BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. The Andrews Labor Government said it would deliver locals in Melbourne’s north-east more peak hour train services and less time stuck at boom gates, and we have. The first stage of the Hurstbridge Line Upgrade has been delivered – six months early and on budget. This includes the new Rosanna Station, duplicated track between Heidelberg and Rosanna and the removal of the dangerous level crossings at Alphington and Rosanna. There’s more to do and only Labor will deliver the next stage of the Hurstbridge Line Upgrade to give local commuters more train services and a more comfortable commute. The $530 million project will include a brand new train station at Greensborough and the duplication of three kilometres of track between Greensborough and Montmorency, and 1.5 kilometres of track between Diamond Creek and Wattle Glen to allow more train services during the morning peak. This will allow trains to run every six and a half minutes at Greensborough, every 10 minutes at Eltham and Montmorency, and every 20 minutes at Hurstbridge, Diamond Creek and Wattle Glen – as well as two extra Hurstbridge express services. Locals on the Labor Government’s new Mernda line will also get five extra train services during the morning peak, with a major upgrade of the Clifton Hill junction where the Mernda and Hurstbridge lines connect. Labor will also protect the Eltham Trestle Bridge – the last remaining timber bridge on Melbourne’s electric train network – which has local heritage protection and is an important part of the area’s character. The Liberals will leave this bridge to rot and demolish the nearby childcare centre and football club with their under-cooked and under-costed promise to upgrade the Hurstbridge line. Only Labor will protect this important piece of Melbourne’s history with planning work to be carried out for a long-term solution as part of the project. Stage two of the Hurstbridge Line Upgrade will create more than 950 jobs, with construction to start in 2020 and finish by 2022. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Photographs were posted to Ballarat College of Advanced Education from Melbourne. At this time VIOSH was in the planning stage and it was two years later that the first Intake of students started. People known in the photographs are: E.J. Barker, E.J. Tippett, Mr Jim Reid and Barry Jones. E.J. Barker (Jack) was the Principal of SMB from 1964-1976. He then became the Foundation Director of Ballarat Institute/College of Advanced Education from 1976-1987. The Library Building at Mount Helen Campus if named after him. E.J. Tippett was a member of SMB Council from 1934-1960. He was President of the Council from 1940-1960. He was a member of the Interim Council established to plan the development of the Victorian Institute of Colleges. He then became a member of the Council of the Victorian Institute of Colleges. The Library Building at SMB is named after him. In 1975 he was recognised by the State Government and awarded an MBE. Hon Barry Jones, Member of State Government from 1972 to 1977. The horseshoes in this purpose-built display case were made by Thomas Alfred Chapman in 1906-1907. Chapman operated a blacksmith’s shop in Mortlake Rd, Purnim, about 15 mins drive from Warrnambool. Chapman made this horseshoe case especially for the 3rd Exhibition of Australian Manufacturers and Products, held in the Exhibition Building in Melbourne, which was organised and promoted by the Australian Natives Association (ANA). Reference is made to the horseshoe case in the Exhibition’s Souvenir Catalogue of 1907 on page 85, under the heading 'In the Machinery Section the following exhibits are also shown … 'CHAPMAN, T.A. , Woolsthorpe, via Warrnambool, Case of Horseshoes'. The Australian Natives’ Association (ANA) were a non-partisan and non-sectarian, friendly society founded in Melbourne, Australia in April 1871. It was set-up for the benefit of Australian-born white men, and membership was restricted exclusively to that group. Men of other races including the Chinese and Indigenous people were not allowed to join. The ANA had relatively progressive views on women (for the time) and attracted suffragists seeking support for their cause, and in 1894, the ANA advocated for women’s enfranchisement. Although, white women were only admitted as members from 1964. The organisation was most prominent in Victoria and sought to shape Australia’s national identity and was a training ground for businessmen, trade unionists and politicians including many of Australia’s early prime ministers such as Edmund Barton, Alfred Deakin, James Scullin and Francis Forde, and the first Australian-born governor-general, Isaac Isaacs, was a member. By 1910 it had developed into a nationwide association with real political and social influence, and members would participate in many activities. The ANA lobbied strongly for anti-Chinese legislation and were an ardent believer of colonial unification. Its mission and efforts are largely credited for the successful referendums that resulted in Federation of the six Australian colonies into a new nation, the association’s most important legacy. The ANA was also a supporter of trade protection, and were a staunch advocate of the first act of Australia's new parliament, the Immigration Restriction Act 1901 (cth) or commonly known as the White Australia Policy, which became one of the central pillars of Australian nationalism in the 20th-century. The ANA campaigned against the Australian Federal Government's new immigration policy after the Second World War (non-British immigration from southern and central Europe) in order to maintain a 'white Australia', and resisted changes when the Labor government during the 1970s fully dismantled and abandoned the White Australia Policy. The ANA merged with Manchester Unity Independent Order of Oddfellows, in 1993 to become Australian Unity Ltd. The display case of horseshoes changed hands several times, going from its maker Thomas Chapman to his mother then various other members of his family. The case was also displayed at the Lee Family’s butcher shop at 188 Liebig St Warrnambool, and in the Purnim Hotel during the Warrnambool May Races. In the late 1950s the horseshoe case went to Thomas’s son, Brian. He was a Master Farrier and completed his apprenticeship at Flemington Racecourse, and in Warrnambool he owned a blacksmith business at the Warrnambool Racecourse Grounds. Brian later operated a blacksmith’s at Flagstaff Hill, where his customers would bring their horses to be shod. Brian passed away in August 2017. The horseshoe case is significant as an example of trades in the early 20th century in Western Victoria, Australia. It is also significant as an example of horseshoes from the early 20th century. The horseshoe display case is also significant for its association with the Australian Exhibition of 1907, showcasing Australian produce and manufacturing to the world. The reports were produced and readily distributed annually to a number of organisational stakeholders and included reports from the Committee, Chaplain, extracts of letters, Ladies auxiliary and a list of subscribers. In the Argus (Melbourne, Vic. : 1848 - 1957), Saturday 24 February 1900, page 15: VICTORIAN SEAMEN'S MISSION The annual meeting of the Victorian Seamen's Mission was held in the institute at Port Melbourne last night. There was a fair attendance, the large proportion being ladies, and the chair was occupied by Sir Frederick Sargood MLC. Mr Hugh R Reid, the president of the institute, was also president. The annual report, which was lead and adopted, stated that the Seamen's Institute at Port Melbourne, and also the Sailors' Rest at Williamstown, had sustained their reputation for usefulness and attractiveness. The attendances had been very large at each place and 114 seamen had taken the pledge at the Port Melbourne Institute. Regreat was felt that owing to the preliminary steps having met with opposition in Parliament the building of the long contemplated additional institute near the Melbourne wharves was deferred but the project had not been abandoned. Large parcels of literature had been distributed gratuitiously among ships' crews and the concerts held for the entertainment of seamen had been very successful. The mission had been in existence for over 40 years. It aimed at promoting the temporal and spiritual welfare of seamen. It had been the means of completely eradicating "crimping" and the sailors' "boarding masters" curie, and otherwise removing many of the abuses which still exist in other ports. The Chairman, in moving the adoption of the report and balance sheet, referred to the great benefits which seamen derived from the institute. He was particularly struck by the fact that during the past year close on 2,000 letters had been written by visiting seamen from the institute namely, 1,720 at Port Melbourne, and 261 at Williamstown. It was also a very note-worthy feature, which perhaps the residents of Williamstown might be able to explain that, whilst out of 49,567 attendances at the Port Melbourne institute 114 had taken the pledge there, there was not a single instance on record of the pledge having been taken at the Sailors' Rest, Williamstown, out of 8,218 attendances. (Laughter) Referring to the projected new institute near the wharves, he was amazed to find that its construction had been, according to the report, orefused by some of the labour members. He did not know the details of the matter, but was of opinion that there was no institution more deserving of the support of labour members than the one advocated. In his opinion, the representatives of labour should disown the action of their delegates in Parliament in this matter. Collage of a collection of black and white portraits of men in oval frames with names. They are past councillors and the late Officer C.S. Wingrove of the Shire of Eltham from its inception until 1914. Originally compiled as a farewell gift to Ewan H. Cameron on his retirement from Parliament and community affairs in 1914. The photos were encased in a very large and handsme frame. It was presented to Mr. Cameron as a "testimonial [and] a small token of [Eltham Shire Councillors and community] their heartfelt esteem, and felt Mr Cameron would often look upon the faces encased in the frame, and it would remind him of friendships made and good work performed.' Mr Cameron was a well-respected man described as “Father of all in the County of Evelyn”. There were many living monuments of the good work done by Mr Cameron – schools, churches, halls and railways. Mr Cameron’s retirement was partly due to deafness. On the occasion of the presentation he told his audience that he started his public career in 1858 when he was elected a member of the Castlemaine Mining Board-; he held the position till 1900-42 years. In 1862 he was elected to the Eltham Shire Council (then a Road Board), and retired in 1914-52 years. He entered Parliament in 1874 and retired in 1914 -40 years and 8 months. The Hon Ewan H. Henry James (1860-1932) was an agent and auctioneer. Record secretary of the Snowy River Shipping company. Shire councillor. Foundation member of Butter Factory.Henry James was a prominent Orbost identity who was very much involved in the local community.Invitation to James, H. (Mr) to the opening of Federal Parliament by the Prime Minister Edmund Bartonon 9 May 1901. Framed in wood, white paper with print of the young queen on a horse holding court. Colour invitations shows a young woman with armour and sword dismounting from a white horse in front of an older woman who has a crown in front of her. Several other women look on. The room is hung with heraldic bunting and shields, including one of the Union Jack and one showing the Southern Cross. After a brief return to Germany in 1867 Lindt took over management of Wagner’s studio in 1869. He married Wagner’s daughter, Anna on 13 January 1872. Maurice Keppel, from Ireland, was one of the first landholders in the newly surveyed town of Marysville in 1864. He and his wife ran the successful Keppel’s Australian Hotel. Two of their sons, John and Jerry, established a farm and opened up the surrounding high country.
