The Shire of Diamond Valley was formerly the north ward of the City of Heidelberg. In 1960 following inequitable rate increases, it was proposed that the 'north ward' sever itself from Heidelberg and form its own municipality. The Shire was abolished in 1994 and areas redistributed to Banyule, Nillumbik and Darebin councils.This newspaper reports on the history and politics of the new Shire of Diamond Valley. View looking across Main Road to Wingrove Cottage (c.1950s), former home Charles Symons Wingrove. Charles Wingrove was a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and, as Shire Engineer and Secretary to the Heidelberg Road Board. He was part of the Committee to establish the Church of England at Eltham. The Wingroves were an important pioneer family of Eltham and Wingrove Cottage is one of the most important heritage buildings in Eltham as one of the few surviving 19th century buildings. Reputedly built in 1858, Wingrove Cottage was recorded in the 1859-60 Eltham Road District rates book as a brick house owned and occupied by Wingrove with a Net Annual Value (NAV) of ₤30. In 1861, the year the Church opened, Wingrove's house was identified as a two -roomed brick cottage. Charles Wingrove is buried with other members of his family in the cemetery at St Katherine’s Church, St. Helena. This Directory of 1889 covers the location of Melbourne based trade and professional offices by street and in Alphabetical order. It covers all of Melbourne and its suburbs. It also covers government and official, ecclesiastic, legal, municipal and miscellaneous information. The directory details a cross section of a developing city with a splattering of advertisements opening up an in depth look of all aspects of living in the late 1800s. It is interesting to see that all the advertisements do not have any telecommunication numbers listed (personal shoppers or mail orders only). This was a period of high moral standing within the community and hotels advertised rooms " suites of rooms for families and single rooms for Ladies and Gentlemen" also "electric bells throughout the house. Telephone, night porter and hot and cold baths."This directory would be used by the majority of families and businesses working and living within the Kiewa Valley and the surrounding area. Melbourne was the only place where every aspect of living requirement was catered for. Although the delivery of services and goods were not at a high rate, certain items or transactions would require a visit to "the big smoke". Business information are listed both by suburb and alphabetically. There is also a section for British and Foreign Trade. This directory covered nearly everything to do with commerce, an example pay days for principle firms. Greater evolution of trade locations started to balloon out after the mid 1950's. Increased populations and greater levels of communication and safe fast transport facilities permitted greater devolution of commercial enterprises into rural communities, such as the Kiewa Valley.This directory has no front or back cover and is held together by its cloth spine. It contains over 1300 pages, however there may be some pages missing front and back of the directory which would have contained advertisements of some unknown shops. All the sides of this directory (except the spine) have advertisements and content information stamped on. The spine cover has been placed in the directory until further conservation work is carried out. It has gold coloured printing and in the central section, a gold coloured background with the words "Sands & McDougall's Melbourne Directory 1889." These items were donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. The East Gippsland Region Water Authority was constituted on January 1, 1995. The new Authority assumed responsibility for the services previously provided by the Mitchell Water Board, the Tambo Water Board, the Orbost Water Board and the Mallacoota Water Board. East Gippsland Water is the registered business name of the East Gippsland Region Water Authority. (info. from P.R.O.) Rev Robert Hodgson: His father was Robert Hodgson Snr, of Congleton, and Mildred (née Porteus) in early 1773. He was baptised on 22 September 1773 at St Peter's Church, Congleton. Hodgson was a close relative (by marriage on his father's side and by blood on his mother's side) of Beilby Porteus, Bishop of London of whom Hodgson wrote a biography of Porteus. On his mother's side, he was a descendant of Augustine Warner Jnr., who presided as the Speaker of the Virginia House of Burgesses during the time of Bacon's Rebellion (Warner served before the Rebellion in 1676, and after the Rebellion in 1677.) Hodgson was educated at Macclesfield School and Peterhouse, Cambridge, where he graduated with a BA as 14th Wrangler in 1795. He was appointed rector of St George's, Hanover Square for over forty years, from 1803 until his death in 1844. Bishop Beilby Porteus: Beilby Porteus 8 May 1731 – 13 May 1809), successively Bishop of Chester and London was a Church of England reformer and a leading abolitionist in England. He was the first Anglican in a position of authority to seriously challenge the Church's position on slavery. Porteus was born in York on 8 May 1731, the youngest of the 19 children of Elizabeth Jennings and Robert Porteus ( 1758/9), a planter. Although the family was of Scottish ancestry, his parents were Virginian planters who had returned to England in 1720 as a result of the economic difficulties in the province and for the sake of his father's health. Educated at York and Ripon Grammar School, he was a classics scholar at Christ's College, Cambridge, becoming a fellow in 1752. In 1759 he won the Seatonian Prize for his poem Death: A Poetical Essay, a work for which he is still remembered. He was ordained as a priest in 1757, and in 1762 was appointed as domestic chaplain to Thomas Secker, Archbishop of Canterbury, acting as his assistant at Lambeth Palace for six years. It was during these years that it is thought he became more aware of the conditions of the enslaved Africans in the American colonies and the British West Indies. He corresponded with clergy and missionaries, receiving reports on the appalling conditions facing the slaves from Rev James Ramsay in the West Indies and from Granville Sharp, the English lawyer who had supported the cases of freed slaves in England. In 1769 Beilby Porteus was appointed as chaplain to King George III. He was also Rector of Lambeth (a living shared between the Archbishop of Canterbury and the Crown) from 1767 to 1777, and later Master of St Cross, Winchester (1776–77). He was concerned about trends within the Church of England towards what he regarded as the watering-down of the truth of Scripture and stood for doctrinal purity. He was, however, happy to work with Methodists and dissenters and recognised their major contributions in evangelism and education. In 1776, Porteus was nominated as Bishop of Chester, taking up the appointment in 1777. He was Renowned as a scholar and a popular preacher, it was in 1783 that the young bishop was to first come to national attention by preaching his most famous and influential sermon. In 1787, Porteus was translated to the bishopric of London on the advice of Prime Minister William Pitt, a position he held until his death in 1809. As is customary, he was also appointed to the Privy Council, and Dean of the Chapel Royal. In 1788, he supported Sir William Dolben's Slave Trade Bill from the bench of bishops, and over the next quarter-century, he became the leading advocate within the Church of England for the abolition of slavery, lending support to such men as Wilberforce, Granville Sharp, Henry Thornton, and Zachary Macaulay to secure the eventual passage of the Slave Trade Act in 1807.Beilby Porteus was one of the most significant, albeit under-rated church figures of the 18th century. His sermons continued to be read by many, and his legacy as a foremost abolitionist was such that his name was almost as well known in the early 19th century as those of Wilberforce and Thomas Clarkson but 100 years later he had become one of the 'forgotten abolitionists', and today his role has largely been ignored and his name has been consigned to the footnotes of history. His primary claim to fame in the 21st century is for his poem on Death and, possibly unfairly, as the supposed prototype for the pompous Mr. Collins in Jane Austen's novel ”Pride and Prejudice”. The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. Glen Eira Heritage Management Plan 1996 by Andrew Ward The 1857 rate book indicates that the major portion of the District was under pasture, although a considerable portion was cultivated. There were 159 houses, huts and tents whose occupants were mainly occupied on the land. If "Camden Town" was the principal commercial focus for the District in 1857, it was to remain so in later years, incorporated today in the Glenhuntly Road centre which extends more or less continuously from Elsternwick to Bambra Road. The Caulfield State School of 1877, the horse tramway of 1889 and subsequently the electric trams were all events confirming the importance of Glenhuntly Road and the fledgling community of "Camden Town" wherein the City's commercial centre has its origins. It is recalled, today, by their presence, and also by the "London Tavern" in Hawthorn Road, established by John Guess in 1873. This is a set of documents including three sheets of blueprint plans for the New Town Hall and Offices for Warrnambool, created in 1890 by the Architect Mr Arthur H. Cutler of Melbourne. The Contract was signed by the Town Mayor for Warrnambool, Mr William Simpson on May 7th 1890. Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. Appreciation for the significance of the almost century-old Town Hall building is demonstrated by its inclusion in the new Performing Arts Centre.Set of five documents that includes Plans for the Warrnambool Town Hall, the Contract cover page and a letter from the Architect to the Council.
