This style of collar has a long history in the Royal Australian Navy, descending from the uniform style of the 19th century Royal Navy.Rectangular shaped collar with three white parallel lines running the border of the collar. These two photographs of a contingent from the Army Survey Regiment lowering the Australian flag were taken on Australia Day in Kerang, Victoria on the 26th of January 1996. Most units of the Australian Defence Force (ADF) provide contingents to regional towns in their local area to assist in commemoration ceremonies on days of national significance, such as Australia Day, ANZAC Day and Remembrance Day. This was most likely one of the last occasions before the closure of the Army Survey Regiment. The Trustees of the Australian Ex-Prisoners of War Memorial have defined a Prisoner of War to be a person who was captured by a common enemy and/or interned in a neutral or non-combatant country. To be defined an Australian Prisoner of War, the person needs to be either an Australian Born person serving in the Uniform of an Australian Service; or in the Uniform of a friendly country, or Born Elsewhere and serving in the Uniform of an Australian Service. A Prisoner is a person who has lost personal privileges, suffers deprivation of liberty or is unable to return home or dies in captivity.Colour photograph of a War Memorial designed by Peter Blizzard. The granite wall of the Australian Ex-Prisoners of War Memorial features a listing the names of Australian Prisoners and was opened on the 6th February 2004 by General Peter Cosgrove AM MC to recognise and remember over 36,000 Australians who became Prisoners of War during the Wars of the 20th Century. In 2008 the Memorial became the First Military Memorial of National Significance outside Canberra. The Memorial which was designed by Peter Blizzard OAM, symbolises that all Australian prisoners embarked on a journey to serve away from their homeland and acknowledges the hardship, deprivation, brutality, starvation and disease endured by Prisoners of War during their capture and the scars that many continued to endure upon their repatriation to Australia. Heritage Victoria describes the memorial in the following way" "A JOURNEY OF HONOUR, REMEMBRANCE AND HEALING - The Australian Ex-Prisoners of War Memorial is a dramatic and highly symbolic tribute to the sacrifice made by more than 35,000 young Australian service men and women in four theatres of war. At the heart of the monument is a stark, 130 metre long, highly polished black granite wall, engraved with the names of all Australian prisoners of war. The names on this 'honour roll' are listed in historical order from the Boer War in 1899, through to the Korean War in 1953. It is a testament to the contribution made by so many. Standing sentinel at the centre of the Memorial are six huge basalt obelisks, etched with the names of all the countries where Australians were held prisoner of war. The obelisks stand in a large reflective pool, set back from the central pathway, symbolising the distance that separated Australia's prisoners of war from their homes and their loved ones. Opposite the pool is a larger obelisk flanked by flagpoles and a ceremonial stone on which to lay wreaths. The central pathway is itself symbolic, with each of the paving stones cut in the shape of a railway sleeper. The pathway defines 'the journey' taken by the prisoners of war and the journey visitors take around the monument. At the end of the granite wall where the pathway ends, visitors face a large stone engraved simply 'Lest We Forget'. Water flows from beneath the stone, along the base of the granite wall and into the reflection pool in which the obelisks stand. Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. At the time of her death on 23 March 2015 she was a member of the Board of Ballarat Community Health, and was identified as follows R.N.; B.App.Sc (Nursing); Post Basic: DipEd(N); Kellogg Fellow (USA 1984-85), M.Ed. At the end of World War II, the Federal Government decided to increase the strength of the post-war Regular Army and Cabinet gave approval for the establishment of a Staff College in Australia. On 27 February 1946, the Staff School (Australia) was re-named the Australian Staff College. Authority was given to raise the College and to locate it at Fort Queenscliff. Because the Fort was not ready for immediate occupation, a temporary home was found for the College, in June 1946, at the School of Infantry, Seymour Victoria. On 26 October 1946, the advance party of the College arrived at Fort Queenscliff and the first staff course to be conducted at the new College began in January 1947. Only in November 1979, after much thought and discussion, was it decided that the Australian Army Staff College would have a permanent home at Fort Queenscliff. On 1 January 1982, the College was renamed the Command and Staff College. This reflected the new aim of the Course which included both command and staff aspects. New support facilities were opened at Crow’s Nest Barracks in 1985 and work began in 1986 on the new instruction block at Fort Queenscliff. On 29 January 1988, the new Military Instructional Facility (MIF) was officially opened by the then Chief of the General Staff (CGS). The MIF features a lecture hall, a model room, syndicate rooms, computer centre, and library. Major rebuilding of the Officers Mess and Mess Accommodation was completed in mid-1990. By December 1996, 1224 officers had graduated from the Command and Staff College. This atlas, printed in 1944, details not only the geographic and political boundaries of the world as it was at that time but also the snap shot of life of the time. This snap shot in time covers the major Australian cities, the major farming, grazing, industrial and sporting/recreational activities. Also there are snap shots of similar activities from other global areas. The period also covered World War II, detailed by a photo of "shell making", munitions, required by Australian soldiers. The great political and territorial changes made as a result of World War II can be clearly identified for example , Israel (the Jewish homeland). The various prewar colonies of major European nations.This atlas was used by children of a Kiewa Valley family and shows the value and the general educational exposure that these children had at this time. The rural setting and within the backdrop of a world war did not severely alter the life style of children in this region. The "news reels" shown in cinemas of cities and larger towns were the only visual realisations of major events of global significance available to these children. The information provided by this atlas allowed students to glimpse at what the "outside world" was. The majority of these students would possibly never see these regions for themselves. The great communication facilities of the late 1900s and beyond, was still only science fiction.This atlas has a thick (350 g/m) red cardboard cover with bold black lettering and shading. The cover is set out within a shield like frame. The shield is held up by two square markings, each with a four part circular pattern and a cord entwining two pendulum structures ending with a bowl figure at the bottom. There is a semi circular form enclosing a printed book contents list. The inside cover has the atlas title and contents and the publisher details. The atlas contain 56 pages of world and Australian maps, vegetation and rainfall maps. Within this atlas there are 27 double sided pages of black and white photographs depicting life styles, buildings, landscapes and prominent and significant to Australia males from 1652 to 1944. The pages are of approximately 200 g/m and have the yellow aged appearance.On front cover "Philips' Australian COMMONWEALTH ATLAS" and underneath "Containing" underneath "60 PHYSICAL, POLITICAL AND ECONOMIC MAPS". The was was fought between the communist North vietnam, supported by its communist allies, and the government of South Vietnam, supported by the united States and other member nations of the Southeast Asia Treaty Organization (SEATO) The United States entered the war to prevent a communist takeover of South Vietnam as part of their wider strategy of containment. Military advisors arrived beginning n 1950. U.S. involvemeny escalated in the early 1960s and combat units were deployed beginning in 1965. Invollvement peaked in 1968 at the time of the Tet Offensive. Despite a peace treaty signed by all parties in january 1973, fighting continued. In response to the anti-war movement, the U.S. Congress passed the Case-Church Amendment in June 1973 prohibiting furtherdirect U.S. military intervention without Congressional authorization yet the U.S.was still heavily invested in the war until 1975, when North Vietnam captured Saigon. North and South Vietnam were reunified the following year. The war exacted a huge human cost in terms of facilities, including 3 to 4 million Vietnamese from both sides, 1.5 to 2 million Laotians and Cambodians, and 58,159 U.S. soldiers.
