Coode recommended a 1800 feet long ...The port facilities in Warrnambool Bay were in constant use from the first years of Warrnambool’s settlement but there were also difficulties for the shipping trade – a small and unsafe anchorage, the lack of loading facilities and little natural protection from the southerly gales. From the 1870s on there was local agitation for some sort of Breakwater to be built and an Andrew Kerr design was approved by the Warrnambool Council but no funds were made available from the Victorian Government. Throughout the 1870s the building of a Breakwater was a major political issue in the district with preliminary work being funded and started in 1874. In 1879 the Government agreed to a further inspection of the area and an official report. Sir John Coode (1816-1892) was commissioned to make this report. He had come to Australia in 1872 to advise on harbour construction. Coode recommended a 1800 feet long Breakwater and wharf connected to the shore and it was this proposal that the plan described herein and drawn up in 1879 was to accompany. The original plan was eventually modified because of the cost and a Breakwater was completed in 1890 under the direction of the engineer, Arthur Dudley Dobson, with extensions early in the 20th century. This plan is of great interest as it shows in simple graphic form the original plans proposed by Sir John Coode for the Warrnambool Breakwater. It is therefore of great historical importance. The Breakwater was not the maritime success that it was hoped it would be but it is today a significant feature of our foreshore. This is a Plan drawn up in 1879 by Victorian Harbours to accompany Sir John Coode’s Report on the proposed Warrnambool Breakwater. The chart detail is hand-drawn and hand-tinted on canvas with the names of places, geographical and marine features and local points of interest added in print. The edges of the chart are rubbed and the chart is somewhat faded and dirty but the main colours of red, green and brown are still clearly discernible. The title of the plan is printed in an oval inset at the top of the chart. Bradfield, (John Job Crew), 1867-1943. Dr JJC Bradfield was a visionary Australian engineer who worked with enormous energy and vision to build the infrastructure which he foresaw that Sydney would need as it grew. As early as 1903 Bradfield was making the case for the Sydney Harbour Bridge, in his presidential address as President of the Sydney University Engineering Society. Bradfield’s proposal — at that stage for a cantilever bridge between Dawes Point and Milsons Point — won the committee’s support and they recommended it be accepted. However, the First World War put a stop to these plans. While a bill to authorise the project passed the lower house of the NSW parliament in 1916, it failed to pass the upper house, on the grounds that funds should not be diverted from the war effort. With the war over, in 1922 the Sydney Harbour Bridge Act was passed by the NSW Parliament. The Sydney Harbour Bridge was officially opened in 1932 after Museum and St James railway stations were built. This book was written from the story broadcast by Dr. J.J.C. Bradfield. This photograph was taken close to the time of the wreck of the "Edinburgh Castle". The “Edinburgh Castle”, three-masted iron barque, was built in Glasgow, Scotland, in 1863 by J.G. Lawrie. She was 53.7 meters long and weighed 627 tons. She was owned by shipping company T Skinner and Co and registered at Liverpool, England. She sailed from 1863 to 1885 along the trade route between Scotland, China, and Singapore. In 1887 the Master, Captain J.B. Darling, sailed the “Edinburgh Castle” for its new owners Gifford & Nicholson from London to Warrnambool. Her cargo was 4,900 casks of cement for the construction of the new Warrnambool Breakwater. Over the three month journey, the ship met with rough weather and even a hurricane. On January 15th 1888 the “Edinburgh Castle” approached Lady Bay where a welcoming crowd gathered. The Port’s relief Harbour Master, Pilot Carless took over to complete the docking. As he tried to guide her, the Lighthouse Keeper signalled that the ship was too close to shore. The pilot continued on his course, causing her to ‘miss stays’ (make an incorrect tack). The crew dropped anchors and tried to lighten the load by throwing some of the casks of cement overboard but this was to no avail, and she drifted sideways in calm waters, lodging in the sand. A distress signal was sent to the coastal steamer “Julia Percy”, which spent several hours trying to pull the stranded ship away, but it would not budge. Those involved hoped to re-float the ship but efforts to save the vessel were useless. The captain and some crew stayed on board. When the weather became rough the rocket crew brought its lifesaving gear to the shore, ready to launch a line to the ship. The three men on board sent those onshore a message in a bottle to assure the on-lookers that they were quite comfortable to stay aboard. After a night of bad weather, the crew were glad to accept the rocket crew’s help and were in turn safely hauled to shore in a breeches buoy. The ship broke up quickly. Very little of the cargo could be saved. A week later all that could be seen of her was the bow and some of the stern. The beach was littered with wreckage, including cement cask fragments, for weeks. Ironically, on the morning after the ship ran aground, the very same “Edinburgh Castle” was offered for sale at an auction in Melbourne, billed as “a sound ship with all the fittings and in the best order.” The sale was completed before they heard the news that the ship was totally wrecked! Over the decades the shifting sands concealed the wreck of “Edinburgh Castle”. However, in October 1985 two local divers, Peter Ronald and Colin Goodall discovered her near the Hopkins River mouth. Peter said in his book ‘Exploring Shipwrecks of Western Victoria’, “In the midst of this sand-cloud I could clearly see row after row of neatly stacked barrels”. He remarked, “I am privileged to have had at least a glimpse of one of Warrnambool's most significant wrecks.” Some 15 – 17 ships are believed to have sunk in Lady Bay, but only two have been discovered on the seafloor; the “Edinburgh Castle” and the “La Bella”. Both wrecks are popular diving sites and are preserved as significant historical marine and marine archaeological sites. The sailing ship “Edinburgh Castle” is of local and state and national significance. It is one of the only two shipwrecks discovered in Lady Bay, Warrnambool, out of the 15-17 shipwrecks in the bay. The “Edinburgh Castle” is significant for being one of the largest vessels lost in the bay. The significance of the wreck of the “Edinburgh Castle” was recognised by being listed on the Victorian Heritage Database VHR S209. She was declared an Historic Shipwreck on 17th January 1989 under the Commonwealth Historic Shipwrecks Act (1976). The “Edinburgh Castle” wreck is also significant for the connection of its cargo with the building of the Warrnambool Breakwater, also listed on the Victorian Heritage Database VHR H2024. The “Edinburgh Castle” is included as one of the shipwrecks in Heritage Victoria’s Historic Shipwreck Trail on Victoria’s West Coast. Plaque - Nameplate, Morts Dock & Engineering Co. Ltd, Matthew Flinders I, 1917
This nameplate was attached to the steel steamer Matthew Flinders I, a Suction Hopper Dredge used for pumping up sit and sanding from seabeds. It was donated by the Marine Engineer, Neville Dodds, from Ports and Harbours, from the Matthew Flinders I. The Matthew Flinders was constructed by Morts Dock & Engineering Coy. Ltd in Sydney, New South Wales. Identified as Ship No. 40, the dredge had twin screw engines that were made in Sydney. Its gross tonnage was 1180. It was launched on July 15th, 1916, and registered in 1917 at the Port of Melbourne by the owner, the Department of Public Works in Victoria. Unlike bucket dredges, the Matthew Flinders did not use permanent moorings but instead had bow and stern anchors. It travelled forward on the bow anchor, taking up a strip of even-depth wilt from the bed below. A local newspaper noted that the Matthew Flinders has many advantages that were especially useful for its work at Warrnambool. Warrnambool Harbour had been experiencing silting and sanding for many years. The problem continued even after the construction of the Breakwater in 1890, which was overseen by New Zealand engineer Arthur Dudley Dobson. Melbourne’s Department of Ports and Harbours sent the new Matthew Flinders to dredge the heavy silting in the Warrnambool Harbour in May 1919. This work was previously done by the smaller dredge, the Pioneer. However, after a month of work, the Matthew Flinders was returned to Melbourne for alterations to make it suitable for work in the heavy seas it experienced at Warrnambool. Both dredges were sent up from Melbourne when required over the years to periodically attend to the silting in the Harbour, but the Matthew Flinders was preferred because of its efficiency. It was still dredging the Harbour even in July 1938. The ship’s original master was J G Rosney. In February 1922 Percy Taylor from Ports and Harbours joined the Matthew Flinders as a Mate. 1923 the master in charge was Captain Dunbar. In August 1926 Percy Taylor was appointed as her Master and was later transferred to the Pioneer as Master in 1933. 1930 the dredges were no longer required as the Harbour was no longer suitable as a port. However, one source notes that the Matthew Flinders was still dredging the Harbour in 1938.This nameplate is significant for its association with the suction hopper dredge Matthew Flinders I, which was used to remove the build-up of silt and sand from the Warrnambool Harbour, allowing shipping activities to continue to operate in the Port of Warrnambool. The nameplate identifies the vessel and shows that it was built in Australia in the early 20th century for use within Australia. The need for dredging in the Warrnambool Harbour was a serious and ongoing problem, as silting continued to happen after a series of measures were taken to try and resolve the issue. Eventually, the Harbour could no longer function successfully as a port.Brass nameplate, rectangular with cut-away corners and moulded text, mounted with screws on timber. The plate is from a vessel, the dredge Matthew Flinders I, ship no. 40, built by Morts Dock & Engineering Coy Ltd in Sydney, and registered in 1917. A small rectangular engraved plaque below the nameplate gives further details of the ship and the donor.On nameplate: "MORTS DOCK / & / ENGINEERING COY. This photograph shows the Lower Light at Flagstaff Hill, Warrnambool, in 1895, part of the Lady Bay Lighthouse Complex. The photograph is part of the Western Victoria collection produced in 1891 by Brookes' Photographic Union in Victoria. Brookes' Photographic Union was a collaboration of two brothers, Frederick Augustus Brookes and his brother Albert Edward Brookes. Frederick arrived in Victoria in the early 1880's. He and Albert formed the organisation to produce collections of photographs including the districts of Geelong, Gippsland and the Western Victoria. This photograph was taken and published just after the construction of the Warrnambool Breakwater. The image records a snapshot of the construction of the Warrnambool Breakwater, a construction that changed the history of the Port of Warrnambool, It is also a record of the Flagstaff Hill area and at that time.Photograph, sepia coloured rectangular shape, mounted between two sheets of cream card. Border of photograph is decorated with pen lines and design in corners. This photograph records the making and placing of the concrete blocks for the construction of the Warrnambool Breakwater in the Warrnambool Harbour, completed in 1890. Each block weighed 20 to 30-plus tons. The huge Titan steam powered crane in the photograph played a massive role in the construction. It was able to lift the concrete blocks with its overhanging, counterbalanced arm and roll on its wheels along the rails to the required position. It then lowered the blocks into position on the concrete foundation already laid on the seabed. There are many details in the photograph that help to tell other aspects of Warrnambool's history. It appears that the photograph was once owned by B. Fisher. The photograph is part of the Western Victoria collection produced in 1891 by Brookes' Photographic Union in Victoria. Brookes' Photographic Union was a collaboration of two brothers, Frederick Augustus Brookes and his brother Albert Edward Brookes. Frederick arrived in Victoria in the early 1880's. He and Albert formed the organisation to produce collections of photographs including the districts of Geelong, Gippsland and the Western Victoria.This photograph was taken during the construction of the Warrnambool Breakwater and published the year after it was completed. The project began with the Government of 1874 approving the plan, and was completed in 1890. The image records a snapshot of the construction of the Warrnambool Breakwater, a construction that changed the history of the Port of Warrnambool, Photograph, sepia coloured rectangular shape, mounted between two sheets of cream card. This Chart titled “Lady Bay and Warrnambool Harbour” was surveyed by Nav. Lieut. H.J. Stanley, of Britain's Royal Navy, in 1870 and printed in April 1871. The chart was made before the Warrnambool Breakwater was built (construction had begun in 1874 and was completed in 1890). The chart includes Directions for entering Lady Bay, Warrnambool Harbour. These are "Vessels entering Warrnambool Harbour must bring the Red Light in sight and steer in with it in line with the upper white Light bearing North, until the Green Light on the Jetty is opened, when steer towards it and anchor. The best anchorage is in 2 ¼ fms [fathoms)] of water, about a cable from ledge off Breakwater rock. Or where convenient, according to draught of water, only endeavouring to anchor as close as possible to Breakwater rock. It is not safe to enter or leave the Harbour in south westerly or Southerly gales.” This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay, and eventually to the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). A copy of the same chart was used to plan several submissions for future changes to the jetty and breakwater. The chart is a historical record of structures existing in 1870; the Warrnambool Jetties, Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. Breakwater navigation lights are placed at the end of the breakwaters to warn incoming vessels of the end of the structure, as a marine safety measure. The subject item was such a light believed to have been placed at the end of Warrnambool's breakwater around 1915 when it was extended. The light had remained in place for many years until it was probably removed when the structure was undergoing rock armouring repairs to the end of the breakwater in 1975. The light had been placed in a council storage shed probably from the time when the structure was undergoing these repairs in 1975. In 2014 the light was removed from the storage shed and donated to Flagstaff Hill museum. History: Warrnambool breakwater plans were drawn up by 1874 and approval was given for preliminary construction work to start but when the money ran out, the works stopped. With a number of quick changes of government the “Warrnambool” breakwater project was kicked from one Victorian state government to another. Then finally in 1879, the eminent British harbour engineer Sir John Coode was asked to design a breakwater. His first design was for a 1800 feet long structure but that was scaled back to 900 feet and construction finally began in 1884. This structure was attributed in causing major siltation of Lady bay, as a consequence the breakwater was again extended in 1915. In 1975, the rock armouring at the end of the breakwater was added but by 1979 another impact study was calling for the breakwater to be removed altogether. The Heritage Council Victoria, regard the Warrnambool breakwater is of historical significance to the state as one of the most important maritime engineering projects that was undertaken in Victoria during the late nineteenth century. The light is also as part of this structure regarded as a significant item of historical interest.Marker light or navigation light. Round light stand with conical top piece (2 separate pieces). This map shows the plans by eminent harbour engineer, Sir John Coode in 1879. Construction of the breakwater commenced in 1884 and was completed in 1890. Coode first visited Australia in 1872 when he commenced work with the Melbourne Harbour Trust to report on ways to improve Melbourne Port. He is considered one of the most eminent harbour engineers of the 19th century. His original plans for Warrnambool were revised because of cost but then subsequently found to be inadequate and later extended. This was not successful either and the harbour continues to have silting problems to this day. The Warrnambool Breakwater is of historical importance to Victoria and as this map depicts the original plans, it too has great historical significance. It is also significant with its association with Sir John Coode, who was one of the most important port engineers of the 19th century. He worked to improve ports along the Victorian coast including Portland, Geelong, Port Fairy and Lakes Entrance. While this map demonstrates the engineering skills of the era, it also reflects the limitations when natural elements are involved. Its Historical importance also lies in the depiction of items on the map which relate to Warrnambool’s early history. This row lock was fitted onto the Warrnambool Lifeboat, which is also on-site at Flagstaff Hill Maritime Village. The construction of the lifeboat 'Warrnambool' began 15th September 1909 and was completed almost 12 months later 1st September 1910. It was built at the Government Dockyard in Williamstown, Victoria, along the lines designed by Great Britain's Royal Lifeboat Institution, and included whale back decks fore and aft, mast and centre board, and rudder and tiller hung from the stern post. It could be propelled by both sail and oar. At that time Captain Ferguson was Chief Harbour Master and Mr Beagley was a foreman boat builder. Mr Beagley built the lifeboat with his fellow workmen. It had all the latest improvements in shape, disposition of weight with watertight compartments, and it had space for a large number of people in addition to the crew. It appears that 'H Meiers' whose signature was on the plaque that was found concealed in the hull, was involved with the building of the lifeboat. His signature and the dates of the start and finish of the boat's construction are penciled on the raw timber 'plaque' found in the hull in the early 1990s when the lifeboat was being restored. It is interesting that the 'Melbourne Directory' of 1911, published by Sands and MacDougal, lists McAuley and Meiers, boat builders, Nelson Place foreshore, between Pasco and Parker Streets, Williamstown, It is quite possibly the business of the person whose name is inscribed on the lifeboat plaque. Flagstaff Hill's documentation also mentions that the keel was laid at 'Harry Myers, boat builders, Williamstown, Melbourne the name 'Myers' can also be spelled 'Meiers', which could be the same person as the Meiers in "McAuley and Meiers" (as mentioned in genealogy lines of Myers). The new lifeboat, to be named 'Warrnambool' was brought to town by train and launched at the breakwater on 1st March 1911 using the Titan crane (the old lifeboat built-in 1858, was then returned to Melbourne in 1911). This new lifeboat was stationed at Warrnambool in a shed located at the base of the Breakwater, adjacent to the slipway. The lifeboat ‘Warrnambool’ was similar in size to the old lifeboat but far superior in design, with new sea-going qualities such as greater maneuverability. The ‘self-righting, self-draining’ design was made the vessel difficult to capsize and even if the boat overturned it would right itself to an even keel and the water would drain away. The hull was built of New Zealand Kauri, using double diagonal planking, laid in two layers at right angles, with a layer of canvas and red lead paint between the timbers to help seal the planking. It has plenty of free board. The backbone timbers were made of Jarrah. The Warrnambool lifeboat was one of several rescue boats used at Port Fairy and Warrnambool in the early 1900s. In late 1914 the Warrnambool lifeboat and crew were used to help find what was left of the tragic wreckage of the Antares and were able to discover the body of one of the crewmen. Between 1951 and 1954 the lifeboat was manned under the guidance of Captain Carrington. He held lifeboat practice each month on a Sunday morning, to comply with the Ports and Harbour’s request that lifeboats be ready for action in case of an emergency. In the early 1960’s it ended its service as a lifeboat and was used in Port Fairy as a barge to help dredge the Moyne River. Flagstaff Hill obtained the Warrnambool lifeboat in 1975. In 1984 it was on display at Flagstaff Hill Maritime Village, Warrnambool. On 23rd May 1990, she was lifted from the water and placed in a cradle for restoration. The name 'WARRNAMBOOL could be seen faintly on the lifeboat before it was restored. It was during the restoration that Flagstaff Hill's boat builder discovered the 'plaque' inside the hull. A copy of the blueprint plans has the name “V.E.E. Gotch” printed on it. His advertisement in Footscray’s ‘Independent’ newspaper of Saturday 11th May 1901 states he is “Principal and Skilled member (Naval Architect) to the Court of Marine Inquiry of Victoria and holds classes for naval architectural drawing and arithmetic.” The subject row lock is significant due to its association the Warrnambool Lifeboat which was an integral part of an important service to the local community as a lifesaving vessel for a half-century. One of the lifeboats many achievements was when it was used to help retrieve the body of a shipwrecked crew member of the ship Antares.
