Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Articles written by students of their first three semesters at Ballarat University College. They were Intake 14 of the Graduate Diploma in Occupational Hazard Management. The collection was called "Three out of Four Ain't Bad". Many references made about individual students and lecturers. Lecturers mentioned were Steve Cowley, Dennis Else, Eric Wigglesworth and Derek Viner. Lloyd Lindsay Competition In 1873 Colonel Loyd Lindsay introduced a prize for mounted riflemen. The initial experimental competition was a great success and it was for many years a feature of the various shooting programs. The conditions in 1873 required that sections of four mounted men were to ride about three quarters of a mile, taking two flights of hurdles in the course, and were, while dismounted and their horses either linked or held by alternate files, each to fire five shots at 200 yards standing, and the same number at 400 yards in any position. There was a time limit of twelve minutes, and the rifle, of any Government pattern, had to be carried on the back or slung to the saddle. 13TH GIPPSLAND LIGHT HORSE HANDSOME TROPHIES ON VIEW Thery are on view in the window of Mr. A. W. Bennett, Jeweller, some handsome trophies which were pre sented to the 13th (Gippsland) Light Horse, and which are worthy of the admiration they have elicited. A handsome pair of solid silver candal abra, presented to the officers mess of the Regiment by Mrs. Norman Mc Lean in memory of her husband, the late Lieut. Norman McLean, who for many years was a member of the re giment, are a fine piece of workman ship and valued at £200. The silver cup donated by the same lady for competition amongst the Regimental troops, is also very handsome. The late* Hon. .William - Pearson, M.L.C., who was Honorary Colonel of the 13th (Gippsland) Light Horse Re giment, presented a handsome silver cup. for competition amongst the' troops of the 'regiment, Iand teams will compete 'for it annually at the camp of continuous training. These items were regular elements of a Scout Master's equipment. The hat badge and the woggle were specifically part of the Leader's uniform and differed from similar uniform items of younger or more junior scouts. The first proposal to form a Scouts Corps in Wodonga was raised at a public meeting in Wodonga in November 1909. One of their earliest activities in January 1910 was a march from Wodonga to Bright and return with Scouts from Albury. This first Troop was probably called the 1st Belvoir Scouts. Several other attempts were made to form Scout Troops in Wodonga over the ensuing years. In 1929 the Boy Scout Movement was taken up seriously at Wodonga by approximately 40 boys, together with 30 Cubs (juniors). However this was short-lived. Over the following decade several Scout Troops were formed but lapsed and several Wodonga boys joined the Albury Scout Troop. In 1939 Mr Ray Foster, with eight members put the Scouts on a more enduring basis. Their meeting place was a room below the Water Tower. During the early 1940s the 1st Wodonga Scouts struggled for Leaders to run the activities because so many people were caught up in the Second World War (either overseas or domestically). Mr David Mann gathered together all the small scouting groups in the Wodonga area and turned them from disorganised and disconnected groups into one scouting unit. He led the Scouts in their formative years and went on to become the 1st Wodonga Scouts first King's Scout. He had a long association with the 1st Wodonga Scouts and all the district scouting troops over the following decades. David Mann was also instrumental in the late 1940s in working for a Scout Hall to be built in Reid Street, Wodonga to secure a permanent home. A four motor bogie drop centre combination tram of the Melbourne W2 class. Body built by the James Moore and Co. of South Melbourne as a W2 class tram. Delivered to the MMTB Preston Workshops where the electrical and mechanical equipment was fitted. Issued to traffic 18/4/1928. Allocated to Essendon Depot. The tram was part of the Transporting Art project suggested by the artist Clifton Pugh (1924-1990) in Jan. 1978 to the Lord Mayor of Melbourne Cr. Irvin Rockman. The concept was enthusiastically supported by Victorian Premier Rupert Hamer. Clifton Pugh's tram was the second tram to appear. Described by the artist as "The apostle birds in flight, as if the tram has run into a group of them and they're flying along the sides. Then I found the route was to be through Collingwood and Hawthorn football territory and one cannot be one-eyed in that worlds, there are a magpie and a hawk on each side." The tram was retained by the State and stored until 2015 when it was transported to the Museum's Offsite store. Formal ownership was transferred to the Museum during 2019. Conservation planning for the tram's return to service and the restoration of the artwork is underway. 1986 - withdrawn from service following a minor accident and stored. In 2015 tram relocated to the Museum's offsite store and during 2019 transferred to ownership of the Museum. See btm.org.au/trams/504.html for further detail. This dress was worn by Brighton's first female mayor, Councillor Di Lopez, to a Mayoral Ball held at Brighton Technical School in 1977. Diane Margaret Lewis completed a law degree at the University of Melbourne, later marrying one of her classmates, criminal lawyer Ramon (Ray) Lopez. When she decided to run for the Brighton City Council in 1975, she was seen as an outside chance. Undeterred, she rallied a small group of friends and supporters and set out on an extensive door-knocking campaign that won voters to her side and successfully unseated former mayor Keith Devenport. She went on to serve two terms on council from 1975 to 1981. Di initiated many local projects, including the creation of a bike path along Nepean Highway and the first Brighton Festival, while balancing family life and a demanding ‘day job’ as personal assistant to Victorian Minister for Youth, Sport and Recreation Brian Dixon. She was a member of the Women’s Electoral Lobby and a champion for women’s representation, encouraging both Sally Allmand and Kate Harman to run for council (both were successfully elected). She advocated forcefully for an open, transparent local government in which ratepayers had the chance to participate and be heard. In 1976 Di became the first woman to hold the title of Mayor of Brighton, and she made it clear from the outset that she was going to do it her way. For the annual mayoral ball in 1977, ordinarily a staid traditional function, she chose a discotheque theme based on the Rod Stewart album Night on the Town, with a broad dress code of ‘black tie or jeans’: ‘You’ve got to get with the times,’ she said. ‘We want people to wear whatever they feel comfortable in.’ Di herself chose to attend in this knee-length chamois dress embellished with strings, ribbons, beads and feathers. It was both a fashion statement, exemplifying her colourful, flamboyant and forthright style, and a political one: a declaration of her intention to lead a progressive council, embracing the new and refusing to be hemmed in by dated traditions. In 2020 she was awarded an Order of Australia Medal for her service to local government and to the community of Brighton.This dress has local historical significance for its association with Brighton's first female mayor, Councillor Di Lopez, who wore it to a Mayoral Ball in 1976. The dress exemplifies her flamboyant reputation, modern outlook and willingness to break norms. At the time, the dress was a radical choice for a Mayoral Ball, where women typically wore formal evening gowns. With her choice of dress, Cr Lopez was making a public statement, breaking away from dated traditions and announcing her intention to bring the Mayor's office into the 1970s. In this way, the dress also points to the wider social and political changes taking place both in Brighton and across Australia during the mid-1970s.Three quarter length chamois dress circa 1974. Machine stitched with a v-neck and full length sleeves and an uneven raw hem, the dress is decorated with narrow thongs of chamois embellished with red beads and blue feathers. The open-fronted bodice is laced with red ribbon and the skirt is decorated with a large blue wool cross stitch and a combination of blue wool and purple ribbon cross stitch. The quilt was made by Ada Maud Allen, the grandmother of the donor. Mrs Allen was from a Queensland wool growing property and was a prolific wool quilter. She was noted for her quilt making and also made items such as dressing gowns. She exhibited at many country shows and with the Queensland Country Women's Association. The wool used in the quilt was from her own property. The Allansford Artificial breeders was commenced in 1960 As a business its main focus was on the improvement of local herds for local farmers.As a result of 32 district farmers meeting at the Allansford Mechanics Hall, the Allansford & District Artificial Breeders Co-operative Society was formed. The subscription for membership was £7 10s. The meeting was instigated through the efforts of Noel Garner, a Hopkins Point farmer, who was manager of No.1 and No.2 Warrnambool Herd Testing Associations, and Gethan Fenton, a field officer with the Warrnambool Herd Testing Association. Bill Quinlan, who had been a herd tester under Noel Garner’s management, became the first employee of the Artificial Breeders. WCB support was available from the beginning as a room was provided behind the factory offices and the AI fees were collected by the factory from suppliers’ milk cheques. In the first 12 months Bill worked alone with some assistance from Russell Learmonth and Roger Walsh, both Kraft employees. Both factories realised the benefits of herd improvement in view of their overall increased production so membership was encouraged. Semen from the best sires in Canada and New Zealand were made available and farmers also could soon see the benefits. The initial board of directors, unlike WCB beginnings, consisted entirely of farmers. These included Michael Melican (Wangoom), Gerald Mugavin (Wollaston), Noel Garner (Hopkins Point), Jim Halford (Naringal East) and Grant Warnock (Southern Cross). Membership grew rapidly and after one year there were 164 members with another 100 joining the following year. After a year of coping alone Bill was joined by Ray Eccles from Purnim and then Pat Gleeson, later a Warrnambool car dealer. John Fitzgerald became a part-time technician. These signs were attached to the entrance gates of users. In the mid 1970s it became known as the Warrnambool Co-operative and while it maintained a strong rural and farming focus a opened a retail store in Warrnambool in Timor Street in the 1970's which became the largest trading department store in the district. By the late 1990s they had 8000 members and employed 84 full time and 120 casual staff. It met a sorry end in the 2000's.This sign is a link to a business which had a large exposure in the latter part of the 20th Century. As such it has social and historical significance. This postcard was sent from France during World War One WW1 to Violet Holmes [mother and aunty of other WW1 soldiers], by the son of a neighbouring Ascot Tourello District Family, the Wrigley Family. Violet inherited "Sauchieburn" an Ascot property on the death of her husband William Holmes in 1914. On her death this property was to be left to their 4 children and administered by a relative till the youngest child turned 27. As young boys, Violet's husband William, and his brother Henry, lived with their Aunt Catherine Coghill and Uncle William Coghill at ‘Sauchieburn’ Ascot. The Coghills had no children of their own. He and his brother Edward started a stock and station business at Clunes. Henry and Violet Holmes subsequently inherited "Sauchieburn" from Catherine (nee Holmes) and William Coghill, direct descendants of the Coghills Creek, Ascot, Tourello pioneer settler Captain William Coghill [Jane Dyer, May 2024] Catherine and her brother Edward Carter Holmes drowned at sea.This is an extract from the Korumburra Times, Wednesday June 6, 1956: The fated travellers wrecked off N.S.W. ‘On May 29th, 1886 in bright moonlight the Ly-e-Moon, the pride of the Australian coastal fleet, broke her back on the treacherous rocks of Green Cape, off the NSW coast. Eighty souls perished within range of the beacon rays of the lighthouse, including representatives of the earliest families ever to settle in Poowong. The passengers. On the main deck, Mr Edward Holmes, a Poowong grazier and former owner of ‘Wombalano’. He had sold this property with the object of going to Queensland and settling there. The proceeds of sale amounting to 1,200 pounds in gold sovereigns were under lock and key in the Purser's Office. Mr Holmes, although advanced in years, had unformed plans to invest his money in some Queensland enterprise. In the meantime he would visit his married daughter and [his] two sons, who had previously settled in Queensland. With him on board was his widowed sister Mrs Coghill who had also accepted an invitation to go north. News of the shipwreck, means of communication being slow, did not reach Korumburra for nearly a week. By then all hope had been abandoned for the missing. Relations and friends thronged the Melbourne shipping office, but the answer was always the same - All passengers unaccounted for were presumed drowned. The letters of the completed banner were made by different churches within in the presbytery of Gippsland and spell a sentence, presumably, "BUILD YOUR CHURCH LORD!" Orbost was one of the churches that had the finished banner on display. 24 small banners with tabs at the top of each for hanging on a rod. 19 have large blue letters appliqued on them. Twenty two of the banners are roughly square and two are smaller and oblong. Three have no letters and are used as spacers in the four word sentence that the letters make. Toolern Vale only consisted of the Store, Post Office and shop, where you could buy your fodder, and pollard supplies, the Hall, the little Church and the bluestone School. The School changed shape three times from the 1800s[1869] til the time I went there. There was four generations of my family that went there and it was destroyed by fire in 1965. Marjorie nee Myers Butler. Yes, I remember along with it your lovely Ronisch piano. Mary, quite true! Marj what you say about the Ronisch piano. When I came the age to learn music my mum and dad couldn’t really afford it, but still what parents do for their children. They had Marj go along with them and pick this lovely Ronisch piano. It was known round the district. Everyone commented about the loss that lovely piano. After leaving school it was war time, 1939, then it was work, When I was 7 year old I was put out into the cow yard. In 1940 when the soldiers were going away our milk was confiscated it had to go to Bacchus Marsh. It used to go the Sunbury to be brine cooled and then go to Melbourne. Then they took it then to the Lifeguard Milk Factory at Bacchus Marsh. It had to go as condensed milk to the soldiers. This year is 50 years of the Land Army. I was an unofficial Land Army but they still kept check on me. I went onto married life and I followed the cows right through [howls of laughter] and we went on until the 1965 fire. That’s when we got out of the cows. Marjorie asks, was Granny Watts your grandmother or great grandmother? Mary: She was my great grandmother, the midwife of Melton. The 1965 fire started ¾ of a mile above our place, Frank Ryan’s sheds were burnt and his house was saved, then it wiped the School out, the Hall, the Church the Post Office and Store and little house that was Charlie Charlton’s in the early days. Mrs Wilson’s place was saved by the Fire Brigade by pulling boards off the side, and from there it went over the hill and it was stopped at the Rockbank Railway Station. If it had of got over the railway they said it would have gone into Werribee. A lot was burnt out in that strip. Mary nee Nixon Collins: 18 houses burnt that day. Audience question, did Melton get burnt that day? Ray: No. It came down through the Toolern Vale road and cut across about a mile and a half from the cross roads at Toolern Vale from north westerly to the south east and cut through over the Keilor road. Mary: It came in across the creek at Funstons in Toolern, then through Jim Minns. Dorothy was it your place then [nee Knox Beaty] to Ken Beatty’s and from there it went through to Doug McIntosh’s and to Cockbills and the wind changed and it came across to the railway line, and that is where they stopped it. [the cause of the fire was controversial, they had been burning off the night before and there was some talk of someone starting it. It was very hot and very strong wind, it was a terrible day] Ray: When the fire went through McIntosh’s they had a haystack on the north side of their house and the haystack got caught and the fire burnt a hole through the side of the house and the boys pyjamas on the bed. The house was saved. It came through like and express train roaring at you, I was at McIntosh’s when it went roaring past. You couldn’t see, dust and ash and tremendous heat. The fire started about 12 o’clock Jack [husband] said to me, fire, I said where, where? Just up the road, what have I got to do? and he went out and he had gone to the fire and left me. I tried to get the animals and I put out buckets of water, putting the buckets of water out saved my life. Chas Jones and another friend of his came in and they picked up the buckets of water, I thought I had better get out because the fire was on the haystack up the paddock and when I went to go out through the north side of the house and couldn’t get out, I’ll go through the front gate so I went around the other side of the house. I got caught there and Chassy Jones and his friend came round carrying the bucket of water and I panicked. He threw the bucket of water over me. Well that is what saved my life because I was damp, whenever we tried to leave the ball of fire came over me and over my shoulder and my hair was scorched. Chassy Jones lost his truck and Keith Watt his big truck because he had the water tank on it and they couldn’t get out of the yard. Granny Watt’s house, the first private hospital had condemned and Jack and I pulled it down and had it moved up to Toolern and had it in the yard a fortnight and it was all burnt and we didn’t get the shed we wanted. Every 13 years right up until Ash Wednesday fires, there has always been fire close at hand. The 1952 fire went down the back of the house, the 1965 fire took the house, and the house that I live in now, it is the third house that has been on that spot. When the Hunters owned it, Mrs Hunter was nearly burnt in her bed. They had a 13 roomed house. In 1924 the house burnt down, and there was another house was built there and that was the one that burnt down. Edna: So Mary built a brick veneer house. I got my Qualifying and Merit Certificate then I left School because there wasn’t a High School. When I was 16 I got and job in the Melton Post Office and I worked there, I was the first girl in Melton to deliver the mail, and worked on the telephone and the Bank business. Mrs Ross and myself behind the counter, there were about 500 – 600 people in the Shire at that time and now when I go into the new Post Office there is 36,000 here there’s still 2 people behind the counter [laughter from the audience] and wait in a queue right out to the door. Times haven’t changed much have they! There was a manual telephone and you had to ring the handle, and there were eight subscribers when I went there and when I left there were 46 I had coaxed that number to join the telephone, even the police station didn’t have the phone on. The two Hotels and the two Chaff mills and Mr Ernie Barrie, Parkers the butcher, the Shire Office was No 8, and the Police house was next to the Courthouse on the corner. They were number 9. I can remember a lot of the numbers still. The Post Office was the Agency for the Commonwealth Bank [comment from audience member] I used to do the Bank business too, I left after four years there, mother wasn’t very well. The Inspector who used to come up to the Post Office asked me if I would take up casual Post Mistress and to go around the different districts but I refused and when Mrs Ross’s holidays were due I was the replacement. I wasn’t 21. I loved my work meeting everybody and most people had horse and jinkers and when the elderly would come in there would be Mr Tom Morrow, he only had one arm and Mrs Dunn came from Bulman’s road in their horse and jinker. They were elderly I would see them pull up out the front and quickly get their mail and run out to them because they didn’t have to get out of the jinker to tie up their horse. If someone had a baby in arms I would tear out and hold the baby while they got down. Mrs Ross was very very strict. I had to sweep the Post Office, she had a couple of mats and there would be a threepence or a sixpence under the mats show she knew whether I lifted the mat, I was whether I was honest or not. Graham: How much were your wages? I got 27/7 pence a week for a 52 hour week. I had to work every holiday except Good Friday and Christmas Day and even when it was Monday holiday I always had to go to work from 9am - !0 am, the Post Office was always open. In the winter I had to wait until twenty past six in case there were any telegrams to deliver. I delivered them on a push bike. One time Tom Barrie told me this years afterwards. I used to go home for lunch. We lived on the Keilor road and I used to ride my bike home. On the hot days the boys used to go and swim in the swimming pool down near a turn in the creek there was a hole where the boys would swim in the nude, they didn’t have any bathers and they didn’t have any watches in those days. Tom Barrie said they always used to watched for me as I was always about 3 minutes past 1, my lunch hour was from 1-2. One particular day they missed seeing me and swam on, and of course they were all late for school when they got back and were all kept in a night. I did get a fortnight holiday. I loved my work and I knew everyone in the district right from Toolern Vale to the Marsh and everybody at Melton South. Did you listen into conversations on the Switchboard? Oh no. [laughter] Melton did not have electricity then. I had to fill the lamps everyday with kerosene. The Staughton Memorial was outside the Post Office. It had four posts with the chain looped around it, and that’s where the people used to tie up their horses. Marjorie nee Myers Butler comments about sitting and swinging on the chains. Mr Fred Coburn lit the acetylene gas light in the Memorial. It was the only streetlight in Melton. There was no electricity until 1939. Ray Radford comments about another gas street light which was on the corner of Station road. [later] Mary passes around her school photos. Mary mentions the names of those who have passed away, Maisie McDonald, ,Marian Wraith, Hilda McCreey, and Valda McDonald. I have written the names on the back. Marjorie comments about Marie Jongebloed and Greta are the only two girls left out of big family of ten I think there were [hesitates] 4 or 5 girls and the rest were boys. Mary. Flora Woodley, Dorrie Flynn and Margaret McDonald are still alive. They are my age we were all born about 1907. Marjorie points out herself in a later photo [1921 and 1922 School ] Mary mentions the name Walsh and identyfies following names, the Parker boys, Ken Beaty, Malc and Linda Cameron, Maisie Mc Donald, Ted Radford, George Nixon, Norman Minns, he was later the Shire Secretary of Werribee. One of the Woodley girls. [Maisie Arthur] Marjorie: Rosie Shearwood, June Whiting Mary. Lily Mc Donald, she has passed away. Isabel Harrison nee Tinkler, she lives at Werribee, Doreen Rogers, Marjorie Walker, Jess McIntosh, Mary Gillespie. Mr Malone was the Junior teacher Mr Roe and Miss Cooke. Information on the life of Legatee Frank Doolan from a eulogy in 1988. Legatee Doolan was a very active Legatee, starting within the first year of Legacy when he was nominated by Bill Laver and Charles Copp in 1924. While he never sought 'office but he was always there - in the background - able and willing to actively serve'. In World War 1 he enlisted in November 1917 and served with 1st Division Signal Company and in France. After Armistice he attended a course for young AIF surveyors at the British Ordnance Headquarters at South Hampton designed to bring skills back to Australia. Famously it was Frank that proposed that the spirit of Legacy is service to the widows and children. "Here it received its soul. The thoughts transmitted to the Board by this quiet man." He was Legacy's link to the Big Brother movement that was sponsoring bereft children in England to be sympathetically housed in Australia. He was a foundation member of the the first boys' gymnasium class and of the literary and debating class. He worked with the Intermediate Legacy Club for it's entirety He was part of the Legacy team who worked enthusiastically for the establishment of the Shrine. It was his technical skill as a surveyor that enabled the ray of light to shine on the Stone of Remembrance at 11 am on 11th November. Also to solve the complication of daylight saving in 1976 by positioning two mirrors. For this he was awarded the British Empire Medal. Born in 1896 at Armadale he was educated in Ballarat and South Melbourne. He obtained his qualification as a licensed surveyor at the Working Men's College (now RMIT) in 1919 on returning from war. He was partner in 'Doolan and Goodchild' through the hardships of the Great Depression. Then joined firm of Mendell, Gillespie and Charleman - being supported by Legatee Jim Gillespie. He went on to Lecturer of surveying at the Working Men's College from 1926 to 1938. Then he was assisted by Legatee Alan Murray to a position with the Valuers Section of the Department of Interior. In 1953 he was promoted to be Chief Property Officer for Victoria retiring in 1961. The page from the Bulletin from 18 August 1988 shows the names of many donors that had paid tribute to Frank. A few sentiments were included by some: 'A quiet, loveable and outstanding Legatee.' 'He was my friend, guide and mentor during the 14 happy years I spent in Legacy.' The information was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees.
