The Electoral Act 1856 was passed through Parliament o March 13, 1856. Victoria was the first Australian colony, and the first legislature anywhere in the world, to adopt the practice of the secret ballot. Victoria's constitution prescribed that the Parliament was to be bicameral, consisting of an upper house, the Legislative Council and a lower house, Legislative Assembly. Men were entitled to vote according to the qualifications described in this book - the right to vote in each house was dependent on status - educational qualifications, income and for either literacy. Two names are registered for the Orbost district: James Dickson and J.C. McLeod.This item is a useful research tool.A 16 pp paper back book which has a clear plastic cover. The covers are beige coloured with the title "Gippsland Electoral Rolls for 1856 and Stock Assessment Payable" in blak print. On the left hand side is a vertical pattern in black print. The book contains an alphabetical list of persons claiming or supposed to be entitled to Vote in the Election of a Member for the District. It lists the needed qualifications of electors followed by the Voters Roll for Legislative Assembly, 1856 and the Voters Roll for Legislative Council, 1856 . It then lists the Stock Assessments, 1856.voting-registers-victoria -

Original Document, Residential Qualification: Aden Armstrong, Circa 1900
This is an original Elector’s right certificate of 1900 for the Warrnambool Electoral District. This entitled the owner to vote at elections held for the Legislative Assembly in the Government of Victoria. The voter had to be male and resident in the electorate( in this case Warrnambool).This certificate was issued to Aden Armstrong an undertaker with a business in Timor Street opposite the Old National Bank which was at the corner of Kepler and Timor Streets. The Registrar who signed the certificate was Richard Geilhofer. The certificate was one of the items in the Henri Worland collection of historical society in 1973 by the Warrnambool City Council via Keith Arnel the Town Clerk. The timeframe of this document is on the cusp of major electoral change in Australia with the Federation of Australian states happening in 1901 and the granting of the vote for Australian women in the various states over the next decade.This item would have been a common item at the time as all those entitled to vote had to present same. It has local significance with Aden Armstrong being in business in Warrnambool for a number of years.Cream coloured paper with black text. Victorian coat of Arms at centre top of document. Drawing of lady holding shield on left side Handwritten information is written in faded black ink. Blue stamped number 137050 on top right corner. Back is printed with notes for the elector.Signature and date 1/11/00 at top left. Warrnambool is stamped in dark blue twice at top. Aden Armstrong of Lava St Warrnambool, Undertaker is written on the form with his signature at bottom right. Also signed by the registrar of the day, Richard Geilhofer. ADA LAURA LYON Ada Laura Apted was born in 1898 at Queenstown, Victoria the daughter of William Ernest Apted and Sarah Ann Watts On the 2 July 1923 she married David Andrew Lyon at Panton Hill Vic. The Lyon family are well known for the fleet of small buses they ran out of their Eltham Garage. In the interim years between becoming married and moving to Eltham (census records indicate they were there in 1931) they lived in several other suburbs including Doncaster and Ivanhoe At the conclusion of World War 2 the citizens of Eltham decided that a memorial should be made to those of the district who had given their lives during the war. Whilst there had been earlier discussions in 1943 by a body of Eltham Women under the title of "the Women's Auxiliary of the (proposed) Eltham War Memorial Trust'' the first official steps were made on the 27 March 1945 in a meeting by the citizens of Eltham under the title of the Eltham District Progress Association. At this meeting one of the first agenda was the appointment of a committee called "The Eltham War Memorial Trust''. Another was to decision that the Memorial should include: A Baby Health Centre, A Children's Library, And a Pre-School Centre From the inception of the project Mrs Ada Laura Lyon worked tirelessly as a member of the Women's Auxiliary to raise money for the memorial. At the election of the officers of the Trust Council in 1961 she was elected as one of the three Vice Presidents. On the 27 September 1962 Ada suddenly passed away. The news of her death was reported at the following Trust meeting. The President Mrs Morrison voiced the feelings of all present that Ada had done so much for the Trust since its inception and had received the satisfaction of seeing the completion of the three units of the War Memorial Trust which had been her goal. On Tuesday 31 August 1965 the Diamond Valley Mirror reported that on the 28 August 1965 the Eltham War Memorial was transferred from the Eltham Memorial Trust to the Shire of Eltham. A special tribute was paid to the late Mrs Ada Lyon a foundation member who made the Trust her life. A memorial plaque (the sundial) was unveiled in her memory. Ada Lyon was interned at Eltham Cemetery on the 28 September 1962. She was survived by her husband David (who passed away on the 25 November 1975) and their two children Betty and Ian. Prior to the election of female Councillors and Mayors in the 1960’s, the Lady Mayoress role was one of the few ways women could officially undertake civic duties. Mayoresses made important contributions to their local communities through their charity work and as ambassadors for their region on a state and federal level. They also undertook some Mayoral duties on occasions when their husband was unavailable. Mayoress Vains was born Maud Anne Norris and she married Ernest Morton Vains in 1903. Ernest Vains entered council in November 1922 and was a member of the City council from 1922 - 1926. Prior to the election of female Councillors and Mayors in the 1960’s, the Lady Mayoress role was one of the few ways women could officially undertake civic duties. Mayoresses made important contributions to their local communities through their charity work and as ambassadors for their region on a state and federal level. They also undertook some Mayoral duties on occasions when their husband was unavailable. The Bendigo Mayoress medallion was commissioned by Sir George Lansell Jnr in the tradition of making a mayoral presentation in gold. It was first worn by Mayoress Snell and was presented to her on April 11th, 1956 at the municipal centenary dinner at the Shamrock Hotel. The medallion was passed on to each subsequent Mayoress when the new Mayor was appointed. The Mayoress medallion was commissioned by Sir George Lansell Jnr in the tradition of making a mayoral presentation in gold. The drop and chain have been hand crafted n 18ct yellow gold and engraved by a master engraver also by hand.
