The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). He was also a Trustee of the Kangaroo Ground Cemetery. His daughter Fanny married farmer Alexander White who purchased the property in 1893. Alexander White died in 1906 and ownership transferred to Fanny White. Son, Robert White was a Councillor of the Shire of Eltham at the time the Shire acquired two acres of land on the adjacent property from the Mess brothers for the creation of the Shire of Eltham Memorial Park (1921) in which the Shire of Eltham War Memoirial tower was erected (1926). Fanny White donated a small section of land from the Garden Hill property to facilitate entry access to the park. The White family sold the property to Sir Herbert Gepp in 1925. The living room’s large fireplace was bricked-in and modernised in 1940. Beside it is the old baker’s oven with its original iron door replaced by a wooden one. It is thought two wattle-and-daub huts, used for a bedroom and bathroom, were built to the west. Harkness’ son-in-law, farmer Alexander White, who had seven sons, bought the property in 1893. Harkness’ grand-daughter Flora married Ewen Cameron who became Minister for Health and was later knighted; he was not related to Ewen Hugh Cameron, a Member of the Legislative Assembly. In 1923 the White family sold the property, called Kilby Park, to Sir Herbert Gepp, who renamed it Garden Hill. Gepp used the property, which was still on the original New South Wales title, as a hobby farm. Robert White stayed on to manage the farm for a while, living in a house on the property. Gepp was born in 1877 and at 16 years began working as a junior chemist with the Australian Explosives and Chemical Company at Deer Park near Melbourne. Gepp was a pioneer in applying enlightened labour policies in industry. He initiated the Broken Hill Progress Association, to improve living conditions. It laid the ground work for the welfare schemes pursued by companies after World War One. During the mid 20th century Gepp was the most prominent liberal thinker associated with conservative politics. As a friend of Prime Minister John Curtin, he contributed to post-war reconstruction. Gepp returned to private industry and retired in 1950. Gepp made significant contributions to the solution of the great metallurgical problems of the mining industry. He was an advocate of the role of science in industry, government and the economy and helped to establish several organizations including the CSIR and the Institute of Public Affairs.3 After Sir Herbert died in 1954 his son Orwell continued to farm the property part-time. When Lady Gepp died in 1963, the land was divided among the five children, although Orwell continued to farm it as a hobby. In 1966, a daughter, Mardi Gething, now married, settled in the house. Another daughter, Kathleen, built her house close by on the property. After the Board of Works designated the property as part of a reserve for a possible reservoir, the family sold all, except the minimum 20 acres allowed, to the Board in the 1970s. Orwell then leased what was the family property from the Board to continue grazing. The two sisters and brother continued to live on the property.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. He established Pleasure Grounds on part of the property attracting groups of Sunday visitors from Melbourne's inner suburbs. Visitors enjoyed a picnic area, pony rides, a dance hall and a tap room. Young men would ride their BSA or Harley Davidson motorcycles to the property which led to regular club-organised hillclimb meetings between 1930 and 1936. In 1935 Clinton offered the use of his property to the Light Car Club of Australia for their hillclimbs. The track was sealed that same year and the hillclimb at Clintons Road was one of only three specially designed bitumen surface hillclimbs in the world, the others being Shelsey Walsh and Prescott Hillclimbs in the UK. In 1935 Clinton offered his property to the Light Car Club of Australia for their hillclimbs. In February 1937, the first Light Car Club of Australia hillclimb meeting was held at Rob Roy. Jack Day achieved the fastest time that day for the 760 yard (695m) track at 36 seconds in a Ford V8 engined Bugatti Special. At first the climb was just a dusty gravel track, but in 1939 it was up-graded and bituminised. Today the 695 metre track begins on a slight incline, proceeds through a sharp right turn, which formerly passed a rusty iron shed, now remembered by the name Tin Shed Corner. The track continues down a slight incline to a level stretch along the top of an embankment holding back a half-acre (0.2ha) dam, then up to a one-in-three gradient. The track then winds uphill through several left turns to the finish line. In 1939 Frank Kleinig reduced the record to 29.72 seconds in an MG Hudson. Throughout World War Two the Rob Roy Hillclimbs were suspended, but were resumed in 1947. The hillclimbs consistently attracted crowds averaging 500 to 600 people, peaking at 2000, until the hillclimb was destroyed by the 1962 bushfires. The meetings included nine Australian Hillclimb Championships, with the first in 1938 won by Peter Whitehead in his ERA. Eight of the Outright and Class record holders were Australian Grand Prix winners including Jack Brabham, who became a triple F1 World Champion. The Light Car Club of Australia held 61 meetings at Rob Roy. Events usually included Touring, Gran Turismo, Production, Sports, Racing and Vintage cars and in the latter years Go-carts. These meets suddenly stopped after the 1962 bushfire destroyed the access bridge on the property leading to the track area, although fortunately Clinton saved his home. The club then established the Lakeland Hillclimb venue close to Lilydale.3 From 1979 to 1987 the MG Car Club ran hill climbs at the Templestowe Hillclimb until the land was to be sub-divided. In 1991 the MGCC approached the Shire of Nillumbik about using the derelict Rob Roy venue. In 1992, after much lobbying, the club signed a ten-year lease from Melbourne Water, which has been renewed. The original track was faithfully reconstructed. Access roads were improved and guard rails were installed on the causeway. Permanent structures were rebuilt and tonnes of rubbish removed. This was made possible by an immense amount of voluntary work by MGCC members and financial support from the newly formed Friends of Rob Roy. In February 1993 the first Return to Rob Roy Historic Meeting was run with a huge spectator attendance of around 1000 enthusiasts. In September 2007, the Nillumbik Shire Council gave the hillclimb heritage protection. Soft drink came in bottles bought at the local grocery store or at a large city store on a shopping expedition. The shape of the bottles changed as did the stopper used to seal it. Len Parker's Bedford truck is featured in one of the public art mosaics in Were Street, Montmorency. Mr Parker by Grace de Visser (EDHS Newsletter No. 249, December 2019) Len Parker was a regular sight around the district for almost 40 years, selling fruit and veggies from the back of his truck to his regular customers between 1939 and 1978, first in a 1927 Chevy then a 1949 Bedford truck. Len’s connection to the Eltham district started long before he was born. His father Fred first came through the district in the early 1900s. With horse and cart buying and selling what was available at the markets using his mothers’ home in North Melbourne as his base. Fred settled and developed a market garden in the rich soil along the creek at Watsons Creek, Christmas Hills in 1903. Ada Watson was almost five years old and one of eight siblings aged two to sixteen, when her Grandfather and Father both named Christopher Watson brought the Eltham Hotel and they moved from Richmond. Ada’s mother was formerly Emily Silk whose parents Martha and John Silk had been farming in Eltham around 1858 and much later a dairy farmer in Fitzroy. In 1917 at St Margaret’s Church Eltham, Fred aged 44 married Ada aged 35 who was still living and working at the Eltham Hotel. Six years later Ada died from cancer leaving Fred with two small children, Rose five and Len three. Len as a young boy, like his father before him worked the land with horses, growing vegetables, mainly potatoes, cabbages, pumpkins, beans, and tomatoes, selling the excess at the market. Len took over from his ageing father Fred, who had established similar rounds selling door to door with a horse and cart. Len preferred mechanical horsepower to the real kind! In 1939 at the age of eighteen Len brought an old 1927 Chevy Truck. He was taught how to drive it and two weeks later got his driver’s Licence. The Chevy truck had an old wagon on the back with no doors, only hessian bags to keep the wind out! Len had paid 75 pounds for it, kept it for ten years and sold it for the same price! Len’s blue 1949 Bedford was brought new in 1950 for 900 pounds with only a tray back on it. Straight away Len had a wooden frame covered with canvas added, with a roll up front and back. In later years, more solid sides replaced the canvas. Benches were added to hold the boxes of fruit and vegetables, with room to move in the middle, a fruit shop on wheels. Len had large scales attached to a box for weighing the fruit and veggies and many a district baby was also weighed on them. Len would stop at customer’s homes, take their orders and with his big cane basket on his arm deliver their order to their door. On his rounds he always wore a big soft back leather apron and a black or navy beret. If it was cold, he wore a ‘bluey’ jacket on his tall slender frame. Len would go to the markets early Thursday morning, only buying what was not grown at home or brought from his brother in law’s orchard. On his way home Len would start his ‘rounds’ in Lower Plenty and then Montmorency and parts of Eltham. Friday’s regulars were in Research, Kangaroo Ground and Panton Hill. Saturdays were Panton Hill and Christmas Hills. When Len retired in 1978, due to changing social times, women were working more and supermarkets starting to take over; his ageing truck was retired too. In 1999 his son Jim had the Bedford restored, Len was very happy to see ‘Beddy’ all shiny and new once again with just a tray back, like when it was new. Jim still drives the ‘Beddy’ to Heritage Truck shows twenty years on. Len married, had five children and lived most of his life, (except during World War 2 when he served in New Guinea), at Watsons Creek, Christmas Hills dying there in 2006 and is buried at the Kangaroo Ground cemetery with his wife of 64 years, Stella nee Tosch 1917 - 2007. The Strachan family is distinguished in the Geelong wool industry. James Ford Strachan, born in Scotland, established a very successful wool broking business and his sons carried on his work.Wooden case with brass handle lined with green felt containing one sliding box camera, with a brass fitting for a lense, a removable glass focussing screen, which conseals the removable lense inside the camera. William Hill Irvine was born 6 July, 1858 in Newry, County Down, Ireland. He arrived in Melbourne December 1879 and taught at Geelong College. He was admitted to the Supreme Court in 1884 having qualified from Melbourne University and practiced in Melbourne. In 1891 he married Agnes Somerville Wanliss and they had one son, William Mitchell (1901 Armadale) and two daughters, Beatrice Wanliss (1899 Armadale) and Agnes Somerville Wanliss (1903 Armadale). Sir William Irvine sat in the Victorian Parliament (as Liberal Member for Lowan) from 1894 to 1906 and was Premier of Victoria from 1902 to 1904. He then switched to Federal politics and sat in the Commonwealth Parliament (as Liberal Member for Flinders) from 1906 to 1918. He was considered a potential Prime Minister, but his abrupt manner and hard-line conservatism (particularly his attitude to a railway strike) made him unacceptable even to many Liberals: he was known in Parliament as "Iceberg Irvine". He lived at Richmond, but in 1908 purchased land in Laughing Waters Road at Eltham, where he built the house ‘Killeavey’, initially as a weekend retreat. The site, a peninsula surrounded on three sides by the Yarra River, is of geological importance and has considerable cultural significance to the Wurundjeri. In 1912 Sir William moved to Killeavey and in 1913 purchased more land, extending his property to Reynolds Road. In 1923 he shifted to Toorak, donating Killeavey to his daughter Beatrice as a wedding gift. Sir William was a founding member of the RACV and was Acting Governor of Victoria from 1931 to 1934. William Hill Irvine was born 6 July, 1858 in Newry, County Down, Ireland. He arrived in Melbourne December 1879 and taught at Geelong College. He was admitted to the Supreme Court in 1884 having qualified from Melbourne University and practiced in Melbourne. In 1891 he married Agnes Somerville Wanliss and they had one son, William Mitchell (1901 Armadale) and two daughters, Beatrice Wanliss (1899 Armadale) and Agnes Somerville Wanliss (1903 Armadale). Sir William Irvine sat in the Victorian Parliament (as Liberal Member for Lowan) from 1894 to 1906 and was Premier of Victoria from 1902 to 1904. He then switched to Federal politics and sat in the Commonwealth Parliament (as Liberal Member for Flinders) from 1906 to 1918. He was considered a potential Prime Minister, but his abrupt manner and hard-line conservatism (particularly his attitude to a railway strike) made him unacceptable even to many Liberals: he was known in Parliament as "Iceberg Irvine". He lived at Richmond, but in 1908 purchased land in Laughing Waters Road at Eltham, where he built the house ‘Killeavey’, initially as a weekend retreat. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. Margaret Picken (1950-) trained and worked as a cartographic draftsman from 1968-1975 within the mining industry. These skills were readily transferable to work as a property illustrator for the real estate industry. Process: “Sketches were ordered by phone initially as there were no mobile phones or computers then. I would take our 2 year-old son with me to the houses when the other 2 boys were at school. I photographed houses with a Polaroid camera and made a ‘thumbnail’ sketch while there. The photos were used to scale off a sketch in pencil and then that sketch was overlaid with drafting film and the ‘pen and ink’ was completed. This process was the only one I used the entire time. Polaroid photos gave an instant usable photo. I then delivered the sketches by hand to the offices. There were deadlines each week on a Tuesday.” “… about 2003 coloured photos began to take over the sketches and mainstream companies replaced sole traders like myself providing a one-stop shop for all advertising. This architectural drawing is one of a series created by Margaret Picken for a range of real estate agents in Melbourne between c.1983 and 2005. Each work is signed and dated. Margaret Picken approached a number of historical societies in July 2020 with a view to donating her work. Sketches for post code 3127 are held by this collection. Others for suburbs including Ashburton, Balwyn, Camberwell, Canterbury, Blackburn, Box Hill, Burwood, Glen Iris, Hawthorn, Kew, Mont Albert North and Nunawading have been donated to the relevant historical group in those suburbs. An item forming part of a collection of costumes, photographs and documents relating to the Weir family who lived in a mansion, originally named Illapa, at 84 Princess Street, Kew, from c.1917 to 1950. This historically significant collection includes items relating to both George Weir (1866-1937), his wife Edith Mary Weir (1867-1948) and their children. George Weir attained national prominence in the mining industry, becoming General Manager of the North Broken Hill Silver Mining Company in 1903 (later renamed North Broken Hill Mining Company 1905-12, and North Broken Hill Ltd 1912-1988), and subsequently President of the Mine Owners Association. He was to remain General Manager of North Broken Hill Ltd until his retirement in 1926.Studio portrait of George Weir in cabinet card format. The photographer was G. F. MEYER COLLECTION - FALLS CREEK PHOTOS In 1947 a determined group of like-minded State Electricity Commission (SEC) staff including Ray Meyer, the chief surveyor of the Kiewa Hydro-Electric Scheme, had a common interest that revolved around the skiing potential of the snow-covered high plains which included what is now the resort of Falls Creek. The six SEC employees, Toni St Elmo, Ray Meyer, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson (together with their families) banded together to secretly build a 'hut' that was the first ski lodge at Falls Creek. Using a road built in 1930s to gain access to Falls Creek, their hut project was carried out in secret as efforts by other skiers were blocked by H.H.C. Williams – the engineer in charge of the Hydro Scheme. In 1946 Ray Meyer made a trip to the Lands Office in Melbourne. He came away with a 99-year lease on three acres that was ideally suited for a hut designed by Lloyd Dunn. Adrian Ruffenacht (Design Engineer for the KHS) had suggested where the group should build because of easy access to a spring for water. Much of the building material required was scavenged from derelict huts on the high plains. Due to the need for secrecy, the determined group worked on the hut in the evenings and weekends to avoid detection. During the building period the group had met at Echidna Rock (now known as Eagle Rock) where Skippy St Elmo announced, "This is my favourite ‘Skyline’.” And so the first lodge in the area at Falls Creek Ski Resort came into existence. With the development of the International Poma in the 1970s, the Skyline Lodge, which was sited between the ski-lift’s pole one and pole two, was demolished. However, the legacy of Ray Meyer, Toni St Elmo, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson and Skyline lives on in the vibrant atmosphere of Falls Creek Resort. The MEYER COLLECTION documents developments on the Kiewa Hydro Scheme and their life at Falls Creek from the mid 1930s to 1960s.These images are significant because they depict aspects of the life of a pioneering family of Falls Creek and the founders of "Skyline", the first lodge at Falls Creek.Two black and white images of John Meyer skiing near Wilkie and Basalt Hill, Bogong High Plains. Wilkinson’s Hut (Wilkie) was built for the SEC in the summer of 1932-3 to accommodate the snow research program manager. The cottage was sited next to a hydro-meteorological station, set on stilts above the snow. It was not a refuge hut but a permanent residence for all of the year. The work carried out there included operation of a meteorological station at the cottage, measuring the snow depth and density along two pole lines, and operating stream gauging stations in the area. The engineers stationed there included Adrian Rufenacht (1934-6), and Norwegian Martin Romuld (1936-42) Romuld was a champion skier, constructing a ski-jump and a grass tennis court near the hut during his residency. Adrian was one of the founders of 'Skyline". The hut was sold in 1948 to the Victorian Ski Club and renamed Wilkinson Lodge. Robert Wood Wilkinson, best known as 'Wilkie, was the 'Father figure' of Victorian skiing. Robert Wood Wilkinson died on May 22, 1939. The hut was resold some 12 years later to the Melbourne Bushwalkers club. In 1983, the National Parks Service described the building as an old SEC hut which had been purchased and, afterwards, maintained and occupied solely by the Melbourne Bushwalking Club.
