They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. The work of Goldsmith and Jenkin is historically important in that it indirectly demonstrates the growth of the City sustained during the Inter-war period, the work proceeding in spite of the Depression. Marie Lion migrated with her sister, Berthe Mouchette and her husband in 1885. Berthe established an art school in the city. After the death of her husband the sisters purchased a school, Oberwyl, in St Kilda in 1885. The school was later one of the LHLG schools. Berthe was the founder of the Alliance Française of Melbourne in 1890. With the Great Depression, the sisters had to sell Oberwyl and moved to Adelaide. They returned to France during WWI to nurse wounded soldiers. And returned to Adelaide in 1916 after Marie contracted an infection. She was the South Australia representative of the "Société d’assistance maternelle et infantile". After the end of the war a number of French villages were ‘adopted’ by cities in Australia. Dernancourt, a small village in the Somme was adopted by Adelaide, and Mme Mouchette and Mme Lion worked to raise funds to help in the rebuilding of the almost completely destroyed town.The picture shows the link with the French community. Ethel and her sister Frederica Godfrey could speak French and were well acquainted with the members of this community: Charlotte Crivelli for example. It was built with an address to Glen Eira Road with the driveway gates close by the present Helenslea Road corner. The present address is no. 3 Hood Crescent, Caulfield North. It is historically, aesthetically and socially significant. It is historically significant (Criterion A) as the home of Sir George Stephen, MLA for Collingwood, barrister and mining investor and for its capacity to demonstrate Caulfield's early attraction as a residential retreat for Melbourne's eminent citizens. It is aesthetically significant (Criterion E) as a villa residence characteristic of the mid Victorian period, predating the use of cast iron and comparing in this respect with Charles Webb's "Farleigh" (1865) at 6 Farleigh Grove, Brighton. Its substantial nature causes it to be the earliest surviving mansion house in the Municipality. The porch, external austerity and opulent entrance hall and staircase are important contributory elements whilst the survival of the exterior surfaces predominantly in an unpainted state enhances its level of integrity. Australia, like many countries involved in both the First and Second World Wars realised that they would need more funds to resource their campaigns, so war loan programs were developed. These programs encouraged the population to purchase government war bonds which would be repaid with interest at a later time while immediately assisting the war effort. Post WW2 the government continued to encourage citizens to save money in an attempt to curb inflation. Security loans formed part of this countries economic program from the 1940's onwards. Districts were allocated a quota for which they encouraged citizens to subscribe and pennants were awarded for the highest per capita payment amongst the town population. In 1946 Bendigo was the first country city in Australia to record a quota success for the Second Security Loan, raising £260,480 from 1953 subscribers. Typed notes on the life of Legatee Stan Savige's business. It says: "In 1923 (then Mr S G Savige) he was appointed selling agent for the Geelong R. S. & S. Woollen Mills, establishing his sub-agents in all the capital cities of Australia where the products of the mill were sold. He continued in this capacity until the time of his death. The business is still carried on under the name of S.G. Savige Pty Ltd." With an added note from Frank Doolan dated 1/1/1958, that the attached pages include a copy of Legatee Schofield's speech at the first Annual Meeting of Geelong Legacy following Stan's death. He says it quotes a few slabs verbatim from Stan's speech of 4/11/1939. That speech titled 'Legacy and Sister Clubs' is also in the archive. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. This medallion was struck to celebrate the 100th anniversary of fellmongering in Mazamet in 1951. Fellmongering - In French, ‘delainage” means, literally, ‘de-wooling'. It is the industrial process of separating wool from sheepskins. In the 19th century, the southern French town of Mazamet became the world centre of délainage and played an important part in the Australian wool industry. At one time Mazamet was reputed to be the 15th richest town in Europe, and it was said that the town’s branch of the Banque Nationale de Paris (French banking firm) was the second largest in France. At its height, Mazamet had 48 fellmongeries and imported more than 100,000 tonnes of sheepskins a year from the southern hemisphere, mostly from Australia and Argentina. It also supported numerous associated industries such as tanneries, spinning mills and clothing manufacturers. In the 1980s Mazamet’s fellmongering industry fell into decline under pressure from environmental concerns and cheap imports. The town’s last two fellmongeries closed in 2004. The town continues to have a strong relation to Australia, with street names such as, Rue de Australie, Adelaide, Brisbane, Melbourne and Sydney in recognition of a connection to the two distant lands. Today, half a century since wool importation largely ended, there remains a link to the past. Elite quality leather and woollen clothing companies such as Hermes and Chanel still source much of their stock in Mazamet. This medallion was presented to William Haughton and Co. who were one of Australia’s largest wool-buying companies of the first half of the 20th century. Wm Haughton had a major presence in Geelong and its “SKINS WOOL HIDES TALLOW etc.” signs were prominent on railways stations throughout the Western District and beyond. Haughtons had branches in all Australian capital cities, New Zealand, London and Bradford. Its agents in Mazamet were Maison Louis Maffre, an enterprise founded by M. Louis Maffre, mayor of Mazamet from 1912 to 1919. This medallion was donated to the National Wool Museum by the family of Sir Robert Southey AO CMG, former managing director of Wm Haughton & Co.Bronze medallion contained within purple case. On one side of the medallion, a mill worker is seen scraping the wool off the treated sheepskin.
