The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. This Sike’s Hydrometer was donated by the Port Fairy Customs Office as it was no longer required by them due to a change in the law. The hydrometer was part of a system for Ullaging or calculating the amount of liquid remaining in a container of liquor such as a barrel, and the amount of alcoholic content in the contents. It can also measure the free space or head space remaining. Hydrometers were used to measure the density, or relative density, of liquids from the late 1600s. In 1816 Bartholomew Sikes won the competition for the most useful accurate hydrometer. Hydrometers were commonly used by distillers, vintners, and brewers to establish accurate measures of alcohol concentration in their beverages. Following this manufacturing process, government inspectors and excise officers used them to check that the labelled indications of alcohol-proof were correct and that the right amounts of duty were being paid.The Sikes hydrometer is of local significance because of its association with the Government's Customs Office in Port Fairy, in the southwest region of Victoria. It is also associated with Bartholomew Sikes, whose design of a hydrometer was chosen in 1816 as being the most useful and accurate hydrometer. The hydrometer has evolved into the digital version available today to measure density of liquids.Sikes Hydrometer and thermometer in a fitted wooden case with crimson lining inside the lid and dark lining in the base. The case has ten vertical pegs to secure the weights. The brass hydrometer has a spherical float and eight thick brass horseshoe-shaped weights. The serial number is on each section of the float and all weights. Both sides of the float’s upper flat stem have a scale from 0-10, with five divisions between each number. The eight weights are numbered from 20 – 90 in increments of 10. The set includes a mercury thermometer mounted on an ivory back plate labelled with Fahrenheit and Centigrade Scales. The Sikes hydrometer set was made by Loftus of London. The hydrometer model is IID 510, Serial Number is 14674, calibrated by Longs, London. The building was designed by Charles Maplestone of Heidelberg, son-in-law to Anthony Beale of St Helena. Maplestone was a prominent architect who came out to Australia with his family in 1852. The foundation stone was laid by Mrs Isabella Maplestone on 11th November 1867. The bricklayers for the church were George Stebbing, H Limmer, H Spicer and a Mr Timm while Thomas Day was the stonemason. Another three years were to pass before sufficient money could be raised for its completion. It was opened by Bishop Perry on 1st November, 1870. The church bell which hung under a tree for 50 years until it was incorporated in the parish hall was brought out from England and presented by Charles Orme. In 1916, the estate of George Martin Pizzey left sufficient money to build the red brick hall, which still stands today (2023) though in January 1969 the hall and bell tower were badly damaged by bushfire. Coincidentally the former home of benefactor, George Pizzey was destroyed in the same fire. Of particular significance are the interior and exterior of the church, the Sunday school and hall with emphasis on pre-World War I fabric (excluding the 1990s additions) and the three coloured glass windows currently suspended in the 1990s entry foyer. In 2011 further alterations were made to the front of the Church. The church is historically significant because it was the oldest public building in the former Diamond Valley Shire, is amongst the oldest buildings in the Shire of Nillumbik and is associated with the early settlement of the Diamond Creek district. The church is historically, socially and spiritually significant because it has been a place of worship for over 150 years and continues to be, an important meeting place in the Shire. The church is aesthetically significant for the three stained glass windows executed by the noted stained glass manufacturers, Ferguson & Urie, as well as the supporting coloured glass windows in the church. The Sunday school & parish hall is architecturally significant because the hall is a well executed and preserved example of the work of noted church architects, North & Williams. It is historically significant because it is connected with local parishioner and Melbourne industrialist, George Pizzey, who bequeathed funds for its construction. The Eltham Shire Hall and offices were opened on 21 November, 1941. They were replaced in 1965 with new offices at 895 Main Road and the site sold to Woolworths for development of the Eltham Village shopping mall. The building was demolished in 1970 and the new shopping mall opened in 1971. He was also formerly a Councillor in Essendon.
