The origin of debutante balls was that the woman was old enough to be married, and part of the purpose of her coming out was to display her to eligible bachelors and their families with a view to marriage within a select circle. The chairs together with a large table originally were used by the Phillip Island Council for monthly shire meetings in the old shire hall in Thompson Avenue. When the new offices opened on the corner of Church Street & Thompson Avenue in 1978 modern furniture was installed. They were then donated to the Historical Society. The former bluestone Bulla Shire Hall building was constructed in 1867 and remained the centre of local government until the early 20th century when the administration was moved to Sunbury. In the 1990's the Alister Clark Rose Garden was established in the surrounding grounds. The garden is open to the public all the year round. In 1999 the rose garden was officially opened.A coloured photograph of the front elevation of the original Shire of Bulla offices. It is a bluestone building, double fronted with a pitched roof on both wings and above the porch. The woodwork trims have been painted in cream and red. The double wooden front door is painted red. The Shire of Grenville offices in Linton were built n in 1939, and replaced the original Shire Hall which was built in the 1860s. At the time the offices were built, Linton was the headquarters of the Shire of Grenville. This photograph is believed to have been taken after the laying of the foundation stone for the Parish Hall, in 1909. The Ballarat Star of 1 September 1909 reported that "After the ceremony an adjournment was made to the Shire Hall, where afternoon tea was served by the ladies of the congregation." A copy of this photograph is in the St Paul's Church of England file. Orbost Town Band amalgamated in 1913 to form the Orbost Municipal Band under the conductorship of Mr Charles Spink. The Orbost Municipal Band played a major role in the Orbost community activities. Charles Spink made sure each soldier returning home from the 1914 to 1918 war was welcomed home in front of the Shire Hall to the music of the Orbost Municipal Band. The band played in the main street on most Friday nights.
