In October 2000, Council invited three artists from the region (Deborah Halpern, Matcham Skipper, Tony Trembath) to submit designs for a sculpture / public art work for the Eltham Town Square. The commission was paid for by supermarket giant Safeway (Woolies) as part of its supermarket permit, which required them to contribute to beautification work in the Town Square.This is the first of three parts. The 'Spirit of Nillumbik' is a celebration of the artistic spirit of Eltham and surrounding communities. Each area is identified through the flora and fauna represented in the panels. The work honours the many creative artists and architects, past and present, who have built homes and shaped lives and livelihoods with their unique creative spirit. Halpern describes her work as a public expression of their individual and collective visions. Halpern acknowledges these contributions to our hand-made history and the influence they have on the character and identity of Eltham and Nillumbik. Arguably Margaret Baskerville’s most famous work, the bronze statue of politician and land speculator Sir Thomas Bent was Baskerville’s first public commission and a significant turning point in her career. Originally located in the centre of the Nepean Highway, in Brighton, it became somewhat of signpost for many Melbournians until it was relocated to the corner of Bay Street in 1980.The statue of Sir Thomas Bent is of historic and social significance to the State of Victoria. The statue is historically significant for commemorating Bent's long, active and infamous political career in Victoria. He was responsible for many important speculative ventures both within his electorate and in the wider context of Victoria. Although not without thought for personal gain, Bent was a committed advocate of public utilities, railways, roads, tramways and gasworks. Clutha was the home of John Carson, the second mayor of Kew. Leonard Terry designed the house for him in 1856. Terry was the architect of the Melbourne Club (1858), the former London Chartered Bank (1861), Lothian Terrace in Carlton (1865), and the ES&A Bank in Hawthorn (1873). Radio Telephone was minuted during the war. it was approved in 1944 for the State Electricity Commission of Victoria's use only. it was completed by the end of 1946. used by the State Electricity Commission of Victoria at Bogong during the construction of the Kiewa Hydro Electric Scheme to connect with head office in Melbourne. It allows one conversation at a time using traffic controls in an unusual system of radio telephone providing communication. At the time it was unique in Australia and installed by the S.E.C.V. technicians. It provided unattended shortwave radio link between two ordinary telephone switchboards, connecting any of the S.E.C.V.'s internal lines with the telephone system at Bogong and the construction camps beyond. From Bogong, radio phones connected to the outpost stations on the High Plains far above the snow-line. In operation, the service was similar to a normal telephone system but dispensed with the physical connection of wires and poles between the main terminals.Historical: This headphone set superseded headphones with two earpieces and those without a microphone. This one may have been used by operators on the switchboard at Bogong or Mt Beauty or one of the construction camps on the Kiewa Hydro Electric Scheme. The S.E.C.V. installed this unique system of communication to operate their branches especially at Bogong and beyond where the distance was great and often limited by the terrain and weather.Radio Telephone for SECV switchboard. The Forests Commission developed the use of helicopters for aerial ignition from the mid 1960s. Bryant and May at Richmond worked with the Commission to develop a Delayed Action Incendiary Device. DAIDs as the were known, had an overall length of 180 mm, striker end length - 10 mm. Ignition end length - 80 mm, then a layer of high melting point wax (to prevent accidental ignition when rubbing together in transit). Both ends coated with a modified match head compound with safety fuse exposed length between coated match ends. There was a 17-second delay from when the small end was struck to an intense flaming of the large end, which lasted for 40 seconds. Other types on large matches known as fusees were also used. The Scripture Referendum was held on the same day as the Victorian Parliamentary Elections, in which J. Bowser ran against A.K. Buckley for a seat in the legislative assembly in the electoral district of Wangaratta and Rutherglen. The Scripture Referendum had three questions: "1. Are you in favour of the Education Act remaining as at present, strictly secular? 2. The Medal for Long Service and Good Conduct (Military) is a medal awarded to regular members of the armed forces. It was instituted by King George V in 1930 and replaced the Army Long Service and Good Conduct Medal as well as the Permanent Forces of the Empire Beyond the Seas Medal. The medal was originally awarded to Regular Army warrant officers, non-commissioned officers and men of the UK Armed Forces. It also had a number of territorial versions for the Permanent Forces of the British Dominions. The eligibility criteria were relaxed in 1947 to also allow the award of the medal to officers who had served a minimum period in the ranks before being commissioned. In the wake of WW2, the soldier settlement scheme was refined and, under the supervision of the Soldier Settlement Commission, was re-established. The Yarraberb Settlement was one of the settlements established in 1948. 8375b: Archibald Edmund "Archie" Robertson was born in Eaglehawk in 1884 to Martin Robertson and Anna Margaretha/Hannah Marguerita (nee. Weseloh/Wesloah). Robertson was a commissioned officer during WW1 and contributed to the welfare and advancement of the California Gully community. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. Copy of framed photograph of World War 2 Australian Army serviceman Lieutenant Edgar Burton Chapman, service number VX43645, who served in the 2/10th Field Company, Royal Australian Engineers. The 2/10th FC was attached to the 8th Division. Chapman later transferred to the 2/12 FC which was in Singapore when the Japanese invaded. Chapman was captured and spent 3 1/2 years as a Prisoner of War in Changi Prison. Chapman was born in Dromana, Victoria, on 21st March, 1914 and lived in Frankston and attended Frankston High School. He trained as a Civil Engineer and commenced work with the British Phosphate Commission in Nauru.

Set of 7 Blocks of 200 tickets - turquoise ink on off white paper, denomination 6c, headed State Electricity Commission of Victoria, Provincial Tramways. On rear in turquoise ink is a diagonal criss cross or tartan pattern. The 200 tickets have been stapled onto a heavy cardboard back with a heavy metal staple and a small cardboard retaining strip at the top of the ticket. The ticket number is in black ink.
