When the contracts were let for surveyors to identify and record the extant houses and landscapes within an area for the Board of Works, the contracts were let at separate times, hence the anomaly where two copies of Plan No.1571 exist in our collection. The first of these plans identifies the building materials used in houses bordering Fitzwilliam Street, Edgevale Road, May Street, Malin Street, Davis Street and Wellington Street. The cut off point for the survey was the south side of Wellington Street. By 1903 when the survey was undertaken many of the sites were already built on, particularly those facing Edgevale Road. The plan identifies the preponderance of weatherboard houses in the area. Some areas, such as the buildings of Methodist Ladies’ College (MLC), include the school’s tennis court and swimming pool, but are not coloured to show building materials – did the draftsman just run out of time, or ink, or enthusiasm, before his plan had to be submitted? MLC had been founded in 1882 as a ‘modern school of the first order’ with buildings that formed ‘a collegiate institution for girls unsurpassed in the colonies’. The goal of its founders was to provide a high-class Christian education for girls, comparable with that provided elsewhere for boys. Some shops are shown along Edgevale Road, though they are not designated as commercial premises. The first states Public Works Office, which was operational in Victoria between 1855 and 1987 dealt with many aspects of the states infrastructure. It had many different reponsibilities and roles from building government accommodation and fit out of buildings, licences for unused roads and water ways, main roads and bridges, ports and harbour,and water supplies. Much of this work was managed through local offices such as the one at Warrnambool. The sign on the reverse which states Witnesses Waiting Room relates to the court house which is where this sign originated.The Warrnambool court house was built in 1870-71 by the Victorian Public Works department and it is possible that this sign relates to that period.It is one of a number of public buildings built in the period 1870-1890 including the Police station and stables and police quarters, the Post Office and drill Hall , all in the same vicinity. This building reflects the growth of the town and also the importance it held at the time from a state level. The building while no longer used as a court house is a building of significance to Warrnambool as well as to the state of Victoria, being one of six around the state which were built in free classical style. This sign denotes the waiting room for witnesses which was situated on the western side of the building.A tangible link which provides historical and social significance to Warrnambool.Rectangular wooden sign with rounded corners. Library applied ...First known development on this site was the establishment of the Government Camp from the early 1850s. It was established to accommodate officials, troopers and police who were needed to administer the goldfields. Some permanent buildings were constructed. Lack of materials and bad weather prolonged the building of more permanent buildings and most men were still living in tents. Area was known as Camp Reserve. In 1864 a subdivision map shows the reserve be used for Public Buildings. Library applied for land on corner of Sturt and Camp Streets in 1878. 1880s plans show section of the reserve be used for a Free Library and Reading Room. Lease was granted and the old mining boardroom was initially used. Land for additional building to house a Museum and Art Gallery sought and agreement reached in 1882-3. Compensation paid to owners and library granted the land. Plans for a new library building with tower and lantern roof abandoned due to lack of funds. It wasn't until 1895 that a solution to funding was found and the library was able to begin constructing the complex of buildings on the Free Library Reserve. A number of changes have occurred since 1910s - the Classical Revival facade replaced with an angled facade in a stripped Classical style with Art Deco features and high parapet. It was used for Eltham Road Board meetings in the 1860s and later to provide additional school accommodation. It is the oldest public building remaining in Eltham and forms an important group in historic and streetscape terms with the adjoining former police residence. The survival of the furnishings (of unknown origins) is of particular significance given the building's age. This building, and the former police residence beside it, were constructed as a result of a petition by five Eltham residents in 1857. The nearest police were at Heidelberg eight miles away or at the Caledonia Diggings 21 miles away. After the construction of the Court of Petty Sessions at Eltham in 1859-60 (which was designed by the Public Works Department and built by a Mr Duncan for a cost of 536 pounds), it was used for a variety of purposes. Eltham Road Board meetings were held there until 1868 when the board was transferred to Kangaroo Ground and as the Road Board Secretary's office, until this was transferred to Wingrove Cottage in 1867. It was used as an overflow for the Dalton Street School in 1875. According to National Trust records, the Eltham Court House is a relatively rare building type. There are only six other known examples of similar small brick country court houses in the state which have small projecting entry porches and a gabled form. MMBW Plan No.1577 includes some of the most significant houses in Kew: Herbert Henty’s ‘Roxeth’ (now part of Trinity Grammar), ‘Butleigh Wooton’, ‘Bokara’ and ‘Harrow’. It also includes the streets that have since changed their names. That part of College Parade linked to Glenferrie Road is now named College Place, College Parade now extends further north, and Charles Street did not yet reach Barkers Road. Roxeth is one of a number of Henty houses in Kew. Herbert Henty made his home here and was elected a member of Kew Municipal Council in 1864 and mayor in 1868-69. Walter Henry Serle, of Harrow served in the First World War. He was awarded the Military Medal ‘’For conspicuous bravery and devotion to duty. On 29th September near BELLICOURT he showed the greatest bravery and determination when his platoon was attacked by enemy bombing parties. It was due largely to his personal efforts that all the attacks were repulsed. The area represented in this detail plan has undergone significant change during the 20th century. The widening of High Street in the 1930s and 1950s involved the shops on the south side of High Street being demolished and later rebuilt to fit the widened street. Another significant loss was the mansion ‘Drayton’ fronting Wellington Street, owned at this stage by Susannah Fenton. Her family name would later to be given to Fenton Way, which was to be built over the grounds of the house following its demolition. The plan of the garden is particularly interesting, containing a batten dome fronting Wellington Street, an ornamental pond, a fountain and a brick and glass conservatory. The notes by the plumbing contractor on this plan are particularly detailed. Pink borders delineate the ownership of the varying parcels of land. Some of the better known owners listed include the real estate agent Cr. Henry de Castres Kellett (bt) and John Padbury, the funeral director. This plan, which covers parts of High Street, Pakington Street and Derby Street is dominated by two historic Kew mansions: ‘Konetta’ and ‘Ramornie’. Ramornie was constructed in 1890 for James Maitland Campbell, three times Mayor of Kew. Sold in 1940, it became a boarding house known as ‘The Towers’. Now a private residence again, it has only one of its three balconies remaining. The location of the missing two balconies can be seen on the plan. In 1903, the grounds of Ramornie included a large tennis court fronting Pakington Street. The rear of the property is shown as extending to Cobden Street. One of Kew’s oldest hotels, the Prospect Hill Hotel on the corner of High and Cobden Street was established in 1858. The outline of the hotel shown on the plan represents the second building on the site. During the 19th century it was often used for electoral meetings. The Prospect Hill Hotel was to be redeveloped again in 1928, by the local architect Robert McIntyre. This plan shows the original configuration of the Kew Post Office, Court House and Police Station, which had opened in 1888. This configuration was to essentially remain until the purchase of the Court House and Police Station by the City of Boroondara in 2007 and its subsequent renovation. Interestingly, the MMBW surveyors incorrectly labelled parts of the complex. In the triangle in front of the Post Office, before the erection of the Kew Cenotaph in 1925, was located a lawn and the Queen Victoria Jubilee Fountain. While many of the shops on the south side of High street had been constructed by 1903 a number of sites were still used as vegetable gardens. Further along High Street, on the corner of Charles Street, the Salvation Army Barracks can be seen on the plan. These Barracks predate the later Citadel and ‘Young People’s Hall’ that were opened in 1919. At 22 Charles Street can be seen the house of James Venn Morgan. Hailed as the ‘father of Kew’, Morgan arrived in Melbourne in 1840. He was first engaged as a bookmaker, but a fortunate venture on the goldfields enabled him to purchase land in Kew. That area of Kew bordered by Cotham Road, Park Hill Road, Ermington Lane (now Ermington Place), and Belmont Avenue contained some of the significant homes owned by Kew pioneers. Chief among these was ‘Park Hill’ on an enormous lot facing Park Hill Road. The Jubilee History of 1910 noted, six years after this plan was drawn, that: ‘Park Hill Road, forming the southern boundary of the cemetery, takes its name from Park Hill, the residence of Mr. Thomas Judd, who has resided there since December, 1852.’ Other named houses on the plan include ‘Ferndale’ facing Cotham Road; ‘Ermington’ adjacent to Judd’s Park Hill, facing Park Hill Road; and ‘Gilden’ and ‘Mont Belmont’ facing Belmont Avenue. Mont Belmont was designed by the architectural firm of Reed, Henderson and Smart for William George Lilley in 1887 and was completed in 1888. This plan covers the area between Barkers Road, Wrixon Street, Sackville Street and Brougham Place, much of it now occupied by Carey Baptist Grammar and Preshil schools. This was an area of large and prestigious homes in 1903, some with formally laid-out gardens, such as ‘Tower Hill’ and ‘Opawa’. ‘Kalimna’ was built in 1890-91 for William H. Jarman, an accountant, and ‘Blackhall’ at the same time for W.H. Roberts. Blackhall was to be acquired by the Salvation Army in 1915 and renamed ‘Catherine Booth Girls’ Home’. The Home accommodated girls, aged between 4 and 16. Kalimna and Blackhall are of significance as typical and intact late Victorian mansions and as such are two key Victorian buildings to have been built in Kew. Both Blackhall and Kalimna are now part of Preshil. ‘Fairview’ was for a long time occupied by the Sisters of St. Joseph of Cluny as a care home for the elderly, but it is now part of Carey Grammar School, as are the grounds of ‘Wagga Merne’, ‘Weemutta’, ‘Blakely’, ‘Daheim’ and ‘Mildura’ (later ‘Urangeline’), the last being particularly impressive in 1903, with a tennis court, conservatory, outhouses, and two bathrooms!melbourne and metropolitan board of works, detail plans, mmbw 1563, cartography -

This plan shows several very large houses, particularly along Glenferrie Road, and the area now occupied by Ruyton Girls’ School. ‘Tarring’ (incorrectly spelled here as ‘Karring’) was built for Henry Henty in 1872, on part of his original allotment of 20 acres, and ‘Mount View’, which retains its original building and the fountain in the front garden, is part of Ruyton’s Junior School. The most significant change to Tarring and its grounds since 1903, involve the removal of a number of the outbuildings, including a Burmese temple, bought by Henty from the Burmese Exhibit at the Great Exhibition of 1880. It is shown on the plan as a summerhouse. The two-storey mansion, on the corner of Glenferrie Road and Wellington Street, was built in 1891 by leading architect Alfred White as his own home. Having an initial N.A.V. of £160, the house was purchased by a warehouseman Henry Lister, by 1900, when the N.A.V. was recorded at £111. By the turn of the century the house was known as ‘Comaques’. ... the launch of the public appeal towards the building of a Cancer Care... to attend the launch of the public appeal towards the building ...Peter’s Project is an organization set up to raise funds for a Regional Cancer Care Centre in Warrnambool and to manage the Centre after it is built. The project was initially set up by Vicki Jellie in memory of her husband, Peter, who died of cancer some years earlier. The main aim was to build a centre for the treatment of cancer in Warrnambool so that many cancer sufferers did not have to go to Geelong or Melbourne for treatment. Government and local Council funds have been obtained for the project with the general public contributing to an appeal to raise $5 million. This target has been reached. The building is currently being erected. This invitation to the Official Launch of the appeal was sent to Bill Phillpot who was the Director of the appeal. This invitation is of some interest as it indicates the launch of the public appeal for funds for Peter’s Project and it is a great example of one person commencing a community campaign which was very successful and will have far-reaching results. This is a single-sheet card sent to Bill Phillpot by the Directors and Committee of Peter’s Project Ltd and the Premier of Victoria, Dr Denis Napthine. Job Smith built ‘Berrington’ in about 1888-90 for himself, and ‘Pomeroy’ (now ‘Merridale’) in 1885 for James Mickleburgh. ‘Heathfield’ was built in 1888 for Henry Eeles, and was one of many fine homes in Kew, Hawthorn and surrounding suburbs designed by prolific architect John Beswicke; it later became “La Verna” and was a Franciscan monastery. Similarly, in Cotham Road, we can see ‘Bella Vista’ (now demolished), and ‘Charleville’, with its double-storeyed arcade frontage, built in 1889 for Charles Donaldson whose family occupied it until 1939. This was renamed ‘Ross House’ by the second owner, Dr. Thomas King, and then substantially restored in the 1960s by the Stillwell family, well known as car drivers and dealers. Bella Vista (later ‘Malinda’) was originally designed by the architect Robert Haddon and built for Abel Hoadley, inventor of the Violet Crumble Bar and many other delicious delicacies. The swimming pool area has multiple features including park benches, a water slide, and a fenced area with a diving pontoon for lap swimming and racing. Lake Sambell Swimming Pool was completed in 1961, driven largely by R.E. Carter, Beechworth shire engineer from 1954-63. Carter advocated for improvements to the lake and surrounding area in order to encourage tourism in Beechworth. The opening of the swimming pool was part of many improvements to Lake Sambell made during this period by Carter including establishing the caravan park in 1959, water skiing and boating facilities, and increasing the lake surface in 1964. These improvements were financed mainly by grants from the Tourist Development Authority. For many decades, members of the local Beechworth community had advocated for the development of swimming pool at the lake that would include a safe wadding area and Olympic standard lanes for laps and races. Throughout the 1940s the Beechworth Swimming Club tried to raise awareness and funds to address the structural engineering issues, raise the water levels, and improve swimming facilities at the lake. Beechworth Swimming Club hosted a swimming carnival at the lake in 1948, but it was decided due to several issues at the event, that no further carnivals would be hosted until necessary improvements were made to the area. Swimming pools, both artificial and built into natural environments, were an extremely popular public space throughout the 20th century in Australia. Increasing in accessibility and popularity through such developments as less restrictive swimming outfits during 1920s, public building works during the 1920s and 30s, and an increase in leisure time during a period of post-war prosperity. This photograph is of historical significance as it documents the newly established Lake Sambell Swimming Pool in the 1960s after many decades of discussion and proposals around creating a safe swimming area at the lake. Further, this photograph provides important social insights into the facilities and uses of this pool in the 1960s, and underlines the significant role public swimming pools have played in Australian social and recreational experiences. ... the exterior of the Beechworth Mental Asylum buildings... the exterior of the Beechworth Mental Asylum buildings ...In this photo, taken in around 1875, is depicted the exterior of the Beechworth Mental Asylum buildings, with the administration buildings far right of the photo. A sunken boundary wall in the foreground and some people in view, sitting at the pavillion in the centre of the image. The two-storey buildings, designed in Italianate style, and the three-storey towers at the front, influenced by the asylum at Colney Hatch in England. The architecture of the buildings shares key features with other contemporary institutions, like Aradale at Ararat, and its design is attributed to the Public Works Department architect, J.J. Clark, whose name is connected with the construction of many other important public buildings, such as the Asylums at Kew and Ararat, the front block of the Royal Mint, Melbourne and the Melbourne Customs House. The Mayday Hills Hospital was constructed between 1864 and 1867, with buildings created in a number of periods. It formally opened on 24 October 1867 and, along with the Ovens Hospital and the Benevolent Asylum, made Beechworth a prominent social welfare centre in Victoria. Large masses of granite were excavated for its foundation and around 250 workmen were employed for its construction. The building, divided into six sections, was comprised of dormitories, doctors` rooms and plenty ancillary rooms and facilities, such as laundries, reading rooms, a concert hall and cooking areas. The site was chosen for its panoramic view of the countryside, the hilltop atmosphere and the native fauna, all contributing to the cure of patients. The Hospital was originally named the “Ovens Lunatic Asylum” but during the centenary celebrations in 1967 the name was officially changed to “Mayday Hills Hospital”, showing the gradual shift in the perception and understanding of mental health conditions over the last decades. The Hospital lies on the traditional land of the Kulin Nation.This photograph is historically significant as it provides an insight into the location, surroundings and the exterior of the Mayday Hills Hospital at the end of the 19th century. The iron hulled clipper ship from the Loch Line was heading for Port Phillip from London, when it ran into the cliffs of Mutton Bird Island near Port Campbell. The Loch Ard was laden with a high value cargo including luxury goods intended for display at the Melbourne International Exhibition in 1880. One notable survivor from the ship’s freight manifest was the well packed Minton porcelain peacock, a two meter high ceramic masterpiece of vivid glazed colours. (This is also on display in the Great Circle Gallery). The almost total loss of life and property from the Loch Ard registered as a shocking tragedy for the Colony of Victoria, at a time when social confidence and economic optimism were otherwise high. Wealth generated from Gold and Wool was increasingly being spent on grandiose private residences and imposing public buildings. The demand for quality furnishings and fittings was therefore strong. Among the products consigned to burgeoning colonial markets by the Milton pottery at Stoke upon Trent, were their new range of colourfully patterned but very durable floor tiles ideal for the high-traffic spaces in the large civic buildings then being constructed in Australia and America. These new floor tiles were “encaustic”, meaning that their designs and colours were encased “within” the depth of the tile. Rather than their decorative patterns being glazed onto the surface of the tile, their inlaid designs were created during the manufacturing process, as “coloured slips” (or liquid clay) were poured into a deep pre-molded casting. When fired, the resulting tile was colours-fast and design-fast. The Minton floor tile is significant for its hard-wearing yet attractive design. The shipwreck of the Loch Ard is of significance for Victoria and is registered on the Victorian Heritage Register ( S 417). Flagstaff Hill has a varied collection of artefacts from Loch Ard and its collection is significant for being one of the largest accumulations of artefacts from this notable Victorian shipwreck of which the subject items are a small part. The collections of objects give us a snapshot of how we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's social and historical themes of the time. One notable survivor from the ship’s freight manifest was the well-packed Minton porcelain peacock, a two-metre-high ceramic masterpiece of vivid glazed colours. The almost total loss of life and property from the LOCH ARD registered as a shocking tragedy for the Colony of Victoria, at a time when social confidence and economic optimism were otherwise high. The wealth generated from gold and wool was increasingly being spent on magnificent private residences and imposing public buildings. The demand for quality furnishings and fittings was therefore strong. Among the products consigned to burgeoning colonial markets by the Milton Pottery at Stoke upon Trent were their new range of colourfully patterned but very durable floor tiles – ideal for the high-traffic spaces in the large civic buildings then being constructed in Australia and America. These new floor tiles were “encaustic”, meaning that their designs and colours were encased within the depth of the tile. Rather than their decorative patterns being glazed onto the surface of the tile, their inlaid designs were created during the manufacturing process, as “coloured slips” (or liquid clay) that were poured into a deep pre-moulded casting. When fired, the resulting tile was colour-fast and design-fast.The Minton encaustic floor tile is significant for its method of manufacture which makes it durable as well as decorative. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). They were about to be offered for anyone to take but just by chance Flagstaff Hill’s Manager heard about them from a friend in Melbourne. Our Manager thought it important to keep the chairs in Warrnambool as they were significant to our local history and could be incorporated in our Museum. He made arrangements to collect and install them in Flagstaff Hill’s Theatrette. Originally these theatre chairs belonged to Warrnambool Town Hall. When The Warrnambool Baths (or Swimming Pool) in Gillies Street closed, due to the Health Act of 1958, the changing rooms were taken over by the Mozart Group. The building was modified and set up for musical concerts with the name Mozart Hall. The seats were re-covered by Miss Eva Gaspar, Director of the Warrnambool Music Society, with assistance from group members. The material was order by W.C. James (Treasurer) in 1964, at a cost of 26 pound and 10 shillings (£26-10), and supplied by Jacka-Wortley Fabrics Pty Ltd, Upholstery and Furnishing Supplies, 157-163 Pelham Street, Carlton, Melbourne, Victoria. The supplier’s telephone was “JACKAFAB” (5222 2322). The fabric was delivered to J. Hulin of 116 Belmore Rd, Warrnambool. The manufacturer of the chairs, Riddell & Preece Pty Ltd of Melbourne, also supplied theatre chairs for other public buildings including (1) the Ozone Theatre in Enfield, South Australia, in 1929, (2) the Gallery of the Horsham Town Hall in Victoria (at 26/6 each, that is 26 shillings and sixpence, approximate conversion in 2014 to $100.00au), (3) in 1927 in the Gallery of the Kyenton Mechanics’ Institute (4) in 1926, Horsham Theatre. (In May 2018 a transfer of three banks of chairs was made from Flagstaff Hill to the Australian Centre for the Moving Image in Melbourne.) The chairs are of local historical and social significance. Theatre chairs. The sixteen sets (groups or banks) of complete chairs, four seats per chair, give a total of 64 seats. Each chair has timber framed seats, with arm rests, upholstered in red vinyl. The seats are set into decorative gilt iron frames which incorporate five legs, all set into two timber floor rails. The seats are hinged to fold upwards and rest against the backrests. This photo is estimated to have been taken in the early 1900’s when the Ovens Benevolent home would have still been fairly contemporary. According to Woods (p. 121) in the 1860’s the government spent considerable sums to establish several public buildings such as the Benevolent Asylum, the Hospital and Insane Asylum to support those in need of care in the area directly after the Indigo gold rush which had left Beechworth, a fairly remote regional and newly formed township (Gold was first discovered in Beechworth in 1852) with a number of infirm and destitute people in its wake and which due to the support and establishment of these facilities ‘made Beechworth a significant social welfare centre in Victoria’ (Woods, p. 121). Originally named the Benevolent Asylum, the building was renamed as The Ovens Benevolent Asylum in 1935 and again to The Ovens and Murray Home in 1954. The building construction began in 1862 and was unique in its features of Flemish Gothic Revival style which utilised red brick and granite, ‘the main facade is dominated by four curved, Flemish gable ends, […] incorporates paired windows of pointed Gothic form and dark brick diaperwork patterning. The adjacent J. A. Wallace Wing of 1899 was designed by Donald Fiddes as a separate building. Also constructed of red brick, Fiddes adopted a conservative approach, designing a simple domestic scale building with central projecting gable porch and flanking bull nosed verandahs.’ (https://vhd.heritagecouncil.vic.gov.au/places/118). Initially established to provide housing and care for aged, orphaned or widowed members of the population, over time the Ovens Benevolent Home focused more on the age care responsibility which functioned as such up until 2005.The Ovens Benevolent Home is significance due to its association with the early development of Beechworth. It shows the civic, social welfare development that took place in the town after the peak of the gold rush which helps to establish the character of the community being built at the time and their cultural values at play. He married Jane Barrow in 1859. He was an architect responsible for over 200 building, both public and private, in the Bendigo area. These included the Town Hall, Shamrock hotel, and Fortuna Villa. He was a director and committee member of many Bendigo institutions.Oil painting, in ornate gold frame, of W.C. Vahland. On bottom of frame is a brass plaque on which is engraved written 'W.C. By 1993 when this photograph was taken, the room had been taken over by the Kew Police Station and used for police lockers and as a briefing room. In the foreground the edge of the magistrates' desk can be seen and in the distance the railing used to separate the public gallery from the main section of the court.
