The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Post Office Receiving Pillar was Collected from Warrnambool City Council’s Scott Street Depot and transported to Flagstaff Hill, stored in the Barracks area Friends of Flagstaff Hill began the project of restoring the Post Office Receiving Pillar in early 2011. The replacement dome required a pattern to be made from paper, then timber, then someone to manufacture it. The cast iron body required sand blasting and undercoating. The pillar was installed in Flagstaff Hill Maritime Village in March 2014. A specialist visited the Village and painted the pillar with 7 coats of ‘post office red’ then completed the job with gold paint on the details. In 2015 an information plate of brass was fitted to the Pillar in the position that would have originally announced the clearing times. It was originally manufactured by G Couch, Engineer, Alliance Iron Works, Melbourne. Gordon Couch passed away in June 1896 and his Works were offered for auction in November 1897. HISTORY OF POST OFFICE RECEIVING PILLARS In 1851 ‘pillar boxes’ were installed at roadside locations in the island of Jersey, England; they had already been successful in several European countries. The use of new prepaid, adhesive postage stamps as well as the roadside pillar boxes meant there was no need for the public to take a trip to the Post Office just to post a letter. By 1855 London had installed its first six Pillar Boxes. In 1856 the pillar boxes were first introduced in Sydney. These were circular with a crown on the dome, supported by leaves. Early Victoria Mail was originally collected by ‘letter carriers’, first appointed in Melbourne in 1841, equipped with leather bag and hand bell. He wore a red coat with brass buttons and a black top hat! In 1844 two wooden receiving boxes were erected in Melbourne. The first cast iron boxes were installed in South Melbourne (Emerald Hill) and were still in service until 1967. They were a fluted circular design and made in England. In the early 1860’s the ‘low door round’ design posting box was introduced, being circular and surrounded by a crown, with two broad embossed bands around its circumference. The clearance door was in front of the box and low down. These were made in Australia. In the early 1870’s square boxes with a tapering top were being used. These too were made in Australia by different manufacturers with slight variations on style such as the orientation and number of slots. Next came the circular boxes again, similar to the ‘low door round’ but with the clearance door extending to just below the posting slot, often referred to as ‘high door round’. These boxes did not have embossed bands. In 1887 small cast iron boxes were introduced, attached to posts and poles and called ‘lamp post receivers’. Around 1930 a ‘London’ model was used in Victoria. The Ballarat School of Mines Magazine does not appear to have been publishing in 1914, 1915, 1917, 1918, and 1919.A red bound copy of the Ballarat School of Mines Students' Magazine, holding copies for years 1916 to 1923. 1916 The 1916 Students' Magazine features many references to World War One, including an image of Ted Cannon, a gifted artist attending the Ballarat Technical Art School (part of the Ballarat School of Mines [SMB] campus) from 1912. After completing his art course Ted was employed as an assistant teacher at the Art School, before taking a position as cartoonist with the Ballarat Star newspaper at the end of 1914. In 1915 Ted was awarded the prestigious Victorian Education Department Senior Technical School Scholarship. Only months into his scholarship, Ted volunteered for the AIF. These 34 photographs were taken at a CO’s parade at the Army Survey Regiment, Bendigo in c1987. The Colonel Commandant (honorary appointment) of the Survey Corps - COL Clem Sargent (Retd), presented the Defence Force Service Medal to four personnel in recognition of 15 years of efficient remunerated service, or the Clasp for 5 years of additional service. Recipients were WO1 Neville Stone and three unidentified support staff from the Australian Army Catering Corps, Royal Australian Electrical and Mechanical Engineers and the Royal Australian Corps of Transport. This is a set of 34 photographs of a CO’s parade and the presentation of the Defence Force Service Medal, at the Army Survey Regiment, Bendigo in c1987. THE AUSTRALIAN TRUST OF CONSERVATION VOLUNTEERS, ONE OF 14 INDIVIDUALS AND ORGANIZATIONS, TO RECEIVE UNITED NATIONS ENVIRONMENT AWARD NAIROBI, 1 June 2000 - The United Nations Environment Programme (UNEP) announced today that the Australian Trust of Conservation Volunteers of Australia (ATCV), has been elected to the prestigious ranks of its Global 500 Roll of Honour for outstanding contributions to the protection of the environment. ATCV is one of 14 individuals and organizations to receive this honour in 2000. Founded in 1982, ATCV is a national, not-for-profit community organization, whose mission is to attract and manage a force of volunteers in practical conservation projects for the betterment of the Australian environment. ATCV completes more than 4000 week-long conservation projects in urban, regional and remote areas of Australia each year. Activities range from bush regeneration, tree planting, seed collection, endangered species protection, weed control, flora and fauna surveys, walking trail construction, fencing, environmental monitoring and the protection of world heritage areas. ATCV community participation has resulted in more than 1.8 million trees being planted in 1999, and in more than 7.3 million trees planted over the past 10 years. Community involvement totalled 200,000 project days in 1999 and more than 700,000 days since 1989. To encourage the involvement of young people, ATCV developed and manages the federal government-funded programme Green Corps. Green Corps is a six-month traineeship for 17 to 20 year-olds, which incorporates conservation projects and accredited training. Since 1997, more than 4,000 trainees have completed the Green Corps programme. ATCV is a founding member of the International Conservation Alliance, which brings together organizations working in conservation volunteering, and is a member of the World Conservation Union (IUCN). " The award will be presented in Adelaide, Australia, at the World Environment Day ceremonies on 4 June 2000. World Environment Day, which is celebrated in some 120 countries around the world on 5 June, was established by the United Nations General Assembly in 1972 to focus global attention and action on environmental issues. Some 701 individuals and organizations, in both the adult and youth categories, have been honoured since UNEP launched the Global 500 award in 1987. This is a set of 35 photographs of the Army Survey Regiment personnel undertaking military skills revision, at the Army Survey Regiment, Fortuna, Bendigo, 1985. They participated in lessons on the handling of the M30 Grenade and SLR Rifle. These lessons were part of the six objectives of regimental training outlined in the administrative instruction – Exercise “City Soldier” accompanying these photos. The other objectives were first aid at Fortuna, RATEL and navigation at Wellsford Forest; and rifle shooting at Wellsford Rifle Range. This is a set of 36 photographs taken at the combined Officer, Warrant Officer and Sergeant’s Mess Summer Ball held at the Army Survey Regiment (ASR), Fortuna Villa on the 25th of February 1995. The Summer Ball was one of the last large scale formal functions held at Fortuna Villa before ASR’s closure the following year. Photos of personnel and their guests was taken on their arrival near the Pompeii Fountain in the gardens at the front of the main building. The Ball and Dinner was held at the rear of Fortuna Villa in temporary 20’ x 30’ Army tents set up on the roadway in front of the transport compound. SERCO contract staff provided the catering and the ASR’s Other Ranks performed stewarding and kitchen hand duties. Bendigo July 4th 1883 The match played between Sandhurst and Bendigo provides a rare insight into the Australian game at a crucial stage of its development.. . Trophy presented by local jeweler, Mr Joseph Moody. .. Football was relatively weaker in Bendigo than in the comparable city of Ballarat. This can be explained by the high migrant proportion of the Bendigo population, its economic difficulties in the 1880s and by its distance from Melbourne. .. Football overtook cricket by the end of the decade as the most popular sport. .. A regular Saturday competition was played, with matches also played on Wednesdays. These matches were a legacy of the earliest ''scratch'' matches, suggesting a relatively strong union movement which had won concessions for weekend work. Matches started at 3pm. ..The best player on the ground was a contractor and the captain an accountant. .. Transition. The predominance of the ''little mark'' the participation of sometimes frightened junior teams against adults and the division of the game into halves rather than quarters represents an era that has disappeared. Complaints of rough play, poor losers, the problems posed by children. .. An issue, was seen as a blight on the game in 1883. The greatest offender, alleged by ''Drop-Kick'' in The Bendigo Advertiser, was Sheldon of Sandhurst, an ancestor of current day player Ken Sheldon of St Kilda. .. Fundamental issue about the place of sport in society. .. The reason for this is that the Bendigo club was in dispute with the Bendgio Union Cricket Club over control of the Back Creek Ground. If they had been refused the ground, as it was feared, then the whole association would have been forced to disband. Only last minute negotiations resolved the dispute. .. Reflects the values of society, .. Broader conflicts about power and the control of resources within that society. 2000 turned out. The crowd cheered lustily and the players exhibited similar excitement and were urged on by their captains to play up and kick the ball. "Melton has a long and celebrated history of horse breeding and racing. Draught horses were a crucial aspect of life in the early days of European settlement, and were heavily depended upon for both transport and agricultural labour. Peppercorn trees at the corner of Station and Brooklyn roads have been associated with a horse trough installed there to provide a drink to workhorses carting produce to the chaff mills and railway station south of Melton.20 Breeders, trainers and harness drivers in the area later became such an influential force in the equine industry that this came to be a defining aspect of the district’s identity and reputation.Pioneer of the Victorian horse racing industry and early Rockbank squatter William Cross Yuille was one of the earliest importers of stud racehorses in the district in the 1850s. A leading sports editor and writer, Yuille established bloodstock auctioning agency W. C. Yuille & Co. and was involved in the compilation of the first Australian Stud Book, which ensures the integrity of thoroughbred breeding in Australia. According to early Melton chronicler Alexander Cameron, horse races were first organised in the area by Rockbank farmer William Keating. Keating owned racehorses of his own, and many brought horses from Melbourne for the events, which ‘drew large gatherings’.22 Melton Racing Club meetings were held on the Exford Estate with the permission of H. W. Staughton, who built a small wooden grandstand in 1882. Other early races and sports meetings are said to have been held in the vicinity of the current-day Melton golf course.23 An 1884 article reported that Melton’s ‘race programme … equals any put forth by country towns of far greater size’. Ernest Clarke was another important figure in the early horse racing industry in Melton. He established the Melton Stud in 1902, which bred numerous successful racehorses. Perhaps most notably The Welkin, one of the most famous stallions in Australian horse racing in the early twentieth century. The Welkin sired Gloaming, bred by Clarke at the Melton stud in 1915 and one of Australia’s greatest champion racehorses. During a long and prestigious career in both Australia and New Zealand, Gloaming achieved a triumphant 57 wins out of 67 starts and won a record amount of prize money. Ken Cox purchased the Stockwell Stud in Diggers Rest in 1957 and developed it into one of the largest and most renowned thoroughbred breeders in Australia. With its top-class facilities, international design standards and scientific methods, Stockwell became ‘the flagship of the Victorian breeding industry’.26 As well as racing studs, numerous trotting tracks were established on the flat plains around Melton in the 1960s.27 Other studs to play a leading role in the development of Melton as thoroughbred country were Cornwall Park and Merrywood at Toolern Vale, St John’s Lane Stud at Diggers Rest and Birchwood, Teppo Park and Dreelburn in the far north-east of the shire, near Sunbury. By 1985, thoroughbred horse breeding was such big business in Melton that the shire council adopted the slogan ‘The Heart of Thoroughbred Country’, which was used throughout its promotional material.29 But the slogan contained deeper meaning and was not just about Melton’s great equine industry and thoroughbred champions, the council explained: ‘“Thoroughbred Country” should be seen as a new concept of Melton, as a place where people can achieve the “Thoroughbred” ideal, excellence in all aspects of life’. The aim of the council in promoting ‘The Heart of Thoroughbred Country’, was ‘to instil in present and future residents the feeling that this is a place that is better than others. A place to be proud of’. In 1988, Melton’s champion reinsman Gavin Lang won his 176th race of the season, claiming the national harness racing record for the most wins in a single season.The following year, the first Melton Plate was held at Moonee Valley Racecourse, cementing the district’s importance in the harness racing industry. The inaugural winner was Victorys Phil, owned by local Danny Mullan. By the 1990s, Melton had earned the title of the ‘Home of Harness Racing in Victoria’. State-of-the-art, world-class harness racing facility and entertainment complex Tabcorp Park opened in Melton in 2009. In 2011, the Shire of Melton was home to over 140 registered trainers and over 1,200 horses. Mainly Pictorial record of Carlton's GF 1979 win over Collingwood by 5 points 1979 Summary After the early season problems with coaching staff in 1978, the Carlton team seemed to really gel under the stewardship of Alex Jesaulenko after he took over as coach early in the season. In fact, Jesaulenko had won 14 of his 18 games in charge. This late season form certainly carried over into the 1979, Jesaulenko's team winning its first 6 matches, before a narrow 4 point loss to North Melbourne in Round 7. Carlton would be the dominant team of the season, losing only two more games, to Geelong by 6 points in Round 12 and to Collingwood in Round 21 by 19 points. Measures of the Blues dominance include being on top of the ladder in 20 of 22 rounds, finishing 2 games in front of second place on the ladder, winning by at least 50 points eight times and having an average winning margin of over 40 points in the team's 21 victories. It topped 100 points in all but 2 matches (one of which was the Grand Final in muddy conditions)- a feat never achieved by any team before. After finishing clearly the best side of the home and away season, the team had a week break in the first week of finals before taking on North Melbourne in the first Semi Final. After a tense first quarter in which both sides kicked only a goal a piece, Carlton started to exert its dominance in the second quarter, but poor kicking for goal left the Kangaroos still in the match, with the Blues having a 14 point half-time lead. Carlton's seven goals in the thrid quarter killed the game as a contest, and 38 point winning margin probably flatters North considering that the Blues had 36 scoring to 18. This victory would give the team a place in the Grand Final and another week break. Collingwood defeated North Melbourne in the Preliminary Final to setup a Grand Final clash between the two old enemies. After a slow start Carlton would trail by 10 points at quarter-time, but would lead by 1 point going into half-time. A 5 goal third quarter gave the Blues a handy 21 point lead going into the last quarter, but poor kicking would again threaten the chance of victory for the team. Kicking 1.4 for the last quarter Carlton hung on to win by only 5 points and claim our 12th Premiership, equalling both Collingwood and Essendon for the most VFL premierships at the time. Coupled with the Premiership was the Norm Smith Medal to Wayne Harmes. Incredibly, the only Carlton goal for the quarter was the infamous Harmes tap to Sheldon, where Wayne Harmes followed up his terrible kick, knocking the ball with an amazing sliding punch to Ken Sheldon in the goal square who kicked the goal to win the match. To this day the debate about whether the ball Harmes tapped back was out of bounds or not. In the final analysis the Blues would win 11.16 (82) to 11.11 (77) in our first Grand Final appearance since 1973 to end our glorious 1970's era as it started, with a Premiership. Jesaulenko now had the enviable record of 35 wins and a premiership from 42 games as coach in less than two seasons in the position. Unbelievably he wouldn't be the Carlton Coach in the following season. Former Melbourne Lord Mayor Ian Rice issued a challenge to incumbent President George Harris for control of the club. Jesaulenko threw his support behind Harris, who had appointed him Coach the previous season. In a bitter and hard fought election, Rice would win and Jesaulenko would cross to St Kilda as their coach. Jesaulenko would again coach the Blues, being appointed after Robert Walls mid season sacking in 1989 until the end of the 1990 season. At the lower levels, Carlton also won the Under 19's Premiership for the 6th time in 1979, following on from the Under 19's Premiership in 1978. This collection of 34 photos of Lithographic Squadron personnel and equipment was taken in at the Army Survey Regiment, Fortuna, Bendigo, in 1992. The photos were mainly taken in the Camera, Contacting, Printing, BARCRO and Production Control work areas, as well as outside Fortuna’s buildings. Although these photos are not annotated most personnel are positively identified.
