Text panel, Elders Limited, "The Fleece that would not die"
Text panel produced by Elders to accompany display of coat. In 1928 Mr Mal Groves took over the Dutchman Station near Port Augusta in South Australia. Whilst out riding in some rough country he came across a sheep that had been left by the previous owner of the station. As he carried shears with him, he sheared the sheep and left the fleece rolled up and partially covered by rocks and wood, as he had no bag to carry it back with him. He intended to come back for the fleece, but forgot about it until he came across it some forty years later. It was still in good condition (despite having experienced extreme temperatures and rainfall whilst in the open), so he showed it to Elders who arranged to display it at agricultural shows in Adelaide, Melbourne and Geelong. The Gordon Institute of Technology, Geelong, offered to spin the fleece into a fabric and make a coat for Mrs Groves. The fabric was tailored into a coat by Lindsay and McKenzie of Geelong and presented to Mrs Groves in July 1968 by the SA manager of Elder Smith Goldsbrough Mort Ltd. It is not know how the coat came to Elders from the Groves family, but Elders displayed the coat under the heading "The Fleece That Would Not Die" before donating it to the National Wool Museum in 1997. Typewriter Mechanical Portable, 1950s
The Olivetti company was founded in Italy in 1908.This particular typewriter is a Olivetti Lettera 22, oblique front stroke and portable manufactured after 1950. The 1950s and 1960s was a time when British manufactured goods were still purchased by many Australian consumers. The later 1960s onwards, there was a shift, mainly in the cities, to European made goods. The invasion of Japanese manufactured goods was relatively slower, especially in rural areas. The demand for long lasted and dependable merchandise was in the rural area still the most important criteria. The ease of setting up this typewriter and its compact mobility was its major benefit to trades people and travelling professionals, e.g. rural doctors, other medical professionals, accountants, lawyers and educators. This item facilitated the growing numbers of professional nomads requiring a relatively light office stationery package e.g. travelling novelist, writer, businessman and academics. This typewriter needed no electrical or battery power to operate it. Outback Australia, where at this point in time, was still relatively isolated from a good available electrical power reticulation and battery power, and therefore could not be totally measured as a highly efficient office environment.Although this typewriter was purchased from a business in Penrith, Sydney, N.S.W., it is significant that it travelled easily to the Kiewa Valley, demonstrating the mobility of certain sections of the community. This typewriter was designed by an Italian industrial designer, Marcello Nizzoli, in line with the art deco style of the 1930s and the colour and flexibility of the vibrant 1950s. The underlying theme of manufacturing in the 1950s was to produce equipment that was more efficient than what was inherited from the earlier period of 20th century. Improvements were made to this Olivetti typewriter by Giuseppe Beccio by reducing the number of parts made from 3,000 to 2,000. This reduction of parts and therefore cost of production was the major principle of the Japanese manufacturing juggernauts of the post World War II era. Efficiency and low costs material was becoming prime factors in the success of rural industries from the 1960s. Competition from overseas producers was starting to affect rural industries and the removal of the large range of tariff protection, especially rural products, required not only a shift of farm management but a more efficient cost savings modus operandi. This Olivetti Lettera 22, oblique front stroke portable (weighs 4kg) mechanical typewriter has a coral coloured plastic casing. The keys are made of black hardened plastic with white lettering, numbers and symbols (imperial fractions, and pound). It has a QWERTY keyboard as opposed to the Italian QZERTY. It has a lever to move the ribbon between black, neutral (for mimeograph stencils)and red colours (a red key is provided for highlighting specific words,letters or symbols) . This machine is fitted with only a black ribbon. It has a black rubber paper rollers and chromed metal parts on the carriage way. It has four rubber feet underneath the main body. On the left side of the roller there is a lever to adjust the roller from fixed (when mobile) through 1,2 and 3 line space gradients. Work on paper - Women's Village/Travel Uniform Design Drawings, Wendy Powitt, c. 1992
A set of laminated A3 sketchbook pages depicting designs for the 1992 Barcelona Olympic Women's Village/Travel Uniform designed by Wendy Powitt. On the 1992 Barcelona Olympic Games donor Doug Pleasance wrote- The 1992 Barcelona Olympic Games saw an evolutionary change in designer selection. A Declaration of Interest Form was communicated to over forty potential designers. The task and especially tight timelines that were involved deterred many aspirants, however, there remained eight designers with the potential we were seeking. These eight designers were paid $3,000 per submission and the winning designer, Wendy Powitt, was paid $15,000. For the first time the judging panel included two athletes, one male swimmer and one female basketballer, their influence was pivotal. The village clothing was designed to be a highly visible garment meaning that it was easy to "Spot the Aussies" and helped to contribute to a good team spirit. Blocks of contrasting colours were a feature of the pure wool shirts. The Sister-in-Charge, Florence Lee-Archer, and a Trained nurse (Nurse) are about to leave the Melbourne District Nursing Society (MDNS) Nurses Home at No. 5 Royal Terrace, Nicholson Street, Fitzroy to visit patients. The MDNS moved into these larger premises at No. 5 Royal Terrace, Nicholson Street, Fitzroy in May 1904. This establishment was their Headquarters as well as the Nurses Home. Sister-in-Charge Florence Lee-Archer and five Trained nurses, known as 'Nurse' in those days, were employed by MDNS at that time to visit and give nursing care to the poor in their own homes. In 1885, 50 years after Melbourne was founded, it was recognized that nursing care was needed for the sick poor in inner Melbourne. The Melbourne District Nursing Society (MDNS) was founded in February 1885 with one Trained nurse, called 'Nurse' in those days, and a second employed six months later, working in the now CBD, ie from Spencer Street to Spring Street and from Victoria Parade to Flinders Street. From its inception the Society was at the forefront of health care and liaised with Doctors. They provided high quality nursing care; educated their patients in the curing and prevention of disease and teaching the importance of cleanliness, fresh air and good nutrition, both by verbal instruction and demonstration, even supplying soup and milk when needed. At that time they walked the streets and lane ways amid the slums of inner Melbourne carrying their nursing bag containing lotion, ointments, powders, liniment, bandages, dressings, a case of spirits, and the Nurse's own clean apron, soap and small towel. They supplied equipment on loan, such as earthenware hot water bottles, splints, urinals, bed pans, bed cradles, feeding mugs, and air-cushions as well as providing blankets and clean bed linen, and nightdresses as necessary. Trained midwives began home births in August 1893 taking midwifery bundles and providing clothes for the babe as needed. The Nurses provided nursing care to a range of people, often in destitute situations, some lying on rags on the floor as they had no bed, others with just a bed and maybe a thin blanket, a chair and nothing else. Their ages ranged from babes, children, adults to the elderly. The Nurses gave medications as ordered, dressed wounds e.g. to the injured, and surgical cases, and to those with leg ulcers; attended to patients with ‘surgical ailments’ such as ‘hip disease’; gave care to those with acute illnesses such as bronchitis, pleurisy, pneumonia, measles, and scarlet fever, as well as those with chronic illnesses such as consumption (tuberculosis), heart disease, arthritis, cancer, debility, neuritis and paralysis. The Nurses were becoming exhausted, particularly in the heat of summer. Permission to use bicycles was given to them in 1898 and the Society decided to purchase their own in 1903. A business man offered ‘new free wheel’ bicycles at £13 each, which included maintenance for one year. Bells and wooden frames were added at a cost of £5 per frame so the Nurses could carry extra equipment. Nurses bags were strapped to the handlebars. Soup was made for those in need 2-3 times a week, and if patients could not arrange to have it collected, the soup was delivered by the Nurses on their bicycles. Their use caused a change in uniform, with white pith helmets, and veils covering them and tied under their chins, now being used and straw hats in summer. In 1904 the Society relocated to rented premises at 5 Royal Terrace, Nicholson Street in Fitzroy. In 1913 a nurse had her ‘board and residence, uniforms, bicycles and laundry expenses’ provided and was paid £50 a year for her first six months. At the end of a year her salary was increased by £5, and later she earned £60 a year. This typewriter case allowed the Olivetti typewriter to be securely and free from contaminants to be totally mobile. The Olivetti typewriter company was founded in Italy in 1908 and became a leader in portable dependable typewriters.This particular typewriter contained is a Olivetti Lettera 22, oblique front stroke and portable manufactured after 1950. During the 1950s and 1960s was a time when British and European manufactured goods were still purchased by many Australian consumers. After the 1970s however, there was a shift, mainly in the cities, to Japanese made goods. The invasion of Japanese manufactured goods was relatively slower, especially in rural areas. The demand for long lasting and dependable merchandise was in the rural area still the most important criteria. The need for mobile expensive typewriters waned as less expensive typewriters became available. This was the major principle of the Japanese manufacturing juggernauts of the post World War II. Efficiency and low cost material was becoming prime factors in the success of rural industries from the 1960s. Competition from overseas producers was starting to affect rural industries and the removal of the large range of tariff protection, especially rural products, required not only a shift of farm management but a more efficient cost savings modus operandi.This is a semi hard cover (cloth over cardboard on inside, plastic over cardboard on outside), camel coloured outside and tartan cloth covered pattern inside the typewriter case. the case can be opened up by "unzipping" the top from the bottom halves of the case. For carrying purposes the case has two plastic covering metal handles with brass fittings. There are two stitched on brown reinforcement straps encompassing both sides of the case. The two reinforcing straps are brown in colour and a securing strap with a press button at one end to allow an extra securing tongue to keep the cover secure. SHOW GIRL COMPETITION by Margaret Joy Harding (nee Joy Chapman.) In 1965 Eltham was more like a country town than the suburb it has become today. People knew each other, if not personally then certainly of the family name. The big event for the year was a Gymkhana or show at Lower Eltham Park. I can remember marching as a teenager from the town centre to the park in the marching girls with the decorated floats. In 1965, just on a whim on the day, I decided to enter the Miss Eltham Show Girl which was a part of the festivities at the park. I seem to remember that the show mainly consisted of horse events, cattle judging and dog show. As I had not given any serious thought to entering the competition, I wore a suit that I had for work which was brown wool, with a coffee coloured shirt under, black shoes, bag, and gloves but no hat. I duly paraded for the judges and much to my surprise I was announced the winner. I eventually went on to compete at the Miss Victoria Show Girl competition which was held at the Royal Melbourne Show. There I met many country girls who were representing their rural Victoria home. I made it into a final round of judging but I think justice prevailed when someone from a country background was crowned. Ski-Horizon is the official journal of the Federation of Victorian Ski Clubs which began publication in 1949. The were 26 original member clubs which included Albury Ski Club, Bogong Ski Club, Myrtleford Ski Club, Tallangatta and District Ski Club and Wangaratta Ski Club. Carbide lamps, or acetylene gas lamps, are simple lamps that produce and burn acetylene (C2H2) which is created by the reaction of calcium carbide (CaC2) with water. Acetylene gas lamps were used to illuminate buildings, as lighthouse beacons, and as headlights on motor-cars and bicycles. Portable acetylene gas lamps, worn on the hat or carried by hand, were widely used in mining in the early twentieth century. A mining or caving lamp has calcium carbide placed in a lower chamber, the generator. The upper reservoir is then filled with water. A threaded valve or other mechanism is used to control the rate at which the water is allowed to drip into the chamber containing the calcium carbide. By controlling the rate of water flow, the production of acetylene gas is controlled. This, in turn, controls the flow rate of the gas and the size of the flame at the burner, and thus the amount of light it produces. Staszic is a coal mine located in Katowice , in the district Giszowiec, Poland This type of lamp generally has a reflector behind the flame to help project the light forward. An acetylene gas powered lamp produces a bright, broad light. Many cavers prefer this type of unfocused light as it improves peripheral vision in the complete dark. The reaction of carbide with water produces a fair amount of heat independent of the flame. In cold caves, carbide lamp users can use this heat to help stave off hypothermia. When all of the carbide in a lamp has been reacted, the carbide chamber contains a wet paste of slaked lime (calcium hydroxide). This is emptied into a waste bag and the chamber can be refilled. This photograph depicts the style of MDNS uniform worn at that time, which was a grey cotton dress and red cardigan, over which was a woolen grey coat. The beret was of grey felt and had a red Maltese cross attached to the centre. Sister Wilson is about to enter her MDNS car, which was one of the early cars in the MDNS fleet, to drive to a patient to give nursing care.Royal District Nursing Service (RDNS) has had various modes of transport over the last 130 plus years. At first, from 1885 as Melbourne District Nursing Society (MDNS), their Trained nurses (Nurses) walked the streets and lane ways amid the slums of central Melbourne. As the Society expanded public transport was used, and bicycles were bought by the Society in 1903 and used in inner areas until 1945. During the Spanish flu epidemic, in 1919, MDNS appealed for assistance to procure Motor vehicles so the Nurses could visit an influx of cases. Through trusts, grants and donations four 'Ford T Model' cars were procured which enabled the Nurses to triple their visits. Through constant use the cars were in such a poor state they were sold in 1927. A Motor Auxiliary was formed in 1929 to take Sisters to patients, and some Sisters used their own cars; even a motorcycle was used by one Sister in 1933. All these forms of transport were intermingled and in the early 1950s, and now as Melbourne District Nursing Service, seven Ford Prefect cars were bought followed by twelve Ford Anglia cars 1955. Having received Royal patronage; the now Royal District Nursing Service (RDNS) had its own fleet of Holden vehicles by the mid 1960s and the Motor Auxiliary ceased operating in 1971 as by then all staff employed were required to have a driving licence. Seat-belts had been introduced to Victoria in 1959 and District fitted them to their cars from 1962, even though they did not become compulsory until 1970. The Holden vehicles were replaced with grey Holden Torana vehicles. After several years the fleet was changed to white Toyota Corolla vehicles. The Melways Directory of maps was introduced in 1966, which was a boon to the Sisters though it was a few years before it went beyond Seville, so a large paper map was used by the Sisters visiting patients in the areas passed Seville. By 2009 there were 598 cars in the fleet and the Sisters travelled 9 million 200,000 kilometres – this is equivalent to 12 trips to the moon and back. Kites created by Helen Bushell, Kew resident for many years, and a pioneer of kite-flying world-wide. Kites are hand-made, mainly by Helen, and many were flown in local parks of Kew. Sister Beryl Hawker is a District Nurse working for the Melbourne District Nursing Service (MDNS) and is leaving their Headquarters at 452 St. Kilda Road, Melbourne to give nursing care to a patient in their home situated in a Melbourne suburb. She is wearing the MDNS winter uniform grey wool coat over her grey cotton dress with white collar. A red Maltese cross is attached to the centre of her grey wool beret. Her nursing case contains an apron, hand towel, thermometer, instruments, dressings and lotions.The Trained nurses of the Melbourne District Nursing Society (MDNS), later known as Royal District Nursing Service (RDNS), visited patients in their home and gave best practice care in many fields of nursing and to people of many cultures throughout its 130 years of expansion. Initial visits not only assessed the specific nursing situation but the situation as a whole. Their patients ranged in age from babes, children, adults to the elderly and referrals were taken from Hospitals, General Practitioners and allied Health facilities. Some of the care provided was: – Post-Natal care given to mother and babe, Wound Care following various types of surgery, accidents, burns, cancer, leg ulcers etc. Supervising and teaching Diabetic Care, including teaching and supervising people with Diabetes to administer their own Insulin, and administering Insulin to those unable to give their own injections. Administering other injections and setting up weekly medication boxes. The Sisters performed Catheterizations on adults suffering from conditions such as Quadriplegia, Paraplegia, Multiple Sclerosis (MS), Motor Neurone Disease (MND) and Guillan-Barre Syndrome, and when required at school on children for e.g. those with Spina Bifida. The Sisters visited those requiring Cystic Fibrosis support and care; those requiring Haemo-Oncology care, including visiting children at school; those requiring Home Enteral Feeding care, and those requiring IV therapy at home and home Dialysis. Palliative Care was given including pain relief with the use of syringe drivers, personal care as needed, and advice and support to both patient and family. RDNS provided Stoma management to those needing Urostomy, Ileostomy and Colostomy care and those requiring Continence care. HIV/AIDS nursing care was provided; visits to Homeless Persons were made. Personal care was given to patients ranging in age and with varying mobility problems, such as those with MS, MND, Guillan-Barre Syndrome, Quadriplegia, Paraplegia, Acquired Brain Injury, following a Cerebrovascular Accident (Stroke), those with severe Arthritis and those with a form of Dementia. When necessary the elderly were assisted with personal care and advice given on safety factors with the use of hand rails, bath or shower seats, and hand showers. Rehabilitation with an aim towards independence remained at the forefront of the Sister’s minds and when possible using aids and instruction on safe techniques enabled the person to become fully independent. All care included giving advice and support to the patient and their Carers. The Sisters liaised with the persons Doctor, Hospital and allied Health personal when necessary.Sister Beryl Hawker, who has short dark hair, is smiling as she is leaving Melbourne District Nursing Service (MDNS) Headquarters. Diggers & Mining. Stores at the diggings. ''Rates of carriage to Mount Alexander had generally ranged between £10 and 20 per ton. As winter drew on, these rates, began alarmingly to advance. The Bendigo goldfields . . . Were at this time the great focus of attention. To this locality, where it was said 40,000 persons were at one time assembled during the month of June, the rates of carriage rose successively to £80, £100, and £120 per ton, and contracts were said to have been freely made at still higher rates, even at £150 per ton. £3 to £4 per week with rations were promptly given to good bullock drivers who were disposed to undertake the protracted and adventurous charge of a provision dray. At the diggings, the course of prices had been for some time on the upward move, in anticipation of the winter's scarcity. A tent full of stores was second only to a tent full of gold itself. A book titled 'Newspaper Cuttings' in gold leaf with black leather binding and corners on blue cloth covered cardboard cover. Stiff paper pages inside numbered top right -hand corners 1-90 in printed black ink. Poor condition overall. Pages 37 - 44 missing. Page 45-46 pertaining to Violet Jolley separately bagged. Entries mostly pertain to Mr Howard Jolley , an aviation field inspector of the Life Insurance Company of Australia. First entry page 16 -17 contains photographs and newspaper cuttings relating to an air crash on Bendigo racecourse in May 1921. Jolley was involved in numerous air-crashes for the next ten years. Photographs and newspaper cuttings related to these, along with dinner invitations, etc, are pasted into the book. Sister Watt is an RDNS Liaison Sister and has arrived at the Community Care Centre at Southern Memorial Hospital where she works. She attends discharge meetings and visits patients who will need nursing care from RDNS when they go home. Sr. Watt is wearing the RDNS winter uniform of a blue/grey skivvie under a blue/grey V neck tunic style dress made of herringbone winter material. The RDNS logo on the car is a royal blue edged circle with the words "Royal District Nursing Service" written in white capital letters around it. The centre of the circle is divided in three with the upper and lower sections white, and the centre section royal blue with white capital letters "RDNS".Liaison had occurred between Doctors and the Trained nurses (Nurses) of the Melbourne District Nursing Society (MDNS), from its inception in 1885. This increased when Midwifery was introduced in August 1893 with close liaising with the Women’s Hospital. As District nursing grew it was recognized that closer liaising between many Public Hospitals would be beneficial, for not only the MDNS, later called Royal District Nursing Service (RDNS), Trained nurses (Sisters), but also for the patients and the hospitals. In August 1964 a Liaison Officer commenced at the Alfred Hospital. This soon increased to Liaison Officers working full time at several Public Hospitals. They facilitated the smooth transition from hospital to home for many patients who required ongoing nursing care. Liaison Sisters regularly attended discharge planning meetings, interviewed prospective patients, co-ordinated discharge and booked the first visit by the visiting RDNS Sister. At the time of a patient’s discharge, the Liaison Sister forwarded information on their diagnosis and instructions regarding the care required at home to the appropriate RDNS Centre, and in turn the attending District Sister wrote a report of progress and any queries to the Hospital Doctor, via the Liaison Sister, at the time the patient was attending outpatients. Any new instructions were then sent back to the District Sister. Liaising also occurred between District Sisters and Doctors when patients were referred by General Practitioners and did not attend a hospital.On the left of this black and white photograph is Royal District Nursing Service (RDNS) Sister (Sr.) Helen Watt, who has short dark wavy hair; is smiling and is looking towards the camera. The basic balance scale has been around for thousands of years and its accuracy has improved dramatically over the last several centuries, the principle behind this tool remains unchanged. Its parts include a fulcrum, a beam that balances on it, a pan at the end of the beam to hold the materials to be weighed, and a flat platform at the other for the counter-balancing weights. Balance scales that require equal weights on each side of the fulcrum have been used by everyone from apothecaries and assayers to jewellers and postal workers. Known as an unequal arm balance scale, this variety builds the counterweight into the device. Counter scales used in dry-goods stores and domestic kitchens often featured Japanned or (blackened) cast iron with bronze trims. Made by companies such as Howe and Fairbanks, the footed tin pans of these scales were often oblong, some encircled at one end so bulk items could be easily poured into a bag. Seamless pans were typically stamped from brass and given style names like Snuff (the smallest) and Birmingham (the largest). Some counter scales were designed for measuring spices, others for weighing slices of cake. In the 18th century, spring scales began to appear and would use the resistance of spring to calculate weights, which are read automatically on the scale’s face. The ease of use of spring scales over balance scales. One of the most common types of spring scales was the kitchen scale also known as a family or dial scale. Designed for horizontal surfaces, these vintage kitchen scales used the weight of goods in a pan at the top of the scale to force the spring down rather than the balance system. Such scales were common in early 20th century households and were sold by many companies. Many had flat weighing surfaces but some were topped by shallow pans. Companies such as Salters, Chatillon, and Fairbanks were the most popular brands used. These scales are significant as they identify one of the basic preparation items for the weighing of foodstuff in the family kitchen to prepare everyday meals. This item is significant as it gives a snapshot into domestic life within the average home in Australia around the turn of the twentieth century and is, therefore, an item with social relevance. Ceremonial object - Ecclesiastical Linen set, 1907 to mid 20th century
The items in this collection of Ecclesiastical Linen were used by St. Andrews Anglican Church on the corner of the Esplanade and 14 Drummond St, Dennington, Victoria. The first Anglican service was conducted on December 22nd, 1907. The church was decommissioned in January 2003. The items donated include Maniples, Chalice Covers, a Goblet Cover, Altar Cloths, Matts, Priest's scarf, armband and sashes, and a bag that is a cover for the Baptismal Towel. HISTORY OF ST ANDREWS, DENNINGTON The land on which St Andrews Church was built in Dennington was surveyed in the 1840s and reserved for church purposes in 1855. In 1889 the Farnham Dairy factory relocated to Dennington and the town began to grow as involvement in the dairy industry increased in the area. In 1896 plans for a church hall on the reserved land were considered and on 22nd December 1907, the first Anglican Service was conducted in Dennington, with 60 people attending. In August 1909 the first building was opened with a midweek evening service conducted by the Rev. J.A. Coe. The Sunday School was opened the following year. In that same year, Nestle took over the Farnham dairy plant. On December 20th, 1914, a new church was opened in memory of Andrew Peacock, who passed away in 1912. The funds had been raised by the community and 150 attended the morning service. The building was described as a simple edifice with a plain exterior and high, wide pointed windows, and a comfortable porch entrance, all of which gave a pleasing impression of light and space. In 1935 the average attendance for morning services was just over 22 people. In 1936 extensive repairs and replacements were carried out. In 1947 the first recorded Pastoral Festival took place and in the same year, a Ladies Guild was formed. In 1954 water services were connected to the church building. Many items of furniture, furnishings and books were donated over the life of the church, including handworked linen items. Further items were added due to the work of the Ladies Guild, as well as donations in memory of church and community members.These items of Ecclesiastical Linen are significant as examples of handworked embroidery and drawn-thread work from the early 20th century. They are also examples of a collection of items used for church services during this period. The Ecclesiastical Linen is also significant for its association with the early development of the local township of Dennington and the importance of setting aside land in the 1850s for the purpose of religious worship. The Ecclesiastical Linen is also significant for its connection to St Andrews Anglican Church, Dennington. The church was funded and attended by the local community in the early 1900s and is now listed on the Victorian Heritage Database (VHD 118083) as a building of historical and social significance. Set of Ecclesiastical Linen. The items were once used in St. Andrew's Anglican Church, Dennington, Victoria, between the years 1907 and 2003. All of the handmade items are in white fabric. Some also have embroidered emblems, tassels and drawn-thread work. White embroidery thread has been used for most of the decorated items, with the following exceptions, which have been embroidered with coloured thread; the communion linen, the Priest's scarf, armband and sash, the altar cloths, mats and a cover for the baptismal towel. Considered in terms of both loss of property and loss of life, the Black Friday bushfires on 13 January 1939 were one of the worst disasters to have occurred in Australia and certainly the worst bushfire up to that time. The fires burnt 2 million hectares, 69 sawmills were destroyed, 71 people died, and several towns and sawmills were entirely obliterated. Among those killed were four men from the Commission The subsequent Royal Commission conducted by Judge Leonard Stretton has been described as one of the most significant inquiries in the history of Victorian public administration. Its recommendations led to sweeping changes. In addition to building dams and water points, the Stretton Royal Commission recommended expanding and controlling the use of bushfire dugouts at forest sawmills. Well-constructed dugouts had saved the lives of many sawmill workers and their families during the 1939 bushfires. But in some locations, they had proved fatal. Dugouts became mandatory for those few sawmills that remained in the forest after the 1939 fires. Many remote logging coupes and FCV roading camps also had dugouts. The local District Forester was required to make annual pre-season inspections of all dugouts on State forests and those within the Fire Protected Area (FPA). Some were built privately on private land. Most were primitive construction with a log or corrugated iron roof covered with earth. A hessian bag often hung at the entrance to keep the heat and smoke out. But they were dark and damp with snakes and other creepy crawlies often lurking inside. By 1940-41 there were 19 new dugouts constructed by the Commission and a further 128 by forest licensees. Ten years later there were 8 new Commission dugouts and 21 new ones built by other interests. By 1960-61 the rate of new builds was declining but the Commission still managed 103 dugouts while 127 were looked after by others.
