Stawell Shire Hall built 1866. These photographs of the Shire Hall, Longfield Street Stawell. This building has had many changes since 1866. Ronald Campbell, the Shire's second president laid the foundation of the hall on 28th April 1866. The contractors were Hutchings and Delbridge. The first Hall and office were the front part of the existing building. These rooms consisted of two 18 ft square rooms with an entrance hall separating them. The facade was almost the same as it is today. The building cost 502 pounds. Black and white photograph of a brick building which has been cement rendered with a parapet on top. The front of the building has 2 arched windows and arched entrance door. A glass notice board to the right of the door. Shire Hall 1866 is written on the top front of the building. Water scheme trust was created by the Governor in Council, 23/1/1963 and consisted of 3 Councilors of the Axedale Riding of the Shire of Strathfieldsaye and 3 members appointed by the Minister of Water Supply. The waterworks opened in April 1964Exercise book from the Axedale Waterworks Trust containing list of names and amounts of money due. Several receipts are either stapled to the book or loose inside issued to the trust by various businesses: Modern supplies, D. Smyth and son, Hardware Co. of Australia, Country Roads Bendigo J.G. Hibberd. Several other loose handwritten pieces of paper are inside, mostly recording payments or money dues also, two water reading slips, a notice of extraordinary meeting and an estimated receipts and expenditure for the year ending 31st December 1966. Shire of Phillip Island managed the Phillip Island Penguin Parade during this era, and made several improvements for visitors including the building of a kiosk for food and beverage and some souvenirs. The building was located on a bitumen area at the base of the hill along with a brick toilet block. The area was actually raised from creek bed adjacent to the bitumen area, with Little Penguin rookery either side. The Shire tendered out the contract for the running of this kiosk on a 3 yearly basis.This small public notice from a Wonthaggi newspaper at a time when no local newspaper was being published on Phillip Island, marks the time when the Shire of Phillip Island began to increase provision of tourist facilities at the Penguin Parade. The number of visitors being 100,000 for the previous year is also an excellent indication of the popularity of the Penguin Parade. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'.
