Council with the cooperation of the RSL planned for a shire hall and RSL Clubrooms using the Armstrong Street site. The 'Old Vic' was demolished and the supper room was moved to a new location to be used by the Charlton Citizens band. The Governor of Victoria, Sir Rohan Delacombe officially opened the hall on November 26th 1963. Cr C.K. Parish welcomed the honoured guests. Brownie Susan Walklate presented a posy of flowers to Lady Delacombe. More than 1,000 residents attended the concert afterwards.
