Roger de Stoop was born in 1912 in Flanders, Belguim. He migrated to Australia and set up a mattress ticking factory in Blackburn North in 1950.The company produced damask ticking. de Stoop sponsored Belgian migrants to work in his factory and built housing for them close to the factory. Blackburn High School was opened in 1956. It was built on land previously covered with orchards owned by Mr Ron Pearce who was famous for growing cherries. In 1980 the school celebrated their silver jubilee. Blackburn State School was opened in 1889. They held their centenary celebration on Saturday 29th April 1989. The Blackburn High School opened on 1st February 1956 with 128 Form 1 pupils and a staff of 8. The 20-acre site on the corner of Williams and Springvale road was surrounded by orchards and pine trees. The trees inspired the school motto: ' Ad licem crescimus' - 'We are growing towards the light'. The first headmaster was Mr V. Percy.
