This is a set of 14 photographs of an All-Staff meeting held by the lake at the Army Survey Regiment, Fortuna, Bendigo on the 24th of April 1994. At this meeting CO LTCOL Duncan Burns announced that under Defence’s Commercial Support Program (CSP), the In-House bid submitted in 1993 by a team led by then CO LTCOL Bob McHenry was successful. The In-House bid proposed the establishment of an organisation based at Fortuna to carry out non-core production with 150 of the 373 Survey Corps positions converted to Defence civilian positions. 110 of the Defence civilian positions would be filled voluntarily by military personnel under Section 81B of the Public Service Act 1992 with the remaining 40 positions filled by Public Service recruitment. Other options offered to Survey Corps personnel were postings to 1st Topographic Survey Squadron in Enoggera, QLD, transfer to another Corps in the Australian Army or discharge from the ADF. The In-House bid also proposed 143 Survey Corps military positions to remain at Fortuna to perform ‘core strategic non-sovereign tasks.’ However, Army subsequently decided to abolish the 143 positions, disband 4th Field Survey Squadron, Adelaide, SA and lastly, the demise of the Royal Australian Survey Corp in June 1996. These 34 photographs were taken at a CO’s parade at the Army Survey Regiment, Bendigo in c1987. The Colonel Commandant (honorary appointment) of the Survey Corps - COL Clem Sargent (Retd), presented the Defence Force Service Medal to four personnel in recognition of 15 years of efficient remunerated service, or the Clasp for 5 years of additional service. Recipients were WO1 Neville Stone and three unidentified support staff from the Australian Army Catering Corps, Royal Australian Electrical and Mechanical Engineers and the Royal Australian Corps of Transport. This is a set of 16 photograph of the Royal Australian Survey Corps’ Johnson Ground Elevation Meter (JGEM) Survey Vehicle taken at the Army Survey Regiment, Fortuna, Bendigo. The JGEM vehicle was extensively used by RA Svy within Australia from the late 1960s. A limited number of Ground Elevation Meter (GEM) station wagon type vehicles were manufactured by General Motors Corporation (GMC) in the USA for the United States Geological Survey, Canada’s mapping agencies, RA Svy and National Mapping (Natmap). The GEM was a four-wheel drive, four-wheel steer vehicle. Four-wheel steering was necessary to avoid systematic errors caused by non-tracking of front and rear wheels on conventionally steered vehicles. The manufacturer substituted the rear axle with a front axle and connected them to form the four-wheel steering mechanism. The two Australian GEM vehicles, referred to as Johnson GEMs (JGEMs) were converted into right-hand drive. After delivery in 1964, acceptance Natmap and RA Svy testing and operator training was undertaken at the Army's School of Military Survey located at Balcombe, Victoria. A small fifth wheel was mounted on a cantilever arm suspension midway between the front and rear wheels on the right side of the vehicle. It was lowered to and raised from its operating position by use of a constant pressure air cylinder. A telescopic bar, suspended between the front and rear axles, provided the reference datum for the angle measurement. The wheel provided the velocity or distance signal through a pulse generator system. A sensitive pendulum mounted on this bar provided the angle measurement for each minute distance traversed. The JGEM contained electromechanical instruments used to determine relative elevations, by trigonometric principles, along a traversed path. These relative elevations were obtained through apparatus which measures the instantaneous angle of inclination of the road and the instantaneous velocity of the meter along such a path. Road routes over which the JGEM operated were planned so that each started and ended as near as practicable to an existing point of known elevation (formally referred to as a level traverse bench mark). The difference in height from the bench mark and the road surface alongside the JGEM’s fifth wheel was measured with a level and staff. Along each route, mapping control photo reference points where new elevation values were required were identified on aerial photographs. Under favourable conditions it was possible to survey as much as 160km in an ordinary working day. The first of RA Svy’s JGEM operations was undertaken in 1:250,000 scale map areas of Queensland. CPL John Hook was the JGEM’s main operator in the early 1970s undertaking operations covering 1:250,000 scale map blocks over northern Victoria and central NSW, each requiring 36 points (9 runs of photography and 4 points across. SPR Lyn Thompson and SPR Bob McDonagh teamed with CPL Hook on some of these JGEM operations. When RA Svy was integrated into the Royal Australian Engineers in 1996, the JGEM vehicle with the Survey Corps collection was donated to its museum. It is believed to be the last of the original manufactured fleet in existence. The JGEM has undergone extensive refurbishment to achieve roadworthiness and is currently housed at The Australian Army Museum of Military Engineering, Hoslworthy Barracks, NSW. This booklet has been produced as a handbook for the employees of the Warrnambool-based clothing business of Fletcher Jones and Staff. Sir David Fletcher Jones (1895-1977) was born in Bendigo and served with the A.I.F. in World War One. He and an ex-war mate began trading in the Western District as itinerant hawkers of manchester and later Fletcher Jones continued on his own, gradually expanding the business until, in 1922, he opened a menswear and tailoring business in Warrnambool. By 1941 he was making nothing but men’s trousers, supplying retailers in over 100 outlets. In the late 1940s he turned his business into a Co-Operative and later expanded the business to include both men’s and women’s clothing. He opened a factory in Warrnambool, which, with it beautiful gardens, became a tourist attraction. The factory site was called Pleasant Hill. When he died in 1977 his business was one of the largest clothing manufacturers in Australia and possibly the world but, with the competition from imported clothing, the enterprise did not survive into the 21st century. It is presumed that Doug Ferguson was an employee of Fletcher Jones and that the gold label award was for his work or that of his department. This staff handbook for employees of the clothing business of Fletcher Jones & Staff is of major interest as this business, known nationally, was one of the most significant businesses ever to operate in Warrnambool. The handbook is of interest in itself as it has the Fletcher Jones logo, interesting material about the business philosophy of the business and Fletcher Jones himself, an autographed photograph of him and some significant photographs of the business, including indoor photographs of the factory.This is a soft cover book of 14 pages. It has a blue cover with the red and gold badge of Fletcher Jones on the front cover. The first page has handwritten material in black ink and a photograph of Fletcher Jones. There is also a gold label stuck on to the first page. There are many black and white photographs scattered throughout the text. ‘Presentation Copy. This is a set of 17 photographs taken during the first year of Army occupation at Fortuna, Bendigo in 1942. The photos provide an insight into the preparatory work performed on the Fortuna Villa and surrounding buildings, by the Working Party 5th Army Troop and Ordnance Training Depot, before its occupation by personnel from LHQ Cartographic Company, Royal Australian Survey Corps. The annotation on the back of Photos .9P and .10P is misspelt. The correct spelling is ‘Nell Gwynne’. The poppet head of the Central Nell Gwynne mine is still an iconic landmark in Bendigo, lying just down the road from the poppet head lookout at Victoria Hill. The Central Nell Gwynne was the premier mine of Bendigo's 1930s mining revival and is of high historical value, due to the extensive and relatively intact features which remain at the site. The annotation on the back of Photo .17P is incorrect. The location of HQ 5th Army Troop was ‘Reynard St, Coburg.’ By late 1941 as Japan extended its control throughout Indo-China, resolving the accommodation problem of AHQ Cartographic Company located in Melbourne became more urgent. The steady Japanese advance made the bombing of Melbourne no longer a remote possibility, and in accordance with a general policy of dispersion, the Deputy Chief of the General Staff, Major General Sidney Rowell instructed Major William Sarll, in the interests of security of plant and to provide against possible damage of air attack, to investigate suitable safer inland accommodation for AHQ Cartographic Company. Major Sarll inspected many properties before finding one that would meet the requirements of the Cartographic Company. In late 1941, he came to inspect Fortuna, a rambling old mansion with about fifteen acres of ground in central Bendigo. Initially there was no intention to occupy the site beyond the end of the war, although Major Sarll's report to the Director of Survey noted many advantages in moving the Company to Bendigo. Major General Rowell quickly approved the selection of Fortuna before other authorities, which were investigating the evacuation of school children, could get in ahead of the Cartographic Company. On 23 March 1942, the Commonwealth of Australia, under the provisions of the National Security Act of 1939, took possession of the house, the old battery buildings and the fifteen acres of grounds. Under Warrant Officer J. Trist’s direction, over fifty Parks and Works tradesmen completed building works necessary to accommodate the Survey Corps’ military, map making and printing requirements. The building program was still under way when the first officer, Lieutenant Ralph Westgarth, arrived in May 1942 with the advance party which received and positioned all equipment as it came up from Melbourne in semi-trailers. Once the equipment was installed the rest of the Cartographic Company completed its shift to Bendigo by 11th June 1942. This is a set of six staff photographs of the Army Survey Regiment’s Officers, Warrant Officers and Sergeants, and each of its four Squadrons at Fortuna, Bendigo in December 1982. Note - Air Survey Squadron’s photo was probably taken in July 1982 as they appear in winter dress. Air Survey Squadron was responsible for aerotriangulation, photogrammetric feature extraction and the AUTOMAP 1 system. Typical tasks were flight planning the acquisition of aerial photography, pugging, mensuration and block adjustments, photogrammetric extraction of topographic features from aerial photography, digital feature editing, map compilation, operating the scanner/plotter, operating the AUTOMAP 1 system and computer programming by civilians. Cartographic Squadron was responsible for the production of the following military products: Joint Operation Graphics, small-scale RAAF Air Charts, large-scale topographic line maps and orthophotomaps. Cartographic technician tasks were scribing, compiling, retouching, masking, type setting, type stickup, terrain embossing, correcting and proving quality control. Headquarters Squadron was responsible for the planning and coordination of map production and contracts. It also performed administrative and support functions such as personnel administration, pay, finance, transportation, records, map Library, kitchens, messes and facility maintenance. It was staffed by Army personnel from RASvy, RACT, AACC, RAAOC and RAEME corps. Other supporting staff at this time included the RAAF Liaison Officer, RAN Liaison Officer and several civilians employed in administration, the Q-Store and grounds maintenance. A component of the Army Svy Regt’s cartographic map production was carried out by the Detachment, a sub-unit located at Bonegilla next to the School of Military Survey. Lithographic Squadron was responsible for the reproduction of map materials and printing of military map products. The main tasks undertaken by photographic technicians were photographic enlargements, reductions and duplication of map reproduction material and processing of aerial photography. These two photos were most likely taken in the volleyball court area of the Army Survey Regiment, part of the grounds of Fortuna, Bendigo, in c1989. The occasion was probably to farewell SSGT Kevin Boehm, who was a cartographic draughtsman, after 22 years of service in the ADF. It is likely Bendigo Toyota was approached to loan their miniature Toyota Tarago; a vehicle used for marketing purposes. The novelty of this quirky “drive past” event was that Kev was well known as a part-time car salesman and often took the opportunity of assisting new staff in buying a car. Kev was a qualified pilot and often took time on weekends to take unit staff and their families on recreational flights over Bendigo and Albury-Wodonga. This set of 16 photos of the Christmas Children’s Party were taken in the and the grounds of Fortuna, Army Survey Regiment in 1992. The Christmas party was an annual event enjoyed by the soldiers’ families, featuring amusements such as the ‘pig train’ and pony rides, a historic fire engine provided by the Golden Square Fire Brigade with Santa on board and refreshments such as cordial, lollies, ice creams and fairy floss. Single members readily volunteered to assist in the running of the party. An occasional highlight was displays of military hardware such as tanks and APC from the Puckapunyal’s Armoured Centre. Catering staff/contractors taking a break outside the kitchen are also featured in this collection. The Army Survey Regiment Wives Club was instrumental in establishing the Tennis Hut, featuring in photos .1P to .5P. The Wives Club initiated many social events.
