The insert has information for guests and is indicative of traffic movement on Swanston Street at the time. The document was found with other papers of President D.J. Simonson who would have been one of the guests since it took place during his presidency. Melbourne Legacy held an annual Christmas Party for Junior Legatees and Widows at Government House for many years. Junior Legatees were given gifts. Was with many other slides taken in the 1950s and 1960s. The slides have been photographed to make digital images and moved to archive quality sleeves. It was stored with photos from the 50th Anniversary year events or perhaps it is when Sir Rohan Delacombe was leaving the post of Governor of Victoria (1974). There were a significant number of events attended by Sir Delacombe during the Jubilee Year as he is patron of Legacy. Another copy of the photo 00464.7 had notes on the back saying three Legatees talking to the Governor -they were George Cowan, Geoff Handbury and Bill Michan (?). A programme of the annual "Anzac Commemoration Ceremony for Students", held each April. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day. The 4 pages outline the order of service of the ceremony, some background notes on the ANZAC Commemorations, a short history of the Shrine of Remembrance and a story of Legacy. They mention the ceremony is telecast on the ABC television channels. One mentions is it a 'Circular to Victorian Colleges and Schools' so they were also sent to school to publicise the events. These are from 1968, 1969, 1974, 1975, 1977 and 1978. They vary slightly, 1978 is 6 pages. One of the men appears to be Sir Rohan Delacombe, the Governor of Victoria and patron of Legacy (fourth from the left centre road). Melbourne Legacy provided camps for junior legatees - the children of deceased servicemen. It started with outings to the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring. Permanent camp buildings were built and with an association with Lord Somers (Governor of Victoria) it was called Somers Camp. The camps gave the children an opportunity of a summer beach holiday with other Legacy children. It came from an envelope with other Big camp photos. This photograph was published in "The News" on Friday, January 11 1974. Those in the photograph are : L -R Stan Reed, Ted Smith, Alf Barling and Major General Sir Rohan Delacombe (Governor of Victoria). They are having morning tea with the State Governor when he visited Orbost.The accompanying article was titled "TEA WITH THE GOVERNOR". Councillor S. J. Reed was the Orbost Shire President, E.A.Smith was a Shire Councillor and Mr A. Barling was the Orbost Municipal Band Leader. The first Orbost Brass Band was formed in 1889. Around 1908 the town band split and the Orbost Workers' Band was formed. Eventually the two bands merged in 1913 to reform as the Orbost Municipal Band under conductorship of Charles Spink. The band continued for many years but was later disbanded and again reformed. This was to happen a number of times, the last time being in 1961 and continuing through to the late 1970's. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations.
