The University of Ballarat was granted a Coat of Arms from the College of Arms in London. The grant has five parts: the Shield, the Crest, the Supporters, the Motto and the Badge. The origin of the University Arms is based on the history of the University and its antecedents. The earlier institutions include the School of Mines and Industries, the Ballarat Teachers' College and its successor, the State College of Victoria at Ballarat. The School Endowment Plantation Scheme was established in 1922 as a joint venture between the Education Department and the FCV. It was administered by the Education Department with technical supervision by the Commission. While some plantations were established on private land donated or leased for the purpose, most were established on Crown Lands or Reserved Forest made available, without cost, by the State. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. The School of Mines was established in 1870 in Ballarat, making it Australia's third oldest tertiary institution. Redmond Barry was its first president, and he was involved in the creation of university degree level courses for the school. The School of Mines was divided into a tertiary division and a technical division. The tertiary division provided higher education courses such as mining engineering, geology, education and business studies, while the technical division provided such programs as wool classing, plumbing and bricklaying.It remained in that form until the 1967 when it was split into three institutions, Ballarat School of Industries, Ballarat Technical School, and Ballarat Institute of Advanced Education. They remained three entities until 1976. Ballarat Institute of Advanced Education merged into Ballarat College of Advanced Education. The Ballarat School of Industries and Ballarat Technical School merged into the School of Mines and Industries, Ballarat (SMB) in 1976. Several entities merged or had arrangements with SMB. In 1994, a memo of understanding (MOU) was signed between SMB and the Ararat Technical School, which was founded in 1969. Then, in 1998, SMB and the Horsham-based Wimmera Institute of TAFE (1984), dating back to 1882, merged into the University of Ballarat to create a larger University. This image was on a CD-ROM which was placed in a time capsule in December 1997, just before the Ballarat School of Mines merged with the University of Ballarat (now Federation University Australia). The time capsule should have been opened in 2020, the 150th anniversary of the establishment of the Ballarat School of Mines, but was postponed due to successive lockdowns during the Covid19 pandemic.
