Frank Wright was a renown resident of Smeaton, where he was born. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. Stevenson screens were first introduced in Australia in the 1880s and were widely installed by 1910. The screens have been used to shelter and protect thermometers and other meteorological instruments from rain and direct heat while the holes and double-louvre walls allowed air to flow around them. Sometimes other meteorological instruments were included in the weather stations, so there were different Stevenson Screen sizes. This authentic, original Stevenson screen was previously owned by the Australian Bureau of Meteorology and was used for many years for weather readings at the Cape Otway Light Station in southwest Victoria. The Lighthouse Keepers recorded the readings for minimum and maximum temperatures at 9 a.m. every day from January 1865 until April 1994. The equipment was sheltered in a Stevenson Screen from 1902 until April 15 1994, when the mercury thermometer was replaced by a platinum resistance probe within an Automatic Weather Station (AWS). This Stevenson screen is one of the two screens that then became redundant. The other Stevenson screen was kept to display to visitors. Lightkeepers were no longer required at the Cape Otway Light station either, due to the automated system. The meteorological instruments donated with the screen were used for measuring temperature and humidity. They are mounted on a metal bracket that fits across the screw holes on the screen’s internal frame. The glass-covered Relative Humidity (RH) sensor was made by the renowned precision instrument maker, Rotronic AG of Switzerland, which was founded in 1965. The firm made its first electronic temperature and humidity instrument in 1967. Meteorological records have been collected in Australia from the 1800s. The records were collated, published and used as a basis for weather forecasts. Many sectors, such as maritime and agriculture industries, have relied on these figures for making important decisions. The quality and placement of the meteorological instruments used to measure temperature and humidity are of utmost importance for accuracy. In early colonial times, there were no national standards for meteorological instruments that would allow for accurate figures and comparisons. Once the Bureau of Meteorology was established (around 1908 to 1910) the department installed Stevenson screens throughout Australia, many at lighthouses and light stations, and the measuring instruments were standardised. The Stevenson Screen was named after its inventor, Scottish Civil Engineer Thomas Stevenson (1818-1887) who was also the father of Robert Louis Stevenson, author. Stevenson developed the small thermometer screen around 1867. It had double-louvred walls around the sides and a top of two asbestos sheets with an air space between them and was thickly painted with a white coating that reflected the sun’s rays. This design was modified in 1884 by Edward Mawley of the Royal Meteorological Society. Standards were set for the locations of the screens and instruments, including their distance above ground level and the direction the door faced.Stevenson screens played a significant part in providing a standardised shelter for all meteorological instruments used by the Australian Bureau of Meteorology from about 1910 until 1994. The readings from the instruments gave the meteorological statistics on which weather forecasts throughout Australia were based. This Stevenson screen was used locally at Cape Otway, along the Great Ocean Road in southwest Victoria, so contributed towards our local forecasts and weather warnings.Stevenson screen, original, from the Australian Bureau of Meteorology’s weather station at the Cape Otway Lighthouse. The screen is a white wooden cupboard with a slanted cover raised above the top. The top has ten drilled ventilation holes, and the sides and door are made of downward-slanting double louvres. Two brass hinges join the door to the lower edge of the screen and a metal fitting at the top edge allows for a padlock closure. The screen is supported on four short legs, each with a hole drilled from side to side for fitting to a frame. Inside the screen are two wooden frames fitted with hooks and screws. The floor has three boards; one across the back and one across the front at the same level, and a board wider than the space between these boards is fitted higher, overlapping them slightly. Inside the screen, a pair of electronic instruments with short electric cables is mounted on a metal bracket with drilled holes in it. One of the instruments is a Relative Humidity (RH) probe. It is 26 cm long and is a glass tube with a filter on one end and an electrical connection on the other. It has inscriptions on its label, showing that was made by Rotronic AG, Switzerland. The other instrument is a Resistance Temperature Device (RTD) thermometer. It is 22.5 cm long and has a narrow metal probe joined to a hexagonal metal fitting. A brass plate on the front of the screen has impressed inscriptions. The screen is Serial Number 01/C0032, Catalogue Number 235862.Stamped into brass plate "CAT. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. The postcard was sent by Harry Holmes who was a member of the Australian Imperial Force based in Egypt at the time. He sent a number of postcards home to his family in Ascot, Victoria. Egypt was a major base for the AIF from December 1914. A number of campaigns were fought in this theatre. There were two campaigns involving the AIF. Note that not all the fighting was actually geographically in Egypt. Human Impacts on Australian Beaches was a landmark environmental study which provided a 'snapshot' of the health of 1612 beach areas around Australia. This nationwide study (which built on the success of the 1994 State of Our Surf Report) was put together by the Surfrider Foundation Australia with the support of more then 340 individuals and 70 organisations around Australia. The report was authored by surfer/environmentalist/artist Michael Legge-Wilkinson from Newcastle, New South Wales. Human Impacts was launched officially by Peter Garrett, leader of Australian rock band Midnight Oil at the Bondi Pavilion, Bondi Beach in May 1996.Human Impacts built on the success of the 1994 State Of Our Surf Report, released by the Surfrider Foundation Australia in 1994. Human Impacts was the first major report to specifically examine the environmental health of 1612 of Australia's beaches. A limited 500 copies of this report were produced, the majority of which went to education institutions, libraries, community groups and government departments. William Wells travelled to Australia as a sponsored immigrant in 1838. Her became a freelance surveyor with an office in Bligh Street, Sydney. He wrote this book in order to better inform the British public on the colonies of Australia. He completed his service just before the end of the war due to suffering from a heart attack. In World War I the troops of the Australian Military Forces staked coloured flags of various shapes and colours in the ground where they camped to identify their units. These flag codes were quickly recognised. The system worked so well that miniature flags were called colour patches. They became part of the uniform, to be worn on both sleeves just below the shoulder. The system was slightly modified for use in the Second World War. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Forces. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. This military jacket is an Australian military Chaplain's jacket. It has three 'pips' on the epaulets. The four-sided "star" or "pip" has been used to designate officer rank in the British and Australian armies for many years and is a stylized version of the very elaborate star of the Knight Grand Cross of the military division of the Most Honourable Order of the Bath, one of Great Britain's four senior orders of knighthood. "Freight forwarding" is the arranging of the shipping of goods from their point of origin to their final destination. Freight Forwarders worked as an intermediary between companies that needed to ship products and the shipping and transportation firms that could ensure delivery. A key element of "freight forwarding" was the advice and professional handling of documentation and customs requirements provided. Early "freight forwarders" tended to be innkeepers who forwarded on the luggage of their hotel guests. One of the first "freight forwarding" companies was established by Thomas Meadows in 1836 which made it one of the earliest freight companies in Europe. More reliable rail and steamships were beginning to be used to transport goods and this created a demand for the new "freight forwarding" industry. The combination of railroads and steamships became very important in the late 19th and early 20th century. International shipments became common and freight forwarding that could handle their complexity became an integral part of the manufacturing and shipping landscape. The growth of Thomas Meadows & Company Ltd coincided with the growth and development of the colony of Victoria with an increasing need for the transporting of large numbers of people as well as important goods required by the growing colony - furniture, spirits, food, clothing, agricultural implements, household items etc. In the late 1840's only two or three overseas ships a month visited Melbourne but by late 1852 (after gold was discovered) more than a dozen ships arrived each week. By 1939, Thomas Meadows & Co. Ltd. had offices in Canada, U.S.A., New Zealand, France, Belgium and in Flinders Street Melbourne. This poster was sold by "Smarts Authorised Newsagency" in 1988 in Warrnambool - a business that had been owned by Neil and Shirley Smart at 168 Timor Street, Warrnambool since 1976. Previously it had been "Reed's Newsagency and Book Shop" (a local business established by William Reed circa 1912 and known as "William Reed Bookseller and Stationer"). The original owners, Reed's Newsagency and Bookshop were operating the shop in 1939 which suggests the poster may have been on display (for the information of their customers) in their shop at that time. This poster is significant through its association with Thomas Meadows and Co. Ltd. who is considered to be the founder of the "freight forwarding" industry in the early 19th century. It is an example of advertising used by shipping agents in the mid-19th to early 20th centuries. Its information includes the addresses of the firm's different offices in the U.K. and abroad, ships, shipping lines and ports used and the timetable the vessels were likely to follow. It is also significant through its association with a well known and long standing local Warrnambool business.A 1939 Timetable of "Australian Sailings" produced by the shipping agents Thomas Meadows and Co Ltd. It lists all their ships (plus dates and ports) sailing from the UK to Australia as well as the addresses of their offices in other cities in the U.K., Canada, U.S.A., Australia, New Zealand, France and Belgium. The Tesselated Tile company began in 1886 under the Wiseman brothers. At the beginning only bricks and stoneware pipes were manufactured. Mr E. E. Walker was engaged as manager and good progress was made until 1893 when the banks crashed. This business was a survivor and by the end of the 1890's the manufacture of tiles had begun. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge The newly-formed Australian College of Occupational Medicine was formed in 1983 in Parkville Victoria. The Chief Censor was David Ferguson. He was requested by the Council to develop training programs for future Fellows of the College. The College does not expect to conduct courses or examinations at present, but may do so in the future. It is interested to know what courses are or likely to become available throughout Australia. As Ballarat College of Advanced Education offers courses in occupational health/hygiene/safety/ergonomic, the College maybe interested in offering courses. If so, details of the courses should be forwarded for for consideration. The College is anxious to identify and promote courses that meet the College's needs and standards.
