The aim of this report is to provide a preliminary overview of archival files held by the PRO which were research October 1997. Research was conducted into selected files in the series VPRS 1694. the files largely contain correspondence relating to the mangement of the Aboriginal reserves, the condition of the Aborigines, land use and policy development. Document types also include general inward and outward correspondence for the Board for the Protection of Aborigines (BPA) individual stations which often contain attendance lists inventory lists and contracts for the supply of goods. The Royal Commission into Aboriginal Deaths in Custody was establishned in October 1987 in response to growing public concern that the deaths in custody of Aboriginal people were too common and that explanations failed to assure people that Aborigines were not subject to pressures beyond those normally experienced by persons held in custody. Westbourne Grammar Heritage Collection

This reproduction photograph was donated at a major reunion in 2008, organised by students of the school from the 1950s. It pictures Mabel Molland and a young student at Monomeith, home to the school since 1956. Monomeith is a Victorian Heritage Register listed (VHR number H0452), italianate styled brick villa, built in 1887 for one of Williamstown’s most important identities, James Styles. Styles’ distinguished career in public life included membership of the Williamstown Council, a stint in state parliament as the Member for Williamstown (1894-1900) and, in 1901, election to the first commonwealth parliament as a senator. During the 1890s he was also a commissioner of both the Melbourne Harbour Trust and the Melbourne and Metropolitan Board of Works and one of the trustees of the Williamstown Grammar School. The property comprises the residence designed by W Bennett Hall and built by James Styles in 1887 and the former migrant hostel buildings (now administration and classrooms), erected around 1951 by the then owner the Melbourne Harbour Trust, and intended to house migrant workers during the dredging of Port Phillip Bay. By the 1950s, the School had outgrown its home at Holy Trinity Hall and Mabel Molland reached out to Mr. Keith White, president of the Parent's Association and well-respected member of Williamstown Council for assistance. In 1956, following lengthy negotiations led by Mr. White, Monomeith was leased from the Melbourne Harbour Trust under a seven-year lease, which eventuated as a twenty-one year lease, followed by purchase of the property in 1972. Since then this historic building has come to be a much-loved symbol of the history of Westbourne Grammar School. This is a rare image of Mabel Molland at Monomeith, taken in the year prior to her retirement having taken over the school in 1914 and then set it on a path for the future as an incorporated company in the hands of a school council, with Mr Keith White as president, in 1956. St Patrick's Catholic Church Elaine closed in 2013. Originally known as "Stony Rises" Elaine could once claim the largest Catholic church congregation in the Meredith parish, due to the extensive mining activity in the area. At the time the population of the district supported three hotels and 4 churches and the town was served by a water supply from a reservoir at Lal Lal. Elaine in common with other rural communities has lost many of the services that were once available, but it still retains a well maintained Catholic church and Public Hall as well as a Hotel, Post Office, General Store and Service Station. (http://www.parishofmeredith.org.au/elaine_h.html, accessed 04/03/2014) The St Patrick‘s Church at Elaine was opened on Sunday 28th, November, 1909 and a report appeared in the Advocate on December 4th, 1909. "On Sunday last the Very Rev.Dean Phelan, V.G., blessed a new church at Elaine, in the parish of Meredith. The church, which was built by a local firm, Messrs. Smith Bros, is a weather-board building on brick foundations, and gives a clear seating accommodation of 50 feet by 25 feet, independent of sanctuary, sacristy, and porch. After the ceremony, which commenced at 11 o‘clock, the pastor of the parish, Rev.M.Murphy, celebrated Mass, and the choir from St.Joseph‘s, Meredith, sang in a highly creditable manner portions of Weber‘s Mass, also a hymn to St.Patrick, under whose patronage the church is placed. The financial statement made by Fr.Murphy showed that the entire cost of the building, alter, seats, etc, was $1103.10; that $620 had been subscribed previous to the opening, and over $140 received on Sunday, including $20 from his Grace the Archbishop, and $10 each from the Dean and Fr.Murphy. After Communion the Very Rev.Dean Phelan preached on the necessity of a church as a dwelling place for God in His Eucharist Presence. According to The Geelong Advertiser on 25 July 1928: One of the largest congregations that has ever been in St.Patrick‘s Church attended on Sunday last, the occasion being the consecration of a memorial window to the memory of James Connell, who died in his 25th year in February last. Deceased was the youngest son of Mr. and Mrs. John Connell, respected residents of Elaine. He was loved and respected by all sections of the community, and was closely connected with all sporting bodies. Friends of the deceased and the family were present from Ararat, Stawell, Ballarat, Melbourne, Geelong and all the surrounding districts, also members of other denominations. A few noticed were Cr.C.C.Austin, Mr.H.Young, Mrs.A.Bowers, Mrs.Gray, Mr.and Mrs.R.Norgate and others. The stained window was made by Brookes Robinson in Melbourne, bearing the image of St.Patrick and the inscription thereon “To the undying memory of James Connell, who died 3.2.28 R.I.P.” The beautiful window was kindly placed in position by Mr.Bill Smith, Meredith. High Mass with full ceremonies was offered by Rev.Fr.F.Conlon,P.P., Meredith, with six alter attendants from St.Josephs School, Meredith. The Meredith choir, with Mrs.R.Grant organist, assisted by Miss K.Johnson (violin) rendered beautiful music, the principal parts of the singing being capably handled by Mrs.Thos Brady, Father Conlon took as his text, “Blessed are the dead who die in the Lord. From henceforth now, said the spirit, that they may rest from their labors, for their works follow them.” With well chosen remarks Fr.Conlon touched feelingly on the many qualities of the late member. First as a good son; secondly as a good citizen and sportsman; thirdly as a good child of the church. The site specific sculpture is located at the entry to the office of Nillumbik Shire Council. It was commissioned in 1994 by the Shire of Diamond Valley for their 20 year celebration. Baines was chosen from a short list of three artists. He is an internationally renowned artist, particularly in the field of gold and silver smithing. 'Transaction' takes on the visual and aesthetic vocabulary of its surroundings. It is a statement of the geometry and idiosyncrasy of its immediate site. The series of arcs are reinterpreted into longitudinal curves in the sculpture. It is a transaction between the place and the anticipated entry to the building. The title also suggests the flow of civil and administrative procedures that take place daily within the Shire's offices. A large cascading form in stainless steel. Multiple rows of concave dishes set on long steel stems, which progressively increase in size as they rise in height. The work plays elaborately with perspective, and its repeated shapes are arranged in a orderly mathematical series. It faces a wheelchair ramp lined with polished steel rails, and is integrated with the architectural features of its forecourt setting, for which it was designed. The piece is sited in a small garden area and can be viewed from within the building's foyer. In bright sunlight, its dish-shapes cast elliptical shadows across walkways and lawns. Eltham was a creative hub during the twentieth century, attracting innovative visual artists, architects, writers and film makers to collaborate, forging lifelong friendships and artistic legacies. Skipper produced this bronze sculpture of friend, Composer George Dreyfus for the then Shire of Eltham Art Award. Matcham Skipper (b.1921 NZ - d. 2011 Melb.) was a renowned local sculptor, jeweller and builder and an accomplished teacher, designer, ironworker, and photographer. His work is held by many museums and public collections in Australia and overseas. He was a long term resident of Montsalvat in Eltham with his family deeply involved in the building and evolution of this artists colony, which was the vision of architect and painter Justus Jorgensen. George Dreyfus (b.1928 Germany - arrived 1939 Aus) is an Australian contemporary classical, film and television composer. He has composed numerous film and television scores, including Tim Burstall's 'The Adventures of Sebastian the Fox' (1963), 'A Steam Train Passes' (1974), 'Rush' (1974), 'Dimboola' (1979) and 'The Fringe Dwellers' (1986). It was the score for 'Rush' which brought him wider recognition. He has written four operas, two symphonies, chamber music and film scores spanning five decades. Dreyfus is well known for having worked with the late director, writer and producer Tim Burstall, a key figure in Australian postwar cinema and local who lived in Eltham. Burstall was instrumental in rebuilding the Australian film industry in the 60s, creating groundbreaking Australian films including 'Stork' and 'Alvin Purple'. He emigrated to Australia on the ship 'Ballarat' in 1853 on arrival in Victoria he entered Government service and worked in the Warrnambool and Belfast districts until 1857. He then left the Public Service and commenced private practice. In 1850 Nathaniel and Henrietta Heybourne were married on July 17 at Hillingdon Parish, Middlesex, England. In Belfast Victoria he designed St Johns Church of England, the Bank of Australasia, and worked on St Patricks Catholic church from plans by English architect Hansom. He died on January 29 1910 in St Kilda, Victoria, Australia. This is an Aboriginal artwork that depicts a Goanna Totem. Designed by Ballarat-based, Gunditjmara artist Aunty Diana Nikkelson, the design is inspired by the artist’s totem and is a tribute to the first artists of the region, the Wadawurrung people. It acknowledges Aboriginal survival and the dynamic regeneration of the Aboriginal art and culture in the region. The artwork is in-set to the basalt paving along Police Lane by a series of etched footsteps, which evolve from human footprints to goanna prints as viewers approach the rear of the Art Gallery of Ballarat. The artwork was originally located only outdoors and half of it was brought into the Art Gallery of Ballarat in 2011, when the former Federation Plaza was enclosed to form the Art Gallery of Ballarat's McCain Annexe. The artwork was created in 2006 as part of the cultural festival of the Commonwealth Games. This memorial commemorates the ideas of mateship through using the legend of the Pikeman’s Dog. According to the legend, the Pikeman's Dog 'Wee Jock' stayed by his masters side during the Eureka rebellion and stood guard over his body and grave. The dog was awarded a Purple Cross by the RSPCA for service to humans in 1997 and a bronze life-size sculpture commemorating him was unveiled on December 3rd 1999 at the Anniversary of the Eureka Stockade Rebellion, in Ballarat, Victoria. The bronze Irish Terrier has an expression of his sadness with his his head turned towards the place where once his master stood. This statue was relocated from inside the Eureka Centre to a more prominent position within the Eureka Stockade Memorial Park when the Museum of Democracy at Eureka (M.A.D.E) was constructed. The new memorial was unveiled at a ceremony on December 3, 2014 - the 160th anniversary of the Eureka Stockade. The new memorial consists of 22 large golden stockade posts – representing the number of diggers killed in battle – erected in a triangle behind the statue of Wee Jock, the work could be viewed from the cafe area of the Museum of Australian Democracy at Eureka. The triangular shape of the monument is metaphorically symbolic. The V shape can be interpreted as symbolising victory, and the 22 golden posts represent the 22 diggers who were killed. At the time of awarding the building the new memorial in July, the sculpture artists Charles Smith and Joan Walsh-Smith were quoted: “This ‘new incarnation’ will be a much more significant memorial than the original, and much more accessible to the public,” they said. “We have set the golden stockade post/poles in a graphically precise angle to each other, which both leads the eye to the dog and the pike, while, at the same time, creating a sense of controlled visual ‘unease’. The Ball Court Hotel was built in the late 1870's by John Cahill. It remained with the Cahill family until World War 2. The Lupson family were the hoteliers for 20 years after WW2 and in 1973 the McPhersons rebuilt the interior and added air conditioning to the building. The Ball Court Hotel is the only surviving hotel from Sunbury's early settlement.A coloured photograph of the side view along Macedon Street of the Ball Court Hotel showing the public bar in the original building, the Take-away area and the bistro. There are three windows and a door in the original building. The take-away section has a shop front facade and the bistro entrance has two double glass doors. All doorways are covered with a cantilever brown and white canvas awning. The original section of the Ball Court Hotel despite many exterior changes has not over the years undergone great structural changes since it was originally built in the 1870's by John Cahill.A coloured photograph of the original part of the Ball Court Hotel on the corner of Jackson and Macedon Sreets.
