These pamphlets were part of the "Chieu Hoi" (open arms) campaign designed to encourage North Vietnamese and Viet Cong soldiers to defect. They granted a soldier free passage through US/South Vietnamese held territory. They were dropped over the countryside as well individually. The Battery Paddock ran along Albert Street near the intersection of Grant Street, and was alongside the Ballarat School of Mines battery, or model mine. The Ballarat Junior Technical School was a division of the Ballarat School of Mines. It was established in 1913 at Dana Street Primary School with Albert Steane as Principal. In 1926 a custom built school in the grounds of the Ballarat School of Mines was opened. Today that building houses Prospects Training Restaurant. A number of students of the Ballarat Junior Technical School play cricket on the Battery Paddock of the Ballarat School of Mines. The Rooks family emigrated from England in 1857. Abraham Rooks came to Forest Hill in 1862 and leased 79 acres. After 10 years of successful farming he owned the land. Abraham Rooks held the first church meetings in his home and in 1865 was one of the trustees to receive a crown grant to erect a chapel. In 1970 a school was attached to the chapel. The City of Brighton Mayoral robe features embroidered Coat of Arms on the sleeves, which were granted in 1970 by the British College of Heraldry. It includes two figures, the market gardener heralding back to Brighton’s early history in farming, and an aboriginal man, symbolising the original inhabitants of the area, the Bunurong people of the Kulin Nation. On 17th January 1856, two acres of land was granted for the building of a school and church on that site in Macedon Street. A small temporary building was erected on the site and on 13th December 1864 the foundation stone was laid for the new stone church which was known as 'Our Lady of Mount Carmel'. Sidney Clifton was a mechanical engineer and a lecturer at Melbourne University. He built the house, which is still in the family. He was a foundation member and treasurer of Darebin Parklands Association. He designed Clifton Bridge in Darebin Parklands and built the wooden formwork for it in his living room in this house. It was built with volunteers and funded by a grant from Heidelberg and Northcote Councils. He was a foundation member and treasurer of Darebin Parklands Association.B&W photograph. The Downing family lived in Linton for two periods - the first, from about 1902 to 1907, and the second from about 1908 to 1910. Thomas Frederick Downing, born 1865, worked from 1890 as a fireman with the Victorian Railways. Five of the seven Downing children became teachers. Janet MANSFIELD (1934-2013 ) Born Sydney, New South Wales Janet Mansfield studied Ceramics at the National School of Art, East Sydney Technical College in 1964 to 1965. She received a Crafts Board Grants in 1974 to study in the United States of America; to research salt glaze technique in 1975; to exhibit in Japan in 1985; to travel to Hungary fir a symposium, and an Australia-Japan Foundation Grant in 1977 to study in Japan. She was a visiting lecturer to the Gippsland Centre for Art and Design in 1980 and a Spotkanie guest in 1984. Her work was fired to wood kilns and taken to stoneware temperatures. She used salt for shorter firings, or in the anagama kiln depended on the ash and flame for glaze effects. Janet Mansfield has been editor of 'Pottery in Australia' and 'Ceramics: Art and Perception'. In 1987 she was awarded an Order Of Australia Medal for services to art and ceramics. In 1980 Janet Mansfield was a visiting lecturer at the Gippsland Institute of Advanced Education. On 30th March 1973, the Wodonga Shire was granted rural city status and was officially named the Rural City of Wodonga by the Governor of Victoria, Sir Rohan Delacombe. The date this logo first came into use is unsure, but it was used prior to the granting of rural city status. In 1994, the name was retained in a new local government authority and so the Wodonga Rural City Council was born. In 1995 it was decided to give the city a fresh image, so the term 'rural' was be dropped from use except where there was a legal requirement. In December 2003, it was decided to rename the council removing the term "rural" and it is now legally Wodonga City Council. At a well attended meeting at the Mechanics Hall in Cheltenham in March 1900, attendees decided to form a rifle club. The newly appointed secretary of the newly formed Cheltenham Rifle Club, Mr E.C. Rippon, enrolled 55 new members on the day, and the club resolved to consult with the Defence Department regarding the suitability of Cheltenham Park for that purpose, and Moorabbin Council to grant the use of the park. By 1912 the club was already on the verge of disintegrating. The Cheltenham Park range had been disbanded two years earlier. A new, shorter range and club rooms were completed in October 1912. The club continued to have difficulties over location and funds, despite being granted an exemption from paying rates for the duration of the First World War. In 1919, a proposal to disband was put forward at a club meeting. Members rejected the proposal deciding instead to wait on the rumoured reopening of the Langwarrin range. By 1921 it became evident the Langwarrin range would not reopen. A resolution to wind up the organisation was put to the meeting and accepted.Green, cloth bound book with red leather spine. The book is hardcovered and, inside, are approximately 186 pages which have been filled with handwritten text as meeting minutes and lists, including a list of commitee officers. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant.
