In 1981 the Shire of Eltham Historical Society was asked by the Victorian Place Names Committee to comment on a proposal by the Shire of Eltham to assign names to parklands in Eltham as follows:- "Eltham Common" - the area between the municipal offices, Main Road, the Eltham railway -line, and Panther Place and containing Shillinglaw Cottage. The Shire has advised that this name has been used locally for the site since about 1975. "Alistair Knox Park" - the area bounded by the Eltham railway -line, Panther Place, Main Road, Bridge Street, and Susan Street, and through which flows the Diamond Creek. The area has been known locally as "Eltham Town Park" The proposed name "Alistair Knox Park" had created some local controversy with a number of reversals of the Council's decision and letters to the local paper both for and against the proposal. The society was reluctant to be drawn into this controversy particularly as there were known to be members with strong views both for and against the proposed name. The society appreciated the work done by Alistair Knox both in the formulation of the park concept and in its development but because of the controversy generated by the proposed naming and also because of the wide general use of the park by the public·, the name Eltham Town Park was felt more appropriate. The society noted that there was no outstanding historical associations with the land comprising the park which would warrant naming the park after any particular person, place or event. No objection was raised to the Eltham Common proposal as set-out above. The decision was made in the knowledge that Alistair Knox had been associated with the society over many years and was a prominent figure in the recent history of Eltham. He was regarded as a key figure in the environmental building movement and in particular was renowned for his use of mud bricks as a building material. He served as a councillor of the Shire of Eltham from 1971-1975, his final year as Shire President. It was during these years that the proposals to create the park in its present form were shaped and Alistair played a leading part in the decision to make it a landscaped passive recreational park rather than a sporting area. The parklands comprise a section of the Diamond Creek valley. The creek itself flows through the centre of the area which is overlooked by steep hills on each side. The parks form part of the land purchased from the Crown in 1851 by J.M. Holloway and then subdivided into allotments and called "Little Eltham". While most of the area was subdivided into residential lots the creek valley was subdivided into lots suitable for small farms. Some further subdivision took place over the years and the whole of the parks now comprises eight separate titles. A list of some of the former owners has been compiled but exhaustive research on all owners has not been carried out. The ownership of one parcel has been traced back to when it was purchased from Holloway by John Hicks Petty in 1874, long after it was subdivided. Other families owning land within the area over the years included Lyon, Rees, Clark, Waterfall, Carrucan, Graham, Hill and Morant. The character of the valley area has remained rural while development occurred on each side. Early photos show the area as orchard and grazing land. In 1901 the railway was constructed through the area resulting in the timber trestle bridge across the Diamond Creek. which is an important feature of the park landscape. A memorial obelisk to the Eltham servicemen killed in World War 1 was erected at the south eastern corner of the park. The site is now within the intersection of Main Road and Bridge Street and the memorial was shifted in the 1950s to the Eltham R.S.L. clubrooms. Following the financial failure of the local sub-branch, the memorial obelisk was again relocated to the Eltham War Memorial building precinct in 2011. During the early 1960's the Council started purchasing the land which now comprises the parks. In the late 1960's the area to the east of the Diamond Creek was used as a garbage tip and filled above the flood plain of the creek. When this area was filled the tip was transferred to the west side of the creek. From the early 1970's the area has been progressively developed as a park for passive recreation with ornamental lakes, extensive tree planting and landscaping. The character of the valley before the days of the tip has been recreated and this has earned a Landscape classification from the National Trust, an unusual honour for a man-made landscape. The parks are not only attractive in appearance. The Heidelberg School Artists Trail was established in about 1999 with about 52 signs across four local governemnt areas including Nillumbik and Banyule. It extends from Heidelberg through Eltham and Warrandyte and to the Dandenongs. It features signs depicting paintings of artists in the location in which they were painted. This one acknowledges "On the Eltham Road", 1906. Transcription of the text states: "In this cheerful rural landscape, Walter Withers has captured the spirit of early Eltham. Eltham was a quiet, sleepy village, where geese wandered up the main Road and the locals either walked or rode their horses or bicycles around the township. Walter Withers was known to load up his bicycle with his collapsible easel, folding stool, paint box, water bottle and canvases, and would head off for a day’s painting. Eltham Plans £2.5m Community Centre Over Next 15 Years THE people of Eltham have drawn up a plan to make their township a model community centre in the next 15 years. And yesterday the Chief Secretary (Mr Rylah) inspected the plan at the Eltham shire offices before declaring it open for public inspection In the picture (right) Mr. Rylah (centre) is shown inspecting the new plan with town planner and former councillor, Mr. Howard Bartlett, and the shire president, Cr. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. This special report was prepared by Neville Betts, Occupational Hazard Management student at Ballarat College of Advanced Education in 1980. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr. R. Pattison. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. A Brief History Of Mabie Todd Ltd The company originated in America from the beginnings during the 1860s when a Mr. Todd and a Mr. Mabie began making pencil cases and pen holders in New York. Later they were joined by the Bard Brothers who made Gold nibs and by 1873 the company of Mabie Todd and Bard were established in New York. By 1878 the first patent was filed for the design and manufacture of a fountain pen, achieved under the design leadership of one William Washington Stewart. The first Swan fountain pen followed just 6 years later in 1884 with an over-under feed with ink delivery assisted by a twisted silver wire. This same year an office had been established in the UK with a showroom in Cheapside, London. The UK was being supplied with a steadily increasing supply of pens from New York and by 1905 new, larger showrooms were established in High Holborn. By this time the Swan pen had become synonymous with fountain pens at large. In 1906 the name of Bard was dropped in the US and the UK company subsequently adopted the title Mabie Todd & Co. New York. In 1907 British production began, using imported nibs from New York and whilst the company in the UK flourished, the business in the US started to diminish under stiff competition from new manufacturers.. By 1915 manufacturing was doing well in England from a factory in Weston Street, London and the New York company agreed to sell the rights to all European and Colonial business to Mabie Todd & Company Ltd of England. From then onwards, the development of the range mostly followed, rather than led the interests of the markets they were supplying. Even during the First World War the business continued to flourish. with factories in both London and Liverpool. At the end of 1919 a new expansion plan saw the establishment of a new Headquarters in Oxford Street, London. Throughout this period, some components were continuing to be imported from America, but gradually these diminished and during the 20s and 30s manufacturing facilities were expanded and by the end of the 1930s Mabie Todd were in full production, manufacturing pens in its London factory, gold nibs in Birmingham and ink in Liverpool. Another new headquarters grew out of this period of abundance and market domination. when in 1936 they moved into Sunderland House in Mayfair, London, a highly prized mansion building. Disaster struck early in the Second World War. Its prestigious Sunderland House headquarters was destroyed during the blitz, followed by destruction of its main factory in Harlesden, North London. Some machinery was saved and able to be used at another factory premises in the City, but like many other 'non essential' manufacturing, the main production was centred on wartime components such as rocket fuses and ammunition. After The War, in 1945 they moved out of their City premises to Park Royal and eventually in 1946 proper fountain pen production was resumed. In 1948 the company decided to go public. But at the time they had no plans to enter into the market for the now growing interest in ballpoint pens, the result was the beginning of their slide into obscurity and subsequent demise. They became Biro Swan in 1952 following a large share purchase by Biro Pens. Even though at this time they had just launched their new high profile Calligraph range to join the competition for the new market associated with a craze for italic writing, fountain pen manufacture under the new company was to suffer a lack of real support. The restyled ranges of 1956 failed to ignite market interest and with diminishing quality, the end of the Mabie Todd story was inevitable. After 80 years of Swan pens, the book was closed.This bottle of ink would have been supplied to schools. After a child was deemed old enough to progress from just using slate and board, he/she would have been supplied with a pen shaft made of wood and with a very basic metal nib. The ink bottle would be used to fill up the individual inkwells. In July 1922 Rev. W. McBride of the St Andrews Presbyterian Church, Mortlake had a meeting with the Garden sub-committee to discuss how the 500 pounds sterling bequest from the Late Thomas Montgomery could best be spent. His suggestion was that the money should be spent on either a kiosk, pavillion or recreation hall and pavillion combines with kitchen and fireplace was agreed to with exact site to decided at a public meeting. Cr Montgomery, a local businessman and a councillor, had loved the gardens and had assisted to transform the area from a swamp into a thing of beauty. The design was chosed by his widow who had seen a smilar design in King's Park whilst in Perth so the plans were obtained from that City. The work was carried out by Archibald Cluny McDonald and completed in September 1924.
