The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. This Chancellor's academic gown was worn by Emeritus Professor Robert H T Smith AM during his time as the University of Ballarat's Chancellor from 2005 -2012. He studied at the University of New England, then went on to complete a Master's Degree at Northwestern University of Evanston, Illinois and a received a PhD from ANU in 1962. He spent much of his career in Canada and upon returning to Australia had posts of Vice-Chancellor at The Universities of Western Australia & New England. Academic gowns distinguish between the University's senior office holders and our graduates. Federation University's Chancellor wears a blue robe that is trimmed with gold and features a gold embroidered frog at the shoulder and gold oak-leaf braid below the arm hole. The Deputy Chancellor and the Vice-Chancellor also wear blue robes, with gold trims and different designs inclorporating the gold oak-leaf braid, ord or tassels. The members of the university Council wear black robes with a sole of gold. Our graduates wear black robes, with either a black trancher cap or bonnet (for professional octorate) with stoles, linings or trims in the colour of their discipline. The Chancellor's academic gown is of royal blue light weight woollen cloth trimmed with gold oak-leaf braid on the facings, yoke and bottom hem; and sleeves with one gold embroided frog at the shoulder and four chevrons of gold oak-leaf braid below the arm hole. "METHODIST CHURCH. In 1881, during the ministry of Rev. W. H. Fitchett, B.A., at Hawthorn, a number of members of the denomination living at Kew considered that the time was opportune for founding a local Church. The Superintendent of the Circuit, the Rev. W. A. Quick of Richmond, met the members and formed them into a society class under the leadership of Mr. A. Brown and a Church was formally instituted at the house of Mr. T. J. Eaton, of Eglinton Street, in December, 1881. Services were regularly held for some time at the same place, and funds for purchasing a block of land were gradually collected, resulting in the present site in Highbury Grove being purchased for £350. Messrs. W. Cleverdon, A. Money, T. E. Serpell, and T. Vasey, of Hawthorn, and Messrs. A. Brown, R. Eyre, and T. J. Eaton of Kew, were appointed trustees. A public meeting was held a the Town Hall, when over £100 was raised. The Rev. John Harcourt, who had just been placed on the supernumerary list, was persuaded to undertake the charge, and commenced services in the Town Hall on 29th April, 1882, which were continued for eighteen months. A Sunday School was started, and altogether the effort progressed so satisfactorily that in October, 1882, the foundation and memorial stones of the present Church were laid by Mr James Huddart. At the tea meeting held in connection with this event nearly £200 was raised and a few months later £250 more was obtained by means of a bazaar. The contract for building Church was let for £1,200. The Sunday School celebrated its first anniversary in June, and the Church was opened on 7th October 1883, the preachers on the occasion being Revs. E. J. Watkin, S. Chapman, and John Harcourt, the collections amounting to £230. Towards raising these sums of money the ladies of the congregation helped very materially. In 1886 the foundation stone of a Sunday school, to cost about £900, was laid by Mrs. H Berry, the building being opened in April 1887. During the same year the Church was enlarged. In 1889 parsonage was erected, and again arrangements had to be made for a further enlargement of the Church, at a cost of nearly £2,000. The foundation stones of the tower were laid by Rev J. Harcourt, and of the transepts by Mrs. Job Smith and Mrs. John Watson. These additions were made during the ministry of Rev. P. R. C. Ussher, the first minister appointed to Kew by conference. He has been succeeded by Revs. Henry Howard, J. de Q. Robin, J. J. Brown, J. G. Wheen, A. E. Albiston, M.A., and F. J. Nance, M.A., who is at present ably filling the pulpit. For the musical portion of the services, the Church has been greatly indebted to the enthusiasm of Mr. C. Gardner, the leader of the choir, and Mr. C. E. Gardner, the organist. The Sunday School has had a number of excellent workers, among whom may be mentioned Messrs. Burchett, Allum, Hillard, Tonkin, Dent, Avery, McDonald, Green, and B. Hoadley, who have acted as Superintendents, and Messrs. Arnall and McCaghern as Secretaries. The present trustees are Messrs. H. Berry, Job Smith, A. Hoadley, F. Vial, C. Powers, H. L. Carnegie, C. Most were adapted from traditional lithographed models. This example, while created within a formal lithographed border has been transmuted into the equivalent of an illuminated document, hand-painted, and therefore rare. The use of flowers in the design emphasises the sentimental and spiritual aspects of the certificate. The document is a rare unique record of the Kew Methodist Church's history.A hand written testimonial for John Watson Esq from the Trustees of the Kew Methodist Church. The entire certificate is surrounded by floral art and scroll work. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. The monument commemorates those from Avoca who have served in the various conflicts in which Australia has been involved. It was dedicated on18 November 1921. The memorial was later rededicated in 1988 to also remember those who served in the Second World War. During the First World War, 137 men from the Avoca area volunteered for the armed services and of this number 29 were killed. 1903 or 1908 Moorabbin Australian Rules Football Club. Philip Jones, a relative of James Jones who was a pioneer settler in Moorabbin Shire, is holding the football. In the late 1850s Melbourne's schools are first recorded organising football games modeled on precedents at English schools The earliest known such match was played on 15 June 1858 between Scotch College and Melbourne Grammar School on the St Kilda foreshore. On 10 July 1858, the Melbourne-based Bell's Life in Victoria and Sporting Chronicle published a letter by prominent Victorian cricketer Tom Wills, calling for the formation of a "foot-ball club" with a "code of laws" to keep cricketers fit during winter. The Melbourne Football Club's rules of 1859 are the oldest surviving set of laws for Australian football. The ten simple rules were drawn up on 17 May at a meeting chaired by Tom Wills and in attendance were journalists W. J. Hammersley and J. B. Thompson, and Thomas H. Smith. The rules were signed by Tom Wills, William Hammersley, J. Sewell, J. B. Thompson, Alex Bruce, T. Butterworth and Thomas H. Smith. Importantly, the rules were widely publicised and distributed. Having been codified in 1859, this means that Australian football is an older sport than most other football codes in the world, including soccer. As Geoffrey Blainey states, "soccer has no club that matches the antiquity of the early Victorian clubs." In 1859 several new football clubs formed including the Castlemaine Football Club, Geelong Football Club and the Melbourne University Football Club. The first football match played at the Melbourne Cricket Ground (MCG) was not until 1876. Cricket authorities soon saw the opportunity to capitalise on the rapid growth of Australian football, however, and soon most grounds in Victoria were expanded to accommodate the dual purpose, a situation that continues to this day. Football matches between 1859 and 1899 were played in a 20-per-side format. n 1896, delegates from the stronger and wealthier Victorian Football Association clubs—Carlton, Collingwood, Essendon, Fitzroy, Geelong, Melbourne, St Kilda and South Melbourne—met to form a breakaway competition and in 1897, the Victorian Football League (VFL), was born as an eight-team competition. Popularity of the VFL grew rapidly and by 1925 with 12 teams, had become the most prominent league in the game and would dominate so many aspects of the sport from that point on. Moorabbin Football Club, nicknamed the Kangaroos, was the name of two distinct Australian rules football clubs which played in the Victorian Football Association (VFA). The first club, founded in the early 20th century, joined the VFA in 1951 and played there until 1963 with great success; they played home matches at Moorabbin Oval and wore royal blue and white hooped jerseys. The second club played in the VFA from 1983 to 1987. Moorabbin played initially in the Federal Football League, making their debut in 1909 and competing until 1950. During this time the club won 12 premierships, including winning all six premierships staged over the nine years between 1940 and 1948 (the competition was in recess from 1942 until 1944). The club entered the VFA in 1951. Its Federal League home ground, the Dane Road Reserve, was not up to VFA standards; so, in 1951 the club played at Cheltenham, and in 1952 moved into the Moorabbin Oval, which the Moorabbin Council had developed during 1951. The Kangaroos made the 1954 and 1955 finals series without success but in 1957 they helped eliminate premiership favourite Williamstown after defeating them by two points in the Semi Final. Moorabbin, who were coached by Bill Faul, took on Port Melbourne in the Grand Final, whom they had not once beaten since joining the league. In another upset, Moorabbin won comfortably to claim their maiden VFA premiership. In the early 1960s, the Moorabbin Council was very keen to bring a Victorian Football League team to Moorabbin Oval. 1964, the Moorabbin City Council secured a deal with St Kilda, who moved to Moorabbin Oval starting in 1965. The club originally intended to seek readmission for the 1965 season, but in July the club committee decided to withdraw permanently from the Association,and disbanded.Photograph is Black and White. In 1918 the Ballarat Junior Technical School Cadets were the champions of the Maryborough, St Arnaud, Mildura, Colac and Ballarat Districts. According to Neil Leckie, Manager of the Ballarat Ranger Military Museum: * Originally 12 – 14 year olds went to Junior Cadets attached to their school. * From age 14 – 17 they were Senior Cadets attached to the local militia unit. * After 1 July of the year a Cadet turned 18, the Cadet left the Senior Cadets and became a member of the Citizen Military Force. * In October 1918 the AIF, Militia and Cadets were renamed to give some connection to the AIF battalion raised in the area. Ballarat saw: 8th Australian Infantry Regiment comprising: * 8th Battalion AIF renamed 1st Battalion 8th Australian Infantry Regiment * 70th Infantry Militia renamed 2nd Battalion 8th Australian Infantry Regiment * 70th Infantry Cadets renamed 3rd B, 8th Australian Infantry. 39th Australian Infantry Regiment comprising: * 39th Battalion AIF renamed 1st Battalion 39th Australian Regiment * 71st Infantry Militia renamed 2nd Bn, 39th Australian Infantry Regiment * 71st Infantry Cadets renamed 3rd Bn, 39th Australian Infantry Regiment Prior to the reorganisation in 1918 the 18th Brigade was the 70th, 71st and 73rd Infantry. It is thought that the 18th Brigade Cadet units in 1920 were those that came from the old: * 69th Infantry (Geelong/Queenscliff) * 70th Infantry (Ballarat/Colac) * 71st Infantry (Ballarat West) * 72nd Infantry Warrnambool) * 73rd Infantry (NW Vic) The next name change came in 1921! The Ballarat Junior Technical School Cadet Team, which was very successful in the competitions recently held at Colac, hopes to be able to compete in similar events at Maryborough. Mildura, and St. Arnaud, but unfortunately they have no funds available for the purpose. An appeal is to be made to the citizens of Ballarat to assist them in defraying the cost of their participation in the competitions at the places mentioned. Junior Technical School Cadet Team. —The Junior Technical School's cadet team, which won the championship at the South street competitions this year, was tendered a dinner by the staff in appreciation of the honor they had brought to the school. The function was held at Miss Brazenor's tea rooms, and a most dainty repast was served, the tables being arranged in the artistic fashion which is characteristic of these ladies. Mr W. H. Middleton (president of the School of Mines), Mr H. Smith (principal of the Art School), Lieut. P. Miller (instructor of the High School team), and Sgt. S. Fry were also present. Mr A. W. Steane (head master of The Junior Technical School) presided. After the toast of the King, Mr Middleton proposed, and Mr H. Smith supported, the health of the team and their instructor, Lieut. H. Wakeling, who suitably responded. The toast of the High School team was proposed by Mr. R. Cutler.; and Lieut D. Miller responded. The cup won at the recent competitions was then handed over to Mr - Steane; in accepting the trophy, said he was pleased to see swell a clean, sportsmanlike spirit between the rival teams. The Annual Meeting presenting the Annual Report was held on the 21st of September 1886 at the Melbourne Athenaeum. In the Standard (Port Melbourne, Vic. : 1884 - 1914), Saturday 25 September 1886, page 2 VICTORIAN SEAMEN'S MISSION. This institution held its annual meeting in the Melbourne Athenæum on Tuesday evening under the most favourable auspices. The hall was filled in every part, a very large pro portion of the audience being seamen. The half hour previous to the com mencement of the meeting was very pleasantly occupied bv listening to the capital playing of the band of the Naval Brigade, and precisely at eight o'clock the musicians heralded the entrance of the vice-regal party by playing ' The National Anthem.' Sir Henry and Lady Loch were received by the Mayor of Melbourne (Mr. Stewart), the Hon. F. T. Derham, Captain Pasco, Mr. H. R. Reid (hon. secretary), and Lieutenant - Colonel Templeton, and His Excellency imme diately took the chair. The venerable ex-chaplain, the Rev. Kerr Johnson, was present, but as he did not feel equal to taking part in the proceedings, the Rev. E. T. Miles opened the meeting with prayer. Nothing could have been more cal culated to give a distinctive character to the meeting than the singing of the Sailors' Hymn by the 300 odd seamen present. The rugged yet tuneful voices of the men blending with those of the ladies present, who heartily joined in, gave a most spirit-stirring effect to the beautiful words of the refrain : — Rocks and streams I'll fear no more, When on that eternal shore; Drop the anchor ! furl the sail ! I am safe within the vail. Next followed His Excellency's address as chairman. The Governor threw himself heartily into the pro ceedings, and his remarks, expressive of the utmost sympathy with the sea men of the empire, were applauded to the echo. In fact from the start all the speakers struck the right key-note. The institution was not held up as a charity on which Jack was more or less dependent. According to the gentlemen who one and all welcomed him as a friend, and a right useful friend too, the thing was all the other way. To the sailor it was, they de clared, that they owed all that the colony possessed, and more — the great ness and prosperity of the Empire, He was the sort of man who never turned his back on a fellow creature, or refused to give a hand to a comrade in distress. Therefore it was deter mined that Jack should not come to these shores and think there were none to care for the comfort of his body or the welfare of his soul, and with the object of greeting the sailor on his arrival, of grasping his hand as a friend, beguiling his hours on shore, and saving him from the scores of dangers and temptations which beset a sea-faring man's stay in port, the institution had in '57 been started. Its claims on the Victorian public, not as a charity, but as a means of show ing some recognition of the services of the brave men who man our mercan tile marine, were ably put before the meeting. The Rev. G. D. Buchanan de clared that if the Melbourne merchants contributed to the mission a tithe of the amount they spent in insurance, they would find their goods better looked after by the seamen than by the insurance companies. Captain McCallum, the treasurer, read the following report of the com mittees of the Port Melbourne and Williamstown Rests : — In no part of the Queen's dominions have there been more changes during the last thirty years than in the colony bearing her gracious name ; and it is therefore all the more pleasant to report that the Victorian Mission to seamen, which started so long ago as 1857, still pursues an active career of usefulness, holding out a helping hand to mariners of all nations, without distinction of colour, race or creed. Eight years ago, some of the supporters of the Mission, feeling the want of a Temperance Club, where the crews of the various ships might recreate themselves and enjoy the three ' C's' — Coffee — Comfort — Company, appealed to the public for assistance, resulting in sufficient funds being obtained to justify the establishment of Sailors' Rests at Sandridge and Williamstown. Both these institutions were opened by a distinguished gentleman who has always taken a practical interest in sea men, and who, but for illness, would have been present at this meeting — Sir W. F. Stawell — and the result jof several years' experience fully justifies the statement that these institutions have supplied a felt want — the attendance of visitors reaching now about 30,000 per annum ; whilst so economically are they managed, that the annual cost to the public is less than L150 The thanks of the committee are specially due to those ladies and gentlemen who so kindly made a special and successful effort to supply both of the Bests with new piano fortes, to the great enjoyment of ' Jack ashore.' The instrument which was pre sented to the Port Melbourne institution by Mr. J. M. Bruce, on behalf of the sub scribers, the funds having been collected by his daughter yet in her teens, being espec ially one of great value. Concerts free to all seamen, given by amateur singers, are held weekly on both sides of the bay, and are largely attended and much appreciated. The building at Port Melbourne, which, being of wood, is merely of a temporary character, is free from debt ; but there is a mortgage of L500 on the Williamstown institution, which cripples its usefulness. The committee have regretfully to report that during the year under review they have lost, through the weakness of increas ing years, tbe loving services of the Rev. Kerr Johnston, their venerable friend and chaplain, whose life is, indeed, the history of the Mission, for he has been connected with it from the commencement of the work. Mr. Johnston has proved himself a true disciple of his Divine Master, and the com mittee trust that in the evening of his days he may enjoy that peace and rest which he lias so well earned. The com mittee presented Mr. Johnston, on retiring, with an honorarium of L100. Mr. E. James has been appointed iu Mr. JohuBton'u room, and the committee believe that their choice lias been a fortunate one. The Mission aud Sailors' Bests have been kept afloat by the unwearied and self -deny-ing exertions of the Ladies1 Committee, who have personally collected nearly the whole of the income ; but it may fairly be asked whether, in this great seaport, where last year there entered in at Her Majesty's Customs 1711 ships, manned by 61,256 men, the mercantile community of Melbourne should net take a more active interest in the welfare of the thousands of brave men who, for a few weeks, temporary sojourners on our shores, away from friends and relatives, have a special claim on our sympathy and help. We are of the old land, ' that gem sunk in the silver sea and we can re-echo Mr. Gladstone's recent words to the crew of the yacht Sunbeam, ' The calling which you follow is a noble one, and is calculated to bring forth the highest qualities of our common nature ; ana if it is possible for any occupation to make a man, in the highest and wideBt sense of the word, it is ' the occupation to which your lives are given. How closely it is connected with the the prosperity and fame of tbi» great nation ; how closely, indeed, it is connected with advancement of civilisation, and tiie general welfare of the world, it needs no words of mine to tell yon, for in your work and life you know it well, and feel it truly.' Look ing at what we Victorians owe to the British sailor, the committee earnestly trust that, with the blessings of the Almighty God, increased success will attend the work of the Mission and Rests. Mr. James read the chaplain's re port: — Since my appointment as chaplain to tbe Seamens' Mission, I have met with greater success than I anticipated. I have visited all the ships that have come into port, also many of the vessels on the Yarra, and am pleased with the civil and courteous manner in which I have been received by captains, officers and men, and in most cases my invitations to them to attend our meetings have been most heartily responded to. . The attendance at the services in the Bethel has much improved — on some occasions scarcely sitting room is to be found. The services have proved a great blessing to many Christian seamen ; whilst several who have come into port caring for nothing of a religious nature, have left praying. God fearing men, with the request that those left behind would remember them in their supplications, that they should be kept through all the trials and temptations to which seamen are exposed. The weekly Tuesday evening concerts got up bj the ladies of the committee and others, have proved a great benefit to the Mission, and a source of great enjoyment to the seamen in port. The programmes are excellent; and are spoken of by the sailors as the best they have heard in any port. The Sailors* Rest is provided with a library, the daily papers, and illustrated literature, with games of chess, draughts, dominoes, quoits, and other amusements, which are much taken advantage of during the evenings. Seamen ' are alio provided with writing materials, free, bo that everyone may have any opportunity of writing to their friends; for many an anxious parent is counting the days and hoping for .the time to come when they shall get a line from their sons in the far distant land, and many a son is reminded of his obligation by the opportunity thus afforded. I am much pleased at this time to acknowledge the kindness of the committee, and the great help I have received from them, also from Mr. Douglas, the manager of the Best. I do not think I could have been blest with a better co-worker. I have no hesitation in recommending the seamen to go to the Best, and telling them that they will receive a most hearty welcome, to which they can all testify ; my thanks are due to the voluntary workers, who have given every assistance ft their power, especially to Miss Lloyd, who is an invaluable help, attending in all weathers, and playing the organ at every service. The Sunday School is progressing, and we aie now about to make another addition to the library, of good readable books. The work at Williamstown is also pro gressing well, the Wednesday night concerts being well attended, and the singing and reciting supplied by local talent really good; the sailors contributing largely to the programmes. Captain McCallum is the backbone of the work at Williamstown, well supported by many warm friends of the sailors. The services held every Sunday night are productive of mnch good. The work here, too, is very encouraging, having much improved of late. I am thank ful to God that He has so blessed the efforts of His people, and hope they may be long spared to carry on the work. The Rev. G. D. Buchanan in an eloquent speech proposed the first re solution : — ' That the Reports now read be adopted, and that the following ladies and gentlemen be the Committee for the ensuing year : — SEAMEN'S MISSION. Ladies Committee. — Mesdames Templeton, Campbell, Chamberlin, Elworthy, Lormer, Gourlay, Gowan, B. Johnston, Webb, Young, Plummer, Misses Elwortny, Webb, Gowan, and M. Hastie. Gentlemen's Committee. — Captains Pasco, R. N., Adams, McCallum, J.P., Dalgarno, Garside, Messrs. Courtis, A. J. Smith, Macpherson, H. R. Reid, J.P., Henry Berry, J.P., Revs. Kerr Johnston, and A. R. Edgar.' Captain Pasco seconded, and in formed the audience that Baron Von Mueller had written regretting his inability to attend, but had sent a substantial cheque. (Applause.) A collection was then taken up and liberally responded to, the band mean-time playing airs suitable to the occa sion, such as ' The Death of Nelson' and ' Rocked in the Cradle of the Deep.' The hon. F. T. Derham next pro posed the second resolution : — ' That the success which has attended the working of the Port Melbourne Sailors' Rest justifies this meeting in taking imme diate steps to raise the funds necessary to erect a Seamen's Institute worthy of the in creasing trade and commerce of Victoria.' This was seconded by the Rev. A. R. Edgar, and both were carried by ac clamation. The Mayor of Melbourne moved a vote of thanks to His Excellency, and Sir Henry in the course of his reply said his sympathies were not only with sailors because he had been much brought into contact with them, but because he had been a sailor himself and had had the honour and privilege of serving in Her Majesty's navy. At this the men sprang to their feet and gave three deafening cheers for the Governor and another for Lady Loch, who bowed her acknowledgment and appeared very pleased at the hearty reception accorded to her. During the evening Mrs. Pearce, and Messrs. Walsh, Woods, and Robinson, members of the Liedertafel, contributed songs. The lady, who has sung at the Tuesday evening concerts, sang ' When the Tide comes in' so charmingly that an encore, although against the rule of the evening, was insisted upon, which was responded to by a beautiful rendering of the old ballad ' Robin Adair,' Altogether the meeting was a com plete success, and will doubtless afford the committee fresh encouragement in their well-directed efforts.
