The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The former Ballarat Gaol was commenced in 1856 and completed in 1862, This view looks up Lydiard Street South, and was taken before the Ballarat Courthouse was built south of the gaol in 1868. The wall was built from quarried basalt with local bricks. A system of burning the lime mortar between the joints and the shape of the wall meant it had a high degree of stability. From 1870 on more buildings were constructed and these became the School of Mines and Industries Ballarat. The Gaol closed in 1965. This image shows the Ballarat Gaol c. 1861 giving us an understanding of what the site looked like before all the changes that have occurred over the years since the gaol closed and other organisations have had the site. William Baragwanath joined the Victorian Department of Mines in 1897, was director of the geological survey (1922-4), Chief Mining Surveyor (1924-43), Secretary for Mines (1932-34), consultant to the Department of Mines (1943-50) . He was born at Durham Lead on 1 August 1878 and was a former student of the Ballarat School of Mines. Baragwanath was president of the Royal society of Victoria (1943-44) and a councillor of the Ballarat School of Mines (1916-1950). After Baragwanath's death on 20 September 1966 the Department of Minerals and Energy (Geological Survey division) donated a number of Baragwanath's items to the Ballarat School of Mines, including this collection. Alfred G Johnston was a former Ballarat School of Mines student who was killed in action at Rhenosterkop, Middleburg district, Transvaal, South Africa, on 7 May 1901, aged 29 years. A letter of condolence was sent to his parents (see S.M.B. Former Ballarat School of Mines mining student Alfred Johnston was the son of Charles Johnston of Cork, Ireland, and Elizabeth Jameson, the family owning a large furniture store in Fitzroy. Alfred joined the Fifth Victorian (Mounted Riffles) contingent at the Melbourne suburb of Hawthorn. The October 1901 Ballarat School of Mines (SMB) Students Magazine reported 'Alf. Johnston's gone. The news came as a shock to all of us at the school. He who was with us a few short months ago, in all strength of sturdy manhood, has met a soldier's death in South Africa, and we sincerely mourn his loss…. His heart was in the school, and he did his best to further its interests … His last act on leaving Australian shores was to send a telegram from Albany to Prof. Mica Smith, to whom he was warmly attached, wishing the School and all connected with it "Good-bye". In his short, all to short, life of 29 years, he had more adventure than falls the lot of most men, and possibly the spirit of adventure, and also, of duty, prompted him to throw in his lot with the "colors," and leave for the front. The news of his death comes to us with added weight of sadness when we remember that he was one of the organisers of the School entertainment last year to help swell the fund for the erection of a statue to fallen Victorian soldiers.' The SMB Annual Report of 1901 recognised the loss of one of their students: 'Mr Johnston was, until the date of his leaving for active military service in South Africa, one of our students. While here besides being regarded as a general favourite for his urbanity and manliness, he was noted as a faithful, diligent, and most successful student. The news of Lieutenant Johnston's death cast quite a gloom over the school and it was early decided that in addition to a letter of condolence sent to his parents a bronze tablet, suitably inscribed, be erected to his memory in some prominent part of the school. On the 4th November last the ceremony of unveiling the memorial tablet was performed by Professor A. Mica Smith in the presence of several members of the late Lieutenant A.G. Johnston's family, the President and Members of Council, the Staff and Students of the School, and a number of prominent citizens. Lieut. Alfred Johnston was killed on 7 May 1901 at Rhenosterkop, Middleburg district, Transvaal. When the news reached Ballarat the students wrote 'Alfred Gresham Johnston has passed away, and his passing has left many a sorrowing heart amongst his troop of friends everywhere. Outside of his home circle, none will miss him more than his old friends - Professors and students alike - of the Ballarat School of Mines. Farewell, Alf., a long farewell.' Alfred Johnston is buried in an unlocated grave. His SMB friends decided to erect a tablet at the school to the late Lieutenant Johnston. An appeals for donations was made, the SMB students magazine reporting that it had 'met with a handsome response from past and present students.' The SMB Council augmented the fund, and the memorial was dedicated with great reverence. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. In 1900 a group of former Ballarat School of Mines students working in Western Australia commissioned and presented a bust of Professor Alfred Mica Smith to the School.
