was not practicable. In January, 1951 the special trimming machine, the special slip form and concrete mixing and placing equipment was put into service. A shortage of cement caused some delays as well as a sudden financial recession. The race line was completed and put into service in 1952.An historical record showing the machinery used during this time, the number of workers and supervisors involved and the mountainous terrain where they worked. It also demonstrates the OH&S of the period with workers mostly in street clothing with no hard hats or other safety equipment. Photo No. 1 - Junction Dam wall was commenced in February, 1940 and completed in March 1944. Type - reinforced concrete slab and buttress. Height 25.9m, and crest length 121.9m. Lewis Construction company had the original contract, but was replaced by the State Electricity Commission in 1942. Photo No. 2 - Bogong Village was the first village built to house workers and their families working on the Hydro electric scheme. Construction commenced 1940. The single men's quarters are slightly right of centre on the foreshore. Photo No.1 - on back ...Construction of the town of Mount Beauty commenced in 1946 and continued until 1952. It was built to provide family accommodation for workers engaged in the construction of the hydro electric power scheme. As well as housing, there was an administration building, staff hostel, merchandising centre, workmen's camps, base stores and workshops and the Mount Beauty Terminal Station. The first house was occupied in November, 1946 by the then manager of the trading store, with a frontage onto Hollonds Street. The total number of houses erected was 488, 162 custom built and 326 prefabricated. The main workmen's camp can be seen just left of the centre of the photograph and accommodated 144 men at the time of the photograph. By 1950 it could accommodate 1200men. Photo No. 1 is taken in 1947/early 1948 as there is no evidence of the staff hostel under construction. This hostel was commenced in August/September 1948 and is clearly shown in photograph No. 2, dating this photo as 1948 as it is before the completion of the bypass road connecting to the main (high plains) road. This road was constructed in 1939 and in 1948 followed the route of Tawonga Crescent. This remained in use until the bypass construction was completed in early 1949 and does not appear to be finished in this photograph.. Both photographs are taken from the power line easement adjacent to the Bright road.Significant historical pictorial record of the development of a town from grazing land. Souvenir Postcard Folder – Falls Creek Ski Village
Falls Creek Ski Resort developed during the construction of the Kiewa Hydro Electric Scheme built by the State Electricity Commission of Victoria. The first ski lodge was built in 1948 by workers from the scheme. The first lift, a rope tow, was built in 1951 and the first chairlift in Australia was constructed there in 1957. Falls Creek Post Office opened in 1958. Tourism was growing and being encouraged by local businesses.The souvenir postcard was produced by Mr S. K. Pearce a Mt Beauty businessman. It was a memento for skiers and visitors to the Falls Creek and Mt Beauty area to send to family and friends as a reminder of their visit to the region or to keep as a personal souvenir. It presented an excellent promotional opportunity for enterprising local businessmen to promote the area to skiers and tourists near and far. Construction of Bogong Village was commenced in 1940 and was the Field Headquarters for the early part of the construction of the Kiewa Hydro Electric Scheme. In all, a total of 36 houses, medical centre, police station, trading store and primary school were built. As well, there was a hostel for staff personnel and prefabricated units, each 10 feet x 8 feet, with separate dining and recreational facilities for the worker's. This camp was closed in 1962.These photos show the type of accommodation, available in this period, as well as the benched layout of the village. The damage of the 1939 bushfires is still evident.1. ... accommodation for the thousands of workers during the construction... accommodation for the thousands of workers during the construction ...Established in 1946, during the construction of the Kiewa Hydro Electric Scheme, the township of Mt Beauty was developed by the State Electricity Commission of Victoria to provide additional accommodation for the thousands of workers during the construction of the country’s second largest hydro-electricity scheme. Although these towns were built as temporary accommodation for the workers and their families, many stayed after the scheme finished. Combined with the influx of European migrants, with their rich cultural backgrounds, all played a major part in shaping the future character of the Mount Beauty, the Kiewa Valley and Falls Creek. The Bright Council, now the Alpine Shire took over the control of the township in 1960. This relatively young town of Mount Beauty, along with the surrounding townships of Falls Creek, Bogong, Tawonga South and Tawonga, are all part of a prospering tourist area with excellent services, accommodation, food and a wide range of recreational activities available for all ages. According to Shire records, the population of Mt Beauty has grown from 1,500 in 1981 to 1,800 in 2016 with a projected increase to 2,000 in 2013The photographs taken around 1993 show a prosperous commercial centre catering for both locals and the needs of visitors. It provides a pictorial history of the changes which have occurred in the retail/commercial district of Mt Beauty over the years. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Europeans arrived in the Kiewa Valley in the 1830s and 40s. Following the drought of 1838-44 seeking out the rich pastures in the fertile Kiewa Valley. . The next major increase in population was as a result of the Kiewa Hydro Scheme. The beginning of construction of the Kiewa Hydro-electric scheme in the late 1940s introduced changes and led to the enlargement and improvement of local roads and the townships of Mount Beauty and Bogong Village were constructed by the SECV from the 1930’s to the 1950’s to house workers on the Kiewa Hydro Electric Scheme. At its peak the Kiewa Scheme employed around 4000 people from all walks of life and as many cultures.The influx of European migrants to work on the Hydro Scheme along with their rich cultural backgrounds, all played a major part in establishing the history of the area and in shaping the future character of the Mount Beauty, the Kiewa Valley and Falls Creek areas. Photographs - 2 Colour photographs of logs being harvested and milled for timber in the Kiewa Valley
: Hume and Hovell discovered the area in 1824 and by the end of the 19th century the Kiewa Valley was transformed by logging, dairy and beef cattle properties and tobacco farms. The logs could have been milled for timber at the State Electricity Commission's mill at Howman's Gap which provided a much needed source of timber for construction of McKay Creek Power Station which began construction in 1951 and also the camps and houses for the workers and their families There was a need for housing and infrastructure for an increasing population of workers for the hydro-electric scheme as there was a general shortage of this commodity. A timber mill was started in Tawonga by Mates, of Albury, in 1945, and electricity became available in 1946 the S.E.C. bought the mill, and enlarged it. In 1960 it was purchase by a local family, they also started a timber mill in Mt Beauty worked both until 1980 when they closed the Tawonga mill and enlarged the mill called Mt. Beauty Timbers Pty Ltd which employed approximately 50 people. ... camp) for construction workers employed under the Kiewa ...In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bush fires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. The early forties saw rapid growth of Bogong Village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Bogong Primary School opened in 1941 to provide an education for the families of employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from school inspectors. It closed circa 1970.The Bogong State School was opened for the children of S.E.C.V. workers who lived in Bogong in a remote part of north east Victoria. The SECV had chalets, cafes, mess halls and tea rooms all over Victoria including their construction sites. The SECV had a stores system which purchased thousands of sets of crockery & cutlery for use by personnel. there was a system of chefs, cooks, tea persons etc. to supply food and beverages to the workers. 1921 signified the year the SECV was formed.This dinner plate was used at one of the sites on the Kiewa Hydro Electric Scheme which began construction in 1938 and concluded in 1961. Magazines - Health, 1951, 1952, 1973, 1974, 1962
These magazines published articles on health for the family giving up to date information with diagrams on common health problems. Magazines with written Information was subscribed to by families at the time as transport and technology was not readily available in remote areas. The Upper Kiewa Valley situated in a remote part of Victoria didn't have easy access to health information. These magazines were available to farmers in the Kiewa Valley and to the workers and their families during the construction of the Kiewa Hydro Electric Scheme from the 1940s. With the introduction of improved transport and technology magazines eventually became less popular as a source of information. They are of interest in that they indicate the medical knowledge of the time and can thus be compared to current day knowledge.11 magazines with colorful covers and the occassional colored picture inside. The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme from 1938 to 1961. The Scheme included three power stations, dams, tunnels and was becoming a popular tourist destination with Falls Creek Ski field within its boundaries.This leaflet was published by the SECV to ensure all visitors to the Kiewa Hydro Electric Scheme were made aware of safety measures with regard to their driving and to bush fires. These were necessary as the area was unique with driving on mountainous roads, changeable and extreme weather and the threat of bush fires. The gatehouse existed during construction, when the SECV was in charge, as a restriction to entry to the Scheme for SECV workers and those with permission to enter. The SECV controlled the area so in case of accident, the SECV was the body to contact not eg. the police.Small white and green leaflet made from one sheet of glossy paper and folded in half. Front cover has the title in the middle, the SECV emblem at the centre top and across the bottom is a message to read the inside pages which are safety messages for driving and bush fires. Beauty was built to provide family accommodation for personnel working on the construction of the Kiewa Scheme. construction commenced in 1946. Photo 1 is looking towards the corner of Lakeside Ave. and Kiewa Crescent. The Post Office is on the corner and the original building housing the Co op store was in Kiewa Crescent. Photo 2 is taken at a later date as the garden in front of the Post Office is well established. The Community Centre is centre left of the photo and the back buildings are the staff accommodation called "The Chalet". Photo 3. Farming country taken from Wallacedale. The Wallaces were one of he early farming families in the Kiewa Valley. Photo 4. This photo is of Junction Camp at Bogong Village and was commenced late in 1939 and by 1940 accommodated 96 men who were engaged in work on Junction Dam. Sleeping accommodation was provided in hutments, each of four rooms, each room being approx. 12 feet by 10 feet and provided for the accommodation of 2 men. This camp remained in use until November 1962.These photos have both historical and social significance. They show the type of accommodation available for workers during the construction of the SEC Kiewa Hydro Scheme as well as early streetscape views of Mt. Beauty. The State Electricity Commission of Victoria produced and displayed safety signs for their employees during the construction of the Kiewa Hydro Electric Scheme.KHES was constructed from the late 1940s to early 1960s and included the construction of Mt Beauty and Bogong townships. Helmet Safety
Safety helmets were worn during construction work on the Kiewa Hydro Electric Scheme and during its operation. Each group of workers had a different coloured helmet to identify their role.A pale green fibre glass oval shaped helmet with a small rim and with hard white plastic 'netting' inside - shaped with 6 pieces coming towards the outside from an oval in the centre. These are attached with screws. Around the circumference of the head is a plastic adjustable piece covered by soft plastic in the front. This has a wide cord attached that fits under the chin.On the outside front: a triangle colored in black with "operator" underneath. Basin - Enamel, 1940's
The Tawonga District Hospital opened in the early 1950's in the Kiewa Valley to treat local patients from Mt Beauty and the residents of the KIewa Valley. The State Electricity Commission of Victoria assisted with the building of the hospital as the population of Mt Beauty increased with the S.E.C. workers and their families during the construction of the Kiewa Hydro Electric Scheme. The Tawonga Hospital was later relocated to Mt Beauty. All the enamel equipment was eventually replaced with stainless steel.This grey enamel basin is large with a royal blue lip. Sign - Bogong State School
Bogong State School opened in 1941 to provide an education for the employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from School inspectors. It closed c1986.Historical: The Bogong State School was opened for the children of S.E.C.V. workers who lived at Bogong in a remote part of north east Victoria. The nearest school would have been 14 miles away and over mountain roads subject to heavy construction traffic and extremes of climatic conditions. Metal sign painted white with thin red border and black block capital letters and numbers.
