Winifred is dressed in a long cotton dress and a broad-rimmed hat; both liberally covered in lace. Winifred and Frederick’s lace collars extend to their shoulders. Winifred’s diaries, covering the period 1908-50, are now in the collection of the State Library of Victoria. The most detailed of the diaries is from 1914, just before the outbreak of World War 1, and includes ‘Accounts of my Dancing Evenings - Season 1914’. After World War II, the Kiewa Hydro-Electric Scheme was started in the Kiewa River valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the hydro scheme as skiing was a popular recreation. Many of the hydro employees were of European background and had grown up enjoying skiing and snow sports in their homelands and were keen to continue to pursue their winter sports interests. The first lift, a rope tow, was built in 1951 and the first chairlift in Australia was constructed there in 1957. Two T-Bars were opened in 1961. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges.Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. Joined 19/2/1916 aged 23 years and 4 months Born and enlisted at Wangaratta Embarked on 3/6/1916 on HMAT Persic. Served with 5/37Battalions. Wounded on 3 occasions, returning to Australia on 27/7/1919. Next of Kin - Edward Henry PAYNE (Cousin) of Carboor. Jack and Edward were both cousins to Sir Edward "Weary" Dunlop.By identifying this originally unknown soldier to be John "Jack" AMBROSE has revealed links to the children of Edward Samuel PAYNE and his wife Catherine Marie nee WALPOLE. Jack's mother Ida Elizabeth AMBROSE nee PAYNE is the elder sister of Alice Emily Maud DUNLOP nee PAYNE mother of Sir Ernest Edward "Weary" DUNLOP, twin sisters Lily May and Violet Minnie PAYNE who both served as Nurses during the First World War along with youngest brother Alfred Ernest PAYNE 1256. The latter three together with Jack AMBROSE are listed on the Wangaratta and District Victory Roll. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. This work forms part of the collection assembled by the historian Dorothy Rogers, that was donated to the Kew Historical Society by her son John Rogers in 2015. The manuscripts, photographs, maps, and documents were sourced by her from both family and local collections or produced as references for her print publications. Many were directly used by Rogers in writing ‘Lovely Old Homes of Kew’ (1961) and 'A History of Kew' (1973), or the numerous articles on local history that she produced for suburban newspapers. Most of the photographs in the collection include detailed annotations in her hand. The Rogers Collection provides a comprehensive insight into the working habits of a historian in the 1960s and 1970s. This large framed photograph once hung in the Kew Town Hall in Walpole Street. It marked the occasion when Kew became a city. It is an important record of a significant civic event by a nationally significant photographer. A very large, framed portrait of the elected councillors of the City of Kew in 1921. The photograph was taken by the nationally important photographer, Josiah Barnes who had until recently been a resident of Kew. He was to die in the same year that the photograph was taken. An article in the Box Hill 'Reporter' (11 October 1907, p.2) refers to the presentation of the artefact to the Kew Town Hall. The report records: 'Presentation to Kew's Ex-Mayor In the mayor's room at Kew on Tuesday evening, Ex-Mayor Cr Wishart was made the recipient of a handsomely-illuminated and exquisitely-framed testimonial as a mark of appreciation by his colleagues of the highly satisfactory manner in which he had discharged the duties appertaining to the mayoral office. .... A framed group of the metropolitan mayors was subsequently presented by Cr Wishart as an addition to the pictures hung in the mayor's room.'The newspaper report in the Box Hill Reporter positively identifies the artefact and how it was placed in the Mayor's Room in the Walpole Street Town Hall. The collage is historically significant as it may include the only photograph of a mayor of a city at this period of time.A large framed photographic collage of Henry Weedon surrounded by the Mayors of Greater Melbourne (holding office for the year 1906-07). The photograph was assembled in recognition of the ‘slight favours to them’ showed by the Lord Mayor. The photograph is dated August 1907.
